Sector analysis All eyes on Africa Due to the significant volumes of gas and oil discovered at the Greater Tortue-Ahmeyim (GTA) and SNE fields, Senegal and Mauritania is gearing up to become a significant new greenfield market in West Africa plus a potential new LNG hub given the three phases of the GTA development currently in the pipeline. Between the two countries there are enough hydrocarbon reserves to power the whole of Africa for seven years. With major international companies such as Baker Hughes GE, BP, Kosmos Energy and TechnipFMC establishing in-country offices in the cities of Dakar and Nouakchott, and the expectation of over US$40bn in CAPEX over the next five years, the industry’s mood is overwhelmingly positive. To Senegal and Mauritania’s credit, while they have every reason to view their future as bright, they also appear to be mindful of the mistakes made by their hydrocarbon-rich neighbours in the past, who have suffered economic and political instability as corruption charges, rising inflation and increased inequality have followed their own discoveries. Statistically, Senegal, the lead in the joint enterprise between itself and Mauritania, has one of the most stable democracies in Africa, headed up by an internationally educated geologist and former CEO of Petrosen, President Macky Sall. It also has the fourth largest economy in West Africa, with major trade flows into India and Europe. It seems determined to build up international co-operation and goodwill by reaching out to Algeria, Ghana, Mauritania and the Netherlands for advice. Lawmakers in Senegal have also recently approved a reformed Petroleum Code and several local content regulations, among these is the requirement for its NOC, Petrosen, to have a minimum of 10% equity in all contracts, rising to 40% under specified conditions. Local content in the future could reach 40%, an example of this being the EPCI package awarded to the Saipem-Effiage Genie Civil Marine consortium for GTA. While local content laws will not be retroactive, they will certainly apply to the phases of GTA and SNE Deepwater, which have yet to reach FID. Senegal has also begun looking into ways to turn the future revenue inflows from its oil and gas resources into investment opportunities for its other sectors such as agriculture, electricity and infrastructure.

However, an issue that Senegal may face over the next five years is substantial financial debt service obligations. On the back of the new petroleum reforms, Petrosen is required to participate in project expenditure in the same way as other operating companies. Petrosen’s working interest in the GTA project will require investment of US$1.62bn; US$1bn of which the NOC is attempting to get Woodside and Cairn Energy to cover before the end of 2019. A similar issue delayed the FID of the first phase of GTA to December 2018; Senegal’s inability to fund its working equity in the project eventually prompted BP to cover the sum. Another challenge is the enforcement of fledgling local content regulations. The populations of Senegal and Mauritania are overwhelmingly young: over 60% is under the age of 25. The local content laws are therefore necessary to support the creation of jobs for both countries’ people, around 48% of whom are unemployed, as well as prevent a future skills shortage in the region by narrowing the skill gap early and creating institutes such as the National Senegalese Petroleum Institute (INPG) to teach transferable skills and train to international standards. If international companies are willing to improve their relationships with local SMEs, and contribute towards the development of the region’s workforce, this could prove to be a worthwhile long-term investment. Despite these challenges, with revenues from the GTA and SNE Deepwater projects estimated to bring in over US$1bn per year for Senegal based on a conservative US$38.7/bbl average oil price, Senegal has a substantial financial safety margin associated with its future economic plans, indicating that in the long-term, its dream of becoming a major LNG hub will become a reality. The Amodil Group is privately owned and supplies stainless steel long products from its two stockholding subsidiaries Amodil Supplies and Olarra UK. Formed in 1976 the group has grown to be the largest UK stockholder of stainless steel bar, billet, tubular and wire products with over 6,000 tonnes at its Kidderminster site. It also exclusively represents leading European mills, enabling the company to offer almost any combination of size, grade, finish, length and tolerance from production.
Amodil has had a great start to 2019, can you tell us about it?
Q
So the year is going very well so far. What do you have planned for the rest of it?
Over the last couple of years we’ve invested heavily in our stockholding facilities and services to look after our core customer base while also pushing for new business and it all seems to be paying off. We often hit the ground running after the Christmas break but this year everything seems to be coming together nicely and fortunately for us it’s not down to any individual thing: through Q1 we’re above budget in nearly every department.

To keep doing what we’re doing; our stock’s turning over nicely and we’re hoping it continues. We’ve got a couple of new products we’re looking at too and are currently running a couple of trial orders for 17/4PH bars and also starting to sell more hollow bars, both of which we’re looking at the possibility of stocking in the near future.
Q
When talking about the future, you can’t avoid Brexit. Amodil deals with lots of European suppliers. Have you been affected to date? Do you have any contingency planning in place?
A

Which products or services have seen the biggest growth?
In the main our standard 304/303/316 grades have been moving nicely but we’ve also seen an upturn in duplex orders which are directly related to oil and gas work. Stockholders have been happy to place larger orders to beat the price increases and a few of our larger end users have seen an upturn in demand. On top of this we’ve also done well to land a few big project orders which is always the icing on the cake for us.

Coming into 2019 we knew we were entering uncertain times and the only way we could guarantee some protection to our business and continuity of supply to our customers was to ensure we had stock on the ground. We invested in over 150 new racking locations and made floor space for more than 1,000 tonnes of larger bars and made sure we filled it before the end of March. We’ve now got the biggest stock we’ve ever had and with the increase in demand, it’s all paid off. With regard to the future, we’ve represented most of our mills for over 25 years – business always has its bumpy patches but our relationships with our suppliers are as strong as ever. Despite all the doom and gloom you see in the news, we still remain optimistic.

Bureau Veritas, Kongsberg Maritime and offshore service provider Bourbon have announced the successful testing of a new solution for dynamic positioning (DP) system performance and redundancy audits – a first in the maritime industry.
Developed by Kongsberg Maritime in collaboration with Bureau Veritas and Bourbon, the DP Digital Survey application runs on an industrial data management system that ensures unprecedented data consistency for the verification of installed systems. It acquires information directly from the DP system and delivers it to auditors via a secure cloud infrastructure, allowing compulsory surveys to be conducted remotely. Kongsberg Maritime’s new DP Digital Survey application offers a distinct advantage for vessel owners utilising the remote survey tool to collect a comprehensive quantity of test execution and completion evidence.

Global Energy Group acquires Apollo Offshore Engineering
Leading oil and gas service provider, Global Energy Group (GEG) has acquired a majority share of Apollo Offshore Engineering (Apollo). As part of the deal, GEG has combined the brownfield engineering capability of Apollo with its Integrity and Construction division, which is one of the leading brownfield modification and construction providers in the North Sea. The combined business forms an integrated EPC contractor, named Global Engineering and Construction (Global E&C). With a combined headcount of approximately 900 personnel, Global E&C will be the only fully integrated EPC contractor in the UK oil and gas market that is exclusively focused on the brownfield OPEX space. As part of the acquisition, Apollo’s consultancy business will continue to operate under the existing brand and will offer technically led engineering services.

National Space Centre and Nylacast launch mission to develop future engineers Engineering firm Nylacast has become one of the first sponsors of the National Space Centre’s IGNITE scheme, focused on developing future scientists and engineers. Proserv sells drilling services business to C-Automation
Leading controls technology company Proserv and C-Automation, a manufacturing and field services provider specialising in pressure control systems, have announced the sale of Proserv’s worldwide drilling services business, which was formerly known as TIC, to C-Automation Inc. Following on from our Scottish and Southern Annual General Meetings (AGMs) we are delighted to welcome new committee members in both regions. Members who Jo Cam pbell have joined the Scottish Committee are ABB, Blaze Manufacturing, Bodycote Surface Technology, Expro North Sea, Glacier and Oceaneering. The new members on the Southern Committee are Actavo, Brainnwave, Monaco Engineering Solutions and R&M Electrical Group. We look forward to working with all our regional committees and hosting the Northern AGM later in the year. It is a busy start to the month for the team in all regions. Europe continues to dominate downstream sector
A number of countries have gone on refinery contracting sprees. In the Czech Republic, McDermott secured an EPCM contract to upgrade Unipetrol’s hydrocracking unit at the Litvinov refinery. Borealis trusted its €90m EPCM and commissioning contract to Maire Tecnimont for a 750,000 tonnes per year grassroots propane dehydrogenation plant at its existing production site in Kallo, Belgium. Aker Solutions shook hands with Preem to carry out feasibility studies on a carbon-capture technology to feature at the 228,900bbl/d Lysekil refinery in Sweden. Aker will also conduct pilot testing of carbon capture and design a full-scale carbon capture plant for the refinery’s hydrogen production unit. In Budapest, Hungary, the Frames Group has been awarded a contract to provide desalting equipment for the 166,500bbl/d Duna refinery.

Middle East news Regional update
By the time this goes to print I will have completed the illustrious first 90 days in the role during which time I have been significantly impressed Ryan M cPhers on by the level of activity that the EIC is engaged in within the region. This was very well illustrated in the efforts from our team in responding to a last minute request, and the willingness of our members to participate in a briefing with HM Ambassador to Iraq, Mr Jon Wilks in conjunction with our colleagues at the DIT. Over 40 member companies attended and a report detailing the key findings from the event, kindly sponsored by GAC, is available on request should any members wish to drop me a note. In seeking to collaborate with some of our partners in the region I attended the Saudi renewable energy trade mission alongside 21 UK firms. This was arranged by the Saudi British Joint Business Council and provided a tremendous insight into a growing sector in the region. This partnership approach has the potential to be of great value to our members as we seek to disseminate the knowledge gained while seeking out business opportunities that can have a positive impact. Once again, our signature event EIC Connect Oil, Gas & Beyond event, that took place last month, was a resounding success for approximately 300 attendees, many of whom travelled from outside of the region. Work has now started on both the tenth edition in Abu Dhabi while also expanding this successful format to other areas in the region – watch this space for more information! On a final note, Ramadan will take place in May and June, during which followers of the Islamic faith refrain from eating and drinking during daylight hours. Business hours may be reduced in some cases. Members should be aware of this special time of the year and we wish all our members in the region, Ramadan Kareem. Eni publicises 2019-22 strategy with strong Middle East footprint
The latest four-year plan from Eni revealed that a number of projects will be sanctioned in the MENA region. In 2019, the Italian supermajor plans FIDs for Dalma, Hail & Gasha and Umm Shaif phase one, all in the UAE. In 2020, the A&E Structures and the Bouri Gas Utilisation project in Libya are expected to be sanctioned. During 2021 and 2022, another three projects are forecast to be sanctioned in the UAE: Lower Zakum LTDP-1, Umm Shaif LTDP-1 and UDR Gas. Looking further ahead, between 2023 and 2030, another three project extensions will be sanctioned in the UAE: Lower Zakum LTDP-2, Umm Shaif LTDP-2 and Umm Shaif Gas 2 as well as the D, F and Q Structures in Libya.
ADNOC completes firstever competitive block bid round
ADNOC has awarded the 35-year exploration rights for Abu Dhabi Onshore Block 4 to Japan’s INPEX CORPORATION and Block 1 to an Indian consortium of Bharat Petroleum Corporation and Indian Oil Corporation. The companies will hold a 100% stake in the exploration phase and will then have the opportunity to develop and produce any discoveries, with ADNOC keeping the option to hold a 60% stake in the production phase. These two awards conclude Abu Dhabi’s first-ever competitive block bid round, which also saw Offshore Blocks 1 and 2 awarded to a consortium comprised of Eni and PTT Exploration and Production Public Company and Onshore Block 3 to Occidental Petroleum.

Thailand plans world’s largest floating solar farms
Thailand is planning to develop the world’s largest floating solar farms with a combined capacity of 2,700MW. EGAT will install 16 solar facilities in nine of its hydroelectric dam reservoirs by 2037. The complexes will also be coupled with a lithium-ion battery storage system in the future. Bidding for the first project from the batch is planned to be launched in May 2019 and is open to international companies.
TechnipFMC’s win in Merakes
Eni has awarded a large integrated engineering, procurement, construction, transportation and installation contract to TechnipFMC for the Merakes project, located offshore Balikpapan, Indonesia. The contract is estimated to be valued up to US$1bn and covers five deepwater wells and their 50km tie-back to the existing Jangkrik floating production unit. The project scope includes subsea trees, a manifold, large bore deepwater high pressure flexible lines, umbilicals, flexible risers, flowlines and jumpers.
PTTEP makes gas discovery offshore Australia PTT Exploration and Production Public Company (PTTEP) has made a successful discovery of gas and condensate at Orchid-1, the first exploration well in Permit AC/P54 located in the Timor Sea, Australia. The drilling of Orchid-1 was undertaken to a total depth of 2,925 metres where the well encountered gas and condensate with net pay thickness of approximately 34 metres.

North and Central America news Regional update
Last month, the Houston office hosted the Upstream Mexico: Understanding the New Energy Business Environment training session. Following on from the country’s energy Amand a Duho n market reform (EMR) over five years ago, the Mexican oil patch has become quite complex with the privatisation of over 100 oil fields. The course provided an overview of the changing energy market and detailed the key players, new regulations and challenges in the post EMR era. We received 12 delegates for this interactive training consisting of members and non-members from operators, contractors and service providers. Given that it was a sell-out event we may well run this course again in the future. This month we look forward to receiving about 50 companies exhibiting on the UK pavilion at OTC. We are celebrating our 19th year at OTC showcasing the very best in innovative products and services which the UK has to offer the offshore oil and gas industry. At the time of writing, we have several pending confirmations from operators and contractors to take part in one-to-one meetings on the Monday and Tuesday, as well as DIT officers joining on Wednesday to meet with exhibitors to discuss opportunities in Brazil, Mexico, Guyana and Venezuela. We look forward to another successful OTC and providing valuable support to members and non-members attending. We are delighted to welcome a new colleague to our Houston team, Lisa Kandala. Lisa will take forward regional events in the North and Central America region as well as providing key support for the Houston EICLaunchPad service. Chevron, ExxonMobil ramp up Permian Basin production
Chevron and ExxonMobil have each announced plans to significantly ramp up production in the Permian Basin. In its growth strategy, Chevron has added nearly 7bn barrels of resource and increased its estimated production of unconventional net oil-equivalent to 600,000bbl/d by 2021 and 900,000bbl/d by 2023. ExxonMobil’s estimated resource is approximately 10bn barrels of oil equivalent in the region, which is expected to increase on further analysis. ExxonMobil is actively building infrastructure at 30 sites to support its increased planned production of up to 600,000bbl/d of oil and 1bn cubic feet of gas per day by 2024.
KBR secures Goldboro LNG contract
KBR has been awarded a technical verification and open book estimate EPC award for Pieridae Energy Canada’s LNG US$7.45bn Goldboro LNG project in Nova Scotia province, Canada. The scope of the project includes the review of and update of the project’s previously completed FEED study. KBR plans to enter an EPC on the project’s FID, expected by March 2020.
Mexico advances tender for Dos Bocas refinery
Mexico is making progress towards the construction of its planned US$8bn, 400,000bbl/d Dos Bocas refinery in Paraiso, Mexico. Groups invited to participate in the tender include KBR; Bechtel and Techint; WorleyParsons and Jacobs; and Technip. Construction is expected to begin in May or June 2019.

Brazilian government studying plans for new nuclear plant
Brazil’s Mines and Energy Ministry has announced that a new nuclear power plant could potentially be built in the state of Pernambuco, located in the country’s Northeast region. It is understood that the chosen site, in the city of Itacuruba, could accommodate up to six reactors, with a combined installed capacity of 6.6GW. The facility would cost approximately US$30bn. The announcement is only an indication of where new nuclear facilities could be installed, however, with no immediate plans to execute the project.

Argentina renewable energy auction to take place this year
Government authorities plan to launch a third RenovAr energy auction in 2019. Designed for wind, solar, biomass and small hydropower projects, the first two RenovAr auctions have awarded PPAs to 6GW of new renewable capacity over the last few years. Originally scheduled for 2018, plans for a third auction have taken longer to materialise due to a shortage of transmission capacity as well as economic difficulties affecting Argentina.
