On behalf of the Water Environment Association of Texas (WEAT) and the Texas American Water Works Association (Texas AWWA), welcome to the Texas WaterTM 2024 annual conference and exhibition! This year we proudly return to the great city of Fort Worth, graciously hosting our conference attendees, exhibitors, speakers, competitors and volunteers, while offering amazing amenities and cultural experiences.
As the Largest Regional Water Conference in the U.S.©, both WEAT and TAWWA proudly plan, coordinate, and implement the annual conference with an outstanding group of volunteers guided by Laura Wilson and Mary Gugliuzza, both with the City of Fort Worth, and supported by the dedicated leadership of both organizations.

WEF Trustee visits TW24
WEF Trustee Corey Williams will represent the Water Environment Federation at Texas WaterTM 2024.
Williams currently serves as president and CEO of SmartCover Systems, the innovation leader for intelligent, realtime wastewater monitoring systems. Prior to his role at SmartCover, Williams served as the CEO of a Suez subsidiary, Optimatics; as vice president and general manager of Inflection Point Solutions, a software development and management consulting firm also serving the water industry; and at Black and Veatch as the director of environmental information systems.
A WEF member for his over 30-year career, Williams has guided multiple companies, engaged in advisory board positions for startups, and served as project manager or executive in charge of more than 125 projects for water and wastewater utilities throughout the United States, Australia and Europe. Williams has authored more than 75 papers in IT, OT, IoT, and the smart water and innovation space for the water industry.
Williams is active in many professional associations and has been the co-principal investigator in research initiatives related to the application of technology to drive business value in utilities.
He is the co-founder and moderator of both the Water and Wastewater CIO and CFO Forums. He founded these forums with the mission of bringing together innovative water and wastewater utility leaders from all over the country and creating a valuable space for knowledge transfer and networking.
Williams earned a B.S in civil engineering from Kansas State University.

TW24 welcomes AWWA Chair
Kate Nutting, chair of the American Water Works Association’s Technical and Educational Council, will represent AWWA at Texas WaterTM 2024.
Nutting is the General Manager, Southwest District at Golden State Water Company.
She manages customer service, community relations, and water system operations and maintenance in potable water systems in southwestern Los Angeles County.
Nutting actively participates in wholesale and regional water agency meetings, programs and functions. She oversees the development of operations and maintenance budgets; analyzes and reports on variances and makes operational adjustments as necessary to ensure compliance with authorized budgetary levels. Nutting provides key data and information in preparation of asset planning documents and capital budgets. Additionally, she participates in the preparation of general rate case applications and long-term planning for the District.

Fort Worth Mayor Mattie Parker will provide the keynote address during Texas Water’s Opening Session at 9 a.m. Wednesday, April 10 in Ballroom C. WEF Board of Trustee member Corey Williams and chair of AWWA’s Technical and Educational Council Kate Nutting will also be in attendance.
Reelected in 2023 with 70% of the vote, Mayor Parker has served as the 45th Mayor of Fort Worth since 2021. Parker is focused on building a safer and stronger Fort Worth, nurturing thriving families, and fostering the highest quality of life in every zip code of the nation’s 13th largest city.

This year the Curtis Smalley Environmental Event is teaming up with the City of Fort Worth volunteers and Tarrant Regional Water District to make a tangible impact on the protection and restoration of the beloved waterways along the Clear Fork Trinity River. Transportation will be provided from the Omni hotel to the site beginning at 8 a.m. Pick up and drop offs will occur every 20 min and the last shuttle will leave the park at noon. You are also welcome to drive yourself to the park.

YPS’ DODSON DRIVE FUN RUN

The Dodson Drive was created in 2011 to honor the life and work of Kenneth Dodson. Kenny D worked in the wastewater industry for 20 years and was a tireless supporter of YP education and growth. The net proceeds from the registration fees for timed runners and teams benefit our young professionals by providing contributions for scholarships and assisting them to attend the annual Young Professionals summit. All timed-donation participants will receive an official event tech shirt and eligibility for team and single participant awards! Runners are also welcome to join us as untimed participants. There is no fee to run as an untimed participant, however, you are still welcome to make a donation to the Dodson Drive; any amount is appreciated. The Texas Water Engineer’s Ethics Seminar is an interactive and thought-provoking session led by Bob Pence and Gina Smith from Freese and Nichols, Inc. While earning one Professional Development Hour and satisfying the annual ethics requirement, you will learn to recognize ethical situations faced by engineers, analyze the issues of ethical situations and discuss how to resolve ethical situations in a creative and professional manner. There is no additional fee or need to preregister for this training.

Your badge is your admission for all technical sessions, the Exhibit Hall and non-ticketed conference events. Admission will not be granted without a badge. STUDENT DESIGN COMPETITION

The WEAT Student Design Competition (SDC) gives students the opportunity to design and present a project based on a real-world wastewater treatment plant design problem. Students will be competing to represent WEAT at the Student Design Competition in New Orleans at WEFTEC 2024. The 2024 WEAT SDC will focus on the Pecan Creek Water Reclamation Plant (PCWRP) located in Denton, Texas. The plant was constructed in 1961 and later expanded four more times before reaching its current permitted flows of 21-mgd AADF and 46-mgd P2H. Denton is experiencing unprecedented growth and the plant will expand to accommodate the population increase. Students participating in the competition are tasked with expanding the plant to 26-mgd AADF and 69-mgd P2H, upgrading the adjacent Dyno-Dirt Composting Facility to accommodate the increase of plant biosolids, along with addressing other improvements. Come out and support your alma mater or see some prospective future leaders in the industry!

Larry Patterson will be the featured speaker at the Gloyna Breakfast at 7 a.m. on Friday, April 12.
Patterson is the Executive Director of the Upper Trinity Regional Water District. He is a Licensed Professional Civil Engineer in the State of Texas with 50 years of experience in the water/wastewater utility industry. Patterson joined Upper Trinity Regional Water District in 2002 after his retirement from the Dallas Water Utilities Department, where he served as Assistant Director for Wastewater Operations.
Patterson began his employment with Upper Trinity as the District’s Chief Engineer and steadily progressed through positions of increasing responsibility leading to his appointment as Executive Director in March 2018. Upper Trinity operates water and wastewater facilities that serve 29 communities located in Denton and Collin counties.
Patterson is an active member of the Water Environment Association of Texas, the Water Environment Federation, the American Water Works Association, the American Society of Civil Engineers and served in leadership positions with both the Texas and National Association of Clean Water Agencies (TACWA and NACWA).
Patterson also served for 30 years in the Texas Army National Guard as an engineering officer, ending his military career achieving the rank of Brigadier General. He holds a bachelor’s in civil engineering from Texas A&M University and a master’s in environmental sciences from the University of Texas at Dallas. Mr. Patterson is a Distinguished Graduate of the Zachry Department of Civil and Environmental Engineering at Texas A&M University.
The breakfast honors the long and distinguished career of the late Earnest F. Gloyna, professor of Environmental and Water Resources Engineering at the University of Texas at Austin. Dr. Gloyna’s teaching, research and professional practice have touched a large number of students, educators, engineers and the public leadership not only in Texas but throughout the world. Tour of Bureau of Engraving & Printing’s Western Currency Facility in Fort Worth
The Western Currency Facility opened in 1990 in Fort Worth as the first government facility outside Washington, DC, to print United States paper money. The facility serves the currency needs of the western half of the nation and acts as a contingency operation in case of an emergency at the DC facility. The facility was recently named Industry of the Year and additionally earned a Pretreatment Partnership Award and Pollution Prevention award in their sweep of 2019 City of Fort Worth Environmental Awards. The production of U.S. currency is not an easy or simple task, but one that involves highly trained and skilled craftspeople, specialized equipment, and a combination of traditional old world printing techniques merged with sophisticated, cutting-edge technology. NOTE: The BEP is a secure facility. Visitors are subject to security screening prior to entering the Visitor Center. Please leave cell phones, laptops, iPads, iWatches or any electronic devices, electronic equipment, backpacks, cameras, weapons (including knives, pellet guns, mace, etc.), explosives, food, and or drinks back at the hotel or on the bus. They are NOT allowed on the tour.

City of Fort Worth Westside Water Treatment Plant
The Westside Water Treatment Plant started operating in 2012. It is the newest and smallest of Fort Worth’s five water treatment facilities. The Westside WTP is the utility’s first, and currently only, water plant to use membranes. The plant started with a capacity of 12 million gallons a day and has since been expanded to 15 MGD. An expansion to 18 MGD is in progress. Ozone is used for primary disinfection, mainly for taste and odor control and treatment preconditioning. Secondary disinfection is with chloramines, using sodium hypochlorite and liquid ammonia sulfate. The plant has full conventional treatment in front of the low-pressure membranes. Hard infrastructure was constructed for a 35 MGD facility. This allows it to be easily expanded without major construction activity. It just requires adding plate settlers to sedimentation basins, filter media to filtration basins and membrane racks to existing empty
slots as the need for more capacity occurs. Fort Worth operates a blended system, but the water from this facility is primarily used on the city’s rapidly growing west side and by the cities of Aledo, Hudson Oaks and Willow Park. In early 2024, improvements related to winter weatherization will be operational. This includes backup power generation using two 2.5-megawatt generators and enclosing the high-service pump station. These improvements are part of the utility’s efforts to comply with the requirements of SB3.

Trinity River Authority CRWS Thermal Hydrolysis Process Facility
The Trinity River Authority Central Regional Wastewater System provides wastewater collection and treatment services to all or portions of 21 jurisdictions in the DallasFort Worth metroplex, as well as the DFW International Airport. The Solids Management Program included significant improvements to the plant’s solids handling facilities and incorporated a Thermal Hydrolysis Process to produce a Class A biosolids product. Thermal hydrolysis is a process that heats and pressurizes sludge in order to break down sludge cell walls. This enhances digestion and solids destruction; and consequently, reduces the amount of solids to be moved offsite, thus reducing transportation costs. Biogas production is also enhanced. When used in combination with downstream mesophilic digestion, the process generates Class A biosolids. One of the primary benefits of THP is the ability to decrease the digestion reactor volume required, since the digesters post-THP can be fed at almost double the solids concentration when compared to typical mesophilic digesters. THP treated solids followed by mesophilic digestion will meet or exceed EPA 503 Class “A” biosolids requirements. The final product exhibits excellent properties for soil blending and land application with low odor biosolids.

Watch the nation’s best operators and maintenance staff compete in the Operations Challenge Competition. This multi-day competition challenges utility teams to test their knowledge in different aspects of their day-to-day responsibilities. Operations Challenge is composed of five individual events that carry over to nationals. Texas has also created additional events to provide other opportunities for teams to compete. The competitions include:
Freese and Nichols Process Control Event
Teams will complete a written test consisting of short math and process scenario questions, electronic multiple-choice questions and process simulation.
Hartwell Environmental Laboratory Event
Analyzing and determining total suspended solids, conductivity / TDS and performing solids mass balance across a treatment system.
Walter Chiang Maintenance Event
Sponsored by STV
The purpose of this event is to test the skills of a maintenance team to respond to trouble at a wastewater lift station that has resulted in an alarm and replace a Vaughan pump impeller.
AECOM Collection System Event
Teams are required to cut out a section of an 8-inch PVC wastewater pipe with water flowing through it, drill and install a 4-inch service saddle in the replacement pipe, cut and install the replacement section with couplings.
Carollo Safety Event
Teams will be required to rescue an unconscious worker from a lift station. Team members will set up a retrieval system, perform a permit required confined space entry and rescue the downed worker.
Gupta Electrical Event
A race to troubleshoot a lift station control panel and power supply.
Seepex Exhibition Event
Competitors will race to replace the stator and rotor in a seepex Smart Conveying Technology (SCT) pump.
Victaulic Exhibition Event
A race to put together a style 31 coupling tree arrangement using Victaulic couplings, pipes and impact drivers.
Garver Fastest Saw Cut Event
3 pm-5 pm, Exhibit Hall, Ops Challenge Area
Who is the fastest draw on cutting a piece of 8-inch SDR 35 pipe with a hand saw? It’s time to show who really has the quickest hands in Texas at the annual Texas Fastest Saw Cut. This competition is designed to demonstrate elements of the Operations Challenge’s Collection event. The event is open to all. The $5 entry fee proceeds go to Curtis Smalley Memorial Fund. YP Process Control Competition Event
Test your knowledge out on the plant process simulator that our operations challenge teams complete. INFO ABOUT TCEQ OPERATOR HOURS
TCEQ has approved Texas WaterTM 2024 for a maximum of 11.5 hours of Operator Training Certification credit for water and wastewater personnel. Credit hours will be available for attending some technical sessions. Please refer to the schedule on pages 38-45 to see which sessions count for credit hours.
Reporting hours will be done through an online form— you will not have a paper form to turn in (except for competition hours; read more about that below).
Before you leave a technical session, make sure a Texas Water official has scanned your badge. You only need to have your badge scanned if you will be requesting TCEQ credit hours.
Take note of which sessions you attend in your program (mark/circle the ones you attend in the grid) - you are ultimately responsible for keeping track of your attendance. The program will show which sessions count towards w = water, ww = wastewater and w/ww = water and wastewater credit. Each technical session counts as .5 hour.

All participants of Texas WaterTM 2024 must register. Your badge is proof of registration and must be worn at all times. Your badge is your admission pass for all technical sessions, the Exhibit Hall and non-ticketed conference events. Admission will not be granted without a badge. Replacement of lost badges is available at the Registration Counter at a cost of $10.
TICKETS REQUIRED
Admission tickets to all events, including the Awards Lunch, Women of Water Breakfast, Box Lunch, Conference Night Out Event, Gloyna Breakfast and Facility Tours are the same as cash. Lost tickets will not be replaced.
Completing this online form is your way of “turning in” your hours. We will check the hours you enter with the scan report from the sessions and report the total hours to TCEQ.
The deadline for submitting the online form for hours is May 10, 2024. Please allow up to six weeks for processing hours to TCEQ. Hours will not be processed until payment for the conference is received.
Engineers may also receive licensing CE hours for attending on a self-reporting basis (please note: we will not have Engineering forms on-site and you do not need to complete the online form; it’s up to you to report your CE hours). The Professional Ethics Workshop for engineers course offered on Thursday satisfies the Professional Ethics requirement.
