New LE at the Helm -,"n'-... . Gen Henry Viccellio, Jr. became the HQ USAF/L.E in Oct of 1989. He was previously the TAC/ CV/LG, and prior to that he was the vice commander of San Antonio ALC. He is a USAF Academy graduate with a degree in engineering. He brings a wealth of logistics experience to the top Air Force logistics job in the Pentagon. Gen Viccellio sees the '80s as having been good for Air Force-wide readiness, advanced weapons development, improvements in sustainability, overall advances in aircraft capability, and logistics-related safety. There are challenges for the '90s that we logisticians will have to deal with in an austere budget environment however, with the biggest being to s v . the progress we achieved in the '80s. While there's going on about lots of hand-all this, we need to remind ourselves that it's part of a very critical bigger

effort' - to ' halance our national budget. AF and DOD have a vital role to play in this endeavor. We must come to grips with theintent of Gramm-Rudman-Hohgs and provide maximum defense for our tax dollar. There are three keys to our progress. We must work together as a team and fight tendencies to pull in separate directions. Both our operators and logisticians are key to this effort. AFLC,AFSC, GSA, and the MAJCOMS must work together to produce the best outcome for the overall force structure within a welldefmed and supportable expenditure of funds. Reliability and Maintainability is critical to this effort to field a supportable array of weapon systems. A super example of this is the F-16, which is now operating at seven plus sorties between major maintenance actions. And M y , our attitude is crucial to the ability to do everything we want to do and do it

well. We must be sure the troops who ultimately have to make it all work are led with enthusiasm. We must maintain a positive outlook on the challenges before us. In the face of ongoing turbulence, we need to take time to explain the "why" of it all, Above all, we can't let our experienced maintainers get the mistaken impression that the Air Force doesn't 'want or need them. Gen Viccellio strongly believes that the MOA and the ER should take the lead in the education and motivation process necessary for us all to meet the challenges of the '90s while protecting the gains of the '80s. Everyone who belongs to MOA can be a part of the solution. We all should be looking for ways to make this association stronger and more able to meet this challenge. Welcome aboard, General; we look forward to your leadership and guidance.
