Sector analysis How can I participate in the expanding oil and gas sector in Oman? Oman is the largest oil and natural gas producer in the Middle East that is not a member of OPEC. Like most countries across the Middle East it is highly dependent on its hydrocarbon sector. However, the country has faced a number of challenges, the two most important being that its reserves tend to be hard to recover, and introducing suitable policies to satisfy a young and welleducated population. On the first point, the country is a world leader in embracing ever-improving methods of enhanced oil recovery while at the same time investing heavily in the whole oil and gas value chain in order to improve revenues that can be directed towards satisfying the second aforementioned challenge. Oman has been one of the first markets to successfully implement a localisation programme whereby expatriate workers have been gradually replaced by Omani nationals. This has been achieved by introducing a number of labour laws that favour the local population. In addition, the government has studied how the supply chain as a whole is structured and have come up with a unique method that intentionally improves the efficiency of the localisation programme. The oil and gas sector is regulated by the Ministry of Oil and Gas while the main operator is Petroleum Development who along with a number of international oil companies form the mainstay of the sector as far as production and distribution are concerned. Back in 2012, the ministry took a view that if the supply chain could be ‘Omanised’ as much as possible, then that would see an increased degree of Omani participation in the country’s main bread winner sector. To achieve this, they collaborated with a specialist IT company called Business Gateways to set up two platforms: the National Business Framework (NBF) and the Joint Supplier Registration System (JSRS). By introducing these platforms across the whole supply chain, the ministry was able to kill two birds with one stone and issued a decree that saw all operators and any other active elements within the sector being advised to amend their procurement policies by making sure they embrace both the NBF and JSRS as a one stop shop for their requirements.

The NBF covers the registration and prequalification of local Omani companies while the JSRS is responsible for non-Omani entities who wish to participate in the Omani oil and gas sector. This has recently been extended to include the majority of other sectors as well. As stated on the Business Gateways’ website: ‘The NBF is not just a B2B platform, it also supports companies to connect with various governmental bodies to help them govern their business better. The two way communication platform enables the governmental body and your company to benefit from direct mentoring of your business needs. All companies go through a due diligence process of standard verification procedures to ensure only “active” companies are registered on this platform.’ It goes on to say that ‘registering on the JSRS connects companies to Oman’s prime buyer community in addition to its 20 oil and gas operators.’ So, with the above in mind, one might ask the question, ‘Is it all worth it?’ To answer this question, let’s take a look at EICDataStream. If one looks back just four months, in the oil and gas sector (upstream, midstream and downstream) we can see 17 active projects worth a total of US$17.116bn while on the power and renewables side, we can see 12 projects worth a total of US$5.148bn. This makes a total of US$36.264bn to be spent within the next three to five years. AI won the EIC Innovation Award last year for its MS400 product, can you tell our readers about it?
The development of ContraFlame® MS400 was driven by operators required to reduce the weight of their topside installation. The weight of topside structures is becoming a critical factor as operators venture into deeper and harsher environments. Therefore, developing a product that could significantly reduce the weight of the underdeck of the topside structure without reducing the fire protection effectiveness was incredibly important to the industry – using MS400 saw the topside weight reduce by 120 tonnes in the Mariner project.

You’ve also won three Queen’s Awards for Innovation. What makes AI a leading innovator?
A
We’re obviously delighted to win awards and it’s great for our employees to have the recognition, but our primary focus has always been to develop products and solutions that improve the safety and efficiency of our customers’ installations.
As an SME we’re flexible and able to respond quickly to challenges that our customers need help to solve today
by switching resources to a specific project – this approach often results in something quite innovative being developed.
Our continuous investment in R&D of up to 10% per annum, ensures that we always have new products in development. We’re not afraid to take risks, but always measure this against our overall business objectives.

Most recently you won the EEF Health and Safety award. How did you land this latest accolade?
A
We launched our health and safety initiative to ensure that all our employees and visitors went home safely every day. We already had a good health and safety record within our business but wanted to drive this towards world-class levels and achieve the best possible standards in this area.
This award recognises the huge effort and commitment of our global workforce to adopt the principles contained within our Think Safe, Act Safe, Be Safe initiative. Without the support from our entire workforce, to follow our safety principles, we would not have achieved such a significant reduction in H&S incidents.

What do the next 12-18 months have in store?
This is an exciting and key time for us as a business – we will continue to invest in R&D, our people and look to develop the right products. We can see the benefits to our customers of providing products and solutions that work in a range of environments and provide a range of critical protection products. I’m excited to see two of the products we have been developing enter the final stage of testing before release. I believe our intumescent passive fire protection FlexiChar is a game changer for the industry. With the number of LNG plant projects growing, our cryogenic spill protection products perform exceptionally well in this application and could grow substantially.

BMT and Fenestra Malaysia to create wind tunnel JV
BMT and Fenestra Malaysia have announced the creation of Venturi Asia. Based in Kuala Lumpur, Malaysia, it will offer advanced wind tunnel modelling and environmental physics support to the civil construction, architecture, and oil and gas sectors. HMi Elements appoint new MD
Specialist hazardous area computer manufacturer HMi Elements has appointed Paul Royston as its new Managing Director.

Royston joins the firm from the Pexion Group where he was Divisional Managing Director of five businesses, including Knaresborough-based precision engineering firm Claro.
The increase in demand was triggered after the tool was run in the world’s deepest (4,650 metres) and hottest (427°C) geothermal borehole in the Iceland Deep Drilling project (IDDP) in 2017. The DAV MX™ CircSub was selected on the recommendation of a major operator and partner for the IDDP due to its robust temperature resistance and experience in high-pressure high-temperature conventional wells.
He brings with him over three decades of engineering and manufacturing experience across a range of industries including oil and gas, which will improve HMi’s production process, product development and overall company profitability. Malton-based HMi supplies ‘Applestyle’ technology to the oil and gas industry all over the world. Its computers are used by some of the industry’s biggest companies including Baker Hughes, National Oilwell Varco and Canrig. Lloyd’s Register supports Peregrino project offshore Brazil
Norway’s Equinor is using technical expertise from Lloyd’s Register (LR) to lead a safety study assessment for the second phase of the Peregrino oil field offshore Brazil. Equinor and Sinochem are joint field owners with Equinor being the operator with a 60% interest in the asset. This second phase, which includes the addition of a third wellhead platform, is expected to be developed at a cost of US$3.5bn and will start production by the end of 2020. Joar Dalheim, LR’s Project Manager, said, ‘It is great to continue our involvement with the Peregrino field and with Equinor as a key client. Our work will help ensure there are efficient barriers against fatalities, environmental spills and financial losses.’ Peregrino is a heavy oil field 85km off the coast of Rio de Janeiro in water depths of around 100 metres. It has been developed with an FPSO and two wellhead platforms and is Equinor’s biggest operated oil field outside Norway with a production capacity of 100,000 barrels per day.

Since then operators have run the DAV MX™ CircSub 11 times in geothermal wells, activating the tool on 13 occasions. This included a challenging onshore geothermal well in the Netherlands where the operator, running two DAV MX™ CircSubs, was able to boost annular velocity and optimise its hole cleaning process, not only increasing the volume of cuttings returns but also reducing the time to transport the cuttings to surface by around 75%.

Siemens to supply turbines for Canadian gas processing facility
Siemens has been selected to supply two SGT-300 industrial gas turbines for an established Montney producer in Alberta, Canada. The equipment order, placed by the customer’s engineering, procurement, and construction firm, marks the first application of an SGT300 turbine in Canada. The gas processing plant will be located north-east of Edmonton, and will be built alongside the company’s existing dehydration and compression facility. When completed in 2020, the plant will provide the customer with an additional 50m cubic feet per day of natural gas processing capacity and 30,000 barrels per day of condensate stabilisation capacity. The two SGT-300 units are expected to be delivered in late summer 2019, just 10 months after the initial order was placed. Commissioning is expected in autumn 2019.

Sparrows signs five-year servicing order with Pemex
Sparrows Group has signed a five-year blanket order with Mexico’s Pemex to service 41 of its cranes situated on assets in four of the Mexican national oil company’s developments. As the original equipment manufacturer (OEM), the first cranes were delivered by Sparrows in the early 1990s to support production in the Kumaza, Abkatun, Litoral de Tabasco and Cantarell fields. Sparrows will supply specialist technical personnel and has already commenced essential maintenance, inspection and upgrading work to ensure the cranes continue to operate safely and efficiently.
Sparrows cranes have been safely and reliably supporting Pemex’s operations for more than 25 years. The work will be supported by a team of Sparrows’ experienced engineers who specialise in mechanical, hydraulic, structural, automation, control, electrical and integrity disciplines. The firm will also supply all certified OEM components from its dedicated department in Houston. Sparrows Group Chief Executive Officer Stewart Mitchell said, ‘Sparrows cranes have been safely and reliably supporting Pemex’s operations for more than 25 years in the region.

Overseas events
The overseas events team has started 2019 with a bang! In January we took a group of 10 companies to Trinidad and Tobago, and Guyana, swiftly followed by another delegation of nine companies to Nigeria. February saw the EIC in partnership with the Department for International Trade (DIT) and Scottish Development International (SDI) take 10 companies on an overseas delegation to India with a UK pavilion at the Petrotech exhibition, New Delhi, as well as hosting the UK pavilion at EGYPS, where we welcomed seven companies to the UK pavilion. Finally we finished off February with an overseas delegation to Mexico in partnership with DIT, SDI and Subsea UK, where companies enjoyed a week of meetings and also attended the EIC Connect Mexico Energy Forum.

February started with the EIC membership and events team exhibiting at Subsea Expo in Aberdeen. With more than 6,500 visitors making their way to Europe’s largest Johan na Cam pbell subsea event it was a fantastic opportunity to support and connect with current EIC members as well as non-members. On 13 March, a free one-day thought-leadership event, DataFest, organised by Scottish Enterprise and supported by the EIC, SPE, OGIC and Skills Development Scotland is taking place in Aberdeen. Taking part are industry experts KCA Deutag, Schlumberger, Stena Drilling, Subsea 7, TAQA and Wood. EIC CEO Stuart Broadley will chair a number of sessions throughout the day which will be followed by a panel discussion and Q&A session. Major advances in refinery projects across Europe
In Croatia, INA Industrija Nafte DD has approved its three-year plan to upgrade the 90,000bbl/d Rijeka refinery at a cost of US$617m. Bilfinger secured two major contracts for ongoing refinery projects: a €36m EPC contract from Trans Europa Naturgas Pipeline for a deodorisation plant between Germany and Switzerland, and a maintenance and repair services framework agreement with Teknokon for Tupras’ Izmir Refinery in Turkey. Ineos has chosen Antwerp as the site for its proposed €3bn petrochemical complex featuring a grassroots ethane cracker and propane dehydrogenation unit.
Wylfa Newydd nuclear power plant project shelved
Horizon Nuclear Power, a subsidiary of Hitachi Ltd has decided to halt a major 3,000MW nuclear power project in Wylfa Newydd, Wales. After years of discussions with the UK government, Hitachi finally confirmed that a funding agreement cannot be made. Toshiba has also abandoned the Moorside nuclear plant project and Hitachi is now planning to suspend its Oldbury nuclear project. Hitachi has declared that nationalisation of the Wylfa project is the only way it could be revived, which would require the government to take a majority stake in the business.

Middle East news Regional update
I am delighted to take up my new role with the EIC, effective from January, and look forward to building on the tremendous work carried out to date by Terry and the team. Having Ryan M cPhers on known Terry for a number of years I am extremely honoured to be following in his footsteps. The support he has provided in helping me integrate into the team has been invaluable and he leaves me the task of replacing an industry stalwart with a network of contacts second to none. I have spent the last eight years living and working in the region, for a similar organisation led body (ITF) and latterly with an SME where I was able to successfully secure several contracts across the region. I will aim to utilise this experience in order to assist EIC members to the best of my ability. Hitting the ground running, week one in the role allowed me to accompany our trade delegation to Nigeria which was a tremendous success with over 30 meetings undertaken over the course of the week highlighting several potential opportunities and providing further insight into the energy market in the country. With only a few months to go, our signature EIC Connect event on 16 April is taking shape. The latest updates are available on our website. This event has achieved a tremendous amount of positive feedback over the years and has become a ‘must attend’: www.the-eic.com/EICConnect/OilGasBeyondUAE Our pavilion at ADIPEC is now sold out some eight months in advance which is testament to the size and scale of this event, now firmly established as the number one oil and gas show in the calendar. We will also be exhibiting at Middle East Electricity, 5-7 March, in Dubai. This event continues to have a focus on the power and renewables sectors showcasing the wide reach of our membership.

Expressions of interest for Fujairah F3 IPP received
The newly established Emirates Water & Electricity Company has received expressions of interest for the planned F3 independent power project (IPP) in Fujairah. The F3 plant will have a generation capacity of 2,200MW and will be located at the Fujairah power and water complex, 302km north of Abu Dhabi. The selected developer will own up to 40% of a special purpose vehicle company set up to develop and operate the plant.
Three favourites for Borouge FEED contract
Three firms have emerged as frontrunners for the contract to execute the front-end engineering and design (FEED) for the fourth expansion of the Borouge complex in Abu Dhabi’s Ruwais. According to sources, Spain’s Tecnicas Reunidas, UK-based Wood Group and Italy’s Maire Tecnimont are in a race to win this first part of what is expected to be a project worth US$4.5bn. The Borouge 4 plant will include the world’s largest singletrain mixed-feed steam cracker and associated petrochemicals derivatives.

Asia Pacific news Regional update
We had the honour of meeting the Minister of Energy for Thailand, His Excellency Dr Siri Jirapongphan on 21 February. The Deputy Azman Director of the Department Nasir for International Trade Thailand, Mr Mark Smithson, was also part of the delegation to brief the minister on the upcoming EIC Connect Energy Thailand, which is scheduled for 16 May 2019. The minister expressed his full support for the event and has agreed to grace the occasion by giving a keynote speech to welcome UK companies and EIC members. This was followed by another courtesy visit to the Deputy Governor of Electricity Generating Authority of Thailand (EGAT), His Excellency Mr Patana Sangsriroujana, on 6 March. Mr Patana has also kindly agreed to give a short presentation on the subject of Thailand’s power development plan at our EIC Connect Energy Thailand event. In late March we will meet with the CEO of PTTEP, Mr Phongsthorn Thavisin, to invite him to take part in the event and seek PTTEP’s support for EIC Connect Energy Thailand. On 12 March, together with the Department for International Trade Vietnam in Hanoi, EIC Asia Pacific organised the Low Carbon Energy Future for Vietnam event with 30 UK companies and 60 Vietnamese companies within the renewable and power sectors in attendance. The event was officiated by the Vice Minister of Energy of Vietnam and the UK Ambassador to Vietnam, Mr Gareth Ward. A total of 15 speakers from the various industry players currently operating in Vietnam gave briefings and shared their development plans with the delegates. Following the Vietnam event, we attended the Asia Pacific Wind Energy Expo in Kaohsiung City, Taiwan from 13 to 15 March and met several member companies in the country. Ten consortia compete for LNG infrastructure projects in Indonesia Indonesian state-owned PT PLN announced that 10 consortia have passed the pre-qualification stage of the tender to select contractors for the development of LNG infrastructure facilities to support gas power plants under construction or already in operation in five locations in the Papua and West Papua provinces.
Aramco to invest US$1.6bn in Korean refiner Saudi Aramco plans to invest up to US$1.6bn for a nearly 20% stake in South Korean refiner Hyundai Oilbank, expanding its foothold in one of its biggest Asian buyers of crude oil. Hyundai Oilbank has a refining capacity of 650,000 barrels per day.
CNOOC’s comeback in the offshore wind sector
China National Offshore Oil Corp (CNOOC) is planning to move back into the offshore wind sector this year to further develop its clean energy portfolio after a long period of inactivity in the sector. The government plans to include the development of seven large-scale wind power generation bases in Gansu, Hebei, Jiangsu and Jilin provinces and the Xinjiang Uygur and the Inner Mongolia autonomous regions in 2020.

North and Central America news Regional update
We were delighted to deliver the inaugural EIC Connect Mexico Energy Forum in Mexico City last month. Speakers included the British Ambassador to Mexico Corin Robertson and ASEA Executive Director Dr Amand a Duho n Luis Vera. Panel sessions discussing the future of Mexico’s energy market and how to address supply chain gaps included representatives from Grupo Mexico, Kiewit, Petrofac, RPS Energy, Shell, UK Export Finance and Wood. Market players such as Arendal, BHP Billiton, Dragados Offshore and McDermott provided company briefings advising delegates how to do business with them in Mexico. The event received about 100 delegates and took place within the margins of a successful trade delegation to Mexico which the EIC delivered in partnership with the Department for International Trade, Scottish Development International and Subsea UK. Now the EIC Houston team is focused on the third edition of EIC Connect USA, taking place on 26 September. This event will focus on bringing together the UK supply chain with major global energy contractors and operators to discuss upcoming projects. The conference programme provides an overall market outlook so that SMEs can consider their long-term business goals in the region. Speakers will include key influencers working on the various stages of major energy projects as well as specialists in procurement, supply chain management, engineering, HSE and project management.

Mexico approves new upstream strategy
Pemex’s board of directors has approved a new contracting strategy to develop 20 new oil fields without a bidding round; circumventing the tendering process established by Mexico’s energy reform. Under the restricted invitation model, three companies will be invited to bid. The fields will be separated into one onshore and four offshore groups with contracting activity taking place until late-April 2019. All of the offshore fields are in shallow waters and have combined reserves of 400MMboe – primarily light crude oil.
TransCanada to divest Coastal GasLink pipeline
TransCanada has advanced its previously announced plan to sell up to 75% of its stake in the US$6.2bn Coastal GasLink natural gas pipeline project after hiring RBC to manage the sale. On completion, the 670km, 48in diameter pipeline will supply 2.1Bcf/d of natural gas from northern British Columbia to LNG Canada’s US$31bn Kitimat LNG export terminal.
Scout Clean Energy completes Texas financing
Scout Clean Energy – a subsidiary of Quinbrook Infrastructure Partners – has completed financing of its planned Ranchero onshore wind farm. The 300MW project will be constructed in Crockett County, Texas, utilising up to 120 GE 2.5MW wind turbines, each featuring a 127-metre rotor. Up to 200 jobs will be created during the construction phase, which is set to commence immediately. Start-up is expected by the end of 2019. EIC Senior Regional Analyst Pietro Ferreira joined the EIC trade delegation to Guyana in January. The second stop of the trade Mission to Trinidad and Tobago, and Guyana, Amand a Duho n took place in Georgetown and featured meetings with the key players behind the massive Liza discovery, including ExxonMobil, Saipem and SBM Offshore. Government authorities also provided their views on this watershed moment being experienced in the Guyanese economy. Meetings with operators, contractors and local companies emphasised not only the business opportunities created by the first development phase of the Liza field, but also the great potential offered by the recent discoveries on the Stabroek Block. The second edition of the Brazil Energy Future Summit will take place in September 2019 in Rio de Janeiro and is progressing well.

US sanctions on PDVSA
The Trump administration has issued new sanctions on Venezuela’s national oil company PDVSA. These prohibit the company from doing business with most American entities, effectively banning Venezuelan oil exports to US refiners such as Valero and Chevron. The move comes after various countries in the Western hemisphere declared support for opposition leader Juan Guaidó, recognising him as Venezuela’s interim president.

Photovoltaic power plants are expected to replace gas-fired facilities as Chile’s third most important source of electricity in 2019.

Colombian O&G sector to receive US$5bn boost
The country’s oil and gas sector will receive US$4.95bn in E&P investment in 2019, according to the Colombian Petroleum Association (ACP). Companies operating in the country are expected to focus on drilling activities in order to increase its dwindling reserves. Colombia’s oil reserves currently stand at 1.8bn barrels, which only covers demand for the next five years at current production levels.
