New LE at the Helm -,"n'-... . Gen Henry Viccellio, Jr. became the HQ USAF/L.E in Oct of 1989. He was previously the TAC/ CV/LG, and prior to that he was the vice commander of San Antonio ALC. He is a USAF Academy graduate with a degree in engineering. He brings a wealth of logistics experience to the top Air Force logistics job in the Pentagon. Gen Viccellio sees the '80s as having been good for Air Force-wide readiness, advanced weapons development, improvements in sustainability, overall advances in aircraft capability, and logistics-related safety. There are challenges for the '90s that we logisticians will have to deal with in an austere budget environment however, with the biggest being to s v . the progress we achieved in the '80s. While there's going on about lots of hand-all this, we need to remind ourselves that it's part of a very critical bigger

effort' - to ' halance our national budget. AF and DOD have a vital role to play in this endeavor. We must come to grips with theintent of Gramm-Rudman-Hohgs and provide maximum defense for our tax dollar. There are three keys to our progress. We must work together as a team and fight tendencies to pull in separate directions. Both our operators and logisticians are key to this effort. AFLC,AFSC, GSA, and the MAJCOMS must work together to produce the best outcome for the overall force structure within a welldefmed and supportable expenditure of funds. Reliability and Maintainability is critical to this effort to field a supportable array of weapon systems. A super example of this is the F-16, which is now operating at seven plus sorties between major maintenance actions. And M y , our attitude is crucial to the ability to do everything we want to do and do it

well. We must be sure the troops who ultimately have to make it all work are led with enthusiasm. We must maintain a positive outlook on the challenges before us. In the face of ongoing turbulence, we need to take time to explain the "why" of it all, Above all, we can't let our experienced maintainers get the mistaken impression that the Air Force doesn't 'want or need them. Gen Viccellio strongly believes that the MOA and the ER should take the lead in the education and motivation process necessary for us all to meet the challenges of the '90s while protecting the gains of the '80s. Everyone who belongs to MOA can be a part of the solution. We all should be looking for ways to make this association stronger and more able to meet this challenge. Welcome aboard, General; we look forward to your leadership and guidance.

Now that a new decade is here, we in the MOA are moving forward with a new outlook for our organization. Should the '90s be as exciting as the '80s, we will have a lot to look forward to. Peace in the world will bring changes to all of our lives, both professionally and privately. But throughout the changes, this peace still brings the challenge to be strong. MOA can and will be a part of this revised strength. Even more than ever, the MOA will provide avenues for maintainers to cross-feed, share, teach, and motivate each other. As the lead article in this issue indicates, our new leader is at the helm of many of these logistical changes. Other MOA changes you'll see are a Command Corner, "I'm Not Lost, Are You?" and Puzzle Pieces. The Command Corner is where we will put articles fiom the command logistics community. We hope to get an article per quarter fiom the MAJCOMLGs. For this edition: TAC, AAC, and AFSC have contributed. We look forward to total support for the Spring ER. Also, starting in this issue you'll find an "I'm Not Lost, Are You?" survey form. Take a moment to fill one out and send it to us. As time and space permit, we'll include these in futureERs. The intent is to supplement the annual roster with a personal glimpse of where our members are and what they are doing. One final change will be the Puzzle Pieces. This section will feature articles from the Pentagon that affect all of us. The articles on the lOlst Congress and the Supply Wartime ConOps are both excellent articles fiom the buildmg. These aren't all the changes. We're on a roll now and are getting ideas/inputs fiom you folks. The breadth of articles in this issue represents the flavor of what we hope to do regularly, with even more improvements. If you don't see your article, there wasn't room or it wasn't considered to be the right time for whatever reason. Keep the inputs coming. A new decade, a new outlook. MOA moves into the '90s with full afterburner power. This issue is the start of a revitalized effort to promote the exchange of ideas and experiences among MOA members.

In the back of the ER is an important section that lists a variety of information including a listing of advisors and regional directors. These lists are out of date and show a need for volunteers across the maintenance community. If you are listed as the XYZ advisor and you are now at ABC, let us know. Please do the same if you are listed as a regional director. For any of you who would like to volunteer for the various d e d positions, just let the association know. We also have more than four chapters and there are probably some new presidents, so let us know who you are.

Letter to the Editor Reference: Lt Col Packard's ABDR Article Having been assigned at Wright Patterson AFB, I've been peripherally aware of the efforts by the Wright Research and Development Center to address ABDR. It's an area where much work yet remains. However, I'd like to know that if "ABDR requirements are taken into account before aircraft are built" as his article stated, how does this balance against the development of the Advanced Tactical F i t e r (ATF)? In a trip report evaluation of the materials to be used on the ATF by the SA-ALC ABDR Program Management Office, it states: The characteristics of the skin preclude rapid repair in a combat environment . The materials used for the main structure are highly susceptible to fire damage. Welding is not possible because the materials stratify in the presence of high temperatures The aircraft would be almost totally unsupportable in a battlefield scenario.

RESPONSE: While ABDRrequirements are takeninto consideration in the aircraft acquisition phase, they are not the primary determinant in the acquisition of aircraft. It is probably not desirable to limit our development of new weapon systems to those which utilize technology and materials which we already totally understand. It should also be remembered that the folks at the Wright Research and Development Center are working hard to expand our ability to repair composite and other newer types of materials used in present aircraft and expectedto be used in future aircraft.

proach is to look at the processes the unit employs to produce the end product. While the end product is important in this evaluation approach, equal attention is applied to the processes used. When a problem is identified, the evaluator determines the root cause and recommends corrective action. The evaluator is equally responsible for iden* good ideas and exporting them to other AFSC units. The whole philosophy behind TQM is to continually examine and improve theinternal processes an organization uses on a daily basis to accomplish the mission. We will focus on evaluating established programs which directly impact the safety, reliability, and quality of supported systems. Areas to be evaluated include: the Quality Assurance Program, MaintenanceTraining Program, Special Certification Program, Technical Order Management and Discipline, SpecialistDispatch, and Maintenance Control Operations. The new Maintenance Quality Review Program will evaluate the quality of maintenance performed and also assist in resolving problems that are identified. During the evaluation, the focus will be on the processes the unit uses to achieve quality maintenance within their organization. The ultimate goal is to ensure quality maintenance in support of the command's mission where quality is defined as "a safe, reliable, properly configured aircraft at the time and place required to meet mission requirements."

AZaska Today We are grateful for the opportunity to provide an input to an outstandmg publication such as the ER. It's refreshmg to have a voice and a forum with which to communicate among ourselves. In the Alaskan Air Command (AAC) our maintainers are some of the best as demonstrated recently during deployments, exercises, inspections and day-to-day sortie producing operations. Arctic operations is our specialty. We even had one of our maintenance officers working in the Exxon Control Center in Valdez, Alaska, during the massive oil spill clean-up operation on Prince William Sound this past summer. The challenges posed to our personnel are formidable, but then maintainerss historically thrive on opportunities; we can anticipate more with less money to do it. As we turn the corner into the 1990s we will be called upon to produce more sorties and expand our wdghting capabilities with fewer maintainance resources. Our Arctic Warriors accept the chahenge as our counterparts across the Air Force likewise do. Together, we can and will make it work; we must, for there is no acceptable alternative. We wish each of you the best as the Air Force moves into the 1990s.

A New Look at Evaluations The Headquarters Air Force System Command maintenance community recently decided a change was needed on how to inspect our field units. With the push from DOD on the Total Quality Management'Program (TQM), we decided to use what we learned from TQM to implement a different kind of evaluation. In the past, inspections were compliance-oriented where a unit's performances was graded based on their ability to follow concrete procedures in support of the mission. This approach assumes that if a unit follows regulations, technical orders, directives, etc., the final outcome will always be a quality product. It also assumes that an organization that does not comply with the same set of rules is doomed. An alternative to the compliance-oriented inspection ap-

There is not a maintenance officer in the USAF who has not had to face the harsh realities of budget reductions, manpower shortages, and lack of spare parts. There is also not one true blooded maintenance officer who would admit they couldn't meet or exceed the prior year's mission ready postures. To help achieve TAC standards and make fixmg line replaceable units (LRUs) easier, TAC has initiated a new program called "Fix It Before It Breaks." This program offers new direction for LRU maintenance which reduces workload, conserves scarce resources, and most importantly, increases reliability of LRUs and aircraft systems. All of this hopefully can be accomplished while reducing the overall cost of maintenance and the pain one has to sufferwhile having to explainrepeats, CNDs, and RTOKs. continued on next page 3

Just like any good briefing has three main points, the FIBIB program has three basic steps: remoe bad actors from the system, reduce unnecessary LRU pulls, and maintain LRUs at improved levels of performance. The following paragraphs describe each of these steps, starting with bad actors. Bad actors are by far the major concern within the FIBIB program. They can increase workloads by as much as 30 percent. During TAC's F-15 Coronet Warrior I exercise at Langley AFB, 24 LRUs accounted for 18 percent of total shop visits and resulted in approximately 298 hours of maintenance. In the F-16 Coronet Warrior I1 exercise at Shaw AFB, 8 percent of the ECM pods accounted for 22 percent of total shop visits and resulted in about 390 hours of maintenance. It doesn't take a mathematics major to realize that finding and bad actors is a high payoff strategy. To eliminate the bad actors from the system, TAC and AJ?LC established criteria to d e h e bad actors at the unit level. TAC worked with AFLC to select several avionics LRUs per MDS and set up a "closed loop" tracking system as a pilot program. AFLC and AFSC refer to bad actors as Pacer Actors. The unit asset manager is responsible for ensuring established bad actor procedures are followed. They will track the bad actor LRU from the unit to the depot and back to the unit (the closed loop) which discovered the malfunction. They also supply feedback and lessons learned to system engineers so they can design out the flaws. False pulls or CNDs is the second area TAC looked at because they cause a si@cant amount of unnecessary maintenance effort. About 25-35 percent of LRU removals result in CND and/or RTOK actions at the intermediate shop. Maintainers must exploit the hardware and software tools available to reduce these numbers. Fault identification logic should be adhered to; if it is not good enough, then the logic should be changed. A TAC-wide traclong system will iden* and consolidate faults in troubleshooting logic. Tradang forms, such as the type used in Coronet Warrior exercises can be used as a good starting point. The basic procedure is to find the culprits causing the problems, change the procedures, and monitor the results. The final leg of this attack concerns LRU performance. TAC first identified at least three LRUs per aircraft MDS having poor performance and measurable performance parameters. We then reviewed established performance standards and effective maintenance steps for those out of standard. This consisted of analyzing trends, tracking the LRUs, and implementingfixes for the LRUs as soon as they were out of standard, whether or not they caused a write-up by the aircrew. Reliability and performance will both improve using this maintenance strategy. TAC will expand on this as we learn more and develop the program. Success with the improved LRU program has already been demonstratedwith the F-16 A/B Intertial Navigation Unit (IN') at the 58th TlW and the 388th TFW. The 58th TI'W increased I?KJ reliability to twice the overall USAF average, while the 388th TFW effort contributed to their exceptional bombing accuracy

Electronic Warfare Aggressors - Capt Dan Brandt, HQ TACILGM Tactical Air Command (TAC) has developed an innovative program, known as Electronic Wadare @W) Aggressors, to check our Electronic Combat capability. Previously, the only means of checlung our EW readiness was to fly against the Electronic Warfare Evaluation Program (EWEP) range at Eghn AFB, FL. Unfortunately, EWEP range availability is extremely limited due to higher priority missions, so we've been unable to thoroughly evaluate our EW systems. Enter EW Aggressors. Colonel Charlie Jones, former Deputy Director of Maintenance Engineering at HQ TAC, conceptualized a program where an EW Aggressors team deploys to a basse and thoroughly evaluates the unit's EW capability. The team is headed by a project officer/electronic warEare and an officer and several technicians from the USAF Tactical Air Warfare Center. Range specialists from Avon Park, FL or Saylor Creek ID (dependiwg on whether the deployment is to a 9 AF or 1 2 AF unit) are also key to the program. In practice, participating units are identified at an annual scheduhng meeting, generally convened in August or September. A schedule is published (by message) to ensure all participants are aware of their tasking. When the team arrives on base, they check the EW pods (omaircraft) with a mobile in house built ramp checker to ensure the system is operational. The ramp checker sends out a signal to the pod which receives, identifies and responds to the stimulus. This is recorded and analyzedby the checker for proper response before the pod is passed. The aircraft then flies its normal mission and passes by a "backyard range" as it returns to base, where performance checks are accomplished by mobile threat simulators. There are at least two threat simulators and sometimes three which emit signals where the low, medium, and high band ranges of the pod are tested for proper acquisition, identification and jamming response.


lOlst Congressional Wrap-Up by Lt Col Billy (Kit) Stewart Assistant for CongressionalMatters, Deputy Assistant S m t ay (Budget) Having just completed my fist budget cycle (FY90) as the Logistics Congressional Budget Liaison, I would like to take a few minutes of your valuable time to summarize some of the more salient issues that conkonted congressional members during the First Session of the lOlst Congress. In addition, I'll comment on the current status of the FY90 Defense Authorization and Appropriation Bills and briefly highlight the impact of the Gramm-Rudman-Hollings (G-RH) sequestration. First of all, you are probably wondering why I'm writing about the FY90 budget when we are well into the new fiscal year and the Pentagon budgeters areputting the finaltouches on the FY91 Defense Budget. For you history buffs, you may recall that in the recent past, Congress has failed to pass all. 13 appropriations bills before the 1Oct deadline - FY89 being the one exception. This year, the lOlst Congress was true to form and frnished the FY90 budget legislation on Wednesay, 22 Nov 89, at 0430, just in time to adjourn for the Thanksgiving and Christmas holidays. According to a recent article in the CongressionalMonitor, it was just the second time since 1965 that Congress adjourned before mid-December. However, given the fact that Congress adjourned a little earlier than normal, a number of events early in the year irnpactednegativelyon a delicately balanced bi-partisan Congress. The first major event confronting Congress was the battle over the nomination of John Tower to be Secretary of Defense. His qualificationsand experience as the former Chairman of the Senate Armed Services Committee were not the issues leading to his nonconhnation. Basically, partisan members questioned his moral standards and thought his decisions would be highly suspect or ineffective. Tower's rejection then led to a reprisal by the minority members and the subsequent resignation of House Speaker Jim Wright, D-Texas. These two ethic issues were just the tip of the iceberg. Ethics charges against other Congressmen ranged from conspiracy and extortion, sexual harassment, male prostitution and an assault on a female Peace Corps worker to lobbying on behalf of developers and intervention by several Senators on behalf of a troubled savings and loan company. These highly publicized incidents were then over-

shadowed by Congress proposing a walloping 51 percent pay increase and the fact that Congress and the Administration were unable to make a meaningful budget summit agreement. Needless to say, the essentialbusiness of providmg viable legislation was postponed until late summer. Once Congress decided to put the above ethics issues aside, they resumed work on the defense budget. However, as the Authorization Bill unfolded and both the House and Senate Armed Services Subcommitteesmade recomendations, they were largely in disageernent on funding strategies for key military programs. The AuthorizationBill was passed by the Senate in August but remained logjammed in conference until 7 Nov. The House and Senateeventuallyapproved a conference position of $302.9 billion. The bill contains compromises on several issues, including spendmg levels for the strategic defense initiatives (SDI), &-2 production levels, Peacekeeper, F-14D, and cancellation or modification of other large procurement and investment programs. At the same time, the Appropriations Bill was facing the same stymied approach in the House and Senate Appropriations Defense Subcommittees. The major disagreements focused on the House priorityto use defense funds to support domestic programs and the Senate's priority to basically support the Presidet's FY90 Defense budget. The Appropriations Bill ijnally'went to conference in late October where members hammered out compromises with the conference report passing both Houses. The resulting Bill passed floor action by wide margins in both the House an3 Senate on 1 9 Nov and the Act was signed into law by the President on the 21st. To finance government operations between 1 Oct and 20 Nov, Congress passed three short-term spending measures called "Continuing Resolutions." By not being able to spend at the projected FY9O'levels, the Continuing Resolutions, in effect, helped the Services face the fiscal reality of the G-R-H sequestration. Since Congress failed to act on all Appropriations Bills and take the necessary deficit-reduction action to preclude G-R-H by the 15 Oct deadline, President Bush ordered the automatic sequestration by activating across-the-board spending cuts of more than $16 billion. These cuts were then spread to all specified appropriations accounts with

programmatically by down sizing force structure and providing the necessary logistics funding to support that force, then our maintenance world stays fairly constant. However, if Congress squeezes the turnip but does not make conscience force structure decisions and expects us to do the same missions with reduced funding, our maintenance plate will be extremely full. Don't misunderstand me, I'm not predicting gloom and doom, however, I do believe that the O&M share of the FY91 budget will present one of the greatest challenges we've ever faced.

DoD shouldering fifty percent or approximately $8 billion of the total 4.3 percent reduction. Of the $14 billion in "real" cuts, Congress relied heavily on the in place sequester (1 Oct 89 - 7 Feb 90) of $4.6 billion to reach their target instead of relying totally on accounting gimmicks to achieve the necessary reductions. They also provided $2.9 billion in new revenues, $600 million in lower interest rates and $6.5 billion in actual spending cuts. The bottomline for us worker bees is a lot less funthan we've experienced in the 1980's. The new decade is l o o h on a kinder, more gentle world and this means less .for the defense community. T h e Supply Wartime Concept of Operations, What Will It Do for Capability? by Lt Col John H. Gunselman, HQ USAF/LEYS For those who have not yet received the word, the supply community has developed a warfighting concept that will provide the necessary support to sustain combat operations across the entire spectrum of hostilities. This concept was initially developed by HQ USAFE and was recently approved for implementation under the direction of the HQ USAF Supply and Fuels Policy Division. It has been embedded into the Supply Master Plan to formally track the tactics that will bring it to fhition. What's it all about? Well, first of all we want to operate in peace as we would in war to eliminate the training and learning curve disconnencts one could expect. Training in wartime jobs will be stressed. Nonessential tasks will be identified and deferred. Tasks that may be done differently in peace than in war will be identified and standardized so there will only be one preferred method. In those cases where tasks cannot be standardized, software will be developed to make the task differences transparent to the operator. In all cases, our customers will be consulted to ensure we do not eliminate any tasks that may be essential to their operation. The meat of the wartime support concept lies in developing the Combat Follow-on Spares Support (CFOSS) concept along with mutual support and forward stockage within theaters or regions. The CFOSS will be a computer requirement to support the second thnty days of support and will consist of residual primary operating sto* (Follow-on Spares Kit (FOSK) ) deployed with the intermediate level maintenance UTC and prepositioned assets stored in theaterlregion distribution centers. Key to the concept will be

the repair pipeline, either in theater or through retrograde to AFLC Technical Repair Centers. Because we theoretically compute a large additive requirement to support a surge period, we should be in a LRU rich environment during the sustaining period. Therefore, we must not buy any more LRUs, but repair enough of the broken assets to be available to support day 31 and on. Another important aspect of the wartime concept is proactive distribution. We are striving to develop the capability for theater commanders, through their Logistics Control Centers, to redocate assets in order to maximize aircraft availability. Once this capability is developed, we want to develop the capability to source lateral repair. We envision the AFLC DRIVE program lev* assets among theaters and theaters leveling assets among their units based on their relative priority in the war effort. As the supply wartime concept of operationsmatures, we will continue to provide input to this f o m to keep our biggest customers knowledgeable of our efforts.

-2 We are developing a Logistics Office Career Enhancement pro. ,gram that will have far reachng implications for many logistics officers. The Fall 1989 Board of Advisers (BOA) session approved

the concept and a message has outlined thegeneral characterstics of the plan and schedules a late Jan 90 ALMAJCOM working group to be chaired by AF/LEY. The plan is based on the conventional wisdom that sees a field grade shortage of logistics o5cers plus too many "stovepiped" and narrowly utilized officers. The plan's goal, consistent with AF needs, is to develop better and more useful o5cers by steering people in the right direction at the right time to fill the right jobs. To do this, we intend to minimize the emphasis on command and weapon system identity, expose as many loggia as practical to more than one functional area and in general, make each assignment count. We will not deviate from existing AF policy in that commanders will be inextricably involved in this process. Most dehitely, career depth will continue to come before careerbreadth. f i e AF/DP will implement and execute the process but to a larger : degree than in the past, the MAJCOM LG's will influence the outcome. The plan has two elements. We plan to establish an annual cross flow program with special emphasis on the log plans (66XX) career field. Additionally, MAJCOM LG's, in conjunction with their DP, will annually review all command personnel in a desigwted year group. Here are some prelminary details. To develop officers with a wider experience base, we will cross flow selected officers hom one logistics AFSC to another during the three-to-eight year period and in later years as required. In every action, emphasis will be on volunteers and formal training @$dl be the rule vice exception. Our specific tasking is to start cross -wowing 10 percent of our annual company grade PCS moves (ap$xmimately 100 officers per year). We will begin this effort in 'June 1990. In recognition of the special nature of the 66XX career field, we will examine the feasibility of increasing the cross Vow to 25 percent of the company grade 66XX officers after two -=\ours. We have further agreed to cross flow some number of enb e e r s (AFSC 26,27,28,492, and 55XX) in and out of aircraft ': maintenance each year. A proposed number is around 50 total. ' The second element of the plan will support this cross flow effort 'bthat each year, the MAJCOM LG,with DP supportwill conduct 'bee reviews. One will look at all logistics officers who have comleted five years of commissioned service. Two other reviews will ook at all officers after their year group has met the Major and Lt Fol's boards. This review will consider five documents:The officers . ?record, AF Form 90, career brief, commander inputs and guidance . %om MPC. The LG will couple this review with his knowledge of 'Air Force logistics requirements, and make specificjob recommen7 - dations to include type and level of assignment and geographic Breference (when an important factor) for each officer for the time ,Period up to the next review point. These recommendations will -: *e presented to the individual o5cer, his/her commander and 'IAFMPC for whatever action is possible given the constraints of " .&.existing personnel policy and requirements.

There are plenty of details to work out, and over time, there will no doubt be refinements. However, the concept should benefit us all with the goal of institutionalizing systematic involvement of the LG's in loolung at all the officers in the community, thereby getting ahead of the requirements. It's important to. note that in no way will be circumvent the role of the commander or the personnel system. Rather, the LG's role will be complimentary and supplemental to the goal of malung sure, to the best of our ability, that we develop and fully utilize the right people for the right job.

It's Your Turn Why Are We Having Pilot Retention Problems? -Lt Col Thomas J. Powell 1

Perhaps part of the problem we have in retaining quality pilots is their frustration or unhappiness with doing many of the non-pilot things they are forced to do. Pilots do wish to fly or they wouldn't have become pilots. Perhaps having to do many of the "extra" jobs that should be done by a quality support officer corps is one of the biggest areas of dissatisfaction. No one has talked publicly about the exodus of very highly qualified maintenance officers and senior NCOs who also become dissatisfied as manpower cuts increase their workloads, lower their relative rewards, and threaten their very careers. (I'm talking about the seriously dedicated and capable people, not the hangers-on.) It seems incredible that as support officer training becomes continuously more diluted, and crosses traditional AFSC boundaries, the core of professionals our pilots rely on has ever greater demands for more and more precise and timely knowledge placed on it. This ever increasing level of expectation cannot continue indefinitely. As the demand for accurate technical knowledge increases, technical training has become more and more generalized in many of our maintenance technical training courses. It would seem that training should become more intensive and specialized in order to deal with constantly emerging technologies and more complex systems. As the support officer career fields become fewer and more generalized, a greater demand is being placed on senior NCOs to fdl previously company graded officer positions. This is a good decision fiom a technical point of view, but in many cases a dangerous one from a policy making perspective. What is the chief distinguishing point between an officer and an NCO? The fact that the officer is responsible to develop and implement policy based on the advice of their subordinates, the technical requirements of the task to be performed, and the political requirements of the officers appointed above them. An NCO is responsible to carry out the orders of the officers appointed above them, and to seek policy approval for technical solutions determined to be logical based on their experience in working with specific weapons and/or systems. The officer's responsibility is supposed to be general and inclusive, while the NCO's is supposed to be specific and inclusive. Flacing an NCO in a policy-malung position may exclude (however unconsciously) many viable solutions to problems because they didn't work under those conditions the NCO dealt with as a technician. But what does all of this have to do with the pilot exodus? Pilots have a golden opportunity to pursue their happiness without loss of income or security. How is that possible?

Airlines pay them to fly, not to develop logistical support for their aircraft, not to balance their budgets, not to form in-depth safety analyses, not to discipline a young airman who may just need some guidance, not to pull CQ or disaster preparedness duties. A pilot is in the Air Force to fly - if the pilot is properly motivated, also to fight for our country using their airplane against the enemy. A support officer should understand what the pilot needs to fight and win, and be empowered to provide it effectively. NCOs should possess the technical skills and motivation to employ those resources they have available to get their assigned tasks completed. Rather than attempting to make pilots (or doctors or lawyers) into logisticians or maintainers, we should worry about a talent exodus across the board. A reassessment of the value of that extra pilot retention bonus might be in order. Doing away with it and using the money left over to hire the highly qualified specialists we need may provide the manpower to support the flying forces properly. Having the proper number of adequately-trained people on-board may improve TALENT retention.

The New Look

by Col Geqy W.Wallace ATCILGM (Retired) In the late 70s, I was given what appeared to be one of the toughest challenges in a maintenance career-commander of a TAC maintenancce squadron converting from OMS to AGS. Little did I know that the toughest and least publicized conversion in which I would be involved was to be in a maintenance environment without a direct combat role ATC. We are ngw in the final months of converting all of our T-37D-38 units (except Randolph) fiom military to civilian (contract or civil service) -an effort that will replace a military work force of slightly over 5,000 with approximately 2,700 civilian employees. Contrary to the earlier USAF maintenance conversions, which have basically been changes in organizational alignment and management philosophy (while retaining the same work force), the conversion in ATC resulted in units transferring their military work force and hiring new employees, many of which had not previously worked on T-37 or T-38 aircraft. In some instances, 60-70% of the work force consisted of new faces. A healthy challenge? You bet! Not only did we have to reorient management concepts, we had to become contractor smart since six of our eight flying wings would revert to contract maintenance (Laughlin is civil service and Randolph is military). The actual conversion is a story by itself,


and as QualityAssurance Evaluators to surveil the contractor at the six contract bases. Are these jobs challenging? Speaking from experience and observing my staff, most of the involved maintenance officers have broadened their knowledge in other logistics areas far beyond that which we or they had anticipated. With the expanded use of contract services in the Air Force, they will certainly benefit kom it in the future. The bottom line - ATC still has the need for a few good maintenance officers and if you're interested in a broadening and rewarding assignment, we'll guarantee you'll leave with far more knowledge than you came with.

horizon. We all remember the late 1970s when we had serious retention problems - especially in our mid-level NCO corps - and finding spare parts was not easy to do. The pressure to meet the schedule was made f l c u l t by this lack of experience and equipment on the line and in the shops. What got us through those f l c u l t times was leadership -up and down the line. We found out who the real professionals were and put them in charge. Our senior leadership saddled up on the resources issues and helped fill the spares pipeline. Then we found innovative ways to get scarce spare parts to the flight,-line. At the unit level we relied on those old reliable traits - leadership and job competence. We trained all those new recruits and juniors NCOs and grew a new generation of experienced specialists an&,crew chiefs. In short, we made no excuses and found that the crew chief and his crew dog would find ways to get the job done and be ready to perform the mission. The next five years will present some real challenges maybe not the same ones as in the 1970s, but challenges that will be just as tough. We work hard to take good care of our people, so the retention problem may not be as severe as in the 1970s, but the spare parts situation is less clear. Once again, our senior leadership is keenly aware of the impact of reduced resources on the flight line and in the depots, and we will have to depend on them to help with the resource allocation problems. Remember what is was like running that AMU or that propulsion branch - a tough schedule to meet, several hundred certified professionals working for you (each with a different set of personal and professional skills), long hours spent trying to lead-turn phase schedules, etc. But those were the days; it was great fun. It was not always easy in fact it was rarely easy -but the job satisfaction was the best ever. It was your chance to lead. What you decided and how you motivated your people made all the difference in the world. When your unit was successful, you wore that success with great pride. When your unit was having problems, you carried that with you as well. But one thmg was. for sure, it was your unit, and its success and failure depended to a large degree on how well you did your job as a leader and as a professional maintainer. Nothing has changed when it comes to knowing your job and applying the right leadership. For all of you who are out there where the rubber meets the ramp, savor this time. For all of us who want to be back out there smelling JP-4, we get the chance to help by making sure the fi-ont-line maintainers have the best programs and equipment available to turn those aircraft or fix those engines. So why are you reading this article? You knew all this being a maintainer is tough but fun,and we all would like to be out in the field eyeball to eyeball with the mission. What's new? Nothing yet, but stand by for the next five years. We are now facing the real possibility that we will be mamging a dechmg budget rather than an increasing budget. That could mean a new set of challenges on the

to prevent the hollow forces that had crept into our force structure in the late 1970s. We may not have as many units, but they should be full-up rounds and ready to go to war if need be. But as we move to a potentially different force structure that is smaller and streamlined for war fighting, the challenges will be to make decisions that maximize our capabilities with the resources we can afford. And that doesn't mean just at the Air Staff level - it means making the right decisions at the unit level as well. The reason for that is very simple - the professionals that will have to accommodate this new force structure package and organization will have the best and clearest ideas for how to make it happen. Just like always, the pro out on the flight line or in the depot who will be implementing new ideas will have to make valuable inputs to the planners about how to get things done in the real world of JP-4. Once the planning is done, then the hard part starts keeping your eye on the target - making sure the fighting unit is ready to do its mission. Some things are not going to change. OJT programs will need to be solid; the need to have the pulse of the unit horn the morale perspective will be as important as ever; the ability to understand the strengths and weaknesses of the unit will be important; professional skills will still be a factor. In other words, the package of traits that characterize good leadership - integrity, pride, concern for our people - will carry the day just like it always has. We have a new national military strategy, and to support that strategy will require that we be as ready to deter and defend as we always have been. That means our senior leaders will have to obtain those resources and establish the policies that we need to do our jobs and support our war fighting missions. All of us will have to optimize those resources and comply with the policy guidance out there where bending wrenches is the most honorable of professions. So what's the bottom line - the times and the challenges are changing, but the way we support the mission is still through strong leadership and job competence. And remember it's easier to count kills out there when you're working beside the best Air Force in the world rather than inside that fivesided foxhole in Washington, D.C. Have some fun out there! Fisher, the maintenance supervisor of the 432nd Component Repair Squadron at Misawa AB, Japan is the officer category winner. Her ability to launch aircraft, coupled with her on and off-duty overall excellence, marks her as the best sortie generating officer in the Air Force. Equally good news is that MSgt Wendell Allen was selected as the NCO winner. Sergeant Allen is the weapons flight chief in the 363rd Aircraft Generation Squadron at Shaw AFB, SC. Like Maj Fisher, he has proven by performance that he is the best of the best and deserves this prestigious award. Dennis Dukan, Chief Armament, Munitions and Missiles Division (AF/LEYW) passed away November 27, 1989 as a result of a stroke. Mrs. Smith served over 45 years with the federal government, and was in LEYW for the past four years.
