International Festival of Military Music Place Masséna - all month
Nice’s annual Festival International de Musique Militaire features a series of free concerts by dapper military bands dressed in crisp white, red or blue uniforms. The event traditionally opens with the Trooping of the Colour at La Place Masséna. The concerts are held at selected venues across the city and at 9pm, the Opéra de Nice resounds to the jubilant military notes of the Soirée de Gala. Saturday sees the major Grande Parade at Nice’s Stade du Ray, while a final parade along the Promenade des Anglais brings the festival to a close. Fete de Sainte Reparate (Saint Reparata) Vieux Nice - Sunday 11th
Saint Reparata is the patron saint of Nice, and was a third century Christian virgin and martyr, possibly mythical, of Palestine. Legend says that she was an eleven year old girl who was arrested for faith and tortured. She was tossed into a furnace but emerged unharmed, and was later beheaded. Her spirit emerged in the form of a dove, while her body was placed in a boat that found its way to the bay now known as the Baie des Anges in Nice. The festival is celebrated at the cathedral in Place Rosetti, and includes a procession to the sea.

A day in Nice
TIME TO SADDLE UP There are so many great horse riding opportunities in the Riviera, that this month we decided to cheat a little and head out of Nice for an outback adventure! I have always loved horse riding in Australia, and was surprised to learn the French are also very passionate about this sport. And why not? The south of France offers the most spectacular scenery among which to ride - the sweeping hills of the Alps, vast open fields of lavender, breathtaking national parks and forests, medieval villages and Roman ruins. It all makes for quite an adventure. Riding clubs or stables here are called Centres Equestres or Clubs Hippiques and are dotted throughout the Alpes-Martimes and Var areas. There is no need to be a seasoned rider to get a foot in the stirrup, the horses are very tame and first-timers are always catered for, be it child or adult. Just a little confidence helps to maximise your experience. So before you go, do a quick check ... you need sturdy
shoes (boots Boscolo Plaza or sneakers), trousers (the tighter the
better to avoid that nasty chaffing), and a long sleeve top (preferably as arms can get scratched while riding through the bush). Everything else is provided by the stables. For this trip, we headed to Fayence, about an hour and a half ’s drive from Nice, to Les Cavaliéres du Solail, situated at the edge of the forest. We were surrounded not only by horses, but by countless farm
animals - much to our delight. There were goats, pony’s, chickens and roosters, rabbits, cats, dogs, puppies ... even a peacock! It was nice to escape the hustle and bustle of the city for the serenity of the bush. Unfortunately our guide spoke very little English and offered few tips on riding, which did little to boost the confidence of two of our novice riders. Alas, we took to the forest for a casual ride through the back country on probably the most tame horses I have ever seen (Apaloosas). When choosing a ranch it is important to ask about the terrain you will be covering - riding through streams and varying scenery makes for an interesting ride; request a guide who will give a commentary of the area through which you are riding - this makes for a more enjoyable experience; and let your guide know your level of ability and how you would like your ride to proceed - fast, slow, casual, exciting. These simple pointers will help you make the most out of your day. www.cavalieresdusoleil.com Other ranches: La Florentine has twenty-three horses - Pony and Thoroughbred Arab crossed - which equates to quite a calm horse. For 15 years the breeder has lead people on horse-back around the Céreste region. Each rider prepares their own horse, helping to create a comfortable relationship between the two, then he offers a few riding tips to help boost confidence and heads into the mountains on route to St. Justin. If you are lucky, you may even get to see the birth of a foal back at the ranch! www.laflorentine.fr Centre Equestre de Vérimande is located on a 2 acre property surrounded by mountains. There is also

an indoor arena and a cross-country course. There are 30 horses and ponies here, and the more experienced riders are catered for with dressage and obstacles. The ambiance is relaxed and welcoming, and this is a great place for both children and adults to learn to ride. There is a one week training program including accommodation, together with two and four day riding trips. Riders are taken through the Mercantour National Park and are charmed by it’s breathtaking scenery. centreequestreannot.free.fr Lake Saint Cassien offers a number of horse riding opportunities, and there are many riding trails in the area. One even follows the hiking trail along the southeastern side of the magnificent Lake Saint Cassien. Riding stables are located at Moustiers-SteMarie and at the Château de Chanteraine near LessSalles-sur-Verdon on the eastern side of the lake. Rides generally cost around 20€ for an hour, and there are special rates for half-day and full-day trips. It shouldn’t cost more than 80-90€ per person for a full day. So saddle up and head into the glorious countryside for some serious outdoor fun!
Travel Hotspots ilarly, the Grotte du Repaire contained a collective Bronzeage burial tomb. Unfortunately, neither grotto’s are open to the public, but their legacy can still be felt. There’s even an ancient olive tree, the “Millenary Olive Tree”, said to have been planted by the Phoenicians 3,000 years ago. However, it was most probably planted by the Gallo-Romans around 400AD. The tree stands proud in the centre of the first level of the village.
ROQUEBRUNE The rich history of Roquebrune Cap Martin is felt everywhere, much to the pleasure of history and architecture lovers. From its well-preserved 10th century Château, to a million year old grotto, and famous 1920’s architecture ... Roquebrune Cap Martin transcends all timelines. Roquebrune village is located between Monaco and Menton, magnificently perched on a rocky outcrop high above the Mediterranean Sea. It is a mesmerising village with typical narrow streets, deep vaulted passages, charismatic fountains and wrought-iron balconies. From it’s commanding position, Roquebrune offers breathtaking views of the coast towards Monaco, with it’s high-rise buildings, large port filled with cruise ships and luxury liners, and sweeping mountains beyond. The imposing medieval castle, built by count Conrad I in 970AD, is considered the oldest in France, and has withstood many sieges throughout the centuries. The castle was restored in the 13th and 15th centuries, and again in the 19th century. It is now a medieval museum and entry costs 3.70€. As you make your way through the castle, there are a number information panels throughout written in 4 languages including English, describing the history and importance of the castle. There are rooms fitted with traditional furnishings (and ghostly looking white silhouettes), which take the observer back in time. It is not a large castle, in fact it only ever needed 7 soldiers to guard, but it is nonetheless an intriguing relic of the 10th century, and is one of few castles in France to be so well preserved. In the centre of the village is the 18th century St. Marguerite church, which is filled with colourful frescoes and affords a unique and impressive altar. Similarly, the 11th century St. Martin Basilica is also worthy of attention.
The luxurious architecture and rich history of Roquebrune Cap Martin has been a draw card for many an artist, writer, royalist and statesman, including the likes of Sir Winston Churchill, playwright Sacha Guitry, fashion designer Coco Chanel, singer Jacques Brel and actress Silvana Mangano. Designer and architect Ellen Gray added a touch of 1920’s glamour to the region when she built the famous E 1027, Maison en Bord de Mer (“E” for Ellen and the numbers for the alphabetic rank of the letters; a house on the seashore). The residence is considered the manifesto of the Modern Movement in architecture, using five main points - pilotis, flat roof, long windows, free plan and free facade. An interesting turn of events followed the completion of the house, including the creation of eight mural frescoes painted by Le Corbusier, without the permission of Ellen Gray. E 1027 is now a cultural centre and museum dedicated Ellen Gray. Below the perched Roqueburne village lies Cap Martin - a beautiful wooded penninsula. It has been associated with the rich and famous ever since Empress Eugénie spent winters here in the 19th century. There’s a small beach set against a backdrop of pine and olive trees. Considering Menton is just minutes away from both Roquebrune and Cap Martin, we suggest a visit here before the day is out. Menton is full of beautifully restored old buildings, beaches, retail stores, cafés and restaurants. The old town, le Vieux Menton, is quite large and bustling with people. You can settle in at one of the many restaurants along the promenade, or drive further to the port and head slightly inland to see the old town.
Getting there: Along the coast road, take the D6007 towards Monaco, Menton and Eze. Continue on the road, passing by Monaco and Beausoleil. Turn left at D51, and turn left again at D2564 towards Roquebrune, Menton. Park in the car parks below the village.
Remarkably, the history of this region dates long before the medieval times. Roquebrune was actually inhabited by humans more than one million years ago! The cave of Vallonnet, discovered in 1958 and excavated from 1962 to 1973, uncovered thousands of animal bones and some archaic tools. Sim-

Restaurant Reviews: La Pierre Bise
LA PIERRE BISE There is something excitingly Neolithic about cooking your own meat on a piping-hot tone slab, and sharing the experience with your fellow primates. A Pierrade restaurant falls into the same category as the other famous French social dining techniques ... fondu and raclette. However with Pierrade, you won’t see a boiling pot of melted cheese anywhere. In fact, it has to be one of the healthiest (and entertaining) forms of French cuisine. La Pierre Bise is a chic, trendy restaurant in the old town of Nice, quietly tucked away behind the Cours Saleya. The ambiance is warm and distinguished; interspersed on three different levels - a terrace, a first floor dining room and an upstairs mezanine. The tables are finished in time-honoured style with large, alluring wine glasses and neatly rolled fabric napkins. It all sets the scene for a delightful evening. Pierrade gets its name from the word “pierre”, which is not only a typical French name, it also means “stone”. The hot, heavy stone is placed at the centre of the table above an oil burner and the heat is distributed evenly throughout. Before this happens, however, you are presented with a number of options and combinations of meat. Prices begin at 20€ for pork and chicken and finish at 26€ for the “choose your own” option. On offer are prawns, salmon, lotte, scallops, beef,
duck, lamb (the day’s special), chicken and pork. Our table opted for the Pierre Bise choose your own combination, with beef and prawns on one side; lamb, duck and scallops on the other. Accompaniments include whole baked potato with sour cream and chives; potato gratin and carrot gratin; and a range of housemade sauces - Bernaise, Barbeque, tartare, Hollandaise and Pepper sauce. The meet is cut thinly and manicured of all fat ... perfect for those who are watching their weight. The prawns are de-shelled, and scallops are plump and juicy. It is important to have some knowledge of cooking meat and seafood as you are left to your own devices, though I imagine the servers would gladly offer advice if needed. The cooking process is very fast given the hot stone and the thinly sliced pieces. The produce is undoubtedly of high quality and rich in flavour. Our favourite sauce, green peppercorn, was dutifully refilled throughout our meal and our hot stone replaced when it began cooling. Pierrade isn’t only about getting in touch with your caveman side. It’s an entertaining alternative to a stock-standard night out, and a chance to make fun of your friend for forgetting about their piece of beef that has now shrivelled and blackened.
that you have neared the end of your plate. For those with a bigger appetite, there is a list of entrées including foie gras, terrine with onion confit, and carpaccio of beef with parmesan. Entreés range between 10€ and 16€. Among the desserts, there’s profiteroles (7€), nougat ice-cream with a red berry coulis (7€) and crépe souflee with a Grand Marnier flambee (9€). The wine list is not large but offers a nice variety from the Loire, Boujolais and Provence regions. We chose a subtle vin de Loire red for 24€ and were impressed enough to order another bottle! The whole meal, including the most expensive option on the menu, two bottles of wine and Perrier came to 40€ per person. Not bad considering the evening was more than just food ... it was an event. The service was prompt and friendly, the ambiance sophisticated yet cozy, and the meal was fun and superior in quality. It all equated to a very satisfying meal with difference! Cassandra Tanti

L’Univers stewed in the delicious lard of the duck. The dish was finished with a stock reduction, of which every last morsel was licked up with freshly baked bread rolls. I had the Rouget - a coveted Mediterranean rockfish - pan fried and served with the Provençal sauce Rouille - made of olive oil, garlic, saffron and chilli peppers. The fish was accompanied by perhaps the best ratatouille I have tasted in France. For dessert, we had the dark chocolate soufflé. Words cannot describe how delightful this was. Finally, we were given a free plate of desserts - consisting of homemade chocolate tartlets, shortbread biscuits and a fresh strawberry dessert similar to trifle.

L’Univers offers a 20€ menu for lunch, which changes weekly. You can choose an entree and main, or main and dessert. However, considering the free desserts ... I have to say this is a 3-course lunch. There is also an evening autumn menu for 44€ and 70€. The wine list is extensive and well within the budget.
If you think that dining at a Michelin star restaurant is out of your budget then you will be ecstatic with our latest find. This month, we review one of Nice’s most respected restaurants - L’Univers - with 3 time Michelin star chef Christian Plumail. And the total cost of our 3 course meal with wine ... just 30€!
In summary, it is easy to see why connoisseurs flock to this restaurant in the heart of town to enjoy dishes prepared by its renowned chef. Thankfully, Christian has given us all an opportunity to enjoy his food. And it’s always a treat when the chef pops out to say hello and ask if you did indeed enjoy your meal. Yes Christian, finally we have experienced the beauty of “French cuisine”.
Christian opened his first restaurant at age 20, and was awarded his first Michelin star at the ripe old age of 26. He gained another Michelin star at his restaurant in St Paul de Vence, and then in 1992 he settled at what is now L’Univers where, you guessed it, he accepted yet another Michelin star.

Through his menu, which is rich with local produce and seasonal vegetables, Christian takes diners on a journey to the heart of Niçois cuisine. Picture a typically Provençal entree of Artichoke Violets à la Barigoule ... delicate artichoke hearts with a sauce made of deliciously meaty and earthy mushrooms finished with fresh herbs. And hearty pumpkin soup delivered over a bed of baby mussels and finished with a saffron cream mouse. These were some of the entrees on offer for our 20€ lunch menu ... the cheapest and easiest way to enjoy Michelin star cuisine in Nice!

But before we go on, let me explain exactly what you can expect from dining at a starred restaurant. Michelin stars are the best known and most highly respected of all restaurant ratings in the 22 countries covered by the Michelin guide. One star signifies a very good restaurant, two stars signify excellent cooking that is well worth a detour, and three stars equates to exceptional cuisine worthy of a special journey. There are now 529 starred eateries in France. For chefs, Michelin stars are the ultimate accolade. According to Michelin, stars reflect “what’s on the plate and only what’s on the plate”. The chef’s are judged on: the quality of ingredients, the skill in their preparation and the combination of flavours, the level of creativity, the value for money, and the consistency of culinary standards. Décor and service do not affect star ratings. But if it did, then L’Univers would surely be awarded for its service as well.

Admittedly, interpreting the dishes at L’Univers is a challenge to native English speakers. The meals are very traditional, albeit with a modern twist. Thankfully, the waiters at L’Univers are very professional, they speak English well, and are more than happy to explain the menu.

THE HISTORY OF THE JACK-O’LANTERN
The History of Halloween Halloween’s origins date back to the ancient Celtic festival of Samhain (pronounced sow-in). The Celts, who lived 2,000 years ago in the area that is now Ireland, the United Kingdom and northern France, celebrated their new year on November 1. This day marked the end of summer and the beginning of the dark, cold winter - a time of year that was often associated with death. Celts believed that on the night before the new year, the boundary between the world of the living and the dead became blurred, and that the ghosts of the dead returned to earth on this eve. During the celebration, the Celts wore costumes made of animal heads and skins, and attempted to tell each other’s fortunes. By the 800’s, the influence of Christianity had spread to the Celtic lands, and Pope Boniface IV designated November 1 All Saints’ Day - a time to honor saints and martyrs. The celebration was also called All-hallows, and the night before it, the night of Samhain, began to be called All-hallows Eve and, eventually, Halloween!
The practice of carving scary faces into pumpkins originated from an Irish myth about a man nicknamed “Stingy Jack”. According to the story, Stingy Jack invited the Devil to have a drink with him. True to his name, Stingy Jack didn’t want to pay for his drink, so he convinced the Devil to turn himself into a coin that Jack could use to buy their drinks. Once the Devil did so, Jack decided to keep the money and put it into his pocket next to a silver cross, which prevented the Devil from changing back into his original form. Jack eventually freed the Devil, under the condition that he would not bother Jack for one year and that, should Jack die, he would not claim his soul. The next year, Jack again tricked the Devil into climbing into a tree to pick a piece of fruit. While he was up in the tree, Jack carved a sign of the cross into the tree’s bark so that the Devil could not come down until the Devil promised Jack not to bother him for ten more years. Soon after, Jack died. As the legend goes, God would not allow such an unsavory figure into heaven. The Devil, upset by the trick Jack had played on him and keeping his word not to claim his soul, would not allow Jack into hell. He sent Jack off into the dark night with only a burning coal to light his way. Jack put the coal into a carvedout turnip and has been roaming the Earth with ever since. The Irish began to refer to this ghostly figure as “Jack of the Lantern,” and then, simply “Jack O’Lantern.” People then began to make their own versions of Jack O’Lanterns, finding that pumpkins - a native fruit to America - was indeed the perfect specimen!

To avoid being recognised by the spirits, people would wear masks when they left their homes after dark. Feature Article: A FRENCH LESSON IN HEALTH CARE?
A
s American President Barrack Obama fights to reform the country’s health care system, we take a look at the situation here in France. How does this country stack up when it comes to health care, what are the most common health problems, and is this system sustainable? I
n 2000, the World Health Organisation ranked the French health system as the best over all in the world. Similarly, a study published last year in the journal Health Affairs also ranked France number 1 when it comes to avoidable mortality - that is the lowest rate of avoidable deaths. The United States was last, in 19th place, with the highest rate of avoidable deaths. So what is France doing right, and why is America divided almost equally on the idea of health reform?
W
ell, most importantly, the French have managed to achieve universal health care. That is, the entire population legally residing in France is covered - more than 99% of the population. The rest are covered under a special plan when they show up at the E.R, hospital outpatient department or health centre. According to the Institute of Medicine of the National Academy of Sciences, the U.S is the “only wealthy, industrialised

nation that does not ensure that all citizens have coverage”. Some 46 million (out of a population of over 300 million) are estimated to be without insurance. On top of that, 25 million Americans are also deemed “underinsured” - their coverage is inadequate for their needs. Meanwhile, medical debt is the principal cause of personal bankruptcy in the U.S. French taxpayers fund a state health insurer, Assurance Maladie, proportionally to their income, and patients get treatment even if they can’t pay for it. France spends 11% of national output on health services, compared with 17% in the U.S. Under President Obama’s new health care plan, every American would be required to obtain insurance, or face a fine. Less well-off Americans would be offered subsidies to help them pay for their coverage. Obama says he will pay for his $900 billion plan by cutting waste from the existing Medicare programme, and levying fees on insurance companies who offer “goldplated” insurance plans.

ccording to Victor G. Rodwin, professor of health policy and management at the Wagner School of Public Service at New York University, “the French Health system demonstrates that it is possible to achieve universal coverage without a government-run system that regulates how doctors practice medicine.” The health insurance system in France is government run though. Health care is financed through compulsory payroll taxes and some income tax contributions. Doctors work predominantly in private, office-based, free-for-service practices, and there is a mix of private and public hospitals. While no one has a choice of insurer for basic coverage, they do have more of a choice of doctors and hospitals than the average American has. One of the most important factors of health insurance in France is, unlike in America, insurers here can not turn anyone down for pre-existing conditions, they can’t terminate someone if they change their job, and they can’t stop paying when the expenses exceed a certain amount. This is partly related to the fact that all health insurance funds that provide benefits under the national plan in France are legally private NONPROFIT organisations. Obama’s health care reform proposes tougher regulations for the insurance industry, so that people with pre-existing conditions cannot be refused cover, and

insurers cannot drop people’s coverage when they get ill. Importantly, it also proposes a governmentsponsored non-profit health insurance plan (“public option”) that would compete with private insurers. Still, in a recent Washington Post survey, 45% said the reform plan would create too much government involvement in the system.
D
octors in the US complain about having to practice “defensive medicine”, ordering unnecessary tests just to cover any potential charges of negligence later on. According to Professor Rodwin, this doesn’t exist in France for two reasons: firstly, since 2002, there has been a national no-fault compensation scheme; secondly, the number of attorneys per capita in France is far smaller than in the U.S. Meanwhile, Obama’s health care reform would see caps on the amount of money that can be collected as a result of medical errors. This government intervention has already happened in both Australia and England.

o are people healthier in France? A report commissioned by the World Health Organisation in 2004 compared each country to a reference group (Eur-A) - the 27 countries with very low child and adult mortality rates. It revealed that French women can expect to live one of the longest lives in the Eur-A (almost 84 years), whereas men are at the Eur-A average (76 years). People in France experience the lowest mortality for cardiovascular diseases in Eur-A, although it is still responsible for 27% of deaths. Cancer is the largest single cause of death (almost one in three). It accounts for 10-15% of the total burden of disease. Men 30-59 years old have one of the highest mortality rates from lung cancer, and this is increasing rapidly among women 30-59 years (and has now surpassed the Eur-A average).

ccording to another WHO report, Health Care Systems in Transition, “The overall picture of the state of health in France contains apparent contradictions. On the one hand, life expectancy and life

s the French health system sustainable? There are no enforceable budget ceilings on French national health care expenditures, therefore annual increases tend to exceed spending targets. According to The Wall Street Journal, France’s Assurance Maladie has been in the red since 1989. This year the annual shortfall is expected to reach €9.4 billion, and €15 billion in 2010 ... or roughly 10% of it’s budget. However, when compared to America, France does a better job of controlling health care costs, spending about half as much per person on health care. The total spending on health care in France accounts for 11% of the gross domestic product, versus 16% in America. What now?
A
s for America, it is now up to Congress to decide on whether the health plan will be accepted or rejected. While Congress agrees on the majority of the package, the major points of disagreement are on the “public option” and on how to pay for the remainder of reform. Mr Obama has staked his credibility on getting health care reform passed this year.
A
s for France, well French people consider access to health care a social right, and any effort to cut coverage can lead to a big fight. The latest health care legislation of President Nicolas Sarkozy, passed this summer, focuses on reducing costs at state hospitals. About two-thirds of France’s hospitals are state run. Mr Sarkozy has asked them to hire more business managers and behave more like private companies, for instance, by balancing their budgets. Conclusion:
F
rance’s health care system is clearly ranked number one in the world for a reason. And it is not surprising that America is looking to the French system for guidance, particularly when it comes to health insurance. As for universal coverage, it is hard to see why anyone would argue with a system that provides health care for all, regardless of health, race or social status. We can only watch and wait to see how successful Obama is in achieving one of the biggest challenges of his presidential career. Cassandra Tanti
FRANCE APPROVES BAN FOR ILLEGAL DOWNLOADERS The French parliament gave its final approval on the 22nd September to an Internet piracy bill that would cut illegal downloaders off from the Internet. The law will take affect from the beginning of 2010.
around 1.3 billion U.S. dollars, Societe Generale 800 million dollars and Dexia 400 million dollars. Other French banks and insurers are claiming hundreds of millions of dollars more. A Dexia spokesman says “like other creditors, we are engaged in a procedure to recover our debts”.
The original anti-piracy law, known by the acronym HADOPI, was adopted in May but then blocked in June by France’s Constitutional Council. The main concern was the fact that a government body (HADOPI) would have the power to shut down web access for up to a year for those who download music and films illegally, without any recourse to challenge accusations. The new bill, Hadopi 2, shifts the final decision to cut off Internet access to the courts. On the third strike (after initial written warnings) a judge would hand down an Internet ban or impose a fine of up to 300,000€ (a pre-existing law) or a two-year jail sentence. But the French government is confident that it will rarely get that far. According to Culture Minister Frederic Mitterrand, “the penalties will probably be quite rare, for I believe in the effectiveness of this deterrent”.
Meanwhile, the G20 summit - a gathering of the world’s 19 biggest developed and emerging economies plus the European Union - agreed in September that it was too early to begin to scale back the multi-trillion dollar stimulus measures that have helped stave off further economic misery following last year’s financial meltdown. Instead, they will prepare their exit strategies and, when the time is right, withdraw their policy support.
The law is backed by the music and film industries, which have seen dwindling CD and DVD sales amid the meteoric rise of peer-to-peer file sharing. H1N1 VACCINATIONS AVAILABLE IN OCTOBER France is set to distribute millions of doses of the H1N1 vaccine mid-October, ahead of a highly anticipated second wave of the pandemic in the northern winter. France has reserved 94 million doses from four pharmaceutical companies and expects to have several million doses by mid-October when the vaccines should win market approval. The vaccine will initially be used on at-risk groups, such as people with asthma and diabetes, Health officials have said. Initial doses will be in spray form, safe for adults and children two years and older, but pregnant women will have to wait for the injection version. Up until now, France has recorded 1,223 laboratoryconfirmed cases, but based on the number of visits to doctors across the country, the number of new infections is actually estimated at 3,000 per week. The U.N. health agency says it expects that one third of the world’s nearly seven billion people could be infected by the virus over the course of the swine flu pandemic, which was declared in June and could last for three years. Ahead of the summit, French president Nicolas Sarkozy led calls for tough action on banking regulations and had threatened to walk out of the G20 if this issue was not addressed sufficiently. However, leaders could only muster a pledge, thin on detail, to impose “strong international compensation standards aimed at ending practices that lead to excessive risk taking.” U.S. President and official host of the summit Barrack Obama said “we will create more powerful tools to hold large global financial firms accountable and orderly procedures to manage failures without burdening taxpayers. And we will tie executive pay to long-term performance so that sound decisions are rewarded instead of short-term greed.” The result: banks (not bankers) should expect tighter regulation and monitoring as the excesses of the recent past came to scrutiny. “We call on banks to retain a greater proportion of current profits to build capital, where needed, to support lending,” according to the G20 accord. “All firms whose failure could pose a risk to financial stability must be subject to consistent, consolidated supervision and regulation with high standards.” Vélo Bleu Nice’s latest ecological form of transport - the Vélo Bleu bikes - appears to be a big success. The number of people who have signed up for annual subscriptions has exceeded expectations, and there are over 400 “24 hour” rentals each day. The average time of use is 20-25 minutes, which makes sense considering the compact nature of Nice and the fact that the first 30 minutes are free! The Vélo Bleu bikes change hands more often in Nice than in any other city with the same scheme. While the majority of opinion towards the bikes is positive, they have been criticised for being complicated, inadequate, and even daunting. There are concerns over safety as motorists are forced to negotiate their way around the bikes in the absence of bike lanes. However, the city is working on increasing the number of bike lanes by 50%. The current fleet of 900 bicycles will be strengthened by another 300 by the end of 2009, and 550 by May 2010. There will eventually be 1,750 bikes and 175 stations throughout the city (there are currently 90 stations). Theft is already a problem, with 6 arrests so far. All were caught on surveillance cameras. Art & Culture More than 200 000 visitors come each year to the Maeght Foundation, while many exhibitions are organised in museums across France and abroad based on the Foundation’s collections. Writers, poets, philosophers and art historians are often invited to the foundation to give thematic conferences about the exhibitions.
T
he Marguerite and Aimé Maeght Foundation contains one of the most important art collections in Europe, embodied in exceptionally beautiful surroundings. Monumental works are even integrated into the building and gardens: the Giacometti courtyard, mural mosaics by Chaggal and TalCoat, a pool and stained glass window by Braque, and a Bury fountain. This architectural ensemble was entirely conceived and financed by Aimé and Marguerite Maeght, who wanted to present modern and contemporary art in all its forms. It contains an impressive collection of paintings and sculptures, drawings and graphic works from the 20th century, including works by Bonnard, Braque, Calder, Chagall, Giacometti, Léger and Miró. In fact, much of Miró’s work is featured here, and was created during lengthy periods of time with Aimé and Marguerite Maeght. The observer can follow his career from early cubism, impressionism and fauvism through to his farm series, then his experimentation with colour, some pencil drawings from the 30’s, and through to his later works in the 60’s. His sculptures are fantastical and themed around pre-history and nature. There is even a video room with a series of films about Miro. It is indeed Miró’s labyrinth ... a fantasy series of sculptures and pools.

Recipes from the Riviera Host a Halloween dinner party with these great recipe ideas! Entrée: Sweet Potato and Carrot Soup with a hint of Ginger served in Pumpkin Pots
INGREDIENTS:
4 whole baby pumpkins 6 large sweet potatoes 6 medium carrots 2 large onions 1 teaspoon grated fresh ginger 1 tablespoon butter 1 tablespoon olive oil 1 small tub crème fraîche 2 litres chicken stock (extra crème fraîche for garnish)
METHOD
Cut the tops off the pumpkins and using a large spoon, scoop out all the flesh, leaving about 1 centimetre from the skin. Discard tops, and roast in a 180° C oven for 30 minutes or until tender. Peel, roughly chop and roast the sweet potatoes and carrots until golden and tender (roasting the vegetables first gives the soup a deliciously sweet flavour). Then slice and fry the onions in butter and olive oil until soft. At the last minute add the ginger and gently fry on a medium heat. Add stock and roasted vegetables, bring to the boil and simmer for 20-30 minutes. Remove from the heat, add the crème fraîche and blend to a puree. Serve in the warm pumpkin pots, and finish with a dollop of crème fraîche and serve.
Main: Chicken Salad with Prosciutto wrapped Roast Pumpkin, Goats Cheese, Croutons and a Roasted Garlic Vinaigrette
INGREDIENTS:
4 chicken breasts 8 slices smoked prosciutto (jambon cru) 1 butternut pumpkin (or any available variety) 1 old baguette 250g fresh goats cheese Mesclun 1 cucumber 150g sundried tomatoes 6 cloves garlic, skins on olive oil 6 tablespoons balsamic vinegar 1 tsp sugar juice of 1 lemon Salt & pepper
METHOD
Slice the baguette into 1.5 x 1.5 cm cubes, cover with oil from the sundried tomatoes and bake at 160° C until golden brown and crunchy. Set aside. Slice the pumpkin into wedges, removing the soft centre as you go. Drizzle with olive oil, season with salt and pepper and roast in a hot oven (180°C) for 20-30 mins until tender. In the last 10 minutes add the unpeeled garlic to the tray to roast. Meanwhile, season chicken and pan fry in a little olive oil until cooked (normally 5-6 mins each side, depending on size). To make the vinaigrette combine the crushed & roasted garlic, balsamic, 6 tablespoons of olive oil, sugar and lemon juice and mix thoroughly. To assemble: Place the mesclun in the centre of a plate, add the cucumber and sundried tomatoes. Wrap each wedge of roasted pumpkin in 2 slices of prosciutto and place 2 wedges on each plate. Top with a whole chicken breast, a few slices of goats cheese and finish with croutons. Drizzle with the vinaigrette and serve.
