Greetings Comrades and Auxiliary 2019. Hoping everyone had a great Christmas and a Happy New Year! I reflect back to June 2018 at our State Convention when we
rolled out our plan for the year. In just a few short months I see many Districts and Posts in this great state successfully executing the plan and meeting their objectives — while others are close on their heels. Excellent work Comrades and I am so PROUD of those Districts and Posts who have accomplished 100% of their plans. Let’s all help each other meet objectives as a TEAM (SECOND TO NONE).
STATE COMMANDER’S COLUMN
As you may recall I issued a challenge to all — that we as a Department reach 100% of our membership goal by 31 March 2019. I’m happy to announce that we are at 98.30% as of February 18, 2019 Comrades! We are “knocking at the door” as Houston Oilers coach Bum Phillips once stated and now we must “knock the door down” and get that 100% plus 1. Thank you Comrades! Let’s do it — let’s make it happen. In March 2019 we are headed to the Hill in Washington DC to lobby for the interests of Veterans — speaking to those who may have very little connection or interaction with Veterans. Our Commander in Chief will testify before the Joint Veterans Committee and we will be there in the chamber to support our Commander on behalf of all Texas Veterans. We will keep you posted on the issues on the table — more VA hospitals/clinics, claims processing, Blue Water and other topics of discussion. We have recently installed three new Posts in the Department of Texas: the first was in Whitney, Texas, District 29; the second in Weslaco, Texas, District 18; and the third in Abilene, Texas, District 8. This shows that the Department of Texas is moving in the right direction. Rumor has it that we are working on opening an additional Post in Spring, Texas soon. Comrades we still have a lot of things to accomplish this year so let’s get back in the foxholes and take charge. As Larry the Cable Guy would say “Get R Done.”
State Commander Conley institutes new VFW Post 12183 in Abilene, Texas.
As a reminder please help support our Texas VFW Foundation. We need your donations to our Foundation so we can continue to help all of the Veterans throughout Texas. After all, it is about Veterans helping Veterans. Again thank you for your hospitality that you have given to Earl (driving Mrs. Inge) and me, I cant tell all of you enough how honored I am to be able to serve as your Texas State Commander. Hoping to see many of you as I continue my travels throughout the state and also at the State Convention in Houston coming up in June. Appreciate all your efforts in helping our Veterans! WE ARE SECOND TO NONE TEXAS!
Inge Conley Thank you, Inge Conley State Commander

Voice of Democracy Essay 1st Place Winner (2018-19) Aabid Razvi
“Why My Vote Matters” LAST YEAR, MASSACHUSETTS NATIVE MAVIS WANCZYK WON THE LARGEST LOTTERY JACKPOT IN US HISTORY. She won more than $780 million by the luck of the draw, but that’s not how United States elections are supposed to work. Yet, just a few months later in the state of Virginia, David Yancey was announced winner in the Virginia House of Delegates election; also, by the luck of the draw. A single voter in either direction would have changed the balance of the state legislature, which was sitting at a 50-49 split. In an ideal world where every voter cast a ballot, this wouldn’t have been as large a problem to have to break a tie, yet the problem lies in the fact more that 60% of Virginians didn’t go to the polls, because they believed their vote just wouldn’t matter. These sentiments are now increasingly common throughout the nation, and half the voting-age population, more that 120 million people, feels as though their vote has no impact on our country, their state, or even their local community. It’s a shame that the US ranks 26th in the world for voter turnout when we were the ones who pioneered modern democracy and dared to say that we refuse the rule of a faraway government who ignores the needs of the people. Now, however, it seems the people are ignoring the need of the government: voting. It’s easy to feel as though a vote’s impact won’t be felt on the national scale, and with the electoral college in place, it’s an inevitable sentiment for voters in safe states where the election seems as though it has been decided before it begins, but in local elections that actually play the largest roles in our daily lives, every last vote matters. Nationwide an average of only 20% of voters cast ballots in mayoral elections, and in Texas, local election turnout was at an astoundingly low 11%, yet last year in North Carolina alone, 69 elections were decided by one vote or less. Whether or not there will be a spike in property taxes, a change in school funding, or a rise in the minimum wage, all decided by a single vote. Too often the media coverage of the national government clouds the true day to day impact of a city council, a school board, or a district attorney. The city council determines economic growth in a community, the school board educates the next generation of Americans, and the district attorney prosecutes criminals to keep our communities safe, but only a small fraction of the population is choosing the people who are making these critical decisions. Our founding fathers based our nation’s first election in 1789, each vote makes an impact. My vote matters. For me, my family, my children, my community, and the future I want to create. The only voice that will be heard in our democracy is the one that goes to the polls. Every year with hundreds of races decided by just a few votes, my vote could be the one to change the course of an election. It’s because of the sacrifices made by generations of patriots who fought against communism in Vietnam, Korea, the Persian Gulf, and all across the world to protect our democracy that our voice matters. Previous generations witnessed this sacrifice and understood just how sacred voting is to preserving the Union that motivated them to cast their ballot. Yet this generation has seen no uniting event to emphasize just how much voting matters. What I worry about is a generation of impassioned tweeters but disconnected voters, because the median age of voters in elections is 57 years old. Opinions online don’t create policy changes, putting your phone away and going to a polling station does. Previously, society saw voting as the way to have an opinion heard, yet social media has created a false sense of making an impact without following through by casting a ballot. In the words of Robert Frost, “Thinking isn’t agreeing or disagreeing. That’s voting.” It’s time people vote like their lives depend on it, because they do.

Patriot’s Pen Essay 1st Place Winner (2018-19) Luke C. Fox
“Why I Honor the American Flag” THE AMERICAN FLAG DESERVES RESPECT AND HONOR. In the song “You’re a Grand Old Flag”, the flag is described as the emblem of the land I love. I completely agree with this portrayal. I love America. Freedom, liberty, and justice for all are American values. For me, the flag is the symbol that encompasses these values and is why I honor the American flag. The American flag deserves respect and honor because brave men and women have given the ultimate sacrifice defending American values. Their lives matter to me. Their service is a debt I can never repay. They have fought and some have died for the freedoms I hold so dear. Service to a common good is why I honor the American flag. The American flag deserves respect and honor because it offers people hope and opportunity. Hope for a better future for themselves and their children. America offers opportunities that may not exist elsewhere. Many have come to America seeking a better, brighter future. Some have come to escape persecution and others come to seek the American dream. When they see the flag, they feel inspired and hopeful. This is why I honor the American flag. The American flag deserves respect and honor because we are a generous nation. We come to the aid of other countries when they are under attack and their future seems dark. Our military responds when other countries face crisis. American provides protection, aid, and support until the crisis is over. Generosity is why I honor the American flag. I honor the American flag because I love my country. When the flag is being raised or lowered you will find me standing at attention, reflecting on the values that the flag represents. I will place my hand over my heart and pledge allegiance to the flag knowing that every word rings true to my heart. I will stand during the National Anthem for those who no longer can. I am lucky to call America my home. It is an honor that I have been given through grace and the sacrifice of others. Honoring the American flag is my small way of showing gratitude to a nation I love.

ROY GRONA RETIRES AFTER 16 YEARS AT THE TEXAS VFW BROTHERS, SISTERS AND FRIENDS, For some reason unknown to me, Dan West asked me to write an article for this edition of the news. I think this is only the third time I have written an article. If you saw last month’s publication, I am sure you saw new Department employee Andrew Camplen on the front cover. I kidded Andrew that I had been here for 16 years and never had my picture on the front cover! In 1937, the Texas VFW combined the position of State Adjutant and State Quartermaster. I am proud to be added to that list as only the fifth member in 81 years to hold that title. One of the things that make this Department successful is the continuity of that position. We often state at the Officer Training Sessions that the VFW is business. In Texas, the VFW is “big business.” One cannot just step into this position without training for it. I was fortunate enough to be trained by Glen M. Gardner and William Ruckman when I took over this position. Through the years I was fortunate enough to serve with 13 great State Commanders as well as state, district and post officers. There is not enough room for me to personally thank these great leaders but I would be remiss if I did not thank the State Commanders I served with. Thank you Past Department Commander Jimmy Cantrell who recommended me for this position and Past Department Commanders John Knapp, Ron Hornsby and John Fair who actually hired me. Thanks to my good friend, Past Department Commander Russ Richards who appointed me as his Adjutant and presided over the change in Adjutant/Quartermasters. Thank you to Past Department Commanders
Al Cantu and Larry Velasquez. My first assignment as a department representative was to their Post. They provided me with a sumptuous meal of a boiled hot dog on my visit. They heard I was German so they did have sauerkraut on the side! Larry is going to be a great Commander-In-Chief in a few years. That encounter led to years of friendship. To this day Al insists we eat at restaurants that offer buy one get one free items. I buy one, he gets one free! To Past Department Commanders Jerry Murphree,
Burton and Grant Seabolt who have always provided great counsel. Many thanks to Past Department Commander John Spahr who on his on time, provided testimony for veteran related issues when I could not be at the Capitol. And to my comrades in District 9 and District 28 who supported me over the years, thank you. I have to thank Bill Frazier of Amarillo Post 1475, who I have known since we were 18 years old. Such friendship just does not happen much these days. It happened because of the VFW.
“Accept your past without regrets. Handle your present with confidence and face your future without fear.”
Thanks to all those who were involved in getting the Texas Lottery’s Veteran scratch ticket approved such as Past National Commander Jim Nier, State Representative Chris Turner, radio personality Bob Cole, and Governor Rick Perry. That ticket has now generated over $100 million in funds to support veterans in Texas. Thank you to all of our Auxiliary Brothers and Sisters. You have always supported the VFW and I am grateful. Thank you Paul Melton, the President of the Texas VFW Foundation and our Foundation Board members. Each of you has been instrumental in guiding and advising me. A special thanks to Brian Huntley and the V Sweeps company. Brian has donated hundreds of thousands of dollars to the Texas VFW, our Posts and members as well as supporting veterans across the state. To my road trip friends Al and Alma Cantu, thank you for your company. Thanks to Al, I know every restroom stop across our great country! He never could find a road as my navigator but he definitely could find a restroom!
Mike Barber, Wayne DePute, John Spahr, Sylvia Sanchez, Joe Hayes, Dan West, Peyton Lumpkin and Edward Torres, thank you. At the National level, thanks to my good friends Kevin and Kelly Jones. Kevin is now the Adjutant General, a position well earned. To State Commander Inge Conley, I know I promised to finish the year for you but sometimes higher authority (Sandra) countermands that promise! Inge is a treasure to the VFW. She cares about every Post and every member in the Texas VFW. Inge and Earl just make you feel comfortable wherever you are. Along the way, I have met tremendous people. State Surgeon Doc Howard and I have dealt with each other for many years. A true professional, Doc will make an excellent National Surgeon. A great Comrade, Past District 25 Commander Mel Parker would call me every morning at 6:30 AM. He said it was just to talk business but I think he was checking to make sure I was at work! Thanks to our State Judge Advocates Ken

A special thanks to all of our employees over the years. I would not have been successful without them. Carlos and I were District Commanders the same year of 2001-2002 and I made a wise choice when we brought him to the Department. Thanks to Beth and the Foundation employees who resurrected
Good luck, Roy, from everyone at the Texas V FW!
something that was lost and turned it into one of the best Foundations in this state, awarding over $6 million in grants from a Foundation that was dead in the water in 2006. And a special thanks to Dan, who now assumes the position. I believe that Dan West will also be successful. He has trained for this moment for the last 12 years. If he does not know the job by now, shame on me. It was tough training Dan. As a Marine, every time Dan went to lunch, I had to retrain him when he got back! I could not go home if I did not thank my wife, Sandra. Often people would shame me for telling jokes about Sandra. Every joke I ever said at any of our meetings was cleared by a joke committee consisting of Sandra, Al Cantu and Alma Cantu. I think there was only one time I popped a surprise joke on Sandra and now, I have to hear about it, even to this day!
She heard all of the complaints, day and night yet she has stood by me, in good times and bad, for 36 years. To my daughter Robyn who grew up in the VFW, thank you. You are the pride of my life. There will always be good times as well as bad when you are dealing with an organization this large. We have had many successes over the twelve years I was the Adjutant/ Quartermaster thanks to you, the officers, members and employees of the Texas VFW. I was told by one of my military leaders long ago that if you have success, you do not need to brag about it. People will know it. I hope I served each of you well and that we have shared those successes. Sandra and I will still see you at meetings and it will surely be nice not to have to worry about all the details of scheduling our large meetings and writing
all of the agenda’s. Now I can just sit back and enjoy the meeting. We have already moved to Amarillo. If you happen to visit Amarillo, call us. Another quote I learned long ago is to “Accept your past without regrets. Handle your present with confidence and face your future without fear.” I have no regrets, I was always confident and although I cannot predict the future, I look forward to it. I now join the list of past State Adjutant/ Quartermasters Gates, Armstrong. Dorris, and Gardner. I am proud to be on that list and proud to have been associated with each of you. We have a great organization. We are one family, the VFW family. God Bless our veterans, our country and the Veterans of Foreign Wars of the United States. Thank you. H
