After exhibitors put their booths in order, the Texas Water Exhibit Hall will open at 5 p.m. for a Meetand-Greet reception for all attendees.

WEDNESDAY, APRIL 10 The morning kicks off with the Dodson’s Drive Fun Run, which benefits the Dodson’s Drive and raises funds to support TAWWA/WEAT Young Professionals’ activities

around Texas. The run starts at 6:30 a.m. in the lobby of the Moody Gardens Hotel.

At 9 a.m., journalist Kate Galbraith addresses the Opening Session. Galbraith covers energy and environment for the Texas Tribune. The Conference Luncheon at 11:30 a.m. spotlights TAWWA members who have made special contributions. Technical sessions begin their three-day run that afternoon, with more than 120 topics to choose from. Wednesday is also the first day for competitions in the Outdoor Exhibit Area, with Meter Madness and Junior Meter Madness.

ike everyone else involved in the water industry in Texas, I’m looking forward to the annual Texas Water conference in Galveston.

I commend all the volunteers who have worked since last summer to make this Largest Regional Water Show in the U.S. the best regional water show in the nation. Texas Water 2013SM comes during our Texas Legislature and it looks like this session, after all the talk in the past several years, is going to turn into a (pardon the pun) “watershed moment” for Texas.

Our lawmakers are talking about billions of dollars for water project funding, water utility oversight, water conservation, water in the fracking process, and much more. I want to commend our Water Utility Council, chaired by Glenda Dunn of Waco, and our Legislative Committee, chaired

by Heather Cooke of Austin, for their vigilant monitoring of the legislative process. Where necessary, they have interjected TAWWA’s viewpoints to help make the legislation less restrictive to the water community and more effective for Texas as a whole.

I have been especially pleased with our Section’s new webcast initiative, spearheaded by Heather and Executive Director Mike Howe. This series, which began in December ahead of the opening of the Session, has provided timely and comprehensive coverage of developments at the Capitol. More TAWWA Legislative Lunch Breaks are planned. I encourage you to participate in these free, hour-long updates.

Heather will also be presenting information at Texas Water 2013SM, just another reason that Moody Gardens in Galveston is The Place to Be. About the only negative I can say about Texas Water is that I will have to pass the chairman’s gavel after a great year of involvement with Texas AWWA. I have enjoyed my time as Chair and thank all the many members of TAWWA who have accomplished so much in the past 12 months. TAWWA is the leading water organization in the state because of your involvement, and I have every confidence it will remain so.

A New Wave of Training

exas Water 2013SM is here! The Largest Regional Water Conference in the U.S. returns to Galveston’s Moody Gardens to present the leading edge technology for the water community as well as the best of the best in technical sessions. After receiving over 500 abstracts, the Program Committee has narrowed it down to two-and-one-half days of the best training you are going to find at our biggest training event, Texas Water.

We are seeing nearly record registrations so it appears that a lot of folks are able to travel and attend training, at least on the local level. But, other than Texas Water, what other training are we providing you, the water professional?

Since the end of last year, if you have been receiving our emails, you may have noticed that we have steadily been increasing our webcast offerings. Using the very popular and similar format of our award-winning teleconferences, we have now adapted that successful strategy to webcasts. But not the basic webcast look with Powerpoint slides with the web-based voice-over or holding a telephone for an hour to hear the presenter.

Instead, we have invested in the equipment and crafted our own webcast studio to allow us to bring the same quality television style, teleconference style that we are so well known for in a new format. The advantage is we are able to reduce our production costs while still maintaining our high-quality presentations and open discussions that allow you to easily participate in the programs. We are also able to plan and present more webcasts more often with as little lead time as possible. This allows us to address critical issues in a more timely manner than ever before so you can stay on top of the most important issues.

Perfect examples are our two recent one-hour Legislative Lunch Break webcasts that have kept members up-to-date on the activities at the Legislature in a near real-time basis. Because we operate the webcast facility, we are able to target key dates and

bring the latest information to you while it is still fresh.

And best of all, because our costs are less, so are the fees for training. And, we keep the programs to one or two hours at the most and summarize the information as best we can. Now not every training lends itself to the webcast format, but for those subjects that do, we now can be ready to present the information you need from the experts in the field when you need it at a reasonable cost.

We also are using our webcast capability for TXWARN and we anticipate that we will be able to provide real time information on emergency response as needed as the need arises. Delivered to you on your computer.

And in the future, we will adapting as much training as possible to new delivery platforms so that you can continue to count on TAWWA for the knowledge you need to succeed.

As we plan for more training this year and next, please let me know topics and ideas that would help make your job easier. We will incorporate your ideas into our new education planning, and together, continue to deliver the highest quality training as economically as possible.

The Emergency $130-Million Ward County Water Supply Project Editor’s Note: This paper by John Grant; Mitch Holmes, P.E.; Jim Coley, P.E.; Nicholas Lester, P.E.; and Russell Gibson, P.E. describes the streamlined process to develop alternate water sources. It will be presented at Texas Water 2013SM – at 9:30 a.m. Thursday, April 11, in the Drought Management and Water Supply track.

INTRODUCTION National Climatic Data Center records indicate that 2011 was the driest year and second hottest year in Texas for the 117 years of record data. The lack of rain and the high temperatures have been brutal to water supplies. Midland received 5.49 inches of rainfall in 2011, compared to its average rainfall of 14.61 inches.

It had 65 days of high temperatures above 100 degrees Fahrenheit, compared to its average of 14 days.

Additionally, climatologists say the drought will continue for the foreseeable future.

The Colorado River Municipal Water District (CRMWD) provides water supply to approximately 500,000 people and several industrial customers in arid West Texas. CRMWD’s three surface-water supply reservoirs dropped to a combined storage capacity of 12.5 percent full in the spring 2011. CRMWD began water rationing to its primary customers of Odessa, Midland, Big Spring, Snyder and San Angelo. Even with rationing, worst-case climatological forecasts indicated that the reservoirs would be completely dry by May 2013.

CRMWD’s Lake Spence reached a low storage capacity of 0.5 percent of full capacity.

Fortunately, CRMWD was able to diversify its water supplies in 2010, with the purchase of additional groundwater rights in Ward County. CRMWD has owned and operated a 16-million gallon per day (MGD) water supply system in Ward County since the 1970s.

CRMWD acquired additional groundwater rights to expand the groundwater supply system to a total capacity of 46 MGD. However, CRMWD would need to build the infrastructure to develop the additional 30-MGD supply from the new well field and transmit the water to its customer cities.

In June 2011, CRMWD authorized Freese and Nichols, Inc. to begin design on the Ward County Water Supply Project and authorized Daniel B. Stephens & Associates, Inc. (DBSA) to begin design and testing for associated groundwater wells. CRMWD’s goal was to have full operations before January 1, 2013. The $130-million Ward County Water Supply Project included the following facilities: 1. 21 Groundwater Wells 2. 22 miles of 10- to 36-inch well field collection pipelines 3. 30-MGD Well Field Booster Pump Station with 2-million gallon (MG) tank 4. 30-MGD Transmission Pump Station with 2-MG tank (expandable to 50 MGD) 5. 41.6 miles of 42- and 48–inch diameter transmission pipeline 6. 25-MGD Odessa Booster Pump Station to move water backwards through the system 7. 6-MGD Big Spring Booster Pump Station to move water backwards through the system The project required seven pipe production plants, seven pipe laying crews and four construction contractors to meet the challenging schedule. Catching Raindrops TWDB announces Texas Rain Catcher Award winners

T

he Texas Water Development Board has announced winners of its annual Texas Rain Catcher Award, a rainwater harvesting competition and recognition program. The award recognizes excellence in the application of rainwater harvesting systems in Texas, promotes the technology, and educates the public.

The winners include Lone Star Groundwater Conservation District of Conroe; homeowners Michael and Shannon Hugetz of Houston; Willow City Volunteer Fire and Rescue; and Hill Country Alliance.

LONE STAR GCD While building its new 4.9-acre headquarters, the Lone Star Water Conservation District implemented water conservation measures at the facility, including installing a rainwater harvesting system.

At the core of the system is a 15,000-gallon underground storage tank that collects water from the parking lot via a gravel-filled arroyo. Overflow is directed to an onsite retention pond. Rain flows from the building’s 10,000-square-foot metal roof to four 2,500-gallon above-ground tanks and then to the underground storage tank. The rainwater is used to irrigate trees, grasses, and shrubs at the site.

WILLOW CITY VOLUNTEER FIRE and RESCUE Since 1967, Willow City Volunteer Fire and Rescue has been responsible for fire protection and first responder medical and rescue services for a 268-square mile area in northeast Gillespie County.

When the fire station was expanded in 2008, the department pursued harvested rain water as a water supply. Initially, two 10,000-gallon tanks were installed.

Subsequently, six more tanks were added to provide a total capacity of 80,000 gallons of water. The water is mainly used for fire protection but is also being used CONTINUED PAGE 20 | rain catcher awards

MICHAEL and SHANNON HUGETZ To offset their water use, the Hugetzes installed two 3,000-gallon rainwater harvesting tanks at their residence.

Water stored in one tank is used to fill an outdoor pool and flush two indoor toilets. When there is not enough rainwater in the tank to meet demands, city water auto-fills the tank.

The other tank abuts a large church building and collects water flowing off the roof of the building. The Hugetzes got permission from the church to harvest rainwater that would otherwise have flowed onto their property. The harvested water is used to irrigate flower beds and the landscape.

Legislative Update

ater issues, including creation of a new fund for water projects and a new oversight scheme for water utility rates, are making their way through the Legislature, and more are waiting in the queue.

TAWWA Executive Director Mike Howe and TAWWA Legislative Committee Chair Heather Cooke of the Austin Water Utility discussed dozens of water-related bills in two members-only Legislative Lunch Break (they run 12:30-1:30 p.m.) webcasts, Feb. 11 and March 18.

House Bill 4, authored by House Natural Resources Committee Chair Allan Ritter of Nederland, passed the House on March 27 on a final vote of 146 to 2.

The bill would create a special fund that would loan money for water development projects envisioned by the Texas Water Plan. Senate Bill 4 by Senate Natural Resources Committee Chair Troy Fraser of Horseshoe Bay is the companion piece in the upper chamber.

The HB4 version that passed the House is “significantly different than the bill [Ritter] filed,” Cooke observed during the March 18 webcast.

She said that the committee version included new provisions for transparency and accountability. Another 8 amendments were added on the House floor, including Buy American provisions and preferences for participation by HUBs and Texas companies.

Fraser’s SB4 includes a reworking of the Texas Water Development Board, changing the agency from a part-time board to full-time, much like TCEQ. “That will probably be worked out in Conference Committee,” when the two bills are reconciled, Cooke said.

HB4 does not put any money into the fund it creates, but the legislation is necessary to allocate the money without coming under state spending cap requirements.

Ritter’s HB11 and Fraser’s SB22 would transfer $2 billion from the state’s rainy day fund into the new water fund, but those are not the only bills that would do that.

“We said we wanted a Water Session. We got one.” » TAWWA Executive Director Mike Howe Rep. Drew Darby of San Angelo has filed legislation that would dedicate $3.7 billion for water and transportation projects, as Gov. Rick Perry urged in his State of the State speech.

The Darby bill “doesn’t specify how much is for water and how much is for transportation,” Cooke said, “We’re going to have those two fighting it out if that is the bill that moves forward.”

Assuming that there’s water to sell, House Bill 1600

by Rep. Byron Cook of Corsicana transfers state oversight of water utility rates from the TCEQ to the Public Utility Commission.

After the report from the Sunset Commission, the agency that reviews whether other state agencies are necessary or can be improved, supporters had argued that PUC had more experience with rates than TCEQ and that rate-monitoring was not part of TCEQ’s mission.

Although there had been discussion that some portions of rate oversight would remain at TCEQ, HB1600 as it passed the House basically substitutes the PUC for TCEQ in every rate provision in the Water Code.

Other legislation would require utilities to perform more water loss audits and notify the public if water loss exceeds a legislatively set threshold. House Bill 857 by State Rep. Eddie Lucio III of Brownsville, for example, requires annual audits for all utilities, even CONTINUED PAGE 18 | legislative update

PULL! Sporting Clays Tournament Raises Funds for Competition Teams

T

he first-ever Distribution Division Sporting Clays Tournament, held Feb. 8 in San Antonio, drew 80 participants and raised $5,500 that will help pay the expenses of the Texas competition teams to compete nationally.

The idea for a tourment began when Distribution Division Chair Tina Hanson asked Adam Conner of SAWS to organize a fundraiser in South Texas.

Conner and Vicente Garza, South Texas Chapter Treasurer, noted in their report to Hanson that most recent Texas champions had come from South Texas. “[I]t made sense to start holding fundraisers in South Texas,� they wrote.

In 2012, the department partnered with the Texas Parks and Wildlife Department and Friends of Enchanted Rock to install a separate 10,000-gallon tank and roof collection system at the Enchanted Rock State Natural Area pavilion. This system provides fire protection for the park and other area properties.

Grants from the Lower Colorado River Authority supported the rainwater harvesting projects, and volunteer members designed and installed the systems. A new system is now being planned at the historic schoolhouse located near the fire station.

HILL COUNTRY ALLIANCE For the past three years, Hill Country Alliance, a nonprofit organization that raises awareness and builds support for preserving the natural resources of the Central Texas Hill Country, has been hosting the Rainwater Revival. The free annual event educates and inspires Hill Country homeowners and business owners

about the many benefits of rainwater harvesting as a primary or supplementary source of water.

The event features presentations by industry experts, practicing professionals, and users of harvested rainwater. Vendors for rainwater harvesting businesses and conservation organizations are also on hand to share information with attendees. Funds generated during the event through sale of donated art and exhibits are awarded to local area schools for rainwater harvesting-type projects. About 800 to 1,000 people typically attend the event each year.

The Texas Rain Catcher Award competition began in 2007 and is open to all individuals, companies, organizations, municipalities, and other local and state governmental entities in Texas. It recognizes entities and individuals both within the rainwater harvesting community and beyond and establishes their reputations as those dedicated to water conservation in Texas. Awards are made in several categories.

CONTINUED FROM PAGE 9 water backwards through a water supply pipeline network, installation of pipelines through several miles of shifting sand dunes, construction labor and housing shortages during the oil boom, environmental permitting and easement acquisition. However, designing and constructing the project in less than 18 months was the greatest challenge.

CONCEPTS TO ACCELERATE THE CONCEPTUAL AND FINAL DESIGN PHASES An initial schedule analysis determined the number of design and construction teams, and an equipment procurement plan to meet the project schedule. The schedule analysis split the project into components to manage the design and construction phases more efficiently, using three pump station design teams, three pipeline design teams, and a well design team to develop plans and specifications for the project. Each team used specialists, such as surveyors, design engineers, environmental scientists, land agents and owner personnel, to focus on smaller components. This approach also minimized the need for coordination across the teams.

The procurement plan identified long-delivery equipment items, and determined schedules for design, procurement, manufacturer, delivery and startup.

Freese and Nichols, Inc. (FNI) was familiar with CRMWD’s design preferences, having designed several similar projects for CRMWD, which expedited the design phase.

GIS expedited many design tasks, such as route selection, environmental studies, cost analysis, land acquisition tasks and mapping.

Aerial topographic surveys expedited field survey work, requiring limited field access for setting control points.

Web tools facilitated communications, reporting, file sharing, construction bidding and construction submittal processing. Auto CADD Civil 3D expedited drawing production of the civil facilities.

CONCEPTS TO ACCELERATE THE PERMITTING AND LAND ACQUISITION PHASES The project was designed to eliminate triggers for USACE 404 permitting requirements; however, crossing the Monahans Sandhills State Park could not be avoided.

To accelerate the permitting phase, FNI completed the following steps: • Environmentalists reviewed the route during the route selection phase.

• Two archeological teams worked from each end and met in the middle.

• The route avoided any archeological sites.

• The route avoided any USACE 404 permitting triggers.

The pipeline crossed 25 different landowners and required 44 new easements through three counties.

To accelerate the land acquisition, FNI completed the following steps: • The pipeline was routed along existing pipelines and roads to avoid severance.

• Three field survey crews provided property boundary surveys.

• Easements were written by two teams and delivered weekly.

• Land agents worked closely with the surveyor, title company and CRMWD to obtain accurate information on landowners.

• Portions of the pipeline were routed inside public streets to decrease the number of easements.

CONCEPTS TO ACCELERATE THE CONSTRUCTION PHASE • The pipeline was bid early to allow easement acquisition to be concurrent with bidding, raw steel delivery for pipe

production, processing of pipe shop drawings and mobilization. This saved 2-3 months.

Two pipeline contracts were bid with a provision that the bidders could offer a deduction if awarded both contracts. The successful bidder offered a $3.6-million deduction.

The project delivery method for the pump stations and tanks was Construction Manager-at-Risk (CMAR), and Garney Companies was selected as the CMAR for this project. Long-delivery items were purchased through the CMAR, including pumps, valves and variable frequency drives. The Competitive Sealed Proposals (CSP) process was used for the CMAR selection and all equipment and construction contracts.

The pump stations were split into below-slab and above-slab contracts through the CMAR to allow the underground construction to be concurrent with design of the above-grade facilities.

The pipeline was designed to use native materials for bedding and backfill to expedite construction. One four-mile segment of the pipeline crossed through shifting sand

dunes. On-site mixed CLSM with native materials, fly ash and cement was specified for this segment.

• Pump stations were designed for simple and quick construction. This included minimizing below-grade piping, and using prefabricated metal panels for building walls and roofs, skidmounted equipment where feasible, and local materials and concrete mix designs where feasible.

• Modifications to major equipment specifications reduced delivery time by reducing submittal and testing requirements, where possible.

Equipment materials of construction were also modified to expedite delivery, such as impeller and valve castings.

CONSTRUCTION MANAGER-AT-RISK With CMAR as the alternate project delivery method, the owner hires an engineer to design the facilities and a CMAR to act as a general contractor for construction.

The CMAR assists the owner and engineer during the design phase with design reviews, innovations, and management of cost and schedule. The CMAR hires vendors and sub-contractors, or self-performs

construction components. The owner can require a guaranteed maximum price (GMP) at any stage of design. This includes a contingency that may or may not be shared between the CMAR and owner.

CMAR offers many of the advantages of the Design-Build (DB) alternate project delivery method without some of the disadvantages.

CMAR can reduce project delivery time, since it allows the design and construction phases to overlap, and the CMAR can offer ideas for innovation. Unlike DB, the CMAR process does not require additional time for CMAR selection, which can be concurrent with other activities, and it allows the owner to retain control of the design. The CMAR process should result in a higherquality project than DB or traditional Design-Bid-Build (DBB), since the owner can control sub-contractor and vendor selection. The CMAR process should have fewer change orders than DBB, since the CMAR has been involved with the design and has reviewed the bidding documents. As a result, the CMAR is much more familiar with the documents than conventional DBB. CONTINUED PAGE 24 water supply project

For major equipment with long delivery, this method may add time to the overall project completion. Pre-selection calls for solicitation of contracts for long-delivery items early in the design phase. Purchase orders are awarded to the selected equipment vendors and assigned to the general contractor after the construction contract is awarded. With owner furnished equipment, the same process is used, except the owner retains the purchase order. One disadvantage with both of these methods is that the owner retains some of the contractual risk for late delivery or deficient equipment, since they did the original selection of the vendor. With the CMAR process, pre-selection of the equipment is through the CMAR; therefore, the owner has less contractual risk of late delivery or deficient equipment.

CSP was used to expedite delivery and increase quality. With CSP, the owner makes a value-based selection of the equipment and/or construction contractor rather than selecting the lowest price among qualified bidders. With CSP, the owner can establish selection criteria such as cost, time, qualifications, experience, claim history, safety and equipment performance. CSP allows the owner to pick contractors and vendors with a record of finishing projects on time. Additionally, CSP helps to raise the bar on the whole industry, since it will tend to limit suppliers and contractors who perform at lower levels.

TRANSMISSION PIPELINE The transmission pipeline was separated into two sections. Contact A consisted of 21 miles of 48-inch

diameter pipe and Contract B consisted of 6.1 miles of 48-inch diameter pipe and 14.5 miles of 42-inch diameter pipe. Construction was completed by a joint venture between SJ Louis Construction (SJL) and Oscar Renda Contracting (ORC).

SJL constructed Contract A, using polyurethanecoated steel pipe by Northwest Pipe. Northwest manufactured the pipe in two plants to ensure that pipe production met the short schedule. Pipe delivery began in early April 2012 and finished delivery in early October 2012. This allowed pipe laying to begin in late April 2012, with one crew at the beginning of the pipeline and one crew at the middle of the pipeline.

Pipe laying was finished in early November 2012. To facilitate SJL’s production schedule, weld-after-backfill was allowed on the steel pipe. SJL and FNI performed test sections for each welder certified on the project.

Upon completion of the test sections, the joints were uncovered and inspected visually, and adhesion pull test were performed. Each welder was certified using their welding equipment with certain settings.

ORC constructed Contract B using bar-wrapped concreted cylinder pipe manufactured by Ameron and Hanson pipe. Ameron manufactured the pipe in two plants, and Hanson manufactured the pipe in one plant to ensure the pipe production schedule. Pipe delivery began in March 2012 and finished in October 2012, allowing pipe laying to begin in early April 2012 with one crew at each end of the pipeline working toward the middle. Pipe laying was completed in early November 2012.

The pipeline encountered many challenges over the 41.6 miles. The construction went through sand dunes and hard rock, all during the extreme heat of 2012. The pipeline went through multiple oil and gas production fields and crossed hundreds of pipelines.

CROSSING THE MONAHAN SAND HILLS STATE PARK The transmission pipeline crossed approximately 2.25 miles of the Monahan Sand Hills State Park, and paralleled an existing 33-inch pipeline. The park property is not owned by the Texas Parks and Wildlife (TPWD), but it has a long-term property lease. This crossing required a land use permit from the TPWD and an easement from the landowner.

The land use permit required an environmental assessment and archeological assessment. Construction of the original 33-inch pipeline disturbed most of the area where the new pipeline would be constructed, so there were limited environmental or archeological issues.

Shifting sand dunes presented challenges for design and construction.

The sand dunes and the shinnery oak in the park are the habitat for the dunes sagebrush lizard. During the permitting phase of the project, the sagebrush lizard was a candidate for listing as an endangered species by the U.S Fish and Wildlife Services.

To obtain the land use permit, CRMWD was required to: • Install erosion control/containment fence at the edges of the easement to minimize access of the sagebrush lizards to the work area • Provide a fulltime archeologist and environmentalist during excavations in the park • Minimize clearing of the shinnery oak • Reshape and reseed the sand dunes ON-SITE MIXED CONTROLLED LOW STRENGTH MATERIAL (CLSM) THROUGH THE SAND DUNES The sand dunes offered many challenges, including the following: • The sand dunes shift and could add as much as 30 feet of fill over the pipeline after construction, which would exceed the structural capacity of pipe with native embedment materials.

• Mobility of construction equipment and delivery trucks through the dunes was difficult.

• Caving trench side walls made adequate support of pipe difficult to obtain.

• The sand dunes make future pipeline maintenance and repairs difficult.

Because of these factors, the design included the use of CLSM for bedding and embedment through the sand dunes. The CLSM provided the following advantages: • Allowed a soil modulus (E’) of 3000 psi, allowing CONTINUED PAGE 26 | water supply project

CONTINUED FROM PAGE 25 higher depth of cover for shifting dunes • Provided additional side support in the caving sand trench conditions • Reduced the need for delivery vehicles for concrete or other imported trench embedment materials • Provided a design that should require less maintenance, due to the stiffer side support The native materials were primarily blow sand with some silts but little clay. The mix design included two bags of cement for each cubic yard of CLSM. The material was very flowable, requiring no vibration or compaction to encapsulate the pipe. Cylinder breaks showed the material achieved a compressive strength of 50 psi at three days, which was required prior to backfilling the overburden above the pipe. The pipe struts were left in place to keep the pipe round during placement.

The Contractor used a portable batch plant that mixed eight cubic yards at a time. The Contractor was able to mix approximately 30 cubic yards per hour and place CLSM for 500 feet of pipe per day. The material was placed within 10-20 minutes of mixing. The Con-

tractor used an excavator to place the CLSM in the pipe trench, placing the material slowly to prevent flotation.

Sand bunks supported the pipe above the trench bottom.

TRENCH EXCAVATED MATERIAL FOR PIPE EMBEDMENT Most of the Ward County Project had native rock and sandy soils. These materials make high quality embedment material, if properly processed. Native bedding material is less expensive than imported material due to material cost, hauling cost, and disposal of excess trench-excavated materials. The use of native embedment material saved an estimated $3 million on the Ward County Water Supply Project.

The use of native materials is a more complex approach when compared to the use of imported material, requiring more geotechnical investigations of native conditions, a finite element analysis of the pipe-soil interaction, more attention to bedding material and compaction specifications, a higher sophistication in the construction approach, and more construction quality control testing.

density for the caliche material and 99-percent maximum density for the sand material. The material was placed in lifts and compacted with roller compaction wheels.

Finally, checking the embedment density verified that it met specification, and internal pipe deflection measurements verified that the pipe was not egged.

DRILLING, PRODUCING AND EQUIPPING 21 WELLS The first step for the wells was a schedule analysis to determine the critical path. Delivering a functional project in 18 months required that the majority of wells be finalized in 16 months to provide testing water for the rest of the system. Traditionally, a groundwater hydrology study is performed, then test wells are drilled, and then the well locations are finalized based on estimated well capacity, water quality and water drawdown. This allows actual production wells to be drilled and tested, and then pumps and motors to be ordered to match each individual well test.

Splitting the project into two design components to manage the design and construction phases more efficiently facilitated completion of the work in 16 months. One hydrogeological design team and a separate well construction design team developed plans and specifications for the project.

Concepts to accelerate the design and construction of the wells included: • Test wells were drilled in the middle of the groundwater hydrology study • Two well drilling rigs, two well setting crews, and two well testing/producing crews worked 24/7 • Well pumps and motors were pre-purchased and ordered in the middle of well drilling phase based on computer model results for each well • A separate contract for the well head completion package (install pumps and motors, piping, and electrical), was awarded when 60 percent of the wells were completed CONTINUED PAGE 30 | water supply project

CONCLUSION AND SUMMARY Design and construction of water-supply projects are challenging in normal times. When projects must be accelerated to meet emergencies, many additional challenges are presented for the owner, engineer and contractor. Several concepts expedited the design and construction including resource scheduling, CMAR delivery method, modular construction, simplified equipment specifications and use of locally available materials.

Technology also expedited the project, including aerial topographic surveys, GIS (route studies, environmental studies, and mapping), Civil 3D for drawing production, and web technology (bidding, electronic file–sharing, communication and construction submittal processing).

Two keys to meeting an accelerated schedule are to have an experienced engineer who is familiar with the owner’s preferences and an owner with strong leadership who can make quick decisions and develop consensus on the owner’s team.

With great effort and collaboration from the CRMWD, FNI, DBSA, and the construction contractors, the project was pumping water two weeks ahead of schedule and $10 million under budget.
