Welcome To My Texas Baptist Family: The Lord has been busy working through our local churches and affiliated ministries during the course of 2019. We are excited to both see and hear about the great things that He has done. We also look forward to this time of seeing old friends and meeting new ones during these three days of fellowship. The level of enthusiasm is rising to a fever pitch as we anxiously await your arrival and participation. We believe that the Holy Spirit has stirred in us all the desire to compel all believers to serve and make disciples. Therefore, on behalf of Jason Burden, our first vice president and Jason Atchley, our second vice president and the entire Texas Baptists family, I welcome you to our annual meeting. We are praying that Christ will reveal Himself to you during this time of worship, fellowship and fun. Together we have experienced the power of God through efforts of missions, church starting, discipleship and evangelism. Our fellow Texas Baptists cannot wait to share with you the results of your combined work and the positive effects that it has had on the Body of Christ.

Hello Texas Baptists! Thank you for coming to the Annual Meeting of the Baptist General Convention of Texas. It means a lot to us that you would take the time and make the effort to be a part of this gathering. The intent of the Annual Meeting planning committee has been to put together Workshops, Worship Services and Business Meetings that prove to be worth your time. I believe that goal has been achieved and I hope you'll take full advantage of all that is available. I do want to say a special word of sincere thanks to Dr. Steve Vernon who has served us so faithfully these past 11 years as our Associate Executive Director. Steve will be retiring at the end of 2019. It has been my privilege to work alongside Steve for almost eight years. I can assure you that he has taken this ministry seriously and has given you and me his very best effort. So, on behalf of our entire Staff at the BGCT offices and on behalf of our churches and institutions I say well done to Steve. And, I would be remiss if I did not also thank Donna Vernon for her service to us. She has so graciously given of herself to our work as well. I know

you will join me in wishing them great days ahead and praying for them and their family as they enter this new phase of life. The work we do cooperatively as Texas Baptists is good! It would not be possible to make a difference in the lives of people all across Texas and beyond were it not for people like you and churches like yours. Thank you! November 17, 2019 Baptist General Convention of Texas – Annual Meeting Welcome! On behalf of the City of Waco, I am pleased to welcome you to our continuously growing city. We are glad that you traveled to Waco for the Baptist General Convention of Texas. It is my hope that you will have a wonderful time this year and visit some of the new attractions, restaurants, and shopping that Waco has to offer. The area around downtown and the Silo District continues to grow and thrive, with new shops and restaurants opening each week. Waco received the 2018 Traveler’s Choice Award from TripAdvisor for second place as Top Destination on the Rise in the United States. If this is your first time to visit Waco, I recommend booking a tour with one of the many tour companies in Waco. You will find options from pedal carts to river cruises, to cultural and heritage tours. While you’re here, be sure to check out some of Waco’s most interesting attractions: The Waco Mammoth National Monument, Cameron Park and The Cameron Park Zoo, The Texas Ranger Hall of Fame & Museum, The Dr. Pepper Museum, The Texas Sports Hall of Fame, The Hippodrome Theatre, and many other attractions. There are many great restaurants and food trucks in our bustling downtown area. SPEAKERS Duane Brooks Duane Brooks began his pastoral ministry at Tallowood Baptist Church in Houston in 1998. Previously, he served as pastor in Mart, Rosebud, Waco and Houston. Over the years, Dr. Brooks has led revival services and conferences in Montana, New Mexico, Oklahoma, Illinois, Colorado, Missouri and Texas, as well as international Bible conferences. In recent years, he has preached at Paisano, a cowboy camp meeting in West Texas, as well as Zambia, Brazil and Germany, and led conferences for missionaries who serve in Central Asia and most recently Bulgaria. Brooks has served on several boards of the Baptist General Convention of Texas. He also teaches as an adjunct professor for Truett Seminary and Houston Baptist University. He received his Bachelor of Arts degree from Baylor University, his Master of Divinity from Southwestern Baptist Theological Seminary, and he earned his Doctor of Philosophy degree from Baylor University. He is married to Melanie and the couple has three children. Victor Rodriguez Victor Rodriguez is the new Hispanic Evangelism Associate and Discipleship Specialist for Texas Baptists. He served for 20 years as Senior Pastor of Life Church of San Antonio in the Southside of San Antonio, Texas. Under Rodriguez’s leadership, the church grew from 28 members to serving over 1,200 people through various unique and unconventional evangelistic community ministries. Using each outreach community ministry as a bridge to a holistic community impact, Life Church of San Antonio was recognized in 2015 at a national conference for baptizing 100+ for seven consecutive years. His gift and greatest passion is leading people to a saving knowledge of Jesus Christ. As a native of Odessa and a second-generation Baptist pastor, Rodriguez received Jesus Christ into his life at the age of nine and accepted God’s call to preach at 18. He attended Hardin-Simmons University and Wayland University. He is married to Olga and the couple has four children. Michael Evans Dr. Michael A. Evans, Sr. is the pastor of Bethlehem Baptist Church in Mansfield, Texas, where he has humbly served for more than 28 years. Evans was elected to serve as President of Texas Baptists in July 2018. Evans is the former Director of African American Ministries for the Baptist General Convention of Texas, which involved service to over 800 churches statewide. He has served as President of the Board of Trustees of the Mansfield Independent School District and as Adjunct Professor at Dallas Baptist University. Evans is the author of Leadership in the Black Church: Guidance in the Midst of Changing Demographics. He received his Bachelor of Arts in Political Science (Pre-Law) from the University of Texas at Arlington, his Master of Divinity degree from Texas Christian University’s Brite Divinity School and a Doctor of Ministry degree from Baylor University’s Truett Theological Seminary. He is married to Lisa and the couple has two children. David Hardage The Baptist General Convention of Texas Executive Board elected David Hardage to serve as the convention’s executive director in January 2012. Hardage has been pastor of four churches, interim pastor of five churches, is a former Associational Director of Missions and served as a Development Officer. He has also had the privilege of serving on various Texas Baptists committees and boards. He earned his bachelor’s degree from Baylor University, a Master of Divinity degree from Southwestern Baptist Theological Seminary and a doctorate from Midwestern Baptist Theological Seminary in Kansas City. He is married to Kathleen and the couple has two children.

COMPELLED WORSHIP Texas Country Boys The Texas Country Boys formed initially as a group to do an evangelistic tour in Ukraine in 2016. The success of that tour prompted more Ukrainian tours in 2017/18 and numerous concerts around the North Texas area. On any given Sunday morning members of the group will be leading out in worship in several different churches in the great state of Texas! Group Members are:

The Texas Country Boys play all kinds of Country and Gospel music and released their first album, “Common Ground” in May of 2018. God has blessed mightily on the previous three evangelistic concert tours with Michael Gott International and the group will return once again to Ukraine in October of 2019. Singing Men of Texas The six Singing Men of Texas chapters sponsored by Texas Baptists Music & Worship reach into every corner of the state. Each chapter consists primarily of music ministers, but pastors, other church or associational staff members as well as music faculty of colleges and universities are also welcome. Each group meets regularly for a time of fellowship, rehearsal and concert performances. They are led by Dan Baker, Minister of Music at First Baptist Church, Amarillo. Jared Billups, Highland Baptist Church Jared is the Gathering Pastor at Highland Baptist Church in Waco. He and his wife Krystal were married in 2005, have three children, Karoline, Klaire, and Kade, and moved to Waco in 2013. Jared graduated from Dallas Baptist University and served in both student ministry and worship ministry for 12 years in the Dallas/Fort Worth area prior to moving to Waco. He loves most everything outdoors including hiking, kayaking, camping, and soccer, and believes that Luby’s Cafeteria can be found on most golden street corners in Heaven. Jared’s prayer for himself, his family and the church derives from Proverbs 3:5-6.

WACO— The Baptist General Convention of Texas will gather for the 134th Annual Meeting from November 17-19, at the Waco Convention Center. Texas Baptists are emphasizing the need to live compelled to serve through keynote speakers, exceptional workshops on evangelism and discipleship, powerful worship times and informative business sessions.

“Our annual gathering is such a special time for the Texas Baptists family to join together in fellowship,” said David Hardage, executive director. “This year’s focus on evangelism and discipleship is much needed and will strengthen our churches, ministry partners and convention staff for important ministry in the days to come.” Featured speakers throughout the event include Duane Brooks, pastor of Tallowood Baptist Church in Houston; Victor Rodriguez, Hispanic Evangelism associate and Discipleship specialist for Texas Baptists; Michael Evans, Texas Baptists president and pastor of Bethlehem Baptist Church in Mansfield; and David Hardage, Texas Baptists executive director. Worship will be led by the Singing Men of Texas; Dan Baker, minister of music at First Baptist Church in Amarillo; the Texas Country Boys, a country and Gospel music band; and Jared Billups and the worship team from Highland Baptist Church in Waco. Texas Baptists’ Hispanic and African American Ministries will host worship rallies on Sunday evening. The Hispanic Rally will be at First Baptist Woodway and the African American Rally is hosted by Greater Ebenezer Baptist Church. Twenty-three workshops will be offered on topics including evangelism, preaching, missional culture, foster care ministry, new believer discipleship and church revitalization. Attendees are encouraged to stop by exhibit halls throughout the three-day event to learn more about Texas Baptists resources, partnering ministries and institutions, and for networking and fellowship.

REGISTRATION INFORMATION Registration for this annual meeting is being held in the Upper Lobby of the Waco Convention Center beginning Sunday, November 17 at 4:00 pm. Visitors are required to register at the registration desk. CONSTITUTION OF THE BAPTIST GENERAL CONVENTION OF TEXAS (excerpt) Article III – Membership Section 1. This Convention in session in all its meetings shall be composed of messengers elected by Baptist churches that shall voluntarily cooperate with the Convention. All messengers must be members of the church by which they are elected. A messenger must be enrolled at the Convention in session to be qualified to vote. The messengers have no right to act except for annual or special meetings constituting the Convention in session for which they have been elected by their cooperating churches. Section 2. Each church cooperating with this Convention shall be entitled to: A. Two messengers for the first one hundred (100) members or fractional part thereof. Two additional messengers for the first two hundred fifty dollars ($250) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, and B. One additional messenger for each additional hundred members and each additional one thousand dollars ($1,000) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, and C. If, as calculated under B above, a church’s giving surpasses its membership, then one additional messenger for each two thousand dollars ($2000) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, not to exceed six additional messengers, provided, however, that D. No church shall be entitled to more than twenty-five messengers. E. A mission church shall be considered a church under the Constitution solely for the limited purpose of electing messengers to the Annual Meeting if it is identified as a body of believers separate from its sponsoring church; it contributes to the BGCT in an identifiable way either directly or through the sponsoring church from its own resources; it exists to address some specific mission need, such as language, culture or location, it regularly practices baptism and the Lord’s Supper separate from its sponsoring church; and it identifies itself with, aligns itself with, and endorses, generally, the purposes and work of the Convention. The total number of messengers a mission may qualify for is four (4).

BULLETIN TO PROPOSE A RESOLUTION A resolution has been defined as an expression of opinion from a messenger, as opposed to a motion, which calls for action. The following guidelines are offered for persons desiring to submit a resolution. Only registered messengers may submit a resolution. Resolutions may be submitted in the following ways: • Resolutions may be given in print directly to any member of the Resolutions Committee. The committee members are identified on page 40 of the Bulletin. Committee members will be available at the front of the stage at the conclusion of the first Worship Session which is expected at 12:15 pm on Monday. • Resolutions may be brought to the Resolutions Committee meeting room; Rangers, Room 108 on the Lower Level of the Waco Convention Center. • Resolutions may be emailed to the Resolutions Committee at ferrell.foster@texasbaptists.org Any messenger needing help in submitting a resolution may meet with the committee in Rangers, Room 108 on the Lower Level of the Waco Convention Center between 4:00 pm and 5:00 pm on Monday, November 18. The Resolutions Committee must receive resolutions no later than 5:00 pm on Monday, November 18. Any resolution must be submitted electronically or in print with the name, address, contact phone number and church membership of the messenger. A member of the committee may contact anyone submitting a resolution if there are questions concerning the resolution. The committee may be reached by calling Ferrell Foster at (214) 773-1512.

STANDING RULES The Convention today will be asked to act on the following recommended “Standing Rules� for this annual meeting: 1. All reports, motions, resolutions or amendments to the constitution, bylaws or articles of incorporation shall be submitted by a registered messenger to the body, then sent to the recording secretary in writing, legibly signed by the maker and shall include their name, address, church membership and phone number where they can be reached during the convention. 2. All motions requiring a vote not scheduled on the agenda must be introduced by the close of the Monday business meeting. Amendments to the Constitution and/or Bylaws must also be introduced by the close of the Monday business meeting. 3. All resolutions must be submitted by the close of the Monday meeting. 4. To obtain the floor, a messenger shall approach the microphone, address the chair, give his or her name and church and wait to be recognized. 5. Discussion or debate and nomination speeches shall be limited to three minutes for each speaker. There may be no more than one nomination speech per candidate. 6. No messenger shall speak more than once on the same question or topic until all have spoken who wish to do so. 7. The chair shall recognize messengers wishing to speak to each side of the question alternately. 8. All messengers who attend and participate in the business meetings of the convention shall conduct themselves in keeping with the stated objectives of the Constitution of Texas Baptists. 9. Voting shall be conducted by voice or by the raising of ballots by messengers. Division of the assembly shall be conducted by messengers standing and raising ballots. The president, by his/ her own decision, may order a vote by ballot. 10. In the election of officers, if no nominee receives a majority vote of the messengers, there shall be a runoff election between the two nominees who received the greatest number of votes on the first ballot.

BULLETIN TO MAKE A MOTION A motion calls for specific action by Texas Baptists or some entity of Texas Baptists. Only registered messengers may make a motion. A motion normally begins with “I move to ..." or "I move that…” 1. Write the motion legibly. (If the motion is spontaneous and you don’t have time to write it before presenting it to the convention, write the motion before leaving the microphone area.) 2. Go to a microphone at a time when business is being considered. 3. When recognized by the presiding officer, state your name, that you are a messenger, the name of your church, and read your motion, which must be presented to the convention during a business meeting to become an official motion. 4. Before leaving the microphone, give the written copy of your motion to the page at the microphone. A page will take the copy of your motion to the platform so the motion can be entered into the record by the recording secretary. 5. The Committee on Annual Meeting will announce a time for the convention to consider the motion or recommend its referral to some convention entity.

NOTICE Texas Baptists’ Bylaws call for the meeting of the convention to be conducted according to the current edition of Robert’s Rules of Order Newly Revised. The officers abide by this manual on parliamentary procedure. In the past, a messenger’s motion has been ruled out of order because it did not comply with Robert’s Rules of Order when a change in wording was all that was necessary for the motion to have been appropriate and in order. Every effort is being made for the business of our convention to be conducted in the smoothest and best way possible for the advancement of our Lord’s Kingdom. If a messenger has a motion to make, the parliamentarian will be available to assist with the wording so that the motion will be in proper format. Note: A motion will not be considered by the convention until a messenger has personally made it at the appropriate time and place while the convention is in session. A motion cannot be submitted to the delegates except during the Annual Meeting.
COMMITTEE ON CREDENTIALS The Committee on Credentials has been assigned an area near Registration, located on the Upper Lobby of the Waco Convention Center. Messengers must have a messenger card properly endorsed by the church clerk or moderator. Messengers who do not have such a card will need to be approved by the Credentials Committee.
The Texas Baptists Bulletin is published daily during the Annual Meeting by the Baptist General Convention of Texas. The Bulletin includes announcements, committee reports and proceedings. BULLETIN HELP FOR MESSENGERS Materials are prepared each year to help messengers during business sessions of the Texas Baptists Annual Meeting. Among those materials is the Book of Reports, which contains the annual reports of Texas Baptists Institutions and Agencies, the Texas Baptists Executive Board and a copy of the Texas Baptists Constitution and Bylaws. Additionally, the Texas Baptists Bulletin contains information about business matters to be voted on and proceedings.
FOOD SERVICE OFFERED The Cafe at the Convention Center is located on the Upper Level of the Waco Convention Center. Menu selection is limited (ex. salads, cold sandwiches, cookies, coffee, sodas). Cafe hours - Monday, November 18th 8:00 am - 2:00 pm - Upper Lobby. Seating is available in the Upper Lobby. Vending machines are available in the Cafe and in the lower level by the Washington Street entry doors for snacks, water and soda options. Local restaurant guides are available at the Texas Baptists Information Desk.

SECURITY PRECAUTIONS In cooperation with the Waco Convention Center and event security, please wear your Texas Baptists Annual Meeting name badge at all times. Texas Baptists has taken every precaution to ensure the safety and security of all messengers and visitors.
FIRST AID First Aid room is in Room 213, next to the Information Desk in the Upper Lobby of the Waco Convention Center. First Aid will be available Sunday, November 17 from 3:00 pm -7:00 pm and Monday, November 18 from 7:00 am – 10:00 pm and Tuesday, November 19 from 7:00 am – 3:00 pm. PRAYER ROOM A prayer room is in Waco Room 101 on the lower level of the Waco Convention Center. OneCry and Baylor students will be manning the intercessory prayer room throughout the meeting. Prayer request cards will be available at registration and the information desk. Drop off your cards at the prayer room, in one of the collection buckets, or during worship. Please feel free to join the intercessors if you would like to share in a prayer time.

BULLETIN 2020 BUDGET PROCESS The Business and Financial Plan calls for each administrative office, ministry and program area of the convention to submit an itemized budget of its expected expenditures for the next fiscal year to the Executive Director. The Executive Director works with staff to make necessary changes and presents the proposed budget to the Finance Committee of the Executive Board which, in turn, presents it to the Executive Board for its approval. The Executive Board submits the Cooperative Program budget, consisting of all the anticipated income and expenditures which have been submitted and approved, to the Convention in session. Preparation of the proposed budget includes months of projections, research, planning, committee reviews and prayer to arrive at the proposed resource plan for the coming year. Such is the case for the proposed 2020 calendar year budget. For ordained staff members, the Executive Board allows advance designation of a portion of the salary as housing allowance as permissible by IRS regulations. Ordained staff members pay their own selfemployment taxes, which are 15.3 percent of taxable compensation. The detailed budget is published annually and provided to the Executive Board and committees involved in the budget preparation process. A budget summary is mailed to each church annually. The budget summary and the detailed report can be found at texasbaptists.org. For a hard copy, please call 888.244.9400. The Finance Committee is authorized, on a contingency basis, to adjust spending based on actual receipts.

Background:
Since 1952, Baptist Church Loan Corporation (BCLC) has served over 3,500 churches by making over $500 million in affordable real estate related loans. Since 2014, BCLC has expanded its ministry footprint from Texas alone, to 30 states throughout the United States. BCLC measures the success of its ministry by spreading knowledge and wisdom regarding church finance. Over the last five years alone, BCLC has provide free consultation to over 700 churches. BCLC currently has $171.6 million in total assets, with $169.5 million loaned out. Background Materials:

BULLETIN Relationship Agreement Between Baptist General Convention of Texas and Baptist Church Loan Corporation This Relationship Agreement (this “Agreement”), entered into as of the _____ day of __________, 2019, replaces the existing Relationship Agreement dated November 5, 2005, between the Baptist General Convention of Texas (“BGCT”) and the Baptist Church Loan Corporation (‘BCLC”), as amended by the Amended Relationship Agreement dated December 15, 2009. Since 1952, BGCT and BCLC have walked hand in hand in their efforts to serve and assist churches in their Kingdom building efforts. In consideration of both parties’ intent to continue to carry out the Christian commitments set forth in their respective Mission Statements, BGCT and BCLC have voluntarily agreed to adhere to following guidelines and principles in their relationship: 1. In the election of BCLC Board members, BGCT will elect four Board members who are members of BGCT supporting churches. 2. In the election of BCLC Board members, BCLC will elect at least eight Board members who are members of BCLC supported churches. At least two of the BCLC elected Board members will be members of BGCT supporting churches. 3. BCLC Board of Directors will continue to direct and manage the affairs of the BCLC in a manner consistent with its governing documents. 4. BCLC will provide the BGCT with ministry updates, audited financial statements, and current bylaws on an annual basis. 5. The Agreement will expire and will be considered for renewal on or before December 31, 2029.
