Dear Comrades, Auxiliary and Guests, The Department of Texas staff, headed by Dan West, State Adjutant/ Quartermaster, have put together a great sequence of events for all to enjoy this week. Please give them a big TEXAS thank you when you get the opportunity. WHAT A STAFF! Please have fun this week and exchange ideas with each other and beyond. Make a new friend! Everyone has worked hard this past year and I appreciate all of you! THANK YOU for a job well done Comrades. My theme this year was “SECOND TO NONE” which means we strive to be the best — never second, always first! Carrying this philosophy forward and continuing to strive to be the best will help ensure our accomplishments become a living history that will benefit Veterans and their families for generations to come. It is imperative we continue our agenda in Washington to keep pressure on our leaders to be a voice for our Veterans. This past March while the Department of Texas attended the National Legislative Conference, our Commander-in-Chief, B.J. Lawrence, spoke fiercely about the need to improve and maintain a strong Department of Veterans Affairs, as some special interest groups are advocating for its privatization. It is our government’s responsibility to send our men and women to war and therefore it should be they who are tasked with making our Veterans whole again. I feel strongly that the decision makers in Washington are now listening to our messages after having stepped up our face to face meetings. Our Texas VFW Legislative Committee Members are doing a superb job and I’m very proud of each and everyone of them. We must keep the pressure on! I want to express my gratitude to everyone in this great State of Texas for the courtesies and goodwill extended to Earl and me over the course of the 4 years that I campaigned and served in a leadership position of this superb Department of Texas VFW. I enjoyed the comradeship we have shared throughout this tenure. Even though I am leaving office I am not done. My plan is to remain an active participant in continuing our mission of assisting Veterans in need. It’s all about “Veterans taking care of Veterans.” I extend best wishes to Keith and Richard who will lead the Department in the forthcoming years. Thank you for your support while serving together along with the best Chief of Staff, Terry, and the dedication you provide to this Department and continue to do so. I have tremendous faith you will continue the mission. Comrades and Auxiliary THANK YOU for 4 great years and for your love and support and dedication to the HEROES who have given us freedom. “SECOND TO NONE.”

Commander-in-Chief, 1995-96 Veterans of Foreign Wars of the United States

Paul A. Spera

Paul A. Spera of Attleboro, Mass., was elected Commander-in-Chief at the 96th national convention in Phoenix, Ariz. on Aug. 25, 1995. He was the seventh native of the Bay State to be elected to this high office. Spera, an Army veteran, earned his eligibility in Nha Trang Vietnam from 1965-1966. Upon returning home, he was stationed at Fort Ritchie, Md., where he was part of an equipment installation team, until his discharge. Joining in 1966, while still in Vietnam, he remains a member of Post 144 in Boston, Mass., and currently serves as the Post Quartermaster. Upon discharge, he attended Northeastern University where he studied business administration. He then went to work for the Department of Labor’s Jobs for Veterans program. He also was assistant service officer for the Department of Massachusetts from 1977-79. He was named the “Outstanding Veteran of the Year” by the National Alliance of Businessmen and served on the Massachusetts and Attleboro memorial committees. In 2001, he received a Presidential appointment as a special assistant to then Secretary of Veterans Affairs, Anthony Principi. He is currently retired from the U.S. Department of Veteran Affairs. He and his wife Joanne have five children and four grandsons.

Convention Master of Ceremonies

State Adjutant/ Quartermaster DAN WEST Texas VFW has a new State Adjutant/Quartermaster after the retirement of Roy Grona. Past State Commander and National Council Member Dan West was elected as State Quartermaster by the Texas Council of Administration in January 2019. Dan brings a tremendous wealth of VFW institutional knowledge and business experience to the position following in the footsteps of the previous Adjutants/ Quartermasters.

Texas Health and Human Services DR. SUZANNA HUPP Dr. Suzanna Hupp is a former member of the Texas House of Representatives serving from 1997-2007. After surviving the Luby’s shooting in 1991, Hupp became a leading advocate of an individual’s right to carry a concealed weapon and wrote a book called From Luby’s to the Legislature: One Woman’s Fight Against Gun Control. Hupp was appointed by Governor Perry in 2013 to be the associate commissioner for veterans’ services at the state Health and Human Services Commission. After having represented part of the area around Fort Hood in the Texas House for 10 years, she continues to lead a multi-agency effort to ensure members of the armed services receive needed social services after they return to life as civilians.

Esperanza “Eppie” Lackey Hello and welcome to the Department of Texas VFW/Auxiliary Convention here in Houston. It has been an honor to serve the Veterans of Foreign Wars and its Auxiliary. It’s truly been a great experience seeing old friends and meeting new ones as I have traveled across our wonderful state. I have learned so many unique things from all the districts. It has been a year I will always cherish. Thank you to the many people who have worked hard to ensure we have an outstanding state convention. I know that many hours of time and preparation go into these large events and I thank you on behalf of the Auxiliary. Thank you to the VFW office staff for all of your support and courtesy. Thank you for working so well with the Auxiliary staff. We appreciate your continued efforts. To State Commander Inga and your line officers, it has been my honor to serve with you. Thank you for all of your support. I sincerely wish the VFW a very successful, productive convention and good luck and best wishes to the incoming VFW officers for 2019-20. May you have a successful year ahead.

Debbie Daniel

Debbie Daniel of Brownwood, Texas, represents Texas on the National Council of Administration, which governs the Veterans of Foreign Wars (VFW) of the United States Auxiliary between National Conventions. Installed at the 105th National Convention in Kansas City, Missouri, she is serving a two-year term as one of 28 representatives who make up the Council along with the top seven National Officers, the National Chief of Staff and the four Junior Past National Presidents. A Life Member of Heart of Texas Auxiliary 3278, she joined on the eligibility of her husband, Joe, who served in the U.S. Army as a master parachutist in the 101st airborne. She has held numerous other positions for the organization, including Auxiliary, District and Department (state) President. She is currently serving as the Department of Texas Program Coordinator and as her Auxiliary’s Secretary. In her spare time, Debbie enjoys crafting, playing with her grandkids and watching TV. She collects snowmen and sunflower items and is an active member at her local Senior Citizens Center and her local church.

I hope you enjoy your stay in Houston and each and every VFW Post and Auxiliary will win all the awards you have worked so hard for. May you have safe travels home.

trains and places dogs with veterans to help mitigate the effects of PTSD, mobility, and hearing complications from serving our country.

www.usvsd.com Thomas Richard “Doc” Howard passed away at the age of 79 on May 12, 2019, at the North Texas VA Medical Center. After having served in the US Navy from 1957 to 1977, Doc retired as Senior Chief Hospital Corpsman (FMF). His overseas service included service in Vietnam 1965 and 19681969. His awards include Vietnam Service Medal, Vietnam Campaign Medal and Combat Action Ribbon as well as the Purple Heart. He joined VFW Post 3359 in Garland, Texas and became a life member. He worked tirelessly in support of a number of veterans’ causes, his passion being health care and mental health services. At the time of his death he was serving as the Texas VFW State Surgeon, a post he proudly held for many terms. In May 2018, Doc testified before the Texas State Senate Committee on Veterans Affairs and Border Security regarding the status of needs of the VA Health Care System. He served on countless committees throughout the years and was revered as a mentor to many. He will be missed.

Since 1947, the Voice of Democracy has been the Veterans of Foreign Wars’ premier scholarship program. Each year, more than 100,000 high school students compete for more than $2.5 million in scholarships and incentives. Students compete by writing and recording a broadcast script on an annual patriotic theme. 2018-2019 theme was “Why My Vote Matters.” ​ Prizes and scholarships are awarded at the local, district, state and national level. Department (State) winners receive an all-expense paid trip to Washington, D.C. in March to tour the city, meet our nation’s leaders, be honored by the VFW and its Auxiliary and to compete in national awards with the top scholarship being $30,000.

You must be a current Life Member of the VFW, or if purchasing a Memorial Legacy, the veteran in whose name it is purchased must be a deceased Life Member of the VFW. Instructions: 1. Complete the acceptance form located on the next page. 2. Check the level: Bronze, Silver or Gold. You may upgrade your Legacy level at any time by paying the difference to your desired level. 3. If purchasing a Memorial Legacy, ensure that the name and Life Member number are those of the veteran in whose name the Memorial Legacy is being purchased. 4. Payment options: check, money order or credit card — payment in full. 5. I nstallment option: purchase an Installment Legacy Life Membership by making four equal payments. The first payment must accompany this form and be equal to 1/4 of the level being purchased (Bronze $100, Silver $200 and Gold $300). The remaining balance will be billed by National Headquarters quarterly. 6. Choose the endowment: a. O ne-time Endowment payment: upon your death, the principal amount of your Legacy will be paid in equal amounts to your Post, Department and the National organization, as applicable. b. The Life Membership fee is determined from the schedule using the applicant’s age on December 31 of the year in which the application is submitted. Delinquencies will be handled as follows: Up to 30 days – continue to bill; 31 to 120 days – delinquency can be corrected through make up payment(s) or plan end date pushed forward; More than 120 days – member is dropped from the Installment Plan, all monthly payments made to date, are applied to future years annual dues.
