The tournament raises money for scholarships for TAWWA and WEAT.

At 2 p.m., the Texas Section's Board of Trustees will hold its annual meeting at the Hyatt Hotel. All members of TAWWA are welcome to attend the Board meeting. After the exhibitors have put their booths in order, the Texas Water Exhibit Hall will open at 5 p.m. for a Meet-and-Greet reception for attendees. Texas WaterTM 2022 has officially begun. TUESDAY, APRIL 5 The morning kicks off with the Dodson's Drive Fun Run, which benefits the Dodson's Drive and raises funds to support TAWWA/WEAT Young Professional activities around Texas. At 9 a.m. Robert Puente, San Antonio Water System President and CEO, will address the opening session. Read more about Puente on page 9. The Awards Lunch (ticket required to attend) at 11:30 a.m. spotlights TAWWA members who have made special contributions to the industry. Technical sessions begin their three-day run that afternoon, with more than 120 topics from which to choose. Tuesday is also the first day for competitions in the Exhibit Hall, with Meter Challenge and Junior Meter Challenge. Be sure to come cheer on these competitors! WEDNESDAY, APRIL 6 The morning starts with the Women of Water breakfast (doors open at 7:15 am – ticket required; read more about the event on page 14). A
s the 2022 Texas Water conference creeps closer and we begin our descent upon the Gates of the Alamo, I want to pitch three strikes from the dugout in Houston. 1. You’re only as strong as your weakest link. When it comes to the delivery of safe drinking water to our customers, we are living in a time where the stakes are higher than they have ever been—it only takes one small mistake or a DREW MOLLY careless decision, and big problems occur. We all 832-395-3785 andrew.molly@houstontx.gov know infrastructure is aging, some of it beyond its useful life, and yet so many lives depend on it. Even just 10 years ago, a mistake in a surface water treatment plant (SWTP) could potentially be corrected without much notice. For example, let’s say failure of a coagulation process occurs in one basin. This could be corrected by isolating that basin and bringing on spare ones; or perhaps using reserve filters to accommodate the higher turbidity through eight filters as opposed to four. In Houston, for example, we sometimes have the option to bring on additional groundwater supplies to supplement the loss of surface water. For some utilities, that same mistake today may not be nearly as easy to address because those systems do not have the same redundancies they once did. Water systems are sold to capacity, and redundancies are expensive and valued-engineered-out during design, resulting in a lack of resiliency. Of course, this is not always the case, but how many of you operators have sat in a preliminary design meeting and seen your redundant valve, back-up raw water line, spare VFD (variable frequency drive) or canopy to protect your chemical tanks removed? And, most importantly, when it comes to your people, you can have the best programs in the nation, the best plans, but if your weakest link is not engaged or on board, big mistakes can happen. Your Saturday night crew is just as important as your Tuesday day-shift crew, but ultimately seniority may drive the folks who get to work on the day shift, making it such that your "B" team gets the grave-yard shift. Yet a mistake Saturday evening by your "B" team is just as damaging as a mistake on the Tuesday day shift.

W
e have all heard it, or said it, or thought about the above iconic (and cliched) quote over the years. And I have heard it more often as we emerge from what we hope is the worst of the pandemic and get back together. For those of you who don’t know or remember the source, it is the second most popular quote from the 1980s hit movie, The Blues Brothers, starring John Belushi and Dan Akroyd. This fits because after two years of virtual conferences, we are bringing the Largest Regional Water Conference in the U.S.© back to beautiful San Antonio, April 4-7. In person. Together! From where I sit, it is pretty exciting to realize that we are going to be back onsite with an exhibit hall full of exhibits (more than 650 booths) and what looks like record attendance. As we moved through February, we could see the interest build in our registration data as more and more of you signed up for the conference. And, because we are data geeks, we compared the pace of registrations to previous years, including the record Texas Water™ 2019 in Houston, and realized the numbers were pacing higher as we get closer to the conference. It doesn’t take a wizard to figure out why. We are all ready to get back to face-to-face conferences, hear

from our colleagues in the technical sessions, spend time in the exhibit hall and celebrate like we all know how. It is time. And we are ready. The amazing group of volunteers in San Antonio have truly stepped up as MIKE HOWE we have been planning the 512-238-9292 mikehowe@tawwa.org conference virtually over the past few months. We will shift to full in-person planning meetings going forward and, of course, welcome all of you to San Antonio in April. And, if you are wondering—as I know many are— during the COVID-19 pandemic, Texas Water™ 2022 has been making the necessary adjustments to ensure participant safety is our top priority. Our policy is to encourage attendees to take any necessary steps to protect themselves and others when attending conference events, including being vaccinated, wearing masks and distancing when appropriate. So don’t be surprised if in the middle of the conference someone shouts, "We’re Back!" What a great feeling that will be. (It might be me doing the shouting.) I look forward to seeing all of you in San Antonio. And don’t forget, this year you get a "twofer." AWWA ACE 22 will be in San Antonio in June. The Wootton Family – When water becomes a family industry
Water is life for everyone. For those of us in the industry, it’s also our passion and the focus of our careers. But for some of us, it goes beyond a career and becomes part of our family. Such is the case for the Wootton family. During the day, Heather Wootton works to coordinate Garver’s resources to support the needs and concerns of Texas utilities, while her husband, Mark, works as an operator at Upper Trinity Regional Water District’s Doe Branch and Riverbend Water Reclamation Facilities, both of which are recipients of NACWA Platinum Achievement Awards, representing perfect compliance with discharge permits. But it’s more than work for them. It’s
the topic of discussion at the dinner table; it’s what supports their family; their home even lies on Lewisville Lake, a receiving body for both the facilities Mark supports. As Heather says, “Water is life and the life of my family. I see the importance of it in everything we do, from where our children play to where we live. It’s what my career is aimed at protecting each day and is something that won’t be taken for granted any time soon.” Heather has built her career as a member of Garver’s Water Team, supporting the growth of communities throughout the state of Texas. She is heavily involved in the WEF Operations Challenge, coordinating the Texas

state competition and supporting the national competition, and she serves as the current Vice President in the North Texas Section for the Water Environment Association of Texas. Heather and Mark both aim to correct misinformation with how the public perceives water and wastewater treatment and policies by educating the public and increasing awareness. Mark’s involvement in the industry was sparked from multiple generations involved with geology, environmental conservatism, and a love for the outdoors. Mark takes pride in protecting the receiving bodies for his facility. He also knows that protecting those receiving waters impacts not only his family but the lives of everyone in the community. He always aims to produce the highest quality effluent possible, not just meeting regulations, because he knows the important impact effective wastewater treatment has on the environment around him and his family. So, while water is life for everyone, for the Wootton family, water is passion, career, environment, and family all in one.
Congratulations to Heather on winning WEAT’s Emerging Leader Award! Heather is this year’s recipient of WEAT’s Emerging Leader Award! Heather has shown outstanding service to WEAT serving in both section leadership roles and state committee roles. This award recognizes her contribution to both the association and the industry.

Texas Water Keynote: Robert Puente
S
an Antonio Water System President and CEO Robert R. Puente will provide the keynote address at Texas WaterTM 2022 during the Opening Session at 9 a.m. Tuesday, April 5. Puente, SAWS President and CEO since May 2008, is the longest-serving leader of one of the nation’s largest utilities delivering water and wastewater services to over 1.8 million consumers. During his tenure, SAWS has achieved the highest bond rating in its history, been named a Leading Utility of the World and constructed one of the largest inland desalination plants in the nation. Under Puente’s leadership, San Antonio also has gone from being almost entirely reliant on the Edwards Aquifer for drinking water to experiencing the greatest

diversification of its water supply in city history. Those efforts include the completion of the Vista Ridge pipeline, the most ambitious public-private utility partnership in Texas history, which provides San Antonio with 50,000 acre-feet of water annually. Prior to SAWS, Puente served in the Texas House of Representatives from 1991-2008 and was Chairman of the Natural Resources Committee, where he was instrumental in crafting landmark legislation regarding water management.

Texas Water: Conference Night Out
T
he Texas WaterTM 2022 conference mixer and night out will be your chance to get away from the middle of the city and get a hint of the Texas Hill Country—without making the long drive. The San Antonio Botanical Garden is just 5 1/2 miles from the Convention Center, but its location on a wooded elevation not far from the San Antonio River makes you feel that you’re away from it all. The leadership Gavel Passing will be at 6:15 p.m. and the mixer starts at 6:30 p.m., with plenty of food and drinks and a chance to wander through flowers and lush plants at the Botanical Center’s relaxing and well-shaded Greehey Lawn alongside the Betty Kelso Center.
The San Antonio Botanical was envisioned by members of a local garden club. They believed 38 acres from an old limestone quarry and former waterworks site could be transformed into a "living museum of native and imported plant life for visitors to appreciate, learn from and enjoy." The property was known as the Brackenridge Waterworks in 1877. After voters approved bonds in 1970, ground was broken six years later and the San Antonio Botanical was opened in 1980. The centerpiece of the property is the recognizable Lucile Halsell Conservatory. It was designed by Argentinian architect Emilio Ambrasz (former Curator CONTINUED PAGE 25 | night out

Texas Water: Gloyna Breakfast
P
atricia Cleveland, executive regional manager at Trinity River Authority of Texas, will be the featured speaker at the Gloyna Breakfast at 7 a.m. on Thursday, April 7. Cleveland earned a Bachelor of Science in environmental biology and chemistry at Texas Wesleyan College. She began her career at the Trinity River Authority in 1976 as a biologist in the Central Regional Wastewater System laboratory, where she advanced to manager of laboratory services in 1981. She became manager of technical services in 1985,
interfacing with Federal and State regulatory agencies on the quality and the cycle of water in the Trinity River State and regulatory permitting of wastewater facilities, including a new federal industrial pretreatment program. She moved to the General Office to assume the role of manager of wastewater services planning before being promoted to northern regional manager of operations for the six regional operating projects, Joe Pool Lake Recreational Parks in the Upper Trinity River Basin and five nonoperating projects that served more than 1.3 million people in more than 40 North Texas cities. Texas A&M Water Network Gets Back Together BY AMANDA TAGUE texas a&m water network chapter president
T
he Texas A&M Water Network is a student chapter of the Texas Section of the American Water Works Association. Our overall goal is to connect water professionals, students and professors. This year our objective was to get the Water Network back up and functioning after setbacks during the COVID-19 pandemic. Last semester we warmed up with a Zoom speaker meeting and a Water Network tailgate. This semester we have been a little more ambitious. Our first recruitment event of the Spring semester had a great turnout! We met at Mo’s Irish Pub and had a great showing. Current and prospective members mingled, and we talked about our upcoming events. We also were able to brainstorm ideas that would make our organization have an even greater impact.

Throughout the evening, attendees will have the opportunity to learn about the unique and colorful history of this site as part of San Antonio’s early water-supply efforts. This includes Spanish Colonial aqueducts, early artesian wells and local water management techniques. It’s a story like no place else on Earth. Details to follow later. CONTINUED FROM PAGE 21 | a&m chapter Shortly after the recruitment event, we held a Zoom speaker meeting with the Director of Drinking Water Operations for Houston and the Chair for the Texas Section of the AWWA, Drew Molly. Drew gave us a great general history and goals of TAWWA. He also provided a fascinating overview of the new City of Houston NE Water Plant that is currently under construction. Drew had great advice for graduating students about to enter the workforce. We also had a surprise visit from water professionals Lisa Lattu and Hannah Frels, who added to the pool of experience and advice. We truly enjoyed getting to talk to these professionals and see what the water industry is up to presently. We have some really exciting upcoming events planned! We hosted a Bryan and College Station water panel with five local water professionals on March 3.
We will also be sending students to the Texas Water Conference in April. We are incredibly excited and hope to keep the momentum going into the next semester as well. If anyone is interested in partnering with us to host an event we would love to collaborate!

Gloyna, professor of Environmental and Water Resources Engineering at the University of Texas at Austin. Dr. Gloyna’s teaching, research and professional practice have touched an unusually large number of students, educators, engineers and the public leadership not only in Texas but throughout the world. In 2011, Cleveland was promoted to assistant regional manager, northern region, and advanced to her current position in July 2019. She is active in several water/wastewater organizations. She served on the Water Environment Federation’s Water Quality Committee; she served as past president with the Water Environment Association of Texas; she is active in the National Association of Clean Water Agencies where she served as a past board member; she also served as the board representative on the National Security Coordinating Council for nine years and as the chair from 2015-2016. Cleveland has been on the WaterISAC board of directors since 2010, and she also serves as NACWA’s representative on that board. Do I have systems in place to support my entire team—to help them make good decisions and produce good work products? 2. Do I have a mentorship program in place to ensure that my younger workforce has role models that can help them develop into tomorrow’s leaders? 3. Do I have an environment that engages my team and keeps them energized and focused? Maybe you are asking yourself these questions too. Of these three questions listed above, mentoring is a solution that will have long-lasting benefits for both the mentor and mentee (in so many ways). Last year at the Texas Water Conference, David Munn and Valetta Saldanha (two well-respected engineers in our industry) shared their experiences through the mentoring program. It was a really neat exchange of how each person benefited and learned from each other. John Logan with the City of Fort Worth leads our TAWWA mentoring program and has done a terrific

job promoting this incredibly important mission. Prior to the pandemic in 2019, we peaked at about 90 mentoring pairs (between WEAT and TAWWA) but are currently down to about 35. At a time when people need a stronger connection with peers, and the ability to connect with people has been made easier with Teams and Zoom, I ask you to consider participating in the mentorship program. Another example of a great mentoring initiative was Katie McNeal’s (City of Austin) program where she linked the TAWWA Capital Area Chapter to Civil Engineering students at the University of Texas during their senior design class in 2018/2019. This allowed students to engage with established leaders in their respective industry all the while giving employers a first-hand look at the next generation of water professionals. As John Logan quoted Winston Churchill in his 2019 TEXASh2o article, "We make a living by what we get, we make a life by what we give." Reach out to John with City of Fort Worth to get signed up as a mentor or mentee! (I know Shannon Dunne needs some mentoring as he begins his new role in Fort Worth!)

2. Embrace the time we live in—let’s make it count! You really have no other choice here anyway. Let’s face it, these are tough times, and it’s not easy if you’re on the front lines operating water or wastewater facilities. You can’t run away from it, and you’re a hero because you tackle it head on. Just in my past 15 years of working at the City of Houston, I have experienced a drought of record, three 250-year floods, hurricanes Harvey and Ike, and the Winter Apocalypse. As engineers, planners, operators, and policymakers, we must design infrastructure to be more resilient. The plant you’re building today or the pipeline you’re building tomorrow, will be here long after you (at least it better). It’s imperative that we design and construct infrastructure to stand the test of time, and a true test may be that our future great-grandchildren will appreciate our perseverance and even have a sense of awe at our accomplishments. Houston was extremely fortunate to have great minds in the 1930s securing nearly 2 billion gallons per day of surface water rights on the San Jacinto and Trinity Rivers, and putting into place in the 1950s and

1960s the infrastructure to support it (i.e. Lake Houston, Conroe and Livingston, in that order). Think about how you can make a difference for the next generation of water infrastructure. 3. Go to Texas Water! The Largest Regional Water Conference is almost here. If you are presenting a paper or exhibiting—congratulations! You were one of the lucky few to be selected! The hard work of the planning team is about to pay off, and I can’t wait to see you at it.
