irst, I am the new Editor of the TexasGP and although clearly no measure to the great Dr. Mike Payne who preceded me, I promise to give it my best shot. No stranger to AGD, I have served on the TAGD board in the past and I am also a past president of our Dallas AGD component.
It’s an exciting time for Texas AGD! The “changing of the guard” and swearing in of a new President, from my hometown of Mount Pleasant (prideful plug), Dr. Dan McCauley, as well as the top-notch problem solvers he’s assembled, recently occurred at the Lone Star Dental Conference.
Thanks, Mike, for an exciting and thoughtprovoking product for eight years! Your insightful commentary and vision for the TexasGP will be missed. Personally, I’ll also miss your kindness and sense of humor behind the scenes, over a meal in the hotel at a board meeting or on breaks.
I know two people that I consider “the busiest people I know,” Dan is one of them. He will work feverishly and efficiently! With eyes locked on the big issues that affect GPs slaving in the trenches, he’s one of us, I assure you. No stranger to a boardroom, he’s cut from the same fine cloth as great leaders before him, and has the thick skin necessary to grow in the advocacy arena.
Sincerest thanks also, Dr. Ron Theiss, for the leadership and direction you’ve taken the organization in the past year. TAGD continued to soar under your guidance! We also appreciate the sacrifices that the Payne and Theiss families have made for TAGD, while you served. Thank you to those board members who are rolling off; we are better for your efforts.

The first improvement in my technique started involved adopting Dr. Gordon Christensen’s method of using two cords. First, prepare tooth to the top of the gingival margin and then pack a small cord. Next, finish preparing tooth and pack a much larger second cord. Wait a couple of minutes, pull the second cord, then take

On anterior teeth, I sometimes use a #0 cord because of the space in the sulcus. One can leave the cord for longer than four minutes if needed, but this can also make the tissue sore.

am honored to serve this year as President of the TAGD. Following the footsteps of Drs. Ron Theiss, Roberto Diaz, David Tillman, and others is a humbling and gratifying experience. The challenges that face our profession are enormous; we must stay current and relevant to the needs of general dentists. Today, government intervention and state regulations can dramatically affect the way we practice, how we are paid, how much we are paid, and whether we will be the gatekeepers of our profession and the leaders of our practices.
The AGD focuses on helping general dentists pursue excellence in clinical dentistry through continuing education. The second focus of our Academy is advocacy. We, as the Academy of General Dentistry, are providing these services for our members. You have a very competent and committed board of directors who constantly monitor all phases of dentistry in Texas and are also well-versed in national dental issues. Nationally, our Texas constituent won five of seven national awards this year given out by the AGD. Our state membership continues to grow as our membership sees value in our mission and in their investment as a member of organized dentistry. On every issue that affects dentistry in Texas, we are there, whether it be a Medicaid stakeholder meeting or a TSBDE meeting. We have representation that watches and stands for your interests to be able to practice and provide quality care to your patients. Our leaders have personal relationships with legislators and have provided testimony for bills that affect our practices. At all Smiles on Wheels events, you see our Jack T. Clark Foundation providing oral cancer screenings in triage and general den-

tists providing free care to the underprivileged in the operatory. We also have a presence at every major dental meeting in Texas. Even in the dental schools, we have organized groups providing continuing education for students through FellowTrack. Our mission is relevant to our daily practices and continues to protect our members from outside forces that could change our practices dramatically.

Current matters that could affect our profession include: the access to care issue, maldistribution of dentists, hygiene anesthesia, student loans, and the health of our dental education system. Position statements may be developed regarding Botox, mobile dental vans, mall bleaching, and alternative practice models. We will continue to support dentists as the leaders of the practice and the gatekeepers of the profession. Midlevel providers (that includes dental health providers, advanced dental hygiene practitioners, and dental health aid providers) may present challenges to our current practice models. In Texas, we presently do not have mid-level providers. Our board of directors will continue to closely monitor the development of these programs in other states. International accreditation of foreign dentists
will be monitored as well as state and national legislation including CHIP and Medicaid funding. Our profession is Dan McCauley, DDS, FAGD dynamic and constantly changing. Our lives, practices, and the way we provide and receive information continually evolve due to emerging technology, including internet resources and social media. Being able to provide and share information, diagnosis and treatment options, patient education, and practice marketing trends are all being developed for our members by the AGD. From a fiscal standpoint, our TAGD is financially sound with healthy cash reserves. We have purchased and remodeled our state office and added staff to expand our services to the membership. Your board of directors is educated, well-informed and very forward thinking on issues facing the way we practice. Our state office directors and personnel are highly motivated and committed to our purpose and mission. We have both short-term and long-term, realistic goals. Again, I am honored to serve you as your President. I will give you my best because you deserve nothing less. I intend to continue protecting our profession and expand ingour services and programs to our members. By providing opportunities for our dentists to grow both personally and intellectually, we will benefit as a profession. I encourage each of you to become involved in our profession so that all can collectively grow together.

He currently presides over the TDA Financial Services Board, returning $1 million in revenue under his direction.
Professionally, he has served as President of the 1st District Dental Society and various other positions on the board for over 20 years. He served on the TDA Board of Directors reaching the position of Vice President, and chairing multiple committees.
For the ADA, Dr. McCauley represents one of 25 dentists on Capitol Hill working with Senators and Congressmen on issues affecting oral health. He does similar work on the state levels of TDA and TAGD as well. ... Continued on page 6

Spotlight on the President continued... Dr. McCauley serves as one of two Delegates of the 1st District Dental Society, instituting change in the TDA House. As a second generation dentist, Dr. McCauley has practiced in Mount Pleasant, Texas for over 30 years and has one of the largest independent practices in the state. Most practices have 1,500 to 3,000 pa-
tients, his practice has over 27,000 patients and averages 140 new patients a month. Dr. McCauley co-started hospital dentistry services at Titus County Memorial Hospital, is on the staff there, and serves as dentist to the hospital and emergency room. He is a Medicaid and CHIP provider for the state. He also serves as staff dentist to three area nursing homes, treats prisoners in two counties at night, as well as mental and medically compromised patients for that area of Texas. Dr. McCauley regularly provides care for Texas Mission of Mercy projects and through Texas Donated Dental Services in the state. His office also serves as the primary dental home for the Head Start School Dental program for Mount Pleas-
ant and four surrounding cities. He has been a Trustee and Board Director at Northeast Texas Community College since its inception in 1986, later recommending and helping the start and development of the now well-established Health Science Center and Dental Hygiene program. Dr. McCauley remains on the dental hygiene advisory committee to date. He is also the Founder and President of the NTCC Foundation. No stranger to service, we are excited to have such an accomplished leader at the helm this year. Dr. McCauley has an exciting vision for the TAGD, and we look forward to growth while protecting all that is important to the TAGD members in the coming year.

t the 2009 Lone Star Dental Conference, Dr. Andy McKamie presented a course titled, “What You Didn’t Learn in Dental School.” After 18 years of being out of dental school, I felt compelled to see just what I have been missing all these years. During his lecture, Dr. McKamie periodically referred to The Dip, a short read by Seth Gobin. The Dip, simply put, is about quitting. A familiar quote by Vince Lombardi is, “Quitters never win and winners never quit.” This, states Gobin, is bad advice. Winners quit all the time; they just quit the right stuff at the right time. Gobin continues, “Quit the wrong stuff. Stick with the right stuff. Have the guts to do one or the other.” Another often repeated thought in The Dip is, “Quitting creates scarcity; scarcity creates value.”

TAGD HEADLINES Will it Affect us or Will it Not? The Red Flags Rule
As of October 29, 2009, the Federal Trade Commission (FTC) has delayed implementation of its controversial “Red Flags Rule,” until June 1, 2010. The rule, originally a component of the Fair and Accurate Transactions Act of 2003, would require all businesses classified as “creditors” to develop a written plan for detecting identity theft, or risk a $2,500 fine. Currently, the rule identifies a “creditor” as any business that provides a service before billing a customer, including the billing of a patient for any post-insurance remainders. On October 20, 2009, the House of Representatives unanimously passed a resolution, HR 3763, which would exclude any healthcare practice with 20 or fewer employees. The resolution has since been referred to the Senate Committee on Banking, Housing, and Urban Affairs where it awaits a hearing. TAGD will continue to track this piece of

On August 30, Dr. James Chancellor, a general dentist from San Antonio, was appointed to a six-year term on the Board by Governor Rick Perry in place of Dr. McDonald. Dr. James Chancellor earned his Doctor of Dental Surgery from the University of Texas Dental Branch at Houston in 1971. After serving in the U.S. Air Force for two years, he earned his Certificate in Anesthesiology from the University of Texas Medical Branch in Galveston in 1975. Dr. Chancellor is in private practice and provides mobile anesthesia services for adult, pediatric, and special needs patients in the San Antonio area. Dr. Chancellor was appointed to the Board by Governor Perry on September 10, 2009.

AGD Invoices Go Electronic
AGD members now have the ability to receive invoices electronically. Starting this month, e-invoices are being sent out to members, in addition to traditional paper invoices. Members will have the opportunity to renew their membership or pay a balance instantly online. This new system will make renewing membership quick and easy.

2009 LONE STAR DENTAL CONFERENCE WRAP-UP Thank you to everyone for your support of the Lone Star Dental Conference (LSDC) this year. With the help of our meeting chairman, Dr. Chris Perry, this was one of our most successful events to date. About the 2009 Texas Dentist of the Year Recipient Dr. Ralph Cooley received his degree from the Baylor College of Dentistry in 1980 and now serves the community of Conroe as a general dentist. He was an assistant clinical professor at the University of Texas Dental Branch in Houston for 15 years, and received the Dean’s Teaching Excellence Award on three separate occasions; 1997, 1998, and 2003. Dr. Cooley is extremely active in organized dentistry. He is a past president of the TAGD and the Brazos Valley District Dental Society. Dr. Cooley is also a member of the TDA, and serves on the National Board of Trustees in the AGD. He currently is one of six dentists nationwide representing the ADA on the Code Revision Committee, a group that oversees all changes to the dental coding procedure used in the United States. Additionally, Dr. Cooley has been inducted into several honorary organizations for his contributions to dentistry including the American College of Dentists and International College of Dentists. Involvement in his community has also been a priority for Dr. Cooley. He has worked with the Conroe Rotary Dental Program for Children, helps with oral cancer screenings in Texas through the Jack T. Clark Foundation, and has traveled in the past with the Benevolent Missions International Dental Trips to El Salvador. In his free time, Dr. Cooley is an avid baseball fan. He has coached with Conroe Area Youth Baseball, assisted with high school baseball teams in the summer leagues, and is the public address announcer for the Conroe High School Varsity Baseball Team. About Dr. Steven Vaughan: Dr. Steven Vaughan is a 2004 graduate of the UTHSCSA. He went on to complete a one-year AEGD residency at the Audie Murphey VA Hospital and then settled in Houston, Texas where he currently practices. Dr. Vaughan stays active in organized dentistry by serving on several committees for the Greater Houston Dental Society and he is also a member of the Houston AGD. Additionally, Dr. Vaughan takes time to mentor both students at the UT Dental Branch in Houston and pre-dental students at the University of Houston. Dr. Vaughan received his Fellowship Award from the AGD in 2008 and is currently working toward his Mastership. When asked about his vision for the future of dentistry he says that it’s important to stay updated on tehcnical skills in order to provide the best care to his patients. He added that it’s important to have the foresight of truly innovative and novel developments in dentistry that will enable even better care of patients in the future. practice management system. JTC Foundation Annual Report 2009 has been a pivotal year for the Jack T. Clark Foundation (JTCF). We have never had so much help as we continue to work toward our mission to educate the public on oral cancer issues. In January, Dr. Michael Hodapp joined the Board of Trustees as Chairman of the Foundation. Under his leadership, the JTCF provided oral cancer screenings at 13 events including health fairs, and Texas Dental Association Smiles Foundation (TDASF) Smiles on Wheels projects. In addition to the education that we provided through our screening events, we distributed approximately 200,000 of our oral cancer brochures. In collaboration with the Dental Oncology Education Program, JTCF provided five continuing education courses throughout the state. We launched our online course by Dr. John Wright titled, “Oral Cancer, Precancer, and Differential Diagnosis of Common Oral Mucosal Conditions.” Additionally, Dr. Karen Frazer, the Foundation’s treasurer, hosted our first social fundraiser at her house in June helping us raise awareness of the Foundation and our cause. During the Lone Star Dental Conference Leadership Reception, several TAGD components made generous donations to the Foundation. This was also our first year to sponsor a speaker at Lone Star; Dr. Dave Roberts presented a hands-on workshop, “Advanced Oral Surgery techniques for the General Dentist.” The strong collaborations that JTCF has made with other nonprofits throughout the state have only made our Foundation stronger, in particular, with the TDASF. The JTCF’s involvement in triage at the rural county-based Smiles on Wheels projects has allowed us to educate populations that have never before been privileged to information on oral cancer. The Foundation has a long journey ahead of us as we work toward our goal to decrease mortality and morbidity of oral cancer through public education, but we are well in stride. We are thankful to all who have contributed to the Foundation. It is through the generosity of our donors that we are able to fulfill our mission. We are only as strong as the support we receive. The following report maps out each of our steps and acknowledges those who assisted us along the way. Thank you to all who continue to support the Foundation.

Volunteer of the Year!
Dr. Gabriel Yammine has set the record for volunteer hours donated to the Foundation. In one year, he contributed a total of 54 hours. Not only has he participated in two oral cancer screening events near his home in Houston, he has traveled to three TDASF Smiles on Wheels projects where he triaged patients and provid ed oral cancer screenings. Dr. Yammine works closely with the Houston area ASDA students and has encouraged many of them to accompany him at these volunteer opportunities. Dr. Yammine is truly an asset to the Jack T.
