Ron Tamada Surprised with Fuller Award

R

on Tamada received the prestigious George Warren Fuller Award at the Texas Water 2015TM Conference Lunch in Corpus Christi.

Tamada, an engineer with the Trinity River Authority, has worked on projects throughout Texas and around the country. He is known as one of the premier water and wastewater engineers in our profession and has earned a reputation for openness and fairness.

Tamada, who serves as Chair of the Texas Section Diversity Committee, was awarded with the AWWA Diversity Award in 2014 for his achievements in creating an environment that recognizes, encourages and effectively utilizes everyone's talents.

The award recipient is selected by previous Fuller winners to recognize distinguished service to the water supply field in commemoration of the contributions of AWWA leader George Warren Fuller.

ongratulations to all of our dedicated volunteers! Texas Water 2015TM was a huge success as we fondly bid Corpus Christi farewell. While those numerous volunteers are too many to name, a special thanks to Alexa Fulbright (TAWWA) and Richard Eason (WEAT) for co-chairing the Local Host Committee. This year we celebrated our 20th Texas Water joint conference, and we look forward to continuing the tradition in Fort Worth in 2016 and another 20 years of successful conferences.

JENNIFER I am exceptionally honored to be the TAWWA ELMS 713-784-4500 Chair for the next year and am looking forward jelms@ehrainc.com to an exciting and busy year. We began the year with our annual Orientation and Strategic Planning meeting on May 8. One of the challenges that we will undertake this year is a Chapter Leadership Summit. The Texas Section is what it is because of our volunteers and their dedication to the water industry and profession. Those volunteers come from our local chapters, and we have very active and successful chapters to support the Section as a whole. The Chapter Leadership Summit will provide an opportunity for us to share our experiences and successes, and gain insight from other Chapters to find growth opportunities. We will also be ramping up to revitalize our management training. A special thanks to those involved in that endeavor.

During our annual orientation, we go around the room and have everyone introduce themselves and tell us how they got involved in AWWA. Overwhelmingly, the response is “because someone asked me.”

So here is your personal invitation. I invite you to get involved. We have numerous committees and divisions at the Chapter and Section levels that are open for participation. Each of these committees are open for membership. Simply chose a group that best fits your personal interest and contact those Chairs. Each of the Chairs for the Section are listed on the website, along with their contact information. The same holds for our Chapters, and you can find those on the TAWWA website under the tab listing "Chapters." The TAWWA website holds a wealth of information. If you

It's Over

I

on your point of view, some were very important and others less so. But the interim process will start soon, so it’s never really over.

The drought! Again, yes and no, but ask anyone in any part of this state and the recent rains and flooding sure have brought to a close MIKE HOWE 512-238-9292 the most severe period of dry mikehowe@tawwa.org that anyone can remember.

As of this writing, there are areas of West Texas in the Permian Basin and pockets in the Panhandle that are still "abnormally dry," but for the first time in quite a while, there are no red areas on the drought map. It seems that California and the Pacific Northwest will make the drought news for a while.

But, now that the drought is "over," what does that mean for utilities and their customers? Does it mean we end water restrictions, or just make them less onerous? Do we throw conservation practices out the door and celebrate that the reservoirs are full? And, do we stop the intense management of water supplies?

Of course not.

Texas Water 2015TM. Yes — and no. We are still working through the last post-conference details of yet another very satisfying and, from all feedback so far, successful event for our attendees and exhibitors.

Attendance was great, and aside from a few things, all seemed to go well. I just can’t figure out how to control the weather — ­ yet. And planning for Texas Water 2016TM is starting now, so it’s never really over.

The Legislative Session. Yes, it’s over. And by midJune, we will know which bills the Governor signed or vetoed. There were lots of water bills, and depending EXPERIENCE

Charlie Maddox Receives "Doc" Ballard Award

C

harlie Maddox was recognized with the W. T. "Doc" Ballard Award during the Conference Luncheon at Texas Water 2015TM in Corpus Christi.

Created in 1999, the "Doc" Ballard Award recognizes Texas Section members who have distinguished themselves by using their personal influence to shape the course of change in our profession, by helping utilities and individuals serve the profession better. This award is not presented every year, and only goes to those whose selfless contributions to the industry deserve recognition.

Maddox began his career as an engineer with the former Texas Department of Health, Division of Water Hygiene. Rising steadily through the ranks, he became Director of the Division of Water Hygiene at the Texas Department of Health, responsible for administering the department’s public drinking water supply and on-site wastewater regulatory programs.

He later became the Chief of the Bureau of Environmental Health, managing the overall activities in the Bureau including public drinking water systems, general sanitation, asbestos abatement, indoor air quality, waste management and product safety.

After moving to what is now the TCEQ, Maddox became the head of the Public Drinking Water Section, where he was responsible for regulatory oversight and compliance with state and federal laws for public drinking water systems.

After retiring from State service, Maddox became the Water Regulatory Manager at the Austin Water Utility, where today he provides regulatory oversight for the utility.

Throughout his career, Maddox has been instrumental in shaping and leading the water industry and active in the Section as a former chair, a former AWWA Board member, currently a member of the AWWA Water Utility Council and a Fuller Award winner.

Former Rep. Bill Callegari Receives AWWA Award of Merit

F

ormer Representative William "Bill" Callegari was honored with the AWWA Award of Merit at Texas Water 2015TM. The Award of Merit recognizes those who have demonstrated outstanding service and support to the principles of AWWA in providing for and protecting our water resources.

Callegari, who was the keynote speaker at Texas Water 2015TM, served as a leader in water issues during his 14 years in the Texas House of Representatives.

He authored and coauthored an impressive list of significant legislation, including bills relating to such issues as water resource planning, funding the State Water Plan, the creation of the West Harris County Regional Water Authority, and legislation to reform CCNs.

His experience at local and state government levels has provided him unique insight into how to improve how government works and addressing such issues as unfunded mandates, government transparency and efficiency, and removing antiquated agencies and statutes.

Grace Wike Receives Maverick Award

G

race Wike was honored with the Maverick Award at Texas Water 2015TM. The Maverick Award recognizes a young professional in the Texas Section who exemplifies qualities in volunteerism, community involvement, leadership and outstanding service in the science of water supply, treatment, operations and water quality.

In 2013, Wike became a leader in the Texas Section by serving as the Education Division's Consumer Outreach Committee Chair. The Education Division had just restructured, and Wike led the Consumer Outreach Committee by recruiting new members and involving them in strategic planning and development efforts.

After graduating from the University of Texas at Austin, she worked at J.C. Evans Construction Company and is now a Project Engineer with Jacobs, where she

focused on projects ranging from pipeline design to watershed modelling. She also worked in England on a six-month assignment.

She is an active member of the Jacobs Future Network, a program designed for early career professionals to provide a platform for professional networking and development AWWA President John Donahue and of early career TAWWA Chair Alissa Locket present skills.

Water For People Award Goes to Rob Cullwell

R

ob Cullwell, a principal infrastructure engineer at Carollo Engineers, received the Water For People Kenneth J. Miller Founder's Award at Texas Water 2015TM. The Kenneth J. Miller Founder's Award, established in 2001 by the Water For People Board of Directors, honors outstanding local level volunteer service to the international humanitarian effort to ensure safe drinking water in developing counties.

Cullwell has grown the Texas Water For People Committee’s statewide network of supporters and sponsors to make Texas one of the top fundraising committees for Water For People nationwide. He served as Chair of the Texas Water For People Committee from 2010–2014, growing the fundraising

from approximately $15,000 per year to more than $60,000 in 2014.

Cullwell was the driving force in creating the annual Water For People golf tournament in San Antonio, which has been the largest fundraiser in the state since it began in 2009 and now raises almost $30,000 each year.

Under Rob’s leadership, other independent fundraisers and outreach events throughout the state are organized in San Antonio, Austin, Dallas, Houston and at Texas Water every year. As a direct result of his efforts, Texas has helped provide substantial funding to Water for People.

John Kubala Honored Posthumously with Water Industry Hall of Fame Induction

J

ohn F. Kubala, who passed away in May 2014, was inducted into the Water Industry Hall of Fame at Texas Water 2015TM in Corpus Christi.

Kubala was Arlington's first director of utilities and led Arlington Water during the time when the population grew from 45,000 to more than 325,000. He developed a talented workforce and served as a mentor to many, and has left a legacy of leaders who are now part of the Texas Water community today.

The Water Industry Hall of Fame was created in 1970 to perpetuate the memory of those living and deceased who have made significant contributions to the water community.

South Texas Chapter Recognized as Chapter of the Year

T

he South Texas Chapter was recognized as the Chapter of the Year at Texas Water 2015TM in Corpus Christi, due to its achievements in community service, educational offerings and fundraising activities.

The South Texas Chapter is active in community service by providing support to the San Antonio Water System and the city of San Antonio in their efforts to promote water education to high school students. Every year SAWS holds a conference for high school students, and the chapter supports local schools by serving as judges for the various science projects.

throughout the year by hosting chapter meetings, social events, a seminar on emerging technologies and a young professionals summit for networking and career training.

The South Texas Chapter also raises money for various causes, including scholarships, educational activities and to support operator attendance at AWWA's annual conference. The Chapter raised $7,000 in scholarships to local students and Texas Section awarded scholarships, $29,000 for Water For People during the Annual Sweat for a Cause Water For People Golf Tournament, and $10,000 during the Annual Scholarship Dinner for next year's scholarships.

Water Conservation and Reuse Awards Recognize Conservation, Reuse Efforts

T

Each year, the Texas Section AWWA Conservation and Reuse Division recognizes those who have demonstrated excellence in Water Conservation and Reuse Practices.

Large Utility Direct: Austin Water Utility Industrial/Commercial/ Institutional Audit Rebate Program Austin Water's ICI Audit Rebate Program pays commercial customers up to $5,000 for an independent water efficiency audit of their facility.

Audits must include water efficiency recommendations and eligibility for AWU rebates. Participants must repair

controllable leaks and make recommended equipment adjustments and repairs. The program was developed to cost-effectively achieve the greatest potential water savings by marketing the program to customers identified as top water users based on normalizing factors.

Two TAWWA Members Selected to Help Establish AWWAIndia

T

he American Water Works Association (AWWA) recently announced that it is establishing its first International Community, AWWAIndia. The office will open in India in the spring of 2015. To assist AWWA, a national committee of advisors has been established, and two Houston engineers, Showri Nandagiri and Sunil Kommineni, have been selected

by AWWA to be a part of this prestigious Advisory Committee.

Showri, a native of Hyderabad, is a longtime resident of the greater Houston area. Showri retired from the City of Houston as Deputy Director and City Engineer in Public Works and is currently working with the North Harris County Regional Water Authority. He is very active in various professional organizations and served as the Vice President of the Texas Section AWWA Southeast Chapter, as well as the Vice President of the American Society of Indian Engineers in Houston. In comments made during the Indian Water Works Association’s Annual Convention in Kolkata, AWWA CEO David LaFrance said that the newly created AWWAIndia is an important step in achieving the Association’s vision of a “better world through better water.”

“AWWA and the water professionals of India have had a long and proud working relationship, and AWWA is excited about developing its first International Community there,” LaFrance said. “We want to be part of the local community rather than a partner from afar.”

AWWA anticipates introducing AWWAIndia’s first executive manager in the coming months. In addition to opening an office, the executive manager’s initial focus will be to build a community of water professionals who collaborate to support public health, environmental protection and best management practices. AWWAIndia will also develop training for operators and managers.

The Advisory Committee for AWWAIndia consists of a team of five members and will be closely assisting the India Water Works Association (IWWA) in their efforts to create standards and training programs related to water and wastewater management.

he Texas Water For People Committee of TAWWA and WEAT partnered to sponsor the 5th annual Water For People Charity Volleyball Tournament, held on May 2. Approximately 100 players and spectators attended the event at Aussie’s Grill & Beach Bar, raising $7,900 for sustainable water and sanitation projects around the world (all of which is donated to Water For People — our best year yet!).

Based on average costs for Water For People’s work, this is enough money to provide safe water or sanitation for more than 150 people for a lifetime.

Texas has experienced some wild weather and devastating floods recently. Our thoughts go out to those who lost loved ones in the recent floods.

We need to remember that there are areas of the state that are still dry and need the rain. We should also be reminded that the southwestern region of the United States is arid, and water planning and conservation don’t come to a halt with the rain; we are just entering the next drought.

While we are having lots of rain and the reservoirs are full, we can’t return to our previous wasteful ways.

Many of our drought contingency requirements may be relaxed; however, we can’t relax too much because we know that another drought may be on the way, and with the influx of residents to the state, water planning and conservation will be essential to addressing those increasing demands.

Remembering Bob Nichols

B

ob Nichols, a longtime executive at the Freese and Nichols consulting firm and a nationally recognized leader in the engineering profession, passed away Friday, May 8, in Arlington. He was 88.

During his 67-year career at Freese and Nichols, Nichols primarily focused on environmental engineering, coordinating numerous large-scale, multi-discipline and multi-consultant projects. These included water and wastewater treatment plants, wastewater collection systems, water distribution systems and drainage master plans. Cities across Texas benefited from his broad experience in managing civil engineering projects, his deep understanding of municipal utilities and his strong ties with state and federal regulatory agencies.

Nichols’ engineering achievements extended beyond technical expertise, notably in his leadership of the profession and his commitment to advancing ethics.

He served in many leadership roles for the National Society of Professional Engineers: Fort Worth chapter president in 1959, Texas society president in 1965-66, and national president in 1978-79. the firm incorporated in 1977, he became Vice President, serving in that role for three years and as Executive Vice President for eight more. He was President from 1988 to 1991, and Vice Chairman from 1991 to 1992. From 1992 through this year, he remained active at the firm as President Emeritus, providing valuable quality-assurance insight for projects; supporting high-level client relationships; and teaching professional ethics classes for employees and clients.

Civic duty was also high among Nichols’ priorities.

Perhaps closest to his heart were the Boy Scouts; he was an active Scouting volunteer for more than 30 years and served as President of the Longhorn Council in North Texas and the Ozark Trails Council in southwest Missouri. Nichols also served on the Texas A&M Civil Engineering Advisory Board; the City Council and the Chamber of Commerce in Webb City, Mo.; and numerous other civic and educational organizations.

Nichols was born June 24, 1926, to Marvin and Ethel Nichols. He was an alumnus of Fort Worth’s Paschal High School and Texas A&M University, where he earned bachelor’s and master’s degrees in civil engineering. Nichols is survived by Frances, his wife of 67 years; his brother Jim and wife Billie; three children; six grandchildren; and two great-grandchildren.

The Texas SmartScape Plant Sale initiative was initiated by Stephanie Zavala, Conservation Specialist with the city of Fort Worth. Eight cities joined Forth Worth in the inaugural year. The events took place at local retailers and nurseries and were designed to have a "carnival" feel to help attract people that weren't initially aware of the sales events. Master Gardeners were onsite to answer any questions. Fort Worth has doubled participants in 2015, with 28 events planned across 23 cities.

Small Utility Indirect: City of Pflugerville Water Conservation Program To increase public awareness and education of Stage 3 watering restrictions and the drought, conservation staff implemented a series of activities including public and school education, sprinkler systems audits and rainwater harvesting incentives. At the city's Nature Fest, staff demonstrated a watershed model to students in a hands-on display. More than 600 water education bags were also handed out to youth in 2014.

In order to make conserving water a part of residents' daily life, the authority has created a multifaceted program that appeals to all residents and relays how important water conservation is. "Larry the Sprinkler" was created to give conservation a face in the authority, and appears on all conservation-related documents, TV commercials, giveaways, bill inserts and media projects for the authority. Larry provides tips and facts on how to save water in a fun and engaging way.

Bob Derrington Reuse Award City of Frisco Reuse Water Distribution System As one of the fastest growing cities in the country, Frisco has needed to balance a population influx in a drought-impacted region. Frisco's goal was to engineer sustainability into its growth plan through innovative infrastructure maximizing water conservation. To accomplish this, a water reuse distribution system facility was constructed at the Stewart Creek West WWTP in 2006, allowing Frisco to pump treated wastewater effluent back into the city for irrigation use. In 2014, this program saved $163,372 in wholesale costs and 86.9 million gallons of potable reuse water, substantially reducing pressure on the city's water supply system.

CONTINUED FROM PAGE 6 | executive director report The last few years have provided us with a look into the future of water management in Texas. Our population is still growing. Eight of the fastest growing cities in the country are in Texas, and many of those are on the I-35 corridor. If there was one thing that stood out as a positive from the drought, it was waking the millions of Texans up to the fact that we have to manage our water resources more effectively. And that includes keeping good conservation practices in place.

We also have the opportunity to continue to help customers understand the real "Value of Water." Gone are the days when we could sit back and just treat and sell as much water as we could as a sustainable business model. Water is the most precious commodity that needs to be paid for, just like other valuable services. And the public needs to understand just that.

Knowing how to continue communicating that message, even with the drought being "over," is going to be the challenge. But the tools are now in place and it’s time to shift the messaging.

Because, and you see this coming, it’s never really over.

CLASSIFIED: SAMCO Leak Detection JOB TITLE: Leak Detection/GPS Technician PURPOSE OF JOB: Under supervision of the Project Manager, perform acoustic leak detection, water conservation consulting and GPS data collection services to help improve utilities infrastructure by enhancing operational efficiency and reliability during water system assessments.

EDUCATION: High school diploma or equivalent. No water operations license required. Water distribution license a plus.

KNOWLEDGE, SKILLS AND ABILITIES: • Able to travel and overnight out of town • Work 4 - 10 hour days and then return home to enjoy 3-day weekend. 3 meals a day individual room accommodations and company vehicle provided when out of town and away from home for work week.

• When working on local projects that do not require overnight lodging, work week will consist of regular for five - 8 hour days per week with return home each afternoon.

• Need to be tech savvy and have computer experience. GPS skills a plus.

JOB FUNCTIONS: • Plan, develop and perform leak detection surveys using various sound sensitive leak detection and line locating equipment • Within 6 months of hire, work independently to pinpoint leaks in water distribution systems to identify and make recommendations for correcting problems in water systems.

• Prepare written reports of system water audits to determine need for follow-up action and offer suggestions for correcting problems in water systems • Maintain excellent relations and communications with customers and others through interaction in person and by phone and email • Perform data collection in the field • Create data dictionaries • Download data from GPS unit into specified formats • Create aerial and manifold maps PHYSICAL DEMANDS: • Ability to perform strenuous physical work, including having sufficient strength, flexibility and endurance to perform essential job 8 or 10 hours a day. Occasionally overtime and call out work.
