TDMAW Committee Updates Member companies receive accolades Workforce Development – 2013-14 Legislative Session Theme


T

he TDMAW is off to a great start in 2014. Our meeting lineup has been and will continue to be outstanding. In January we started the year with Aleta Norris talking about our next generation of workforce and also in January a breakfast meeting with Deeatra Kajfosz of Nalani Sevices focused on marketing. February we enjoyed a lunch and learn that had a topic of ‘Business Financial Health’ with speakers from Wells Fargo, Sikich, and Federated Insurance. Our traditional Post Holiday Party was replaced by a ‘Luck of the Irish’ social in March which was a huge success and in April Ted Kanavas was the headliner. Upcoming meetings in May will include our Empower Launch event at the Crowne Plaza and Federated Insurance will discuss ways to minimize risk at the ‘Loss Side Initiative’ meeting at Delafield Brewhaus. Our Membership / Events committee has worked very hard to put together a variety of fun and educational meetings. Please consider attending future events, it’s a great place to network with other TDMAW members and support our association.

We have a goal to add 25 new members this year and recently sent out a prospective member letter to manufactures in a target area that includes Germantown, West Bend, New Berlin and Menomonee Falls. Current members in this area were sent a list of the companies solicited, and we are asking them to personally contact their company neighbors and invite them to come see what we are all about.

On a final note, we are looking for a member shop to open its doors to a fall student tour group from MPS to help show our youth the possibilities in a manufacturing career. Have a great month and ‘Go Brewers’! – Steve Latus, TDMAW President

The TDMAW Workforce Development Committee met at Busch Precision, Inc. on March 31, 2014 to discuss the various needs of the TDMAW members and the happenings in other committees in order to understand the complexity of the subject and create a plan to assist all involved. Members of the committee, Mike Mallwitz, Ken Heins and Wayne Matthiesin, led the discussion. Attendees included other committee chairs and a handful of our sponsors. All were invited to share what they are doing to close the skills gap and find qualified employees and talk about their employee training programs. Following are updates as reported: Ken Heins, of KLH Industries, Inc. and Apprenticeship committee chair, is seeking assistance to continue to promote NIMS Apprenticeship training through the TDMAW. Ken has also approached the MMAC and M7. He is now working with the Waukesha Business Alliance. WBA has been able to get WCTC a grant to change from their traditional Apprenticeship Program to NIMS Apprenticeship training. Wayne Matthiesen, of Matzel Manufacturing, is hosting school and legislator tours and utilizes Youth Apprentices and is seeking an avenue to get parents involved. Lynn Mahuta, of Mahuta Tool Corp. and TDMAW Promotions Chair, stated they support BotsIQ WI. Committee members act as proctors for Skills USA testing, and the committee manages the MSC/TDMAW Tools to Succeed toolboxes to tech college students. The Promotions Committee promotes PRECISION METAL WORKING careers through a variety of methods. John Puhl, of J.P. Pattern Inc. and acting president of BotsIQ, reported that 15 area schools support the program where students design and build combat robots. Each year they host two competitions: at WCTC (spring) and MPTC (fall) where parents and families get involved and attend. Mike Retzer, of Strohwig Industries and NTMA Government Affairs, is working to make an impact by working through the Department of Work Force Development. Unfortunately, the 57 different government departments make it a challenge.

Andy Sharafinski of Morris Midwest is involved with area colleges. John Schmitz of Citizens Bank Mukwonago offered assistance as needed. Becky Fisher, TDMAW Executive Director, reported that the association is expanding communications to area organizations and offering school tours along with reaching out through initiatives, including the Workforce Development Committee. The committee will meet again in June with plans to invite more to participate in the 2014 TDMAW Business Support Expo. Over all, the TDMAW represents manufacturers, all with specific and varied employee skills needs. Ultimately, we have the tools and determination to assist our members in connecting with resources to help fill the gaps.

Apprenticeship Committee Update

O

n Tuesday, March 25, 2014, the Wisconsin Apprenticeship Advisory Council held a meeting in Madison. Several items of particular TDMAW interest were discussed. Following is a sample of changes to Wisconsin statues. The Department of Workforce Development will administer an apprenticeship completion award program. The program will provide, to a Wisconsin indentured apprentice or their sponsor, a completion award equal to 25 percent of the cost of tuition incurred by the apprentice or sponsor or $1,000 whichever is less. The first payment shall be made upon successful completion of the first year of the apprentice’s contract. The first payment may not exceed $250. The remainder of the completion award shall be paid upon completion of all apprenticeship program requirements. The details are still being finalized.

Recent changes to Wisconsin’s electrical licensing law were established by legislation passed in March of 2008. In addition to requiring statewide licensing, this legislation provided for a 5-year delayed effective date (April 1, 2013) to give people time to get credentials required by the 2008 law. Effective April 1, 2014, everyone working as an electrician, or in a business as an electrical contractor, will need to be licensed or registered with the Wisconsin Department of Safety and Professional Services. There are exemptions to this law. Specifically, a person engaged in installing, repairing, or maintaining manufacturing equipment or utilization equipment, including ballasts, electric signs and luminaries or manufactured systems that is designed to provide a function that is not primarily electrical in nature if the installation, repair, or maintenance only involves the modification or installation of conductors that are considered part of the equipment or system. Any conductor going from the disconnecting point or the nearest junction, pull, or device box to the manufactured equipment, or utilization equipment or the manufactured system, is considered part of the equipment or system. Details about how this will impact manufacturing businesses are being compiled.

In addition, the Bureau of Apprenticeship Standards is requiring that all new apprentices take an Online Orientation. The web site for review of this orientation is almost finalized. Watch for an update once it is fully operational.

The Bureau of Apprenticeship Standards and Wisconsin Apprenticeship Advisory Council are planning to host a solution focused apprenticeship summit this summer. It is envisioned to be a 3 day event for 30-40 leaders from the national and international apprenticeship community. The vision for this summit is to discuss and design transformational change models that will align the apprenticeship structure with workforce analytics, to ensure that apprenticeship is keeping pace with the rapidly changing employer needs, and Wisconsin’s current economic landscape. Governor Walker and Secretary Newson will kick off the summit.

Workforce Development – theme for the 2013-14 Legislative Session 2013-2014 Wisconsin Legislative Session Recap

which was signed by the Governor as 2013 Wisconsin Act 9 and became law on March 3rd, 2013.

Later in the session, continuing with the theme of improving the Wisconsin workforce, Senator Gudex and Representative Warren Petryk introduced SB 331 and AB 399. This bill required that the Department of Public Instruction (DPI) annually confer with DWD and the Wisconsin Technical College System to identify industries and occupations that face workforce shortages. DWD will then approve industry-recognized certification programs to address the shortages in the identified industries. DPI must also award a grant of $1,000 per pupil to school districts for each pupil that completes the program. This is a bill we watched closely and were pleased when the Governor signed 2013 Wisconsin Act 59 and it became law on December 12th, 2013.

he 2013-2014 Legislative s e s s i o n Chet Gerlach came to a close this month and overall it has been a productive session for TDMAW members. To recap the session, I would like to highlight just a few of the many items we were active on in the last year and a half. Early in the session last year, Senator Rick Gudex and Representative Kathy Bernier introduced Senate Bill (SB) 23 and Assembly Bill (AB) 14. The bill, now known as Wisconsin Fast Forward, created a workforce training program that is administered by the Department of Workforce Development (DWD). Under the program, DWD is required to award grants to public and private organizations for the development and implementation of workforce training programs. Workforce training has been a major issue for our members and we were pleased to support this legislation,

As I mentioned last month, the Wisconsin Manufacturers Tax Credit, which was part of Special Session Senate Bill 1, was signed into law in March of 2014. Passage of this bill was the result of the efforts of Senator Glenn Grothman and Representative Dale Kooyenga. Under provisions of

the bill, tax filers who may otherwise be subject to the Alternative Minimum Tax can claim the manufacturers tax credit. Once again, the TDMAW legislative team was active in support of this measure and pleased to see the Governor sign 2013 Wisconsin Act 145.

Finally, this session we witnessed major reforms in Unemployment Insurance (UI) with the passage of the 2013-15 Biennial Budget. These UI reforms addressed some of the burdens of the current system that our members have long taken issue with. The reforms included up to $30 million to be allocated for the state’s unemployment interest payments in 2013 and 2014 and eliminated the special annual assessment on employers. By eliminating this assessment, it is estimated that Wisconsin employers will save $10.50 per employee for 2013 and $3.78 per employee in 2014. The UI reforms also included: reduced eligibility for UI benefits following voluntary separations, tighter restrictions on UI benefits following discharges, and stronger work search requirements. Though the 2013-2014 session was a success, more still remains to be done to improve the climate for manufacturing

in Wisconsin. For example, the Legislature adjourned the session without addressing the reforms recommended by the Worker’s Compensation Advisory Council (WCAC), SB 550 and AB 711. With strong opposition from health care providers who opposed efforts to insert a fee schedule into the program, the bill failed to gain traction this session. The WCAC will likely go back to the drawing board in search of reforms designed to reduce the cost of Workers Compensation insurance. TDMAW will continue to be involved in the process to insure that TDMAW voices are heard on this important issue. During the upcoming campaign season we encourage all TDMAW members to invite candidates to visit their businesses and discuss with them issues important to the manufacturing industry. of the Windows 8 interface is to combine the touch screen tablet experience with the performance of a common PC. The interface banishes the double clicking and replaces it with simple clicks or taps on the screen. This interface difference becomes more of a user preference then a flaw in design or functional nuisance.

Windows 7 or Windows 8?

N

ow that Windows XP is no longer supported by Microsoft, people are debating between Windows 7 and Windows 8. You may be asking, what is the difference between the two operating systems? Or which one is going to be the best for me? Here is a breakdown between the two Windows operating systems. You may find that with a better knowledge of the operating systems you will be more comfortable when making the choice between the two. First and foremost, if you choose to upgrade your operating system from Windows XP you can expect to run into some difficulties, whether it be the way programs function or the types of programs that are available. It is important to keep in mind that the upgrading process from Windows XP to either Windows 7 or Windows 8 assumes that your computers hardware meets the requirements that are necessary for each

operating system to function smoothly. It is common to discover that it is worth the investment in a new computer rather than replacing the components of the computer to meet the new requirements of the Windows 7 or Windows 8 operating system. Right away you will see a difference in the user interfaces between Windows 7 and Windows 8. Windows 7 sports the start button that over the years we have come to expect. Windows 8 shocks us a little by getting rid of the start menu and replacing it with a menu that is similar to a smart phone’s application menu. The difference takes a little getting used to, but it certainly makes finding programs a cinch by just typing them into the search that automatically appears when you press or click on the Windows icon. Microsoft announced recently that it is bringing back the Start menu in a forthcoming update to Windows, though they did not say exactly when. The goal

Another thing that is noticeable in Windows 8 is that many things can done in the cloud. This is a feature that Windows 7 also supports but Windows 8 takes it to a whole new level. In fact, one of the first things that Windows 8 asks you for is a Windows Live ID. You are able to create an ID when installing or enter an already existing ID that you may have used before for Skype or MSN messenger. This ID can then be used to switch from computer to computer, preserving the way you have customized your screen, even down to the desktop background and the system preferences. This enhanced feature rolls right along with the ever growing culture we are becoming used to where everything stays right at our fingertips no matter what computer, system or device we are using. When all is said and done neither operating system has flaws large enough to sway you to either way. As it is becoming ever more common, there are many choices and many ways to accomplish the same task, it just depends on what you have become accustom to and what you are willing to learn or evolve to. Luck O’ the Irish Casino Night

H

earing from our members that the traditional January Post Holiday Party fell at a time when they were feeling a little *partied out*; the TDMAW Program committee decided to try something new this year. They took a gamble on the Luck O’ the Irish Casino Night at Potawatomi Bingo Casino and hit the jackpot.

The event was held on Friday, March 14th. Attendees enjoyed a fun-filled evening in the beautiful Woodland Dreams Ballroom. Dinner was delicious, the musical duo, SWAY, helped to set the mood, and the company couldn’t be beat, with nearly 65 TDMAW members and their special someone’s.

Once things started to wind down, many took advantage of the variety of entertainment opportunities that Potawatomi has to offer: congregating with friends and enjoying the live music performances, or trying their luck in the casino. The feedback heard by the Program Committee was very positive, and they plan to hold this event again in 2015. We hope you will join us again next year.
