The European Azerbaijan Society (TEAS) is a UK-registered pan-European foundation dedicated to raising awareness of Azerbaijan and fostering closer economic, political and cultural links between that country and the nations of Europe. TEAS was launched in November 2008, having initially been established as the London Azerbaijan Society four years earlier. The organisation now has offices in the UK, Belgium, France, Germany and Turkey, along with a representative office in Azerbaijan. TEAS has three main facets to its operations: Culture – TEAS raises awareness of Azerbaijan’s rich and vibrant culture to a worldwide audience by organising cultural events and operating as a networking centre. Business – TEAS supports its membership of European and Azerbaijani businesses. It provides a platform for organisations to establish links and strengthen their existing business relationships via a programme of networking opportunities across the regions. Public Affairs – TEAS works to increase awareness about Azerbaijan amongst key opinion formers, key decision-makers and other political, academic and civil society stakeholders.
Business France is a National Public Operator founded to develop the international outreach of the French economy. It was established on 1 January 2015, following the merger between UBIFRANCE and the IFA. The organisation seeks to promote opportunities for collaboration with French businesses. Business France is dedicated to the development and success of enterprises, regardless of their size and sector. The organisation assists both French and international companies with the implementation of projects from inception to completion. It constantly applies a clearly oriented and effective approach. Due to its network and its dynamic team of 1500 professionals located in France and across 70 countries, Business France collaborates with companies in all sectors. Its personnel are specialists in their sectors, and are deeply passionate and committed to ensuring operational efficiency as their mission to France.

BIOGRAPHIES Keynote speakers, partners and sponsors Henri Baïssas, Deputy-General Director and Director of UBIFRANCE operations Graduated from the ISG in 1993, Henri Baïssas completed his studies with an MBA from the ESSEC in 2005. In September 2001, he went to Madagascar as Director of Alba Mesh operations. He remained in that position a year and continued operations during the crisis caused by the presidential election. In 2002, he returned to France Telecom’s Wanadoo Interactive until September 2003, and then became Director of Clients in the Adgency communications agency, for which he won the Secours Catholique budget. In April 2004, he became Marketing Manager of UBIFRANCE and is now participating in the implementation of many projects, including joint programming of Economic Missions network events, launching the agency’s online presence, revising the range of products and services and developing product lines. He was appointed Director of UBIFRANCE UK in September 2006.
H.E. Elchin Amirbayov, Azerbaijani Ambassador to France Ambassador Amirbayov began his professional career in 1991 as Attaché to the Azerbaijani Foreign Ministry. From 1995–97, he was appointed Second Secretary at the Permanent Mission of Azerbaijan to the United Nations in New York. In 2000, he attended a course on national and international security at the JF Kennedy School at Harvard University before being appointed Adviser to the Mission of Azerbaijan to NATO in Brussels from 2001–03. From 2003–04 he was Counsellor at the Permanent Mission of Azerbaijan to the United Nations in New York. He was Permanent Representative of Azerbaijan to the United Nations and other international organisations in Geneva from 2004–10. He became Azerbaijani Ambassador to Switzerland from 2004– 10, Ambassador to the Holy See from 2005 to present) and Ambassador to the Principality of Liechtenstein from 2006–10. He has been Azerbaijani Ambassador to France since January 2010 and is also Ambassador to the Principality of Monaco.

H.E. Pascal Meunier, French Ambassador to Azerbaijan A graduate of the Institut d'Etudes Politiques de Paris and the National Institute of Oriental Languages and Civilisations (Russian and Japanese), Ambassador Meunier began his career at the Foreign Ministry in 1973. He was stationed in Tokyo (1974–77), Prague (1977–80), Stockholm (1980–82) and Warsaw (1985–88) and held various positions at the Central Administration, including the Directorate of Europe (1982–85) and the Directorate of Asia Oceania (1989–92). After a stint at the French Ministry of Industry where he served as the Chief of the Department of International Affairs at the Directorate of Hydrocarbons (1988–89) and the Ministry of Economy and Finance, as Diplomatic Advisor to Bruno Durieux, Minister Delegate for Foreign Trade (1992–93), Ambassador Meunier joined the Thomson-CSF Group (now Thalès) in 1993 as Director of Foreign and Multilateral Funding. In 1996, he was appointed as head of the Directorate of International Financial Affairs at the Thalès Group. In May 2002, he became Director of European Programmes to reinforce relations between the Thalès Group with European organisations and bodies (EU, NATO). He has been French Ambassador to Azerbaijan since March 2012.
Lionel Zetter. Director, TEAS Prior to his appointment as Director of TEAS, Lionel held numerous senior roles in the public relations sector, commencing his career as Associate Director of the Media Information Group before becoming Company Secretary at PR+CI. He was Managing Director of Parliamentary Monitoring Services Ltd and Political Wizard Ltd, and Deputy Chairman of Dods Parliamentary Communications. He has also held the positions of Director of the Enterprise Forum, Managing Director of Zetter’s Political Services Ltd, Vice-President of Public Affairs Asia, and Senior Counsel at APCO Worldwide. Lionel is a Fellow of the Charted Institute of Public Relations (CIPR) and of the Royal Society of Arts, and a member of National Union of Journalists. He was President of the CIPR from 2007 to 2008, and is a former Chairman of the Government Affairs Group. He is the author of books including Political Campaigning Handbook; Lobbying – the Art of Political Persuasion; and Blueprint – the Policies and Personalities of the Conservative Government. He also publishes the Zetter’s Political Companion series. Lionel was voted Personality of the Year 2008 by readers of Public Affairs News (PAN), and was awarded the PAN ‘Outstanding Contribution’ award in 2012. He is also a regular feature of the PR Week Power Book.

Orkhan Mammadov, Head of Interstate Economic Cooperation Department, Azerbaijani Ministry of Economy and Industry Mr Orkhan Mammadov holds a Bachelor’s degree in international relations, and has Master’s degrees in finance and credit and an MBA. His previous experience includes the Azerbaijani Ministry of Foreign Affairs and Ministry of Industry and Energy. Mr Mammadov has attended various seminars and workshops, in Greece, Japan, and Singapore, amongst other countries. Orkhan Mammadov has recently been selected by the Crans Montana Forum as the New Leader for Tomorrow. Orkhan Mammadov is currently Head of the Azerbaijani Interstate Economic Cooperation Department.
James Hogan, Managing Partner Dentons Baku office. In international legal practice since 1984, James Hogan has concentrated exclusively on the CIS region since 1988, particularly in Azerbaijan, Kazakhstan, Russia, and Ukraine. An expert in energy, his experience also includes advising on investment structures and JVs, M&As and corporate and commercial law. He frequently advises financial institutions in secured lending, trade and export finance and capital markets, including the first Eurobond issue in Azerbaijan. Mr Hogan is a member of the Washington, DC Bar and was admitted in France as an avocat in 1992. He is on the Boards of the International Tax and Investment Centre and La Chambre de Commerce France-Azerbaïdjan. Recommended for Azerbaijan by Chambers Global, Chambers Energy, Legal 500, IFLR 1000, and Best Lawyers, he was listed among the world’s 28 Most Highly Regarded Energy Lawyers in Who’s Who Legal – Energy 2015. He speaks fluent English, Russian and French.
Nuran Karimov, Managing Partner, Deloitte Azerbaijan Nuran Kerimov is the Managing Partner of Deloitte Azerbaijan, and leads Deloitte Baku’s Tax and Legal practice. He has extensive experience in advising both international and local companies and individuals on a variety of tax and associated business issues. Mr Kerimov has participated in numerous projects related to the development of corporate structures, including international corporate structures for Azerbaijan- based companies, and also structuring the investments for foreign multinationals into Azerbaijan-based companies. His experience includes the energy and resources, pharmaceuticals and financial industries sectors, providing international tax, corporate and individual taxation advice with a particular emphasis on transactions in the former Soviet Union.

Mr Kerimov has advised clients on individual taxation, accounting, privatisation, production-sharing agreements, currency and customs regulations in Azerbaijan. Mr Kerimov holds a Master’s of Law (LL.M.) degree from the University of Georgia, USA, and a Bachelor of Law degree from the Voronezh State University, Russia.
Nathalie Komatitsch, Vice-President TOTAL Exploration Production for Turkmenistan, Azerbaijan and Tajikistan. General Manager of TOTAL Exploration Production Turkmenistan. Mrs Komatitsch Graduated from the French High School for Business and Administration in 1989, and has been working for Total (formerly Elf Aquitaine) since 1992. She worked in the Exploration and Production subsidiary in Kazakhstan from 1993–96. Then she worked on various positions in marketing and Business Development in France and in Russia. From 1998–2002, Mrs Komatitsch worked as a market and model analyst in the TOTAL Gas and Power division. From 2003–09, based in Moscow, she worked as Venture Coordinator for the Kharyaga onshore oil project in North Russia. From September 2007 to March 2009, she was special adviser to the General Manager of TOTAL Exploration Production Russia. In April 2009, she became representative for Turkmenistan in the TOTAL SA division for Continental Europe and Central Asia. In September 2011, she was appointed as Vice-President for Turkmenistan and Azerbaijan of TOTAL Exploration Production, as well as General Manager of TOTAL Exploration Production Turkmenistan. In July 2013, she was also appointed as Vice-President for TOTAL Tajikistan.
Selim Makzume, CEO LAM Group Shipping Company and Regional Director, CMA CGM Caucasus Selim Makzume holds a Bachelor of Science of Business Administration in International Business and International Relations from The American University, Washington, D.C. He obtained his experience in agribusiness and commodity trading during three years in Texas, USA and Geneva, Switzerland. From 2006 Mr. Makzume holds a position of Regional Manager CMA CGM Caucasus. As well as since 2012 he is an Executive Board Member of LAM Group of Companies.

Catherine Mantel, Director Russia and CIS, ENGIE Catherine Mantel graduated from HEC in 1976. She was one of the nominees for the HEC Trajectoires au Feminin award in 2008. Mrs Mantel currently holds a Master’s degree in the Economics of Energy (French Petroleum Institute). She has spent most of her career focusing on the development and structuring of international projects in Central European and CIS countries. Mrs Mantel Spent 19 years in the banking sector (Credit Lyonnais, CA-CIB) in asset backed finance activities and key accounts coverage. She joined Gaz de France (GDF) in 2002 as the CEO of JVs between GDF and Gazprom. Folloeing the merger between FDF and SUEZ, she had the opportunity to work in the electricity, environment and services business sectors, thereby acquiring a broad knowledge of GDFSUEZ‘s range of activities. She is currently employed within the ENGIE (formerly GDFSUEZ) Department of European and International Relations, and is also Project Director for CIS; and is cross-functional correspondent for sustainable and smart cities, focusing on renewable energy, energy efficiency, and innovation. As such, internally she actively participates in the working groups for RES and Sustainable Cities. Mrs Mantel represents ENGIE in the VIVAPOLIS governmentbacked initiative to promote the French expertise for smart and sustainable cities for which the Group has been awarded a tender by the French Treasury to develop a 3D demonstrator.
Mehmet Sahan, Thalès Azerbaijan Country Director Since May 2014, Mehmet Sahan has been Country Director for Azerbaijan, with the objective to develop Thalès’ business for all products and solutions, including rail, metro, satellite, defense and security. This incorporates radio communication products; network and infrastructure systems; protection systems; critical information systems; air traffic management and Avionics). Prior to that, Mehmet Sahan led the activities of the Azerbaijani Group Nexans for four years. They are a worldwide leader in cables covering the entire Central Asian region. He designed, implemented and managed the strategic planning process for the entire Group in Central Asia, and conducted the entire business development strategy. Previously, Mr Sahan worked for several years in the investment banking industry and as external/internal auditor in New York and Paris.

Graduated from Ecole Française des Attachés de Presse, Olivier Moyse began his carrier in 1988 as a Founder and CEO of Comptoir Lyonnais des Telecommunication. After 8 years with the company, Moyse is appointed as the General Manager of the Audiovisual activities in GL events, where soon he is promoted to International Project Manager. At the present he holds position of International Business Development Manager.
Eric de la Guéronnière, SUEZ Water & Waste Learning Director Eric de la Guéronnière has been with SUEZ environment for over 20 years. Currently acting as Water and Waste Learning Director, he is responsible for developing the network of training managers and the implementation of learning reviews for the Group. He is also in charge of marketing the training and skills development services. Over eight years, he has managed the training department of Lyonnaise des Eaux. During his career, he has gained extensive knowledge within water and wastewater departments. He has also held a wide range of positions within the operational management of the water service.
Daniel Patat. General Secretary, France–Turkmenistan Chamber of Commerce. Former Economic Advisor to the French Ambassador in Azerbaijan, in charge of South Caucasus and Turkmenistan [2009–13] Daniel Patat began his career as a civil servant at the Ministry of Economy and Finance in Paris. His experience later includes postings in USA, Burma, Egypt, Cameroons and Equatorial Guinea, Denmark, New Zealand, Cuba, Central America, Central Asia and the Caucasus. Daniel Patat holds a Master’s degree in Arts from University of Nancy, France, Master’s degree in International Relations and Government Administration from the Institut d”etudes Politique de Paris and an MBA from Tulane University in US. He currently holds a position of General Secretary of the French–Turkmen Chamber of Commerce.
