STATE COMMANDER EDWARD C. TORRES THE DEVASTATION OF HURRICANE HARVEY INFLICTED ON OUR CORPUS CHRIS TI THROUGH THE HOUSTON AREA COA S TLINE HA S AFFEC TED THOUSANDS OF HUMAN LIVES. We continue to receive and distribute household items, disinfectants, new clothes, medical supplies, and school supplies that are all needed. Rebuilding has begun, lumber, sheetrock, electricians, plumbers, and carpenters are in demand. This tragic event has displaced and left so many people without the comfort of a home to prepare their daily meals or even the use of facilities for daily routine hygiene. Not all families have the luxuries of living out of a hotel. We ask that you continue to support their needs. While we enjoy the comfort of our daily routine these human beings will be affected for months and years to come. However, in your heart if you can make a difference please help. We must not forget these Americans that have suffered extensive damages. To those of you that have donated money, supplies, or transport trailers, many thanks and prayers for your humanitarian efforts. The boots on the ground teams of volunteers, coordination of distribution sites through out Texas and States throughout this Nation is a great testimony of Veterans’ taking quick action. Veterans helping veterans, including veterans helping citizens in our communities, Texans helping Texans, neighbors helping neighbors, strangers helping strangers, is such a blessing. For all the families that suffered loss, we are not in their shoes or feel their pain but we can support their needs. My pledge to you is to see that all donations, money or supplies be distributed for the purpose received. We deeply appreciate all monetary, material and physical efforts provided. “Teamwork” does work. I am
so proud to be in command of so many caring Texas veterans. The donations are accountable and we can list of all who have helped, but only you know how many volunteer hours you dedicated in mind and soul. You are committed and continue to be that angel, thank you. The VFW recruitment and program deadlines are still in play. Life goes on in the world of competition. The obligations and program requirements must be met. We do have exceptions for those counties affected by hurricane Harvey. You can reach our goals simply by reading and obliging to the state and county laws and familiarizing yourself with our by-laws and manual of procedure rituals. Applying these obligations will keep your post home open. The important factor is member participation. Recruiting younger warriors will stabilize the future of your post. A great example was the honor of being present at the monthly post meeting of the Veterans of Foreign Wars Post 3904, Rockport Texas. The display of charisma, patriotism, and members determined to rebuild their post was inspirational. They held their meeting outside under tents, next to their extensively damaged building. We installed a new member and gave him the oath of obligation under these conditions. What an exemplary team of Post leaders. Imagine if all posts would have the same drive how many more veterans we would be assisting. Practice the 3 R’s Recruit, Retain, and Reinstate members. In closing do your part in the humanitarian relief for those in need. Pray for those protecting our democracy in harm’s way, the sick, and those who have lost a loved one. •

Harvey made landfall near Rockport, Texas and completely destroyed our VFW Post in Rockport. In a four day period many of our Houston and surrounding areas received more than 51 inches of rain causing catastrophic flooding. Many Posts in our Eastern sector suffered extensive wind and water damage. As National and local media aired our disaster areas the “VFW moved into action” immediately - dispatching semi-trailers as far as Maine and Oregon packed with food, water and clothing for our families, along with financial help. AGAIN I would like to thank all of our VFW/Auxiliary members for all of their hard work to help so many of us and our communities. What a fantastic National Convention we had in New Orleans. It was great to see so many friends and Comrades. It was very enjoy-

able and we received some outstanding information to bring back to our members. As I look forward to the upcoming months, I see a vast amount of good things happening in our VFW Districts and Posts. Our Comrades are in the foxholes preparing for the new upcoming challenges and working in harmony with the Auxiliaries. In my visits I have witnessed our Post Commanders and members reaching out to the Community Leaders and asking what can the Veterans of Foreign Wars do to help them? I applaud those efforts very much. These are definitely dividends that will pay off in the future. Working hard on your programs that benefit our communities help show our new members and others that your Veterans of Foreign Wars Post is an active and supportive one. TAKE THE LEAD. I would also like it reiterate my previous comments to all at our past State Conventions that we must work together as ONE TEAM! As “ONE TEAM” we can make the Department of Texas the best ever. As I sign off please remember to share how your VFW membership has made your “life better”. Please invest some time and energy to bring in a new member to your Post.•

SVA Hails the Historic Signing of Forever GI Bill into Law
VETER ANS FOR GENER ATIONS WILL ENJOY LIFETIME ACCESS TO THE GI BILL, EXPANDED BENEFITS, AND MORE.
Washington, D.C. – Student Veterans of America (SVA) celebrated the historic signing of Forever GI Bill into law today. The President signed the Harry W. Colmery Educational Assistance Act of 2017 alongside the Secretary of Veterans Affairs, Dr. David Shulkin, guaranteeing generations of veterans are able to use the GI Bill at a time of their choosing. By removing the delimiting date (previously 15 years upon separating from Active Duty) veterans will have access to education benefits to support them as they pursue a degree and affirms higher education as a lifelong pursuit. In addition to removing the delimiting date, Forever GI Bill expanded GI Bill eligibility to include those left behind like members of the National Guard and Reserve, survivors of the fallen, and Purple Heart Recipients. The Forever GI Bill also supports American business and industry in need of applicants in STEM degree fields by extending additional months of benefits to qualifying GI Bill students. SVA provided an overview of all the changes made by Forever GI Bill in a summary report to the public.
18
“This is a moment worth celebrating with our sisters and brothers who have - and will have - worn our nation’s cloth. Thanks to the herculean effort of the veteran community and allies in Congress, student veterans today and in the future will enjoy lifetime access to the GI Bill,” said Jared Lyon, SVA’s President and CEO. “I want to particularly recognize the leadership of Will Hubbard who led this charge alongside our ‘tiger team’ of advocates. Forever GI Bill would not have been possible were it not for their determination to pass a bi-partisan, comprehensive education package through Congress.” SVA lead the effort to pass Forever GI Bill alongside a coalition of nearly 60 veteran, military, and higher education organizations. Coalition partners included Vietnam Veterans of America, Veterans of Foreign Wars, the American Legion, the Military Order of the Purple Heart, Got Your 6, Tragedy Assistance Program for Survivors, and more. ENDURING FREEDOM. William R. Graser was a Sergeant First Class recruited by the US Army Security Agency in 1965. His assignments included Korea, Vietnam, Thailand, West Germany, occupied West Berlin—and the US Army Security Agency’s headquarters at Arlington Hall Station, Arlington, Virginia. He earned the Army of Occupation Medal and was awarded the Legion of Merit Medal for his exceptionally meritorious conduct in the performance of outstanding services and achievements while serving with the US Army Field Station Berlin. Graser wrote Veterans’ Reflections: History Preserved to increase our general understanding of American warfare through the eyes of those who were there. He concludes with a phrase that will be familiar to anyone who has a veteran in the family: “When you see a veteran, say thank you!” This book is a remarkable tribute to the sacrifice made by our veterans who fought for our country. MEMORIAL FLAG FOLDING FOR VETERAN’S FAMILY
PRINCETON, TX | District 1, Post 9167
Dixie Carnahan’s husband, Robert, passed away in June, a U.S. Army veteran who was drafted and spent a year in Korea in 1961-1962. Dixie wanted a military funeral for her husband, but she didn’t know who to get in touch with. Dixie and her son, Robert, were able to get a Veteran’s Flag from the Princeton Post Office, but it was not folded in the memorial triangle that is so familiar to most veterans and their families. Representatives from three VFW Posts in Texas VFW District 1 provided a Memorial Flag folding ceremony for Dixie and her son on Sunday afternoon, August 13. “I want to thank members of VFW Post 2195 in Allen and their Auxiliary, VFW Post 2150 in McKinney and of course the members of my Post, VFW Post 9167 in Princeton for their assistance in this ceremony,” said Texas VFW District 1 Commander Pete Hersom.
HIGHLY RECOMMENDED! Pacific Book Review Star As a veteran himself, the author is obviously very close to this work, and it shows not only in his passion for his subject, but also his attention to detail. His method, which weaves the veteran’s own stories into an historical overview of a specific conflict, is extremely effective.
The soldiers’ accounts go well beyond the war’s scorecard and reveal some of the actual fears and experiences of the participants. Anyone can tell the facts behind a story, but those who lived it can share insights no secondhand history can match. RECOMMENDED! TEXAS WAR MEMORIAL ANNOUNCES
“THE PRICE OF LIBERTY” MONUMENT UNVEILING ON STATE CAPITAL GROUNDS AUSTIN, Texas (September 11, 2017) – Texas War Memorial announced a new monument on Texas grounds - “The Price of Liberty” Memorial. The monument is to honor services members from all branches of service, and their families, serving in the Global War on Terror. The unveiling and dedication ceremony will take place on Saturday, December 2, 2017. The dedication of “The Price of Liberty” is to thank, honor and recognize the fallen and all veterans and their families for their service and sacrifice after September 11, 2001. “I appreciate the opportunity to work with my fellow legislators on such an important project,” said Chairman Roland Gutierrez. “We all owe our deepest respect and a debt of gratitude to those who served our country.”
fellow Texans to pause and recognize our Veterans’ and families’ sacrifices.” On the eve of the dedication ceremony, sponsors and contributors will be invited to a dinner where they will be joined by wounded warriors, Gold Star families (families who have lost a loved one in the Global War on Terror) and various representatives from different military branches. Lieutenant General Rick Lynch will keynote the program. We are honored to have Lieutenant General Rick Lynch as keynote speaker and part of ‘The Price of Liberty’ unveiling ceremonies. He will help us honor the 225,000 Texas Veterans who have fought and over 600 who sacrificed their lives for Texas and our nation. We also recognize their families, who supported their loved ones as they answered the call to protect our liberty.” See a brief video of General Lynch talking about Memorial Day. Https://www. youtube.com/watch?v=y7Q _c2knEJU On December 2nd at 10:00am, we will unveil and dedicated the monument at the State Capitol Complex at 12th Street and San Jacinto, in Austin, Texas. Immediately following the dedication, Texas War Memorial will host a BBQ lunch for all attendees on the east lawn of the Capitol. All guests will enjoy live music and fellowship with the service men and women and their families celebrating the spirit of “The Price of Liberty.”
The statue, sculpted by Sandra Van Zandt, shown above working on the “Liberty” figure, portrays a service member and family parting ways for an overseas deployment in the Global War on Terror. There is a foreshadowing of a poignant outcome, as the service member may pay the ultimate sacrifice. The spouse’s reluctance to let go of her husband’s hand reflects the known potential price to be paid. The daughter is holding the triangular funeral flag she will receive in the future. Lady Liberty is extracting the “Price of Liberty.” The “Liberty” figure depicted on the monument was modeled after “The Goddess of Liberty” atop the Texas Capitol, reflecting Texas history, patriotism and pride. “We have been working for years to build this monument with veterans, legislators, community leaders and services members and their families,” said Colonel (Retired) James Stryker, the Chair of the Texas War Memorial Board. “As Texans, we owe it to our service members and their families to honor them and offer a place for reflection, a place for healing, and a place for

YOUR DONATIONS MATTER “First off, thank you very much for the blessing of your grant that {came} the beginning of the month of July. I hesitated in writing this letter, as I have hesitant in many things over the last 26 years of my life since Operation Desert Storm – USMC, 1st Marine Expeditionary Force. I didn’t realize just how much my service in that combat action was still affecting my life, until I realized that my income was dropping dramatically, and I was having difficulty dealing with people. By then it was too late, and the last 4 months I have been largely unable to pay my monthly rent. I’m hard at work identifying stressors in my current life, finding solutions, and keeping focused on the dream that Desert Storm tried to take away – becoming a successful entertainer. Without a place to live, none of the aforementioned would be possible. Thank you again for the grant. Despite your admonition, I intend to return the funds in spades, as I am able.” - James K., USMC
