Home loan rates have declined through the year amid economic anxiety in the recession set off by the coronavirus pandemic. Mortgage buyer Freddie Mac reported Thursday that the average rate on the 30-year benchmark loan edged up 2.81% from 2.80% last week. By contrast, the rate averaged 3.78% a year ago. The average rate on the 15-year fixed-rate mortgage slipped to 2.32% from 2.33%. The low borrowing rates have bolstered demand from prospective homebuyers. In the latest indicator of the economy’s health, the government reported Thursday that it grew at a record 33% annual rate in the July-September quarter — but it has yet to fully rebound from its plunge in the first half of the year.

However, the pandemic may start to weigh on the market as the colder winter months arrive and with coronavirus cases spiking across much of the U.S. The housing market, like most of the economy, came to a near standstill in March and in April, causing the typical spring summer buying season to be delayed until the summer. Once economies reopened, pent up demand translated into sales of both new and existing homes, driving home prices in many places to record highs. In July, home sales spiked 13.9%.

The purpose of the CP and the AAP is to ensure that jurisdictions receiving federal assistance plan for housing and community development related needs in a way that improves availability and affordability of decent, safe, and sanitary housing and creates economic opportunities for low- to moderate-income families in our community. The CP focuses on three areas of concern: housing, homelessness, and community development. To receive funds made available under certain HUD programs, the County must have a housing strategy and CP that has been approved by HUD. The proposed NPDES permit for the existing discharge will expire five (5) years from the date of issuance. The Waiahi Water Company LLC operates the Waiahi Surface Water Treatment Plant located off Maalo Road, Lihue, Island of Kauai, Hawaii. The facility produces approximately 2.3 MGD of drinking water (3.0 MGD maximum capacity) for over 15,000 residents and visitors, or roughly 20% of the island population. Raw water is pumped from the Kapaia Reservoir to the facility for treatment prior to entering the water distribution system. Drinking water residual from the treatment process is directed to an onsite detention basin which overflows back into Kapaia Reservoir. Kapaia Reservoir, is classified by the DOH as a Class 2, Inland Waters under HAR §11-54-5.2. It is the objective of Class 2 waters to protect their use for recreational purposes, propagation of fish and aquatic life, and agricultural and industrial water supplies, shipping, navigation and propagation of shellfish .
