The world is signaling for help. Especially on the issue of “garbage”, which is a problem that is overflowing the world right now. “Waste management” is not the duty of any agency.

All sectors in Thailand, whether the government, the private sector, or civil society, work together to drive a circular economy and the Extended Producer Responsibility (EPR) principles, which extend the responsibility of manufacturers to allow waste to enter the recycling cycle and re-production, reducing waste.
All the behaviors of life, food, utensils are all in the packaging and even the packaging has many benefits but when used, it becomes unintentionally wasteful. Therefore, if it is not brought to re-production, it will become a lot of waste.
The Ministry of Natural Resources and Environment (TSS), Department of Pollution Control, together with the Institute of Packaging and Recycling Management for the Environment (TIPMSE), and the Federation of Thai Industries (FTI), organized a ceremony to honor the leadership organization of responsibility for sustainability, which was held as part of the event Sustainability Expo 2022 or SX 2022, in the concept of “Sustainability for Sustainability” between September 26 to October 2, 2022 by 5 Thai sustainability organizations, namely Frasers Property (Thailand) Public Company Limited, PTT Global Chemical Public Company Limited, The Siam Cement Public Company Limited, Thai Beverage Public Company Limited and Thai Union Group Public Company Limited at Queen Sirikit National Convention Center.
Weather Change Caused by Human
Mr. Varawut Silpaarcha, Minister of Natural Resources and Environment, addressed: “Driven Packaging Management Approaches to the Circular Economy with Extended Producer Responsibility (EPR) Principles.” He said that the world is facing problems caused by climate change, such as storms Noru and tropical storms, and Pakistan is hit by heavy flooding. China has turned to drought and the floods that occurred in Bangkok came from the water of Bangkok itself. It’s not the North Water that spilled into it like in the past. The amount of rain that fell in Bangkok in one day was equal to the total rainfall in September for the entire month.
However, the problem with such a change in weather conditions is that all of them are caused by humans. Thailand ranks 21st in the world’s greenhouse gas emissions, or 0.8% of emissions, but Thailand is the ninth country that will be most affected.
The Minister of Foreign Affairs continued that data from the World Economic Forum Global Risks Perception Survey 2021–2022 stated that the failure to manage global warming is the No. 1 risk, and the variability of extreme weather conditions is increasing year by year, which is the second risk, which every year becomes more severe.
Meanwhile, the Carbon Border Adjustment Mechanism (CBAM) tariff measures cover five commodities: iron-steel, aluminum, fertilizer, energy, and cement.
In addition, if in the future, other countries, such as Korea, America, or Canada, have trials and are considering which is likely to expand to the 6th item, which is automotive-related products, or the EU may expand the product group further to include beverages or agricultural products, how will the agricultural sector of Thailand adjust? These tax measures are related to the environment.
EPR principles help create a Sustainable Economy
Mr. Warawut said that 30–40% of the waste problem will come from plastic waste from packaging, which is about 8–10 million tons across the country. These products are used by humans and become garbage even though they can be recycled.
According to the principle of EPR, a new approach to waste management, it is managed at the source, halfway, and the destination with the economic sector, the people’s sector, and the government sector must work together in all sectors.
Money, Technology, Knowledge, are factors that help reduce global warming
The government claims that they reached an agreement at the COP26 meeting in Glasgow, England. Thailand’s Prime Minister General Prayut Chan-o-cha has announced that Thailand will be carbon neutral by 2050 and net greenhouse gas emissions will be zero by 2065. The original timelines were 2065 and 2090, which has been negotiated that if Thailand adjusts the timeline down faster, there must be help in 3 things: 1. To get funding. 2. Introduce technology to Thailand 3. Spreading knowledge and teaching in Thailand and a long-term strategy for greenhouse gas emissions needs to be adjusted. Prior to the COP 27 meeting in Egypt, strategic plans must be submitted to climate change organizations.

1. Determine the policy and extend the responsibility of the EPR producer 2. An application to promote waste recycling 3. Local Government Organizations develop a waste collection system 4. Tax measures and incentives 5. Standards for the use of recycled materials in the production of packaging and various products 6. Legal aspects of packaging waste management with EPR principles
TIPMSE move forward to manage packaging waste
Mr. Kosit Suksingh, Vice Chairman of the Federation of Thai Industries and Chairman of the Institute of Packaging and Recycling for Environment, TIPMSE, spoke about the commitment of the private sector in driving EPR. He said that the government’s work now is not to focus on legal or regulatory matters but to listen to the voices of the people and the private sector and open to opportunities for the private sector who have a genuine desire to assist in the management of all types of packaging waste during the recycling process. Create added value according to the circular economy principle and join the drive-in line with the government’s BCG Model policy.
