Making energy from waste a part of the UK’s power mix

Energy from waste (EfW) continues to be a pertinent topic in the UK. The sector continues to grow as a paradigm in tackling landfill emissions and capacity issues. However, since the UK recommended a new target to reduce its greenhouse emissions to net-zero by 2050, it is imperative to consider what role EfW will play in the UK’s energy mix to meet these targets, and the impact this will have on future investments.
The advancements of carbon capture technology will also play a key role in decarbonising its waste gases. In Europe this is already happening with Aker Solutions to deliver carbon capture systems to Twence’s Hengelo plant in the Netherlands. With the recent attention the UK government has given this technology, it is likely that we will follow in Europe’s footsteps.
Our data tells us that seven EfW plants came into operation in the UK between January 2018 and April 2019. At present EICDataStream is tracking 35 projects in the planning stages, but a number of these developments are facing delays due to opposition from environmental groups. For instance, the Rookery South facility in Bedford has been dealing with a judicial appeal lodged by an environmental non-governmental organisation in March 2018, opposing the Environment Agency’s decision to grant the required environmental permit. Furthermore, Biffa’s proposed smallscale plant in Swansea was refused planning permission in May 2019 despite being recommended for approval, solely based on the public’s environmental concerns.
Environmental issues aside, UK projects still appear to come with their fair share of delays, due to other factors aside from planning constraints. These include project finance and contractual disagreements – a prime example being the 12MW Derby EfW plant. Having been in the commissioning stages since 2016, the plant is now two years behind schedule due to funding issues.

Under the EU Industrial Emissions Directive, the UK arguably has tight control of its emissions. According to the Environmental Services Association, EfW’s particulate matter limit is among the lowest applied to any industry. To ensure that these regulations have been met, planning authorities across the UK also have strict requirements in place for the acquisition of environmental permits. Less carbon intensive technologies are also starting to feature in these developments. For instance, many plants, including AssetGen Partner’s Hoddesdon facility, which is to be commissioned this year, are starting to feature gasification and pyrolysis systems as opposed to moving grate incineration, which produce less emissions during operations.
Over the years, it has been evident that EPC contractors have also faced challenges delivering EfW projects due to their overall complexity as a development. Not only does the design of the plant have to incorporate varied feedstock systems based on the type, amount and composition processed, but must also abide by the regulations in place. This was recently seen in Energy Work’s Hull project, where the main contractor M+W Group was let go due to significant delays in construction. This has set back the project’s commissioning date and put strains on its financing, as the project’s contract for difference only has until January 2020 to qualify for subsidies. Also, even after the design and construction stages, commissioning can lag by 18 months, due to plants beginning to feature new combinations of advanced technologies, that need to go through numerous tests and trials. Despite the challenges, the positive impact EfW has on dealing with landfill waste cannot be ignored. UK developers are continuing to pursue future developments with a better understanding of how to mitigate the potential financial and contractual risks, with the emergence of new projects like Eqtec’s Billington EfW proposal. New technologies are on the rise to help the sector play its role in decarbonising energy in the UK. Policies are also expected to help strengthen the sector and to address the micro-particles and emissions currently emitted and reinforce current policies and regulations in place, primely positioning the sector to continue its growth for the future. Can you tell our readers a bit about WHITL KronosTM?
Our customers had been telling us for some time that they were not satisfied with the instrumentation available in the market to accurately record pressure tests in hazardous areas, specifically, in the close vicinity to wellheads. A solution came in 2016 with the introduction of Intervention Rentals WHITLTM Wellhead Integrity Test Logger.
A
This was the first step in streamlining and digitising the way wellhead maintenance and well integrity operations were undertaken. The WHITLTM’s small size, large screen and ability to monitor multiple tests simultaneously, provides technicians with high quality and high accuracy data. It reduces the time required to conduct integrity tests and testing campaigns. The KronosTM Pressure software package provided the next step in the development of the WHITLTM. The KronosTM software’s real time pass/fail determination of a test provides immediate feedback on the status of any test.
The implementation of the algorithms during the testing process, removes any ambiguity in test validity. The automation of these processes also increases the efficiency of the reporting process onshore. Test results no longer need to be manually entered into spreadsheetbased calculations to solve volumetric leak rates.

Do you have any other products coming out soon?
A
We have just started working on WHITLTM 1.5, a device which will have the same operating advantages as WHITLTM 1.0, but with more features and a wider range of uses in hazardous areas. WHITLTM 1.5 will interface with different flow measurement technologies including coriolis, ultrasonic and pressure differential. Like WHITLTM 1.0, WHITLTM 1.5 will be easy to use with the very minimum of training required.

We have been providing these services since 2012 and continue to grow our customer base in the UK and abroad. Last year IR signed a partnership agreement in the Kingdom of Saudi Arabia and began offering rental products from the base in Dammam.
Q
What’s been your proudest moment at IR to date?
A
Well, there have been many. However, my proudest moment to date would have to be IR moving into our brand new, purpose-built facility, earlier this year. The new facility is five times the size of our old workshop and has new innovative technology installed which enables us to offer even more to our customers. I’m extremely proud of the hard work and dedication everyone in the company has put in to make this happen. Due to this, we have just won a major refurbishment contract.

Operator: De Nieuwe Molenaars Value: US$619m Development of a 320MW onshore wind farm in Flevoland. The project will replace 220 older units with 91 3.5MW turbines. A contract for the supply and installation of the turbines is in the concluding stages. ABB has secured a contract to construct the associated substation.

Member news ALE speeds up Argentinian wind farm delivery
Heavy lift specialist ALE has used its innovative methods to adapt a crawler crane, the Manitowoc 18000, with self-propelled modular transporters (SPMTs) to significantly reduce the schedule for the Loma Blanca wind farm project in Argentina. As the project included many challenges, ALE’s experience in wind services was vital to providing the best technical and commercial solution. The dirt roads between the wind turbines are very narrow – just 6 metres wide in some parts – so the crane was adapted and combined with the latest SPMT. As the crane is being moved by SPMTs that are within the width limitations of the track, the crane can be easily moved onsite.

Amarinth secures pump order for ADNOC’s Umm Shaif super complex
Centrifugal pump specialist Amarinth has won a US$600,000dollar order for its API 610 VS4 pumps to be deployed on the ADNOC-operated Umm Shaif super complex in the UAE. The order is for eight vertical API 610 VS4 drain sump pumps manufactured in either stainless steel or super duplex depending on duty. The Umm Shaif super complex project, located offshore in the Arabian Gulf, involves the expansion of the existing oil network and increasing gas supply. Amarinth’s local agent NAMA helped the company land the contract with ADNOC.

Balmoral provides subsea testing of marine mammal monitoring equipment
The Balmoral Subsea Test Centre in Aberdeen has carried out hydrostatic tests on equipment that will be used to monitor the interaction between tidal turbines and marine mammals in the Pentland Firth.
The range of test chambers available meant that our specific needs could be easily accommodated. The testing has given us confidence in the current configuration and helps us to narrow our focus in future designs. Michael Oswald, Scottish Oceans Institute, University of St Andrews

The linear actuators that were tested form part of a marine mammal monitoring station anchored to the sea floor. Utilising both passive and active-acoustic tracking techniques, the station will collect data on the underwater movements of marine mammals around operating tidal turbines. This data will be used by the tidal energy industry and regulatory authorities to make informed decisions about marine mammal collision risk. Test House Manager Derek Weir, said, ‘Although it’s not generally recognised, we carry out many different types of tests outside the oil and gas arena and work closely with the academic, defence and oceanographic sectors.’

Traditional pipe severance methods, including the use of explosives, often take days and sometimes weeks and require the mobilisation of specialist tools, additional personnel and extra logistics. However, the operator had placed a HyPR™ HoleSaver™ sub in its string as contingency against stuck pipe. Activating Churchill’s DAV MX™ CircSub, the operator first regained circulation and well control. The HyPR™ HoleSaver™ Dart was subsequently dropped and pumped to redirect the flow of mud through the dart’s ports creating a high velocity stream of fluid to hydraulically sever the string. After 2.5 hours of pumping at 550 gallons per minute the operator applied some torque and the string parted with ease. Avoiding the need for explosives, chemicals, or indeed any additional equipment or rig personnel, the operator recovered 8,335 feet of challenging hole, and was able to begin side-track operations shortly afterwards.

Delta Controls acquires Mobrey range of instruments from Emerson
Farnham-based Delta Controls has signed an agreement to purchase the Mobrey line of measurement products from global technology and engineering company Emerson. Emerson has already designated Delta Controls as the exclusive global distributor for the Mobrey product lines while the official transfer of Mobrey employees, inventory, intellectual property, product approvals, etc, will take place no later than 30 September 2019. Mobrey is a supplier of level products for the power, oil and gas and water industries with a range of ultrasonic, float, magnetic and other technologies.

KCA Deutag and SOCAR JV wins US$500m BP contract in Azerbaijan Turan Drilling & Engineering Company (a KCA Deutag and SOCAR AQS company), has been awarded its first contract with BP Exploration (Caspian Sea) Limited. The contract is for the operations and maintenance of seven platform drilling rigs operated by BP in the Caspian Sea; the East, West and Central Azeri, Deepwater Gunashli, West Chirag, Chirag and Shah Deniz installations.

World’s first heat exchanger flow optimising technology receives EU funding A consortium led by fouling removal specialist, Tube Tech International, has received Horizon 2020 SME Instruments funding to develop Flow Optimiser, which will deliver the first-ever optimised flow technology within shell-and-tube heat exchangers (STHEs). Flow Optimiser is the world’s first method to combat the global issue of fouling at the source, creating optimal product fluid flow within STHEs. The Horizon 2020 SME Instrument is a public funding programme that funds market-creating innovation in disruptive small businesses that have significant growth potential and global ambitions. The SME Instrument is part of Horizon 2020 – the EU’s €80bn funding programme for research and innovation.

First EIC-RGU Fit4Energy course kicks off Scale-up business course in Aberdeen welcomes Aubin, Optimus and Pipeline Induction Heat as first participants
The first-ever Fit4Energy (F4E) course run by Robert Gordon University (RGU) in partnership with the EIC and Opportunity North East has started in Aberdeen with delegates coming from oil and gas chemicals solutions specialist Aubin Group, energy industry engineering and consultancy company Optimus and pipeline protection specialist Pipeline Induction Heat. These delegates will benefit from F4E’s programme of 11 modules designed to address the factors that contribute to successful business growth including scale-up business planning, diversification and new product development, marketing and sales, process and cost optimisation, and exporting strategy. Each module consists of one full day ‘know how’ workshop followed by two half-day ‘how to’ implementation workshops tailored to the individual needs of participating businesses. The modules have been designed and developed by RGU business specialists in collaboration with industry and draw on energy sector insights, case studies and global best practices. On completion of the course, which can be done in as little as 12 months, the delegates will be equipped with the knowledge, network and tools to successfully plan for and implement growth. The company they represent will receive an industry recognised F4E approval. F4E approval demonstrates to clients that an organisation has the processes, procedures and strategies in place to deal with large-scale projects. There is a growing business imperative from companies to maximise operating profits in a finite time and capital spend is targeted to optimise the lifetime, geographical reach and productivity of offshore facilities. A primary risk in offshore capital projects requiring asset down time to implement critical system changes is that the time to field test the upgraded system will overrun the asset shutdown window. The cost of unscheduled asset down time overshadows the potential cost of virtually all other issues. The biggest potential problem area is unresolved or undiscovered issues in application software when using traditional software testing methods.
Rigorous testing
Primarily aimed at safety systems applications, rigorous testing of PLC control software is vital – this means exhaustively testing the code changes and 100% regression testing the whole software suite to ensure that errors have not been introduced anywhere during the upgrade process. Overseas events It’s all about exhibitions
Following on from a very successful OTC, we asked Louise Ledgard, Director of Business Development, Critical Infrastructure, BMT Global to give us a bit more insight into exhibiting on the UK national pavilion at OTC Houston 2019.

What is the benefit of exhibiting on the EIC UK pavilion?
A
Exhibiting at the EIC UK pavilion enables you to gain a prime position in the main hall. Access to a fully serviced lounge area, drinks and snacks also provides the additional benefit of a place to entertain customers. The OTC venue is big, and customers are often grateful for a place to sit down, rest and catch up on industry news.
The EIC networking events are a great opportunity to meet new contacts and the quality of some of these would not be accessible without the EIC’s extensive network and their ability to attract senior level customers to the show.

The ability to use the EIC events team to build the stand, assist with the design and support during the show, allows us to carry on with the day-job until the actual date of the show, without the worry of shipping stands overseas, arranging local support and having to have experience of stand set-up and build. It is a good entry point for new exhibitors to the show and the EIC team does an excellent job!

What does a typical day at an exhibition look like?
A
Day one starts with a briefing session of the messages we wish to deliver to the visitors on the stand, introductions to the team that will be working on the stand and orientation of what we have available in terms of brochures and merchandise.
We usually have a stand-roster and a quick meeting at the start of each day helps us to check whether we need to swap anyone over on stand duty, to ensure that we always have someone available to talk to visitors.
Typically, during the day a few of us will target customers we don’t know but may have an interest in.
Was OTC 2019 a success? There was a different vibe to OTC this year, with ‘green shoots’ of optimism filtering through the show.
The quality of the visitors to our stand was excellent and we have identified several ‘hot’ leads to follow up after the show. Over the last few years market conditions have been difficult, and OTC was a great opportunity to re-connect with our contacts, many who had moved companies. We also met new people, attracted to our stand by some of the pre-show PR we conducted, some real opportunities came this way and we worked hard as a team to capture every opportunity to meet with people during the event, while we had our technical team in town.
If we find a good contact, we typically try to invite them over to our stand to learn more about BMT. Prior to the show, we will have checked the technical session programme at the conference and assign one of the team to sit in and listen to the session. This worked well for me this year. I attended one of the sessions and met an important contact related to our wind engineering business. They came to visit me on the stand the following day for an update on BMT’s plans to support wind tunnel testing of offshore structures.
On certain days of the show, someone will attend the EIC one-to-one networking event, this can become a little hectic and if we have a customer on the stand, we have to ensure that we have someone available to attend last minute to ensure we don’t miss our slot. We try to take every opportunity the EIC offers! By the end of the day, the feet start to become sore, but the job is not complete. The team will be registered for various networking events, we usually finish the day with some light refreshments at the EIC networking evening and then move on to other functions. There is always plenty going on at OTC, the challenge is selecting the most relevant event.

UK and Europe news Regional update
May was a busy time for the UK events team. We had a sell-out event for our Senegal and Mauritania export showcase in London, supported by the Jo Cam pbell Department for International Trade (DIT) and the Mauritanian British Business Council (MBBC). With the government of Senegal and Mauritania indicating that US$40bn will be spent between 2019 and 2024, and another US$60bn before 2030, this event was a great chance to hear from key operators BP, Woodside, and contractors KBR, McDermott, Subsea 7 and Invest in Africa. There was also an opportunity to take part in one-to-one meeting’s with speakers, where we managed to hold over 50 appointments. With the introduction of event sponsorship opportunities for all our UK events, we were pleased to have Pentagon, Draeger and MSA sponsor the Senegal and Mauritania export showcase. Following on from this event will be an overseas Senegal and Mauritania trade delegation from 23 to 27 September. The floating offshore wind industry is continuing its trend towards commercialisation, with larger scale projects now at various stages in Norway, the US and South Korea. CCUS and hydrogen – a key player for action on climate change?
Recently, CCUS and hydrogen production have dominated the headlines in the UK, due to the potential importance they hold in being able to meet international CO2 reduction targets. With MPs publicly stating that the government must provide certainty and definite policies to push for the development of CCUS and hydrogen technology, advances in the sectors continue to rise this month, further bolstering their significance. Wate2Tricity signed a lease agreement with Peel Environmental for its first 25,000 tonne waste-to-hydrogen facility in Cheshire after a successful demonstration project. Positive movements also took place in Europe, where the European CCUS Project Network received funding to support major CCUS projects. In the Netherlands, Aker Solutions secured a contract to supply its carbon capture system for Twence’s waste-to-energy plant in Hengelo. Avacon is also seeking funding from Germany’s federal government, for the development of a 10MW electrolyser to produce hydrogen from the emissions of EEW Energy from Waste’s Helmstedt plant.

Middle East news Regional update
Summer is truly underway in the Middle East and I am delighted to announce the appointment of Anand Kumar Ranganathan as our Middle East Membership Ryan M cPhers on Manager. Supplementing our newly launched Gulf Cooperation Council (GCC) Membership category, Anand will be on hand to support existing and new members get as much out of EIC membership as possible. You can contact him directly via anand.kumar@the-eic.com Activity continues within the region, with ADNOC recently launching a second competitive bid round for hydrocarbons, offering unconventional reserves for the first time as it looks to attract international oil companies to explore for oil and gas. Bids are expected to close by the end of November 2019, with the first awards expected in the first quarter of 2020. In addition, Saudi energy firm TAQA has agreed to acquire Schlumberger’s drilling business in the Middle East for US$415m, through their Arabian Drilling Company subsidiary. It feels that we are witnessing a change in the market where it will be interesting to see what the second half of the year brings. Feedback from our recent EIC Connect event illustrated a strong pull for EICAssetMap,the only O&M database to map all major global energy assets across all sectors. We will be setting up a number of demonstrations in the coming weeks where I encourage you all to learn more about this addition which alongside EICDataStream provides a full suite of market intelligence for your business. We are looking forward to our next Business Opportunities Luncheon with KBR on 25 June 2019, which is sure to be of interest following a number significant project awards. Saudi Aramco named world’s most profitable company
Saudi Arabia’s state-owned oil company Saudi Aramco has become the world’s most profitable company with profits of US$111.1bn (£84.7bn). Aramco made the announcement of profits on revenues of US$355.9bn (£272.6bn) last year in bond-offering documents. The company hopes to raise around US$10bn (£7.7bn) from selling bonds to international investors to help fund its acquisition of SABIC in a deal worth US$69.1bn (£52.9). The company, which produced 10.3m barrels of crude oil per day last year, made more than four times the profits of other oil sector rivals including Royal Dutch Shell and ExxonMobil.
McDermott wins EPCI deal for Qatargas’ North field
Multinational engineering company McDermott has been awarded a contract by Qatargas for engineering, procurement, construction and installation (EPCI) to expand the North field offshore facilities in Qatar. The contract for new facilities includes the full suite of EPCI services for eight new offshore jackets. McDermott plans to use its project management and engineering teams in Doha, Qatar, with fabrication primarily taking place at McDermott’s facilities in Batam, Indonesia. Vessels Derrick Barge 50 and Derrick Barge 27 from McDermott’s global fleet are scheduled to undertake the installation and completions work. McDermott has reported that work on the contract will begin immediately. The North field is located offshore Qatar and holds recoverable resources of approximately 900tn standard cubic feet of gas.

Asia Pacific news Regional update
EIC Asia Pacific is expanding! We are delighted to announce that we have expanded our team of analysts based in the Kuala Lumpur office Azman from one regional and one Nasir research analyst to include eight new research analysts. This makes the KL office the second largest office within EIC. The analysts will be covering work to maintain EICDataStream and EICAssetMap in all regions. We are also happy to announce that Angeline Elias has assumed a new role as EIC membership manager. Her role as regional analyst is now being taken over by Awang Muawaludin. With this new expanded team, we intend to provide more services to members in the region and ensure that both the EIC project databases are consistently updated. The month of Ramadhan is here again and as usual we organised our annual EIC Iftar dinner for our members and guests. We were delighted that 30 member companies joined us for Iftar dinner at the Grand Hyatt Hotel in Kuala Lumpur. We also played host to 20 industry players as special guests of the EIC which provided networking opportunities for our members. Among companies that attended as guests were PETRONAS, Sapura Energy, Bumi Armada and Wood Group. In late May, I attended a conference on wind energy in Seoul, South Korea where latest updates for wind energy projects within the region were presented and discussed among the delegates. Wind is clearly a growth area within the renewable energy sector, and we are seeing more member companies starting to be involved in supplying to various wind projects in Asia Pacific. Countries with significant wind projects include China, India and South Korea. Looking ahead, Oil & Gas Asia 2019 (OGA) will be held in Malaysia from 18-20 June at the Kuala Lumpur Convention Centre. A group of 13 UK companies will exhibit in the UK pavilion. An evening reception held in conjunction with OGA 2019, will be hosted by HE Charles Hay, the British High Commissioner to Malaysia. A total of 150 UK and Malaysian companies will attend the reception, co-organised by the Department for International Trade, British Malaysia Chambers, the EIC, Subsea UK and Scottish Enterprise. We are delighted to be accompanying a delegation from Petronas, including Handan Ramli, Senior General Manager of Petronas MPM, who are participating in a panel session on decommissioning at the Energy Exports Conference in Aberdeen on 18-19 June. Domestic firms sweep China’s 6GW wind project
Five Chinese original equipment manufacturers (OEMs) have won all of the 6GW capacity tenders by State Power Investment Corporation for its Ulanqab wind project in Inner Mongolia. The project will be the largest onshore wind project once completed in 2023. Shanghai Electric managed to secure a massive slice of 1.4GW from the project whereas Goldwind and Ming Yang each took 1.3GW. Dongfang Electric and CSIC Haizhuang on the other hand were awarded 1.1GW and 900MW, respectively, after a tender in which 14 OEMs took part. GE Renewable Energy, Siemens Gamesa Renewable Energy and Envision had bid for the mega project but missed out.
US$9bn refinery complex planned in southern India
Haldia Petrochemicals, one of the largest refiners in India, plans to set up a US$9bn refinery and petrochemical complex near Kakinada, in the state of Andhra Pradesh, India. The proposed crude-tochemical complex is expected to produce refinery derivatives and petrochemicals to cater for both domestic and export markets. The refinery will be integrated with a downstream petrochemical complex with a 12Mtpa petroleum refinery and 1.6Mtpa of ethylene equivalent petrochemical complex. The main products for the refinery will be LPG, naphtha and paraxylene.

After a very successful OTC 2019, the Houston team kicked off the summer attending the American Wind Energy Association’s annual WindPower conference in Houston. Amand a Duho n From 20 to 23 May, we took advantage of being part of over 7,600 delegates engaging with over 450 exhibitors and decision makers across the onshore and offshore wind industry. A major focus of the conference sessions was around offshore wind in the US. To further our engagement around offshore wind, we will attend the US Offshore Wind Conference & Exhibition in Boston on 10-11 June. A major focus of the visit will be to further identify supply chain requirements, procurement frameworks and potential offtakes in the emerging US offshore wind sector. We will look to host an offshore wind sector showcase event in Boston in October. Watch this space! Mexico will be a major focus this month partnering with the Department for International Trade and Scottish Development International to deliver the UK stand at the Congreso Mexicano del Petróleo in León, Mexico. We will promote EIC membership around many areas of opportunity for the shallow and deep offshore projects, while engaging operators and contractors around procurement strategies. Canadian regulators issue Call for Bids offshore NL
The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) has issued a call for bids on exploration licenses covering 13 parcels offshore Newfoundland and Labrador. Up for auction are nine tracts over 5,610,458 acres in south-east Newfoundland, and four parcels over 1,148,736 acres in the Jeanne d’Arc region. The minimum bid for each parcel is US$7.5m in work commitments. Bids are due on 6 November 2019.
Tellurian plans Permian Basin natural gas pipeline
Tellurian has announced a binding open season for its planned Permian Global Access Pipeline. The US$3.7bn project will comprise a 42in interstate pipeline from the Waha Hub in Pecos County, Texas to Gillis, Louisiana near Lake Charles. The pipeline will transport at least 2Bcf/d of natural gas from the prolific Permian Basin in Texas to the natural gas market in south-west Louisiana. Construction is expected to commence as early as 2021 with completion as early as 2023.

Petrobras to sell refineries
The Brazilian oil company has announced plans to sell seven of its 13 refineries across Brazil, in addition to a shale oil production plant in the country’s southern region. In total, the eight facilities have a combined processing capacity of 1.1m barrels per day, which is equivalent to half of the company’s refining capacity in Brazil. Among the assets is the Abreu e Lima refinery, a project marked by delays and major cost overruns. The sale is part of the company’s ambitious divestment programme, which has included oil and gas fields (including assets in the pre-salt area), pipeline networks and fertiliser plants. Petrobras has recently sold the Pasadena refinery in Texas to Chevron for US$350m.

A-4 energy auction this month Brazil’s latest A-4 energy auction, designed for projects that will enter operations within four years, will take place on 28 June. A total of 1,581 projects with a total capacity of 51.2GW are registered for the auction, in which developers negotiate power purchase agreements (PPAs) with distribution companies across the country. Designed for renewables, the latest A-4 auction has registered 751 wind projects with a combined capacity of 23.1GW and 751 solar PV projects with a capacity of 26.2GW. Developers of hydro power facilities (including small and mini-hydro projects) and biomass power plants will also try to obtain PPAs.
