Comrades and Auxiliary, As I near the end of my term as State Commander, I would like to begin by thanking each and every one of you who have supported me during these last 4 years and continue to do so today. During the last year we have accomplished many tasks with great success. We have weathered a few storms, along with major flooding, but never looked back. We continued forward with our mission and membership goals, and taking care of our Veterans. We had a fantastic Commander’s Homecoming — a special thank you to Sheri Contella who spear-headed the event. Then it was on to the Mid-Winter Conference, January 2019 — another tremendous success with superb training. I’d like to provide a huge thank you to the Department staff members for the excellent training they provided.

In addition, I have enjoyed the BEST fellowship a person could want from this amazing organization. As I traveled the entire great State of TEXAS I had the opportunity to visit with many of you and shared ideas to keep our organization the BEST ever. To you, I say “THANK YOU.” I want to also thank the Districts/Posts for the most enjoyable year. You are a pleasure to work with and are much appreciated. At the moment, the Department is at 102.41% of its assigned mission, and we currently have 19 Districts out of 24 at 100%+ in membership. OUTSTANDING DEPARTMENT OF TEXAS — “SECOND TO NONE!” Congratulations to all for a job well done. The mission continues. Please remember that America’s success was built on the service and sacrifice of many Americans — but our continued freedom falls squarely on the shoulders of those who wear the uniform of our country. Everyone in the Veterans of Foreign Wars understands that. In closing, Comrades and Auxiliary, it was my HONOR to serve with you these last 3 years as your Junior Vice, then Senior Vice, and as your Commander of our Department of TEXAS. Thank you for giving me this HONOR, and I look forward to seeing ALL of you at our State Convention in Houston to celebrate.

The State Commander received a glass plaque from the KOVAS Korean Veterans Association SW Region USA after the Texas VFW presented them with a donation for the Korean War Memorial at a recent luncheon held in Houston, Texas.

WELCOME DAN WEST AS THE DEPARTMENT OF TEXAS STATE ADJUTANT/QUARTERMASTER Texas VFW has a new State Adjutant/Quartermaster after the retirement of Roy Grona. Past State Commander and National Council Member Dan West was elected as State Quartermaster by the Texas Council of Administration in January 2019. Dan served in the United States Marine Corps from 1983 to 1994 as an Infantry Platoon Sergeant. His overseas service and his eligibility come from service in Lebanon during the TWA Hijacking, the Korean Peninsula, Panama, and in Southwest Asia in Operation Desert Shield/Storm where he served with 1st Battalion, 1st Marines as a member of “Task Force Papa Bear” in the Al Buquan & Al Wafra oil fields during the ground invasion. While in the Marines, Dan served as a Marine Corps Drill Instructor, Water Survival Instructor, Close Quarters Combat Instructor, and Field & Weapons Instructor. Dan also had assignments working with

several federal law enforcement agencies and foreign military units. After leaving the service, Dan worked as the Chief Executive Officer of SST, Inc., a Threat Management Company, and later as the Director of Security for the Seton Healthcare System located in Central Texas, and also served as President of the Concealed Handgun Association. Dan joined the Veterans of Foreign Wars in 1996 at VFW Post 3413 in San Marcos, Texas, where he has held leadership positions at the Post, District, State and National levels including District Commander, State Chief of Staff to State Commander A.R. “Russ” Richards, Vice

Chair of the National Iraq/Afghanistan Committee, Vice Chair of the National Military Services Committee, and is a Certified National Recruiter. He has also been recognized several times as a National Aide-De-Camp, National Deputy Chief of Staff, and National Special Aide-De-Camp. He was hired by the Texas VFW as the State Assistant Adjutant in October 2006, a position he held until December of 2018, when he was appointed State Adjutant and Quartermaster Pro Tempore by State Commander Inge Conley. Dan is a recipient of the renowned National VFW “Triple Crown” award, an honor bestowed upon those individuals
who have received All-American recognition as a Commander at the Post, District and Department levels, thus achieving one of the highest levels of leadership excellence and one of the rarest awards that the VFW issues.
Corps League, and the Disabled American Veterans (DAV). He has three grown children, with one son serving overseas in the Middle East on active duty as a member of the United States Air Force Security Forces.
Dan is also a recipient of the prestigious Department of Texas “J. T. Rutherford” Award for his work as a Post Commander, and is the author of the “District Commanders, How To” book and the “Campaigning for a VFW State Office” book which are both used by Departments all across the nation.
Dan brings a tremendous wealth of VFW institutional knowledge and business experience to the position following in the footsteps of the previous Adjutants/ Quartermasters.
Dan is a Gold Legacy Life member of Maurice T. Suttles Post 3413 in San Marcos, Texas, and is a Life member of the Military Order of the Cootie, Marine

Legislative Conference Washington D.C. March 3-7, 2019 Department of Texas VFW officers and staff attended VFW’s Annual Legislative Conference in which more than 500 VFW and Auxiliary members gathered in Washington D.C. to promote the VFW’s legislative priority goals with their respective members of Congress. Texas VFW works hard to ensure all Texas Veterans have a voice at the national level.

RIDERS RAISE FUNDS FOR DESERT STORM MEMORIAL
April 6, 2019 — McAllen, Texas Texas VFW Motorcycle Riders from all around the state of Texas, as well as a few other states, came together in impressive numbers to raise funds for the National Desert Storm War Memorial Association. District 18 Commander Lupita Perez did an outstanding job of organizing this all-day event in which the National Desert Storm and Desert Shield Memorial was the beneficiary. Delegates at the Texas VFW State Convention in 2016 approved unanimously fundraising support for the National Desert Storm War Memorial. The National Desert Storm and Desert Shield War Memorial Act, passed in 2017, authorizes the National Desert Storm War Memorial Association to establish a commemorative work on federal land in the District of Columbia to commemorate and honor those who, as members of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield.

Texas VFW Post 6715, Gilmer Joseph Aga and his daughter Anna recognized the Sinking of the USS Maine at the beginning of the Spanish American War in 1898 in Havana Harbor, Cuba by placing flowers on the grave of Abraham S. Byrd who served in that war in Co E I Texas Infantry and who is buried at Little Mound Cemetery in southwest Upshur county, Texas.

Life Membership Installment Plan Terms and Conditions: The VFW Membership Installment Plan allows any VFW member/applicant to purchase a Life Membership by making an initial payment of $45.00 and (11) monthly payments. The member will be issued an Annual membership card at the time of enrollment. The member may elect to receive a monthly statement by mail or may set up a payment profile to make the monthly payment automatically using a credit/debit card or bank account. A payoff amount will be printed on each monthly invoice, allowing the member the option to pay in full. A permanent Life Membership card will be issued upon the completion of payments. The Life Membership fee is determined from the schedule using the applicant’s age on December 31 of the year in which the application is submitted. Delinquencies will be handled as follows: Up to 30 days – continue to bill; 31 to 120 days – delinquency can be corrected through make up payment(s) or plan end date pushed forward; More than 120 days – member is dropped from the Installment Plan, all monthly payments made to date, are applied to future years annual dues.

COMMUNITY SERVICE Texas VFW Post 4709, Conroe Commander Floyd Stewart and District 17 Chaplain Michael Day participated in a Veterans Appreciation Dinner honoring surviving WWII and Korean War Veterans at the Carriage Hills Assisted Living Home with approximately 100 guests in attendance. WWII Veterans receieved special quilts from the Montgomery County Quilted Team. A delicious meal was served by Carriage Hills dining staff.
Texas VFW Post 12178, Weslaco The Post recently provided meals for the staff at the Alfredo “Freddy� Gonzales Veterans Nursing Home in McAllen, San Juan Police Officers and Firefighters, and Edinburg Police Department and Firefighters. Outstanding!
