Tennis Victoria Pennant Welcome to your Pennant 2012 competition handbook. On behalf of Tennis Victoria, I welcome all clubs and players to the winter Pennant 2012 season including those playing in the competition for the first time. This is your one-stop resource for the Pennant 2012 season and is distributed to all clubs, teams and players prior to the commencement of the Pennant competition on 21/22 April 2012. With a history spanning over 120 years, Pennant is Tennis Victoria’s longest running and most successful competition catering for men and women of all ages and standards. As a participant in the Pennant 2012 competition, you are part of the largest inter-club metropolitan based competition in Australia that is played across 1000 courts by over 3500 players representing over 135 clubs. I congratulate you on being part of this year’s Pennant competition and would like to thank everyone for their support, including our participating affiliated clubs, administrators, players, parents and officials. Your ongoing involvement is crucial in ensuring this competition continues to be such a success. I wish all players an enjoyable and successful Pennant 2012 season.

Tennis Victoria Pennant – The Two Tiered Competition The format of Tennis Victoria Pennant is conducted in two tiers. The Tier 1 component is played over 14 weeks, with up to 11 grades, eight sections and eight teams per section. Singles and doubles are played on alternate weeks. There is also a doubles only component available to both the Men’s Seniors Grades and the Women’s Open Doubles Grade. Rubbers are all the best of three tiebreak sets. At the conclusion of the Tier 1 component, the teams that finish on top of their section ladder are declared Tier 1 winners and awarded a banner by Tennis Victoria. These teams are also eligible to progress to the Tier 2 component of the competition. The Tier 2 component (approximately 2-5 weeks in duration depending on the number of sections in the grade), provides for the winners of Tier 1 plus other high finishing teams, to compete in a series of knock-out finals to ultimately play-off in their grade grand final, to win their Pennant grade.

Pennant Player Of The Year The Player of the Year is awarded in each grade and calculated as follows: • • •
The percentage of singles rubbers won x 2, plus the percentage of doubles rubbers won. If two or more players are tied, then the Player of the Year will be calculated by the percentage of singles sets won x 2, plus the percentage of doubles sets won. If still tied, then the Player of the Year will be calculated on the percentage of singles games won x 2, plus the percentage of doubles games won.

Tennis Etiquette And Rules For Non-Umpired Matches Rules For Matches Played Without A Chair Umpire All players should be aware of the following basic principles when playing a match without a Chair Umpire. •
Each player is responsible for all calls on his/her side of the net, however it should be noted, that a Court Supervisor or Referee is permitted to reverse an incorrect line call.
•
If in doubt, the player must give the benefit of the doubt to his/her opponent.
•
A service “let” may be called by either player/team.
•
Foot faults may only be called by an Official either allocated for that purpose or a person performing a Chair Umpire function. Players may be requested to correct their foot faulting problem by a Referee or Court Supervisor. The receiver may not call a foot fault against the server.
•
The receiver must play to the reasonable pace of the server.
•
All “out” or “fault” calls should be made promptly after the ball has bounced and loudly enough for the opponent to hear.
If a player incorrectly calls a ball “out” and then realises that the ball was good, the point should be replayed, unless it was a point winning shot or unless that player made an incorrect “out” call earlier in the match. In these circumstances, the player who called “out” loses the point. •
The server should call the score before each first serve, loudly enough for his/her opponent to hear.
•
If players cannot agree on the score, they should calmly discuss the points/games that are disputed. If they then cannot reach agreement they should only replay the number of points/games that are in dispute i.e. two players cannot agree on whether the score is 40-30 or 30-40, but they do agree that they have won two points each. The game shall continue from 30-30. When the game score is in dispute the same principles apply with all agreed games standing and only disputed games being replayed.
•
When a player has created an involuntary hindrance (ball falling out of pocket, hat falling off, etc), the first time a “let” should be called and any 7
similar hindrance thereafter will be ruled deliberate. •
Any hindrance caused by a player that is ruled deliberate by the relevant Official will result in the loss of a point.
•
Where a ball interrupts play, either by rolling/bouncing onto the court, and/or creating a visible interruption behind the court, a let should be played. Either player can call a let in these circumstances provided they do so in a timely manner. Where this is between a first and second serve, a second serve only should be played.
•
If at the completion of a match, the players involved realise that the scoring format used is incorrect, the match result shall stand provided that all players have left the court enclosure. If the mistake is realised before the players have left the enclosure, the correct scoring format should be used to finalise the match. If this is not possible (i.e. the match has progressed beyond the point where the correct scoring format can be implemented), then the score based on the incorrect format stands.
•
If a player is unhappy with his/her opponent’s actions or decisions, he/ she should call the Referee (or assistant) immediately. This may include any disputes regarding lets, foul shots or not up situations where players cannot reach agreement.
Matches Played On Clay Courts For matches played on clay courts, there are some additional procedures that all players should follow: •
A ball mark can only be checked on a point ending shot, or when play is stopped (a return is permitted, but then the player must immediately stop).
•
Players are prohibited from checking the mark of the ball on their opponent’s side of the court, unless invited by their opponent to do so.
•
If a player erases the mark, he/she is conceding the call.
•
If there is a disagreement over a ball mark, the Referee (or assistant) can be called to make a final decision.
•
If a player calls a ball “out”, he/she should, in normal circumstances, be able to show the mark.
•
If a player incorrectly calls a ball “out” and then realises that the ball was good, the player who called “out” loses the point. 8
•
Players who do not fairly follow these procedures could be subject to the Hindrance Rule and the Unsportsmanlike Conduct provision of the Code of Conduct.
•
Any questions on these procedures should be referred to the Referee.
Etiquette •
When ball persons are not available, all balls on your side of the net are your responsibility, to pick up and, where appropriate, return directly to the server.
•
The receiver should not return the first service if it is an obvious fault – let it go by or ground it.
•
Do not enlist the aid of spectators, including parents, coaches, etc in making line calls, or attempting to determine the score or other on-court matters.
•
To avoid controversy over the score, the server should announce the game score before starting a game and the point score prior to serving for each point.
•
Wait until a point is over before walking behind a court where a match is in progress.
•
To retrieve a ball from another court or to return a ball to another court, wait until the players have completed a point.
•
Do not stall, sulk, complain nor practice gamesmanship.
•
Screaming regularly and loudly, whether in relation to winning and/or losing a point is likely to cause interference to play on nearby courts and may be considered unsportsmanlike conduct.
•
Overt celebration directed at an opponent may be considered intimidation, and therefore unsportsmanlike conduct.
•
In doubles, when returning service, the partner of the receiver should generally call the service line for him/her. The receiver should generally call the centre and side service lines. The call needs to be loud enough to stop their opponents/partner playing.

Basic Rule Aid For Players Starting Time:
Refer Conditions of Play 6.12.1 for starting times for all matches. No change may be made to the date, time or place fixed for a match without the previous consent of the Pennant Committee.
Attendances:
Note Conditions of Play 6.14. It shall be the responsibility of players to be in attendance and ready to play when called upon.
Non-attendance:
Refer to Condition of Play 6.14.
Team Personnel:
No change may be made in the personnel of any team (emergency players accepted), or in the order of merit of players, without prior consent of Tennis Victoria. See By Law 6.4.7.
Eligibility Of Players:
Attention of players is drawn to Conditions of Play 6.18. Players must be registered to be eligible to play.
Emergencies:
All emergency players are to be indicated on the result sheet, e.g. (E). Refer Conditions of Play 6.22.
Tiebreak System:
Tiebreak system is applicable in all grades. Refer Conditions of Play 6.5.2 and 6.7.2 (c).
Order Of Merit:
Teams shall play in order of merit in accordance with By-Law 6.4.4.
Order Of Matches:
Note that under Conditions of Play 6.5, the order of matches is set down.
Unfinished Matches:
Refer to Conditions of Play 6.6 for matches not commenced or completed on the date of fixture due to weather or other conditions. There shall be no further play permitted and the scores will be recorded as set down in the rules.
Result Sheets:
The attention of all team captains is drawn to the requirements of Conditions of Play 6.10.
Tennis Attire:

By-Laws For Pennant Matches (Men and Women)
6.0
By-Laws – Pennant
6.1 General Pennant shall be conducted for Clubs affiliated with Tennis Victoria in accordance with the following By-Laws and Conditions of Play.
6.2 Interpretation The following terms and definitions shall have the following meanings: 6.2.1
“CLUB” means any tennis club or Pennant Entity approved to play in the Pennant competition by the Pennant Committee, provided the club is directly affiliated with Tennis Victoria as at close of entries and:

its home courts are located within the 039 or 038 telephone area code, including any additional courts used to compete in Pennant which must be at a Tennis Victoria affiliated Club, or its home courts are located outside the 039 or 038 telephone area code, but its “home Pennant courts”, including any additional courts used to compete in Pennant, are at a Tennis Victoria affiliated Club located within the 039 or 038 telephone area code, or its home courts are located outside the 038 or 039 telephone area code and is admitted as defined in 6.2.1 c(i), recommended by the Pennant Committee and approved to be admitted at a Tennis Victoria Board of Management meeting, or the Club is the Geelong Lawn Tennis Club.

6.2.2
“PENNANT COMMITTEE” means the Tennis Victoria – Pennant Committee as constituted pursuant to the By-Laws of the Victorian Tennis Association.
6.2.3
“PENNANT” means a tennis competition conducted by the Pennant Committee for clubs, teams and players.
6.2.4
“PENNANT ENTITY” means an affiliated Association or a Commercial Tennis Centre who has affiliated as a club for the purposes of Pennant. The affiliation Registration component shall be based and calculated on the number of players the Pennant Entity enters in Pennant.
6.2.5
“REGISTERED PLAYER” means a person who is:
(a) A member of and registered to play tennis with his/her club. (b) Nominated to play Pennant by his/her club, and (c) Registered to play Pennant with Tennis Victoria 6.2.6 “TEAM” means a minimum four male players of the same club or a minimum four female players of the same club who are nominated to play in a match, plus substitutes. 6.2.7
The singular shall mean and include the plural and vice versa and any gender shall mean and include all other genders save where reference to a gender specific competition is referred in which case the stated gender shall only apply.”
6.3 Pennant
Pennant shall:
6.3.1
Be played on Saturday mornings and/or afternoons and/or Sunday mornings and/or afternoons in each year during such months as determined by the Pennant Committee.
6.3.2 Be played between separate male teams and separate female teams. 41
6.3.3
Consist of: (a) (b)
Home and away matches, and Finals matches.
6.3.4
Consist of singles and doubles rubbers.
6.3.5
Be divided into Grades and Sections, if necessary, as follows: (a) (b) (c) (d) (e) (f )
Men’s Grades 1-8 inclusive shall consist of up to four sections per grade Men’s Grade 9 and below shall consist of up to eight sections per grade Women’s Grade 1-3 inclusive shall consist of up to four sections per grade Women’s Grade 4 and below shall consist of up to eight sections per grade. Each section, if necessary, shall consist of up to eight teams. All grades shall be placed in numerical sequence.
6.4 Entries 6.4.1
Each club shall be entitled to enter teams in Pennant.
6.4.2
An entry fee for each team shall be paid to Tennis Victoria at the time of entry.
6.4.3
Entries shall close as determined by Tennis Victoria.
6.4.4
Each club entering teams shall submit to the Pennant Committee the names of the proposed players in order of merit for each team and provide such evidence as the Pennant Committee shall deem necessary in support of the suggested grade in which the team should play.
6.4.5
Players nominated in teams entered in Grades 1 or 2 of Pennant are expected to play at least 50% of home and away matches during the season in the grade in which the player has been 42
nominated. Failure to do so, without good and sufficient reason as determined by the Pennant Committee, may affect player eligibility for the following season. A penalty may be issued to any club where two or more players of any nominated team do not play at least 50% of home and away matches for the season. The penalty, monetary or otherwise, will be at the discretion of the Pennant Committee. 6.4.6
The Pennant Committee shall determine in its absolute discretion which grade any team or player shall play and the playing order of each team, and shall notify each club accordingly.
6.4.7
No subsequent changes shall be made in the players or in the order of merit of any team without prior approval of Tennis Victoria. No changes in order of merit will be permitted after Round 7, except at Tennis Victoria’s direction. Unapproved changes may lead to further penalty, above the prescribed fine.
6.4.8
The maximum number of teams to be entered by clubs in any one season of play will be determined by the number of courts available with a limit of two teams for each two courts made available.
6.4.9
No entry will be accepted where a club has outstanding fines.
Conditions Of Play For Pennant Matches (Men and Women)
6.5
Conditions Of Play In Home And Away Matches
6.5.1
Each team in each section shall play each other team twice. The first match in each season shall be singles and the second match doubles and each week alternating thereafter singles and then doubles shall be played, and each match shall be played at alternating home clubs. (Seniors and Women’s Doubles competitions play doubles every week).

6.5.2
Each match, whether singles or doubles, shall consist of four separate rubbers. (a)

6.5.4
For singles or doubles, each rubber will consist of the best of three tiebreak sets, with the tiebreak (first to seven points with a two point advantage) at six games all Scoresheets shall be filled in prior to the commencement of play with names of all players in all rubbers for the match save that substitutes should be subsequently added if required to be used.
Four players from each team shall compete separately and each player of one team shall play one of the opposing team’s players. Each player in each team shall play in order of merit as previously approved by the Pennant Committee. In every match the No. 1 player of one team shall play the No. 1 player of the opposing team, the No. 2 player of one team shall play the No. 2 player of the opposing team, and so on. The Captain of the visiting team shall have the first choice to nominate the first rubber to be played and the Captain of the home team shall have the second choice to nominate the second rubber to be played. The Captain of the visiting team shall have the third choice to nominate the third rubber to be played. The Captain of the visiting team shall have the choice of courts for each rubber from those courts made available for the match by the home club.
In doubles matches the following shall apply: (a)

Two pairs from each team shall compete separately and both pairs of one team shall play both pairs of the opposing team. The Captain of the visiting team shall have the right to 44

6.5.5
Time between rubbers:

Once a match has commenced, play should be continuous.

10 minutes is the maximum time allowed for a singles rubber to commence from the time a nominated court is available for play
6.5.8
15 minutes is the maximum time allowed, unless a substitute player is required; refer By Law 6.23 between the completion of a singles rubber to the commencement of a doubles rubber that has four players available.
6.5.9
15 minutes is the maximum time allowed unless a substitute player is required: refer By Law 6.23 between the completion of a doubles rubber to the commencement of the next doubles rubber that has four players available.
6.6
Method Of Scoring In Home And Away Matches Completed And Incomplete Matches
6.6.1
The winner of each completed match shall be the team who wins the greater number of: (a) (b) (c)

Rubbers: but if the number of rubbers won is equal, then Sets: but if the number of sets won is equal, then Games: but if the number of games won is equal, then the match shall be tied.
Fourteen (14) points shall be awarded for each completed match, of which six (6) points shall be awarded to the winning team. In addition, two points shall be awarded for each rubber won. Where a match is tied, seven (7) points shall be awarded to each team. 45
6.6.3
Where, in the opinion of the Pennant Committee, by reason of weather or other good and sufficient reason a match cannot be commenced, each team shall be awarded seven (7) points.
6.6.4
Where, in the opinion of the Pennant Committee, by reason of weather or other good and sufficient reason a match after being commenced cannot be completed then: (a)

6.6.5
If no winning result has been obtained, three (3) points shall be awarded to each team for the match. In addition, two points shall be awarded for each rubber won and one point shall be awarded for each incomplete rubber. If a winning result has been obtained, six (6) points shall be awarded to the winning team. In addition, two points shall be awarded for each rubber won and one point shall be awarded for each incomplete rubber.
At the completion of the home and away matches, if any teams have the same number of points then the leading team shall be decided on percentage of rubbers won over rubbers lost, if equal on percentage of sets won over sets lost, if equal on percentage of games won over games lost. If still equal, head to head matches during the season based points, rubbers then sets. If still equal, a coin toss held at Tennis Victoria’s office will take place to determine placings.
6.7 Sectional (Tier 1) Winner And Qualifying For Grade (Tier 2) Finals 6.7.1
At the end of the home and away matches, the team finishing in the first position on their sectional ladder will be determined to be the Sectional Winner (Tier 1 Winner), who shall receive a sectional flag. The teams finishing in the first to fourth positions will play 1 v 4, 2 v 3 to determine the two teams that qualify for the TIER 2 finals.
6.7.2
Qualifying and Tier 2 finals matches shall consist of six separate rubbers played on the same day, weather and light permitting. 46
Four singles rubbers shall first be played followed by two doubles rubbers. Singles players may be different from the doubles players. (a)

Four singles rubbers shall be played in accordance with Condition 6.5.3 (a) to 6.5.3 (c) inclusive hereof, that is in order of merit. Two doubles rubbers shall then be played in order of merit with the No. 1 Pair of one team playing the No. 1 Pair of the opposing team and the No. 2 Pair of one team playing the No. 2 Pair of the opposing team. Singles and Doubles rubbers will be played in accordance with By-Law 6.5.2 The Captains of the respective teams shall by the toss of a coin determine home or visiting team for the match regardless of the venue of the match. The Captain of the visiting team shall have the first choice to nominate the first rubber to be played and the Captain of the home team shall have the second choice to nominate the second rubber to be played. The Captain of the visiting team shall have the third choice to nominate the third rubber to be played. The Captain of the home team shall have the choice of courts for each singles and doubles rubber. Time between Singles and Doubles Rubbers – shall be played in accordance with By-Law 6.5.5 The winner of each completed finals match shall be the team who wins the greater number of: (i) Rubbers, but if the number of rubbers won be equal, then: (ii) Sets, but if the number of sets won be equal, then: (iii) Games, but if the number of games won be equal, then: (iv) A doubles tiebreak set with a 7 point tiebreak game (first to seven points with a two point advantage), at 6 games all shall be played. Each team shall choose any two of the four doubles players participating in the match in question to compete in this deciding set. 47
6.7.3
At the completion of the qualifying finals the winners shall qualify for TIER 2 finals to determine the winner of the grade premiership.
6.8
Grade Finals Matches (Tier 2)
6.8.1
Each qualifying final winner shall have the option of proceeding to a play off in the Tier 2 Finals Series. Tier 2 Finals Matches will be played in accordance with 6.7.2. The last two (2) remaining teams in each grade shall play off in a Grand Final to determine the winner of the Grade Premiership. The match shall consist of eight separate rubbers; four singles rubbers followed by four doubles rubbers to be played on the same day. Doubles players can be different to the singles players provided all players have qualified throughout the regular season to play in the finals. (a)

The four singles rubbers shall be played in accordance with Conditions 6.5.3 (a) to 6.5.3 (c) inclusive hereof, that is in order of merit. The four doubles rubbers shall be played in order of merit and in accordance with By-Law 6.5.2 and 6.5.4 (a). The Captains of the respective teams shall by the toss of a coin determine the home or visiting team for the entire match. In the singles rubbers the Captain of the visiting team shall have the first choice to nominate the first rubber to be played and the Captain of the home team shall have the second choice to nominate the second rubber to be played. The Captain of the visiting team shall have the third choice to nominate the third rubber to be played and the Captain of the home team shall have the choice of courts for each singles rubber. In the doubles rubbers the Captain of the home team shall have the right to nominate the order in which each doubles rubber is played, and the Captain of the visiting team shall have the choice of courts for each doubles rubber. In the event that a Grade has between 5 – 8 sections, the Tier 2 finals format will be determined by the Pennant Committee. 48
6.8.2
The winner of each completed finals match shall be determined in accordance with 6.7.2 (h).
6.8.3
Men’s Tier 2 Finals matches will be played at neutral venues, commencing at 11am for Saturday PM timeslot, on 4 courts unless otherwise determined by Tennis Victoria. Women’s Tier 2 Finals matches will be played at neutral venues, commencing at 9am for Saturday AM timeslot, on 4 courts unless otherwise determined by Tennis Victoria. Seniors Grade Finals matches will be played at neutral venues, commencing at 12.30pm for Saturday PM timeslot, on 2 courts unless otherwise determined by Tennis Victoria. Women’s Open Doubles Finals matches will be played at neutral venues, commencing at 9am for Saturday PM timeslot, on 2 courts unless otherwise determined by Tennis Victoria.
6.8.4
Clubs whose team(s) win a Grade Premiership in any Men’s, Seniors’ or Women’s grade, shall have the opportunity in the following Pennant season only, to enter a team in the next highest direct grade for that following season only, irrespective of the composition of their team (subject to By-Law 6.2.5 and 6.18). If a club chooses to exercise this option, then By-Law 6.4.6 shall not apply to the grading of that team. Eligible Clubs that wish to exercise this option in the following Pennant season must inform Tennis Victoria of their intention as part of the team entry process prior to the team entry closing date.
6.9
Seniors And Women’s Doubles Grades:
6.9.1
Seniors and Women’s doubles is the same as By-Law 6.7 except that there are no Tier 2 finals and 4 doubles rubbers and the winners as per By Law 6.7.1 determine the two teams that qualify for the playoff to determine the Tier 1 winner.
6.9.2
All finals matches shall consist of four doubles rubbers played on the same day. All doubles rubbers will be played in accordance with By-Law 6.5.2. 49
6.10
Results Of Matches
6.10.1
Immediately after the completion of all matches whether or not a result is determined, the result score sheet approved by the Pennant Committee shall be completed and signed by the Captain of each team.
6.10.2
The home club shall ensure that each result is entered via the Results On Line system by no later than 9am on Tuesday following the completion of the match. If not entered by 9am on the Tuesday following the match, a late result score sheet fine will apply.
6.10.3
The away club shall confirm each result via the Results on Line system by no later than 5pm on the Wednesday following the completion of the match.
6.10.4
In the event of a match not being commenced or being incomplete, the result score sheet shall as far as practicable be completed and must include each player’s name and score (if any) of each completed or incomplete rubber and state the reasons for the match not being commenced or completed.
6.10.5
The results of each last round home and away match shall be entered on line by the home club by 12 Noon on the Monday following that match.
6.10.6
The results of each finals match shall be entered on line by the winning or leading team by 12 Noon on the Monday following that match.
6.11
Places And Dates For Matches
6.11.1
Matches including matches not commenced or being incomplete shall be played at places, dates and times as the Pennant Committee in its absolute discretion determine, noting that it may not be the same time or day as was adopted during the home and away matches. 50
6.11.2
Should a match not be commenced or be commenced but not completed at a place, date or time otherwise than as determined by the Pennant Committee then the team in default (if any) shall be deemed to be defaulted unless otherwise determined by the Pennant Committee and points awarded (if any) for the match shall be determined by the Pennant Committee in its absolute discretion.
6.11.3
No alteration shall be made to the place, date or time of a match without the approval of the Pennant Committee.
6.12
Time For Matches
6.12.1
Matches shall be commenced and completed, unless otherwise approved by the Pennant Committee, as follows: (a)
Morning Matches: Home and away matches shall commence not later than 9.00am (unless delayed by inclement weather see condition 6.12.5) and be completed not later than 1.00pm. If a game has commenced before 1.00pm, that game must be completed. However, if courts are available to play after 1pm, then play can continue until a match result is achieved or until the match is complete. Any extension of play beyond 1pm must be by mutual agreement of both team captains. All finals matches shall commence as scheduled by Tennis Victoria and will continue until a result is reached. (b) Afternoon Matches: Home and away matches shall commence not later than 1.00pm, (unless delayed by inclement weather see condition 6.12.5) and shall continue until completed, or until Light-Up time if no lights available, or until 6.30pm under lights. Venues are to use lights from Melbourne Light Up time until 6.30pm in an effort to achieve a match result. If a match result has not been achieved by 6.30pm and a game has commenced, that game must be completed and then all outstanding match points will be shared. All finals matches shall commence as scheduled by Tennis Victoria and will continue until a match 51

6.12.2
result is reached, using lights (where available) if necessary. In order for teams to use lit courts, the home team may change the courts nominated for home play at Light Up time.
All players of each team shall be in attendance at the place, date and the time fixed for the commencement of each match. Where there is a failure to do so, the provision of Conditions 6.12.3 or 6.12.4 shall apply. Interpretation: All players (except by prior agreement) should be at the venue for the match with ample time to be ready to start the match at the official commencement time. In particular, the players called to play the opening rubber (or rubbers) by the team captains (or their representatives) per the relevant Conditions of Play listed elsewhere in the By Laws, should be available or otherwise Condition 6.12.3 and 6.12.4 apply. Note that being called to play is critical and that Pennant is a 2 court competition and per Conditions 6.17.2 and 6.17.4 additional courts are only to be used if approved by both captains (or their representatives) of both teams or approved by Tennis Victoria.
6.12.3
Where one or more players of a team are in attendance within ten minutes of the official commencement time of a match but have not commenced the first point of the opening rubber (or rubbers), the rubber (or rubbers) shall be commenced as soon as practicable and the match shall not be played under protest. Interpretation: The players called to play the opening rubber (or rubbers) per the relevant Conditions of Play have ten (10) minutes from the official commencement time of the match (except by prior agreement) to be ready to play. If one or more of these players are ready to play within the period there is no penalty. Otherwise Condition 6.12.4 will apply.
6.12.4
Any player of a team not in attendance within ten minutes of being called to play shall have his/her rubber defaulted but the 52
remaining rubbers of the match must be played and shall be commenced as soon as practicable. Unless otherwise determined by the Pennant Committee, as a result of any protest which may be lodged, six points shall be awarded for the match to the team not in default and in addition, two points for each rubber defaulted shall be awarded to the team not in default. In addition, two points shall be awarded for each rubber won by either team. Playing any rubbers subject to the default condition above negates any further application of this clause. Interpretation: If a player called to play has not arrived on court within 10 minutes of the rubber being called, noting the first 2 rubbers called to court shall be timed from the official commencement time, that rubber will be deemed to be defaulted with a score line of 6-0 6-0. Note that: (1) Per Condition 6.12.5 the Wet Weather Procedure listed in the Pennant handbook applies in the event of inclement weather. (2) In a home and away match, the team not in default will be awarded the points for winning the match but in a Qualifying and Tier 2 finals match, Condition 6.7.2 (h) applies. (3) Note that if the rubber eligible to be defaulted is agreed to be played by the team not in default, it will be deemed to be a “live” rubber and the match “live”. (4) The remaining rubbers other than that defaulted are still to be played. However, for subsequent rubbers players must still be ready to play within ten (10) minutes (fifteen (15) minutes where Condition 6.5.8 or 6.5.9 applies) of being called to play or Condition 6.12.4 applies. (5) The player(s) defaulted under Condition 6.12.4 must appear at the match day venue per Condition 6.12.5 or the entire team will be defaulted. 53
(6) If an entire team is not in attendance within ten (10) minutes (except by prior agreement) of the official commencement time of the match, the team in attendance may claim two (2) rubbers (one nominated by the team in attendance and one that the opposing captain (or their representative) nominates on arrival per the relevant Conditions of Play. If after a further ten (10) minutes the absent team still has not arrived, a further two (2) rubbers may be claimed. (7) Should a team wish to protest any of the events of the match day, writing “Played Under Protest� on the score sheet does not constitute a protest. This simply signifies that a protest is intended to be lodged. To formally lodge a protest, follow the steps in By Law 6.26. 6.12.5
In the event that a match cannot commence or continue by reason of inclement weather, unless Captains of both teams mutually agree to reduce or extend the time, the match shall be declared a draw ninety minutes after the official commencement time of the match, or the time that play was interrupted. The Wet Weather Procedure will apply.
6.12.6
In the event of inclement weather the Captains of both teams and the nominated club representative for Washouts can agree to declare the match a wash out. This agreement can be made within 48 hours of the official match commencement time or after the match has commenced (refer 6.12.5). Team captains should always endeavour to play matches wherever possible. In the event of a washout, the away team Captain must provide the home team Captain with the names of his nominated team members for the match within 24 hours of the match being called a wash-out. This can be done via telephone, email, SMS text or fax. The home team must enter the match result as per By Law 6.10. If mutual agreement of the team captains is not attained prior to the official match commencement time, the match will proceed as scheduled.
6.12.7
Where under Conditions 6.12.3 and 6.12.4 hereof both teams are in default, the Pennant Committee shall determine the points to be awarded for the match (if any) and the fine (if any) to be imposed. 54
6.13
Hit-Up And Rest Periods
6.13.1
The maximum time permitted for a hit-up before commencement of each rubber is five minutes only.
6.13.2
Play shall be continuous throughout each rubber and no rest period is permitted between sets, however, the courts played upon may be serviced between sets at the discretion of either player/team. Courts may only be serviced during a set if both players/teams agree or if directed by an official if one is appointed by Tennis Victoria.
6.14
Defaults By Teams/Players
6.14.1
Where a team fails to appear for a match, it shall be deemed defaulted and the club liable for a fine and the team not in default shall be awarded all rubbers, sets and games and all the points for the match. Interpretation: All players nominated (including substitutes) in a team must be in attendance at the match day venue at some time between the official commencement time of the match and the time that it is officially completed or be defaulted completely.
6.14.2
Where a team fails to appear for any three matches in any one season, or it be disqualified by the Pennant Committee, that team shall be disqualified from playing any further matches in that season and the club shall be liable for a fine, and any points awarded to that team or its opposing teams previously during that season shall be declared void and not be counted.
6.14.3
Where a player is defaulted during a rubber for reasons other than punctuality that player shall also be defaulted from any further rubbers that he/she was originally nominated to play in that match (noting also the rule regarding substitution in condition 6.23 d), the result shall be recorded in the same way as a retirement due to injury where all games played shall be retained and the remaining games will be forfeited. 55
6.15
Make Of And Number Of Balls For Use In Each Match
6.15.1
The only tennis balls permitted for use are those nationally approved makes adopted by Tennis Victoria for use in Pennant. Tennis Victoria shall advise clubs prior to the commencement of each season the make or makes adopted for that season.
6.15.2
Two new balls shall be supplied at the commencement of each rubber for home and away and all finals matches.
6.15.3
For home and away matches, balls of the same make shall be supplied by the home team.
6.15.4
For all finals matches, each team shall supply one half of the number of balls required for the match, and the choice of balls for each rubber shall be decided by the toss of a coin.
6.15.5
Any team or player shall have the right to supply and use two new balls at the commencement of and for use in any set, other than the first, of a match provided that team or player supplies balls of the same make, model, quality and colour as previously used in the rubber.
6.16
Number Of Courts Necessary
6.16.1
Unless otherwise determined by the Pennant Committee, matches shall be played on club courts.
6.16.2
Two courts shall be made available for each match and additional or substitute courts may be used for play if approved by Captains of both teams.
6.16.3
Each court for each rubber of each match shall be of identical type and surface unless mutually agreed by both team captains.

6.17
Condition Of Courts And Clubs
6.17.1
Matches shall be played on surfaces and at places as determined by the Pennant Committee.
6.17.2
The type, quality and condition of courts used in Pennant and the condition of the clubhouse, dressing room and toilet facilities of each club shall be of a proper and suitable standard determined from time to time by the Pennant Committee.
6.17.3
Each home team shall provide morning or afternoon tea at the completion of a match to the visiting team.
6.18
Eligibility Of Players For Pennant
6.18.1
To be eligible to play Pennant whether prior to or after its commencement in any season, a person must be a player as defined in By Law 6.2.5 (a) and (c).
6.18.2
Any team that plays in a match with a person not being a player as defined in By-Law 6.2.5 hereof shall be deemed defaulted and the club liable for a fine and the team not in default shall be awarded all rubbers, sets and games and points for the match, unless otherwise determined by the Pennant Committee.
6.18.3
SENIORS - age eligibility is 35 years and over - players must turn 35 or be over 35 by 31st December in the year of the competition.
6.18.4
A player can play in a Seniors team for a club and concurrently play in a Men’s team for that same club for the entire season or a player can play Seniors for a club and concurrently play Men’s Pennant for another club in the same season for the entire season. This rule also applies to Women’s and Women’s Doubles.
6.19
Eligibility Of Players For All Finals Matches
6.19.1
A player shall be eligible to play with a team in finals matches only if that player has played, or in the case of an incomplete match or a 57
match not commenced was nominated to play, at least four home and away matches for 1 team in that season with his/her club. 6.19.2
Notwithstanding the provisions of Condition 6.19.1 hereof, a player may be deemed by the Pennant Committee to be eligible to play in any team in finals matches where exceptional circumstances are established to the satisfaction of the Pennant Committee.
6.20
Players Competing In Different Grades
6.20.1
A player shall not play in any team of a lower grade than the team in which that player was originally entered during any one season in Pennant without the approval of the Pennant Committee first obtained.
6.20.2
A player is permitted to play in any team of a higher grade than the team in which that player was originally entered during any one season in Pennant provided that if that player plays at least four matches in a higher grade, that player shall thereafter in that season be eligible only to play in that higher grade or in any team of a higher grade without the approval of the Pennant Committee obtained first.
6.21
Players Changing Teams In A Grade Where a club has two or more teams in the same grade, a player shall not play in any team other than the team in which that player was originally entered during any one season in Pennant without the approval of the Pennant Committee obtained first.
6.22
Emergency Players
6.22.1
A player may play as an emergency in a team provided that player is a registered member of that club as per By Law 6.2.5

6.22.2
A player may play three matches as an emergency in a team in any one season, which shall be indicated on the result sheet for each match with the letter “E�.
6.22.3
A player playing more than three matches in a team in any one season will be deemed a member of that team, unless ruled otherwise by the Pennant Committee.

Players who are emergencies shall play in a team in order of merit, and should be of no more than equivalent standard of the grade being played. (i.e. Does not strengthen team). Where the Pennant Committee determines any emergency player has strengthened a team, that player’s rubber(s) shall be defaulted.
6.22.5
A player can play in two teams that are from the same club on any one weekend, the first team being his/her nominated team, the second being an emergency in a higher grade only. A player can only play twice in a round only on a maximum of two separate occasions during a season.
6.23
Substitute Players (a)

Where in any match a player is prevented through illness, accidental disablement or any other good and sufficient reason from commencing a rubber then after notifying the opposing team captain a substitute player may commence that rubber in the place of the player prevented from competing PROVIDED that the substitute player is eligible to play in accordance with Conditions 6.18, 6.19, 6.20, 6.21 and 6.22 hereof. The substitute player must be ready to play within 30 minutes of notification being given to the opposing captain. Where in any match a player is prevented through injury or illness from completing a rubber, that player may take further part in subsequent rubbers. Where a player is defaulted during a rubber for reasons 59
other than punctuality, a substitute player may not be used in the place of such player for the remaining rubber(s) of that match, except where the doubles rubbers were originally intended to be played on a different day, where different players may be used.
6.24
Player Transfers
6.24.1
For the purposes of Pennant application for transfer of a player from one club (transferor club) to another club (transferee club) shall be made in the following manner. (a)
Application shall be made and completed on the prescribed form by the player and the transferee club and submitted to Tennis Victoria accompanied by the prescribed transfer fee provided that applications shall close prior to the commencement of the seventh round of home and away matches. In exceptional circumstances, later applications may be considered by the Pennant Committee. A nominated player or a player who has played in the current season will not be granted a transfer.
Interpretation: If a player has been nominated in a team in a season, he/she cannot transfer to another club until that season has finished. (b)

Tennis Victoria shall upon receipt of the application, forthwith submit the application to the transferor club who shall complete it by approving or not approving the application and return it to Tennis Victoria within ten days of its receipt. Where the transferor club approved the application, the transfer shall take effect from the date of which the application is approved by the Pennant Committee. A nonnominated player (i.e. a player not nominated for initial team grading) shall then be entitled to play with the transferee club provided the player is eligible to play Pennant. Where the transferor club does not approve the application it shall be considered and determined as soon as practicable 60
by the Pennant Committee which shall notify the player, the transferor club and the transferee club of its determination within seven days of such determination. 6.24.2
Notwithstanding the provisions of Condition 6.24.1 (d) inclusive hereof, applications for transfer may not be approved if at the date of the application the player applying for the transfer: (a) (b)
Is in breach or default of any of the By-Laws or Conditions herein contained. Is in breach or default of any By-Laws, Conditions or Codes of Conduct of any tennis body or club affiliated with Tennis Victoria.
6.25
Player’s Tennis Attire
6.25.1
Recognised tennis attire and footwear are permitted for play in Pennant.
6.25.2 6.25.3
Ripple sole footwear and footwear with heels are not permitted. Prominent images, advertising, lettering (greater than 3 cm squared) or any offensive words or images (as determined by the Pennant Committee) are not permitted.
6.25.4 Track suits are permitted to be worn during a hit-up and during a match.
6.26
Protests By Clubs
6.26.1
Any club shall have the right to make a protest as a result of any matter or thing arising before during or after a match whether that club is represented in that match or not. Where possible “Match played under protest” should be recorded on the score sheet when the score sheet is signed by both team captains.
6.26.2
All protests must be lodged in writing containing full particulars of such protest to Tennis Victoria accompanied by the prescribed fee by Tuesday 5.00pm after the match to which the protest relates. 61
6.26.3
The Pennant Committee shall consider and determine each protest and notify the clubs having an interest in such protest of its determination.
6.27
Payment Of Fees And Fines
6.27.1
Any fee or fine imposed pursuant to these By-Laws and Conditions shall be paid within forty five days of the date of imposition of such fee or fine unless otherwise determined by the Pennant Committee.
6.27.2
Any club failing to pay a fee or fine by the prescribed time shall be liable to a further fine or suspension or disqualification from Pennant as determined by the Pennant Committee.
6.28
Powers Of The Pennant Committee The Pennant Committee shall have the widest and most absolute power and discretion relating to the Pennant or any matter or thing arising from or in connection with Pennant and without limiting the foregoing it shall have the power and discretion at any time without giving or assigning any reasons therefore to:
6.28.1
Demand from any club any information of any nature relating to any matter or thing arising from any match, and in the event of any club refusing or neglecting to supply such information to the Pennant Committee within the time as prescribed by the Pennant Committee to suspend or disqualify such club from Pennant for such time as the Pennant Committee determines and to cancel points previously awarded to such club.
6.28.2
Demand the replay of any match wholly or in part, and to alter or extend the place, day or time for the playing of any match.
6.28.3
Suspend or disqualify a player from Pennant as a result of a player’s conduct or behavior arising from or in connection with a match.

6.28.4
Impose penalties whether by fine, suspension or disqualification or by forfeiture of points for any non-compliance or breach of any of these By Laws and Conditions.
6.29
Interpretation Of By-Laws And Conditions Any question arising from or in connection with Pennant or as to the interpretation or construction of these By-Laws and Conditions shall be determined by the Pennant Committee in its absolute discretion.
6.30 Appeals 6.30.1
A club or player shall have the right to appeal from any determination of the Pennant Committee except from a determination relating to grading and order of merit.
6.30.2
Notice and grounds of appeal shall be lodged with Tennis Victoria accompanied by the prescribed fee within seven days from the notification of a determination being given to the club or player. Appeals shall be heard as soon as practicable by an Appeals Tribunal consisting of three members of Council, not being members of the Pennant Committee, who shall consider the appeal and notify the club, player and the Council of its determination as soon as practicable.
6.30.3
6.30.4
The Appeals Tribunal shall have the same power as the Pennant Committee in accordance with Condition 6.29 hereof including the power to require the attendance of any person or player likely to assist the Appeals Tribunal at a hearing.
6.30.5
The lodging of a Notice and Grounds of Appeal shall act as a stay of the determination of the Pennant Committee until the determination of the Appeals Tribunal.

6.31
Conditions Of Play For Players – TA And MA Events Disciplinary Policy All matches shall be played under the ITF Rules of Tennis as adopted by Tennis Victoria and Tennis Australia, Tennis Australia’s rules for matches without chair umpires where no chair umpires are used and the Member Association Events Disciplinary Policy as applicable to Member Association weekly competitions in accordance with Section 4 of the Policy shall apply to Pennant.
