During the event the EIC, in conjunction with UKTI, hosted a Breakfast Briefing on Opportunities in Mexico, where speakers from PEMEX, Schlumberger and Grupo Diavaz spoke about how to do business in the country following the recent Energy Reforms.

Pemex advised UK companies of its newly established Chief Procurement Officer’s Office, detailing how relationships with suppliers and contractors will be managed following the reforms. Schlumberger provided more specific detail on the operating environment and supply chain requirements for the territory, and finally the Mexican contractor Grupo Diavaz provided some insight on setting up strategic alliances. The briefing provided critical business information for those looking to supply to Mexican oil and gas developments. EIC members can obtain a copy of the presentations from: membership@the-eic.com We were also delighted to welcome Energy Minister Michael Fallon and Andrew Millar, Consul General Houston, to the UK Pavilion, who visited EIC members to discuss their export strategies. Back in the UK, Mr Fallon also addressed EIC members at our showcase on the UK Outlook for Carbon Capture and Storage (CCS), held at our Head Office in London. With speakers from leading developers which included Shell and Capture Power, the showcase enabled members to find out more about plans for CCS developments in the UK following the FEED awards on both the Peterhead and White Rose CCS projects. Mr Fallon hailed CCS as a necessary part of the UK’s energy mix to meet low carbon ambitions. He also highlighted the opportunity to create a global export market for the UK supply chain, with a vision of a UK-based CCS industry that goes beyond these two projects. Looking at other low carbon technologies the recent announcement that the UK Government has awarded Contracts for Difference (CfDs) for eight renewable energy projects which include five offshore wind projects, two biomass conversions and one dedicated biomass plant has been a much needed boost to the industry. To promote the EIC member offering in this arena the EIC had a stand at the All-Energy event in Aberdeen in early May and will also be present at RenewableUK’s Global Offshore Wind 2014 on 11-12 June in Glasgow. Interconnectors – back on the UK agenda While the debate on how the UK can best meet its energy needs intensifies, there is agreement that energy should be affordable, reliable and less damaging to our environment. The potential of getting more connected with the wider European energy market through increased cross-border electricity transmission links presents a promising solution for UK power supply. Interconnection projects have been slow to get off the ground in recent years, but a combination of rising energy bills, the threat of power cuts, and changes in the regulatory structure, have put interconnectors back on the agenda. Significant progress is being made in preparing for greater electricity interconnection, with strong support from the UK Government, European institutions, Ofgem and its European counterpart, and developers coming forward with project proposals. The UK currently has four interconnectors totalling 4GW capacity; 2GW to France through the interconnector known as IFA, 1GW to the Netherlands (BritNed) and two links, Moyle and East-West, of around 500MW each to the Irish grid. This represents approximately 5% of total installed electricity generating capacity, which is relatively small and would need to be doubled to enable the UK to get closer to the European benchmark of covering 10% of its generation capacity with interconnectors. This could result in cost savings of approximately £1 billion a year, by giving the UK access to lower energy prices and often cleaner electricity from the continent. The economy would also benefit from new jobs in planning, construction, operation and maintenance. Although there is still work to be done on the detail of the regulatory and legal frameworks in order to secure investment for new interconnector projects, there is broad support for its development. DECC’s policy statement in December 2013 ‘More interconnection: improving energy security and lowering bills’ emphasises that Government supports an appropriate increase in interconnection capacity. DECC’s support has been underpinned by public statements from the Secretary of State, highlighting the importance of facilitating investment in the ‘physical links’ that make the interconnections possible. As well as the proposed 10% interconnection benchmark, European support has also been demonstrated through the inclusion of interconnectors in the ‘Projects of Common Interest’ process, a scheme supported by a Europe-wide ten year network development plan (TYNDP) to facilitate decision making across the electricity transmission network. Additionally, the European Commission has included the role of interconnectors in its draft Guidelines on Environmental and Energy Aid. www.the-eic.com

Both the UK and Belgian energy regulators have been collaboratively developing a new ‘cap and floor’ regime for project NEMO, the proposed interconnector between Belgium and the UK, for which most of the planning, consenting and engineering design work has already been completed. The ‘cap and floor’ regime is being designed to offer prospective investors greater certainty and built-in flexibility so that it can be used for multiple new projects with different timeframes, costs and complexity. Ofgem is also undertaking further policy development and an impact assessment for the Integrated Transmission Planning and Regulation (ITPR) project, covering the different options for system planning and investment delivery, with consultation on initial proposals on all aspects of the ITPR project scheduled for Q3 2014. EICDataStream is tracking eight other planned interconnectors between the UK and other markets, including ElecLink, a project to design, install and operate an HVDC 1,000MW electricity interconnector between France and the UK via the Channel Tunnel, IFA2 which will be a 1,000MW HVDC link between the French and UK transmission systems expected to be operational by 2020, and potential construction of a 1,400MW subsea interconnector between the UK and Norway under a project called NSN. Some of these projects were proposed a long time ago, but now that the focus in the UK has shifted, it is looking more likely that they will be taken forward. A report released by National Grid in March 2014 recommends that now is the time to act and deliver new interconnection, pointing out the multiple potential benefits and concluding that the UK is in a well-placed position to build on the successful momentum developed to date, to secure the necessary regulatory and investment decisions for new projects. Although it is recognised that more needs to be done from a regulatory perspective to facilitate interconnection, there is a compelling case for the UK to focus its attention on investing in the ‘missing links’ with its European neighbours. Statoil’s US$17.5 billion Johan Sverdrup development in the Norwegian North Sea. The contract has been awarded as a sub-contract by Aker Solutions who was awarded a US$105 million FEED contract for the development in December 2013. Indonesia and the US have also been hotspots for FEED activity, with two FEED contracts awarded by BP for the topsides and the hull of the semi-submersible to be deployed on its US$12 billion Big Dog project offshore Gulf of Mexico, and two FEED contract awards made on the US$800 million Ande Ande Lumut and the US$1.4 billion Jambaran, Tiung Bru developments in Indonesia.
The number of major contract awards across the global oil and gas industry has experienced steady growth during the last quarter (Q1: January-March 2014), rising to 132 contract awards, a 15% increase compared to 115 in Q4 2013, but a sizeable 38% decrease on the 212 contract awards made in Q1 2013.
Upstream
Subsea/SURF Activity Indonesia and Brazil have accounted for a large portion of Subsea/SURF contract awards, together accounting for 50% of such contracts across four upstream developments in Q1 2014. Activity in Brazil includes two contracts awarded to Technip for the supply of flexible lines for FPSOs to be deployed on the US$12 billion Lula & Cernambi project and the US$2.4 billion Sapinhoa Norte project, and one awarded to Subsea 7 for the installation of umbilicals, jumpers and associated structures at Shell’s US$2 billion Parque das Conchas complex. In Indonesia, Eni awarded two Subsea/SURF contracts for work on the Jangkrik gas field development, one to FMC Technologies for subsea systems, and the other to Technip for the engineering, procurement, commissioning and installation of 36km of flexible risers and flowlines, 195km of pipeline and subsea equipment.
In Q1 2014, a total of 48 major contracts (EPC, FEED and Subsea/SURF) were awarded across 38 upstream developments, rising 36% from 33 awards in Q4 2013, and decreasing 55% from 102 contract awards in Q1 2013. A total of 24 EPC contracts, 13 FEED contracts and 11 Subsea/SURF contracts were awarded.
Midstream
In Q1 2014, a total of 38 major contracts (EPC, FEED and PreFEED) were awarded across 29 midstream developments, comprising of 31 EPC contracts and 7 FEED contracts. There has been no movement in the number of major contracts awarded since Q4 2013, with 38 contract awards made in both quarters, but there has been a decrease of 29% from the 54 major contract awards made in Q1 2013.
EPC Activity The UK, Oman and the Asia Pacific region have been hotspots of activity, together accounting for 10 EPC contracts across six upstream developments. In the UK, Wartsila secured an EPC contract to supply a 62MW FPSO topside power module for the US$4 billion Kraken development; OGN was awarded a contract to build the process module for the US$820 million Alder Gas and Condensate field; and Allseas is set to carry out decommissioning of the topsides on the US$250 million YME decommissioning project. Further east, BP awarded three EPC contracts for work on the US$16 billion Khazzan and Makarem gas field development in Oman. The contracts were awarded to Petrofac and CCC for the surface facility package; Jacobs for the development of the southern sector of Block 61; and Galfar E&C for the civil works. Further EPC contracts are expected to be awarded on the project in the near future. In the Asia Pacific region, Total awarded three EPC contracts for onshore work on the US$200 million Maharaja Lela Jamalulalam field development in Brunei, while a joint venture (JV) between Chiyoda, Hyundai Heavy Industries, PT Tripatra and Saipem was awarded an EPC contract for the FPU to be deployed on Eni’s US$4 billion Jangkrik gas field development, offshore Kalimantan.
EPC Activity North America, Australia and Russia have been hotspots of activity, together accounting for 15 EPC contracts across 11 midstream developments. Midstream EPC contract awards in North America have been dominated by LNG liquefaction and export terminal developments. In Canada, a JV between Fluor and JGC was awarded a contract to build the US$4.3 billion Kitimat LNG export terminal, while in the US a further five contracts were awarded on the US$7 billion Cameron LNG facility

EIC Monitor In Canada, three of the five EPC contracts awarded were for work on the US$8 billion Phase I of the Sturgeon refinery project near Edmonton in Alberta. Here, Tecnicas Reunidas was awarded a contract for the sulphur plant and the light ends recovery unit, WorleyParsons for a tank farm, piperack and flare units, and Jacobs for cooling water, waste water and steam plants. Downstream EPC contracts in the MENA region have a broad geographical spread, with a total of eight contracts awarded across five countries. Activity here has been dominated by Kuwait, where four contracts have been awarded for EPC work on the country’s three active refinery projects: Mina Abdulla, Mina Al-Ahmadi and Al-Zour. The most lucrative contract here in Q1 2014 was a US$4.8 billion contract awarded to a joint venture between GS E&C, JGC and SK E&C to carry out the EPC work for the upgrade and expansion of the US$9 billion Mina Al-Ahmadi refinery. Contracting levels are expected to remain high in Kuwait into the next quarter as tendering and bidding continues on these three refinery projects. Elsewhere in the MENA region, EPC contracts were awarded in Egypt, Iraq, Kazakhstan and Saudi Arabia for projects on the US$4.8 billion Tahrir petrochemicals complex, the US$6.5 billion Karbala refinery, the US$1.6 billion Shymkent refinery upgrade, and the US$19.3 billion Sadara chemical complex respectively.
and the US$1 billion Louisiana LNG plant, both in Louisiana. On the latter, operating company Louisiana LNG Energy awarded three EPC contracts covering turnkey construction of the plant, balance of plant and LNG storage tanks. In Australia, contractor Monadelphous secured three EPC contracts on Australia Pacific LNG’s US$22 billion Gladstone CSG to LNG project, covering construction of the upstream gas processing facility and installation of a pipeline compression facility and an interconnection facility. In Russia, two EPC contracts were awarded: one to a consortium of Vinci and Entrepose for the supply and construction of LNG storage tanks to the Novatek-operated US$27 billion Yamal LNG project, the second by Gazprom to Saipem for construction of the first link of the US$39 billion South Stream gas pipeline. FEED/Pre-FEED Activity Canada has been a hotspot of activity this quarter, with three FEED contracts awarded to Stantec, Jacobs and WorleyParsons for various work on Enbridge’s US$1 billion Woodland pipeline extension. The project will extend the pipeline from the existing Cheecham terminal to the Edmonton terminal to move output from Imperial Oil’s Kearl oil sands project. FEED work is also set to begin on two floating LNG (FLNG) projects following the award of contracts in this quarter for the US$300 million Kakinada FLNG terminal in Andhra Pradesh, India, and the US$1 billion Iraq FLNG project for which a location is yet to be decided.
FEED Activity The Middle East region also dominated downstream FEED contracting activity in Q1 2014, with five FEED contracts awarded across Oman, UAE and Saudi Arabia. In the UAE, Emirates National Oil Company is pushing ahead with the US$300 million Jebel Ali condensate refinery expansion in Dubai, while Abu Dhabi Oil Refining Company continues to progress the US$10 billion Ruwais refinery grassroots expansion in Abu Dhabi. On the former, KBR has been awarded a FEED contract for the expansion, while on the latter, Tebodin Consulting Engineers has been awarded the FEED for the routing of safety valve discharges. In neighbouring Oman, Foster Wheeler was awarded the FEED work for the US$15 billion Duqm refining and petrochemical complex, and US-based contractor CB&I was awarded the FEED contract for the US$3.6 billion Liwa plastics project. There was also considerable downstream FEED work contracted out in the US, where shale production continues to drive growth in downstream developments. Apart from one project in Ohio, projects in the US have been concentrated in the Gulf States with FEED contracts awarded for the US$1 billion Beaumont methanol plant and the US$500 million Cedar Bayou Normal Alpha olefins expansion project in Texas, and the US$3 billion Louisiana ethylene cracker in neighbouring Louisiana. Here, Lotte Chemical has been awarded the FEED for the MEG plant, while the FEED award for the cracker is expected imminently.
Downstream
In Q1 2014, a total of 46 major contracts (EPC, FEED and PMC) were awarded across 39 downstream developments, rising nearly 5% from 44 awards in Q4 2013 and in Q1 2013. A total of 31 EPC contracts, 12 FEED contracts and 3 PMC contracts were awarded.
EPC Activity North America and the MENA region have been hotspots of activity, together accounting for 21 EPC contracts across 17 downstream developments. Leading activity was the US, where eight contracts were awarded for EPC work on a series of petrochemical plants. KBR and CB&I were particularly successful, securing two contracts apiece: KBR for the US$720 million Lone Star project in Texas, and CB&I for the US$2.1 billion Donaldsonville nitrogen fertiliser complex expansion in Louisiana and the US$500 million Mont Belvieu Propane Dehydrogenation (PDH) unit in Texas.

PMC Activity All downstream PMC contracting activity took place in the Middle East this quarter with two awards placed with WorleyParsons and Engineers India for the US$850 million Sohar PTA/PET complex and the US$3.6 billion Liwa plastics project respectively. A further award was made to Foster Wheeler for the US$5.7 billion Petkim Aliaga Star refinery in Turkey, which will have an overall capacity of 10mtpa.

without any additional surface preparation with a 24 hour overcoat window. In-service post-curing ensures a rapid return to service, contributing to dramatically reduced downtime. Due to improved rheology, the new linings exhibit superior flow and levelling, enabling accurate control of the film thickness, while the light colours facilitate easier inspection of the lining after application. Rubbery domains that inhibit crack propagation have been incorporated into the polymeric structure of Belzona 1523 and Belzona 1593 to provide increased impact resistance and flexibility, so that they can withstand the extreme temperature and pressure variations of the severe operating, maintenance and transportation conditions they are subject to. Belzona has introduced its new technologically advanced high temperature process vessel linings. Having recognised that linings can be a controlling factor in the vessel’s service life, Belzona has contributed to their protection by basing the development of the latest 1500 Series epoxy coatings, spray applied Belzona 1523 and hand applied Belzona 1593, on new polymer technology. This polymer technology exhibits very high resistance to a wide range of chemicals and provides excellent adhesion to all rigid metallic substrates, ensuring long-term corrosion protection even under immersed conditions at high temperature. DNV GL has been awarded a major verification services contract with Apache. The contract, which has a primary term of three years, and two one year extension options, involves operations and project verification for all Apache’s North Sea assets; Beryl A and B and Forties A, B, C, D and E. With the new contract in place, DNV GL offers a range of verification services to Apache, including risk-based verification (RBV) with the ultimate aim to ensure that field developments are designed, constructed and installed in accordance with project objectives. RBV is a structured, systematic process using risk and cost-benefit analysis to strike a balance both between technical and operational issues and between safety and cost. This provides the ability to focus the verification effort where the contribution is most cost-effective and provides the required assurance towards stakeholders and regulatory authorities that projects are implemented right the first time.
Damper Technology Ltd (DTL) has opened a new facility in Laval, Quebec, to serve the North American market for both domestic installations and global projects. The operation in Canada is supported by the DTL Head Office in the UK and existing infrastructure of Orbinox Canada. Dräger Safety UK has officially opened its multi-million pound dedicated safety centre in Bridge of Don, Aberdeen to meet growing customer requirements. Dräger has expanded its firefighting, rescue and safety (FRS) equipment training space, including the Breathing Apparatus and Gas Detection maintenance area, and has doubled the size of the workshop and warehouse space. A third lecture suite has also been introduced, as well as the development of an IT suite for e-learning courses. Ellis has designed and developed Triton, a two-in-one cable guide and clamp, to assist in the installation and retaining of seven large diameter high voltage (HV) cables for the offshore electrical substation that forms part of Siemens’ HelWin 2 project, above. HelWin 2 is a 690MW offshore HVDC platform that provides low-loss transmission between the North Sea offshore wind farm, Amrumbank West and Germany’s onshore grid. It is due to be operational in 2015. Ellis’ Triton cable guide and clamp works in two stages. Firstly the cables are guided by it into their final location, while trumpeted entry and exit points ensure the cable is not damaged when fed through particularly sharp angled turns. Once the cable is laid correctly, the top half of Triton is removed, a fixing piece installed directly onto the cable and the top half re-secured, thus turning the guide into a fully-functioning HV cable clamp. Power management company Eaton has launched a new software programme that allows customers to conveniently select and configure Eaton’s NZM or IZM circuit breakers or switch-disconnectors to their specific needs. The new Circuit Breaker Configurator software provides access to Eaton’s database of several thousand MCCB ACB products and accessories for the simple design and construction of the switchgear. The software is suitable for the creation of switchgear used in industrial, power, marine and offshore applications. The new software provides a user-friendly interface that guides individuals through the ordering process. Customised switchgear can be designed with either IEC or UL/CSA application standards and specified to the user’s desired voltage and frequency. Users can also select the required protection task of the circuit breaker or switchdisconnector including cable or line protection, motor protection in thermomagnetic or electronic configuration. All permissible combinations are included in the new software, thereby reducing the danger of the switchgear being built and installed with specifications that do not meet the basic requirements for the application. Prosafe and BG Group have agreed a change to the Safe Bristolia accommodation support vessel work programme in 2014 to allow inclusion of a contract award from ConocoPhillips Petroleum Company UK Ltd for the provision of the vessel at the Judy platform in the UK sector of the North Sea. Operations at Judy are planned to commence this month for a firm period of 4 months. Thereafter, from September 2014, the Safe Bristolia will relocate to BG Group’s Everest platform for a firm period of approximately 3 months. Reflex Marine’s four-person personnel transfer device, the FROG-XT4, has been launched in Stavanger, Norway. The FROG-XT4 provides comfort and safety to passengers, wider operating parameters and higher capacity transfers than its predecessor. It has a smaller footprint and more compact design making it easy to store and more cost effective to ship. The lifting points are now at eye level and are easier to access and inspect, making it simple to ensure the safety of the unit before each transfer. The new stretcher mounting system makes it capable of being deployed quickly in medical evacuation situations (MedEvac), a crucial feature in emergency scenarios. The launch into the Norwegian market was timely with the new NORSOK R-002 standard, which includes a section specific to personnel transfer carriers. This is the most detailed guidance on carrier design published in the Norwegian sector to date and highlights of the September 2013 revision include: carriers should be able to operate up to at least 3 metres significant wave height; not less than two people to be transferred in the carrier; passengers should be seated; carriers should float in an upright position.
Coatings for the corrosion under insulation (CUI) petrochemical market have been unveiled for Europe, Middle East and Africa by Sherwin-Williams Protective & Marine Coatings. With high heat resistance up to 650ºC, the Heat-flex High-Temp 1200 is successful in America because of its effective applications to carbon steel or stainless steel – either insulated or uninsulated – in a variety of uses. The next generation product for the petrochemical market is available from the Sherwin-Williams plant in Bolton, Greater Manchester. Project applications include pipes, tanks, vessels and stacks in offshore and marine installations, power plants, refineries and major chemical industry facilities.
The benefits emerging from tests and initial projects include no adhesion loss, no blistering with faster drying and re-coating and savings in time throughout without compromise to quality and durability. The inert multipolymeric matrix coating outperforms alternatives in combating CUI and in high heat applications and can be applied in situ or by transporting for application, offering a hard initial film and less vulnerability to damage during the process. Heat-flex High-Temp 1200 has been tested under the boiling water test, with no adhesion loss, no blistering and increased flexibility, and the CUI test, during which it had no adhesion loss after 80 cycles, an excellent rating for rust and excellent rating for blistering. Overseas Delegations
Overseas Delegation to Azerbaijan 10-14 March 2014 The EIC led a delegation to Baku, capital of the Republic of Azerbaijan, one of the fastest growing economies in the world thanks to a rapid rise in oil and gas revenues. The delegates met with a number of companies to give an overview of the oil and gas industry. Key projects included the Shah Deniz Stage 2 project, the Trans-Anatolian Gas Pipeline (TANAP) and SOCAR OGPC, which will consist of a gas processing plant, currently in FEED phase, with throughput capacity of 10-12 billion cubic metres per annum and a refinery plant with a capacity of 10 million tonnes per annum. The State Oil Company of Azerbaijan (SOCAR) is involved in exploring oil and gas fields, producing, processing and transporting oil, gas, and gas condensate, marketing petroleum and petrochemical products in domestic and international markets, and supplying natural gas to industry and the public in Azerbaijan. Foster Wheeler has a permanent presence, with the JV formation SOCAR-Foster Wheeler Engineering LLC, with activities centred on SOCAR OGPC Phase 1 (GPP) & 2 (PETR) & 3 (REF) including FEED and FEED activities for the new gas processing plant (GPP) and the utilities and off-sites, part of the planned worldscale oil, gas and petrochemicals complex at Garadag. AMEC entered the market in 1997 providing support to BP Exploration (Shah Deniz). AMEC’s current portfolio in-country includes the renewed Offshore Brownfield Engineering contract (EMS) for the next 13 years to include onshore scope. KBR will provide PMC services for the FEED phase of the OGPC GPP. KCA Deutag has drilling contracts for the Azeri-Chirag-Gunashli platform, and covers platform drilling operations and maintenance services on the Central, East and West Azeri, Chirag, Deepwater Gunashli and Shah Deniz platforms. The delegation met with local companies as part of the visit; Azerenerji, the largest Azeri electrical power producer; the Azfen JV (SOCAR and Tekfen) who are heavily involved in Shah Deniz II including construction of topsides, the onshore terminal facility and a 351km pipeline. With the largest fabrication yard in the region, the Azfen JV has also been awarded the South Caucasus Pipeline Expansion Project by SOCAR along with another successful bidder. Encotec, an Azeri EPC contractor who developed the Baku shipyard; and service providers Rapid Solutions, MST and The Human Resource Company (HRC), all gave perspectives of operating within the Azeri market. Two networking events over the week, a networking reception at HMA Irfan Siddiq’s residence, and a second reception hosted by the British Business Group at the ‘Flame Towers’ Fairmont hotel, attracted a large contingent from the local industry. In conclusion the delegation will quantify the prospects for each of the respective companies. It is clear that there are diverse and definite opportunities for UK companies over the coming months and years. Overseas Delegations are designed to enable the UK supply chain to target revenue opportunities in a supportive business environment. Delegation Reports Overseas Delegation to Malaysia 17-21 March 2014 The EIC recently facilitated yet another successful market visit to Kuala Lumpur, Malaysia to explore the range of business opportunities on offer within the oil and gas sectors. Malaysia holds proven reserves of approximately 5.8 billion barrels of oil and 2.4 trillion cubic metres of gas. The Government’s objective is to increase aggregate production capacity by five per cent every year up to 2020 to meet domestic demand growth while sustaining crude oil and LNG exports to overseas markets. In the Asia Pacific region, Malaysia aims to be the number one oil and gas hub by 2017, taking advantage of its strategic location at key shipping lanes as well as strong economic fundamentals in China, India and within South East Asia. With Petronas’ renewed emphasis on maximising domestic oil resources, a series of projects involving chemical enhanced oil recovery (CEOR) technologies were launched in offshore Sabah and offshore Sarawak. An investment of US$12 billion over 30 years will cover nine oilfields in the Baram Delta off Sarawak and four fields in the North Sabah development area. These investments are expected to extend the life of the fields beyond 2040 to raise the fields’ recovery factor from 36% to 50%. About 750 million barrels of oil reserves are expected to be recovered through the development. During the week it became clear that although already hugely established, Malaysia is going from strength to strength, and is the ‘hub’ of South East Asia. The delegates enjoyed a range of meetings, with both national and international operators and contractors, gaining invaluable advice, contacts and information. Companies visited included: Murphy Oil Corporation, AMEC Larista, SapuraKencana Petroleum Bhd; Dialog Systems Sdn Bhd; Malaysia Petroleum Resources Corporation (MPRC); MMC Oil & Gas Engineering Sdn Bhd and Petrofac Malaysia Limited. A trade networking reception at the Director of UKTI’s private residence allowed for industry specific introductions, and served as a great follow up for the delegates to talk to people that they had met at presentations and meetings earlier in the week. With the growth of the energy sectors in Malaysia set to continue well into the future, the visit to the market was well timed for UK companies looking to do business in the country. May always begins with one of the signature events of the EIC, the Offshore Technology Conference in Houston. OTC continues to attract a cross section from the world’s oil and gas sector with the number of visitors hovering around the 100,000 mark. For this year’s event, the Dubai office has been publicising our offering of serviced incubator offices which represent an ideal solution to companies looking to set up here but are hesitant of cost in case things don’t work out as expected. All the bases to legally operate here are taken care of with no huge financial risks to take into account. Looking ahead, it was disappointing that the Overseas Delegation to Libya had to be postponed but given the current level of uncertainty across the country, a decision was reached to put things on hold for the time being and we’ll wait to see how things develop. It is nevertheless a market to keep on one’s radar for the future. Later on in the month we will be embarking on our first Overseas Delegation to Angola. An interesting market with lots of potential for UK companies but like a lot of other similar markets in Africa, it is not without its challenges of bureaucracy, difficult local content policies plus possible corruptive practices that need to be avoided. We’ll provide a report on the outcome as soon as we can. Two more events to be aware of for May are a new training course and a business presentation from Danagas. The training course covers the Fundamentals of Subsea. This is a course that has been successfully delivered both in the UK and our Houston office and as the trainer happened to be here in the UAE at the time, we decided to give this a try, hoping that it will become a regular feature of the training programme that we are rolling out over the coming year. Danagas is a well-established operator based in Sharjah and has significant assets in Egypt and Kurdistan as well as in Sharjah itself. It is continually expanding its asset base and we are looking forward to hearing how they engage with the supply chain. The last event that should be brought to your attention is ADIPEC. It is the premium oil and gas event not only for the region but it is becoming a very global affair that is starting to challenge OTC in significance. The UK Pavilion is almost on a par with OTC and we are very confident that 2014 will see yet another record breaking attendance. At the time of writing, there are a small number of stands available but if you are planning to attend and be part of our group, then you are urged not to delay any further. The event is an ideal showcase for companies looking to establish themselves within the regional oil and gas community. In addition to the UK Group, it is also our intention to have an ‘ice breaker’ UK reception on the night before it starts, Sunday 9 November. This would be an excellent event on which to sponsor through branding and marketing exposure and support. Further details are available on request.

Renewable energy boost for South Korea State-run Korea Electric Power Company (KEPCO), jointly with six power generation companies, will invest a total of 42.5 trillion won (US$4 billion) by 2020 to build renewable energy generation capacity up to 11.5 gigawatts. The energy produced by the seven companies by 2020 will be 72% of the total renewable energy volume of 15.9 gigawatts. KEPCO aims to increase the share of renewable power generation to 61.2% from the current 19%. Wind power will account for over 50%, followed by tidal power, solar power and other new energy sources.
Australia offers 30 offshore blocks The Australian government has offered 30 blocks across four basins in the waters offshore the Northern Territory, the Territory of Ashmore and Cartier Islands and Western Australia under the 2014 Offshore Petroleum Exploration Acreage Release. Of these, 26 blocks are available for work programme bidding – split into two rounds – under the usual licensing round format, while four blocks offshore Western Australia are ‘available for cash bidding’. Areas are located in a range of water depths and vary in size and level of existing geological knowledge.
PTTEP buys out Hess in Thailand Thai oil and gas company PTTEP has taken over Hess’ operations in Thailand in a US$1 billion deal. Under the terms of the deal, PTTEP has fully acquired Hess subsidiaries in Thailand, Hess Thailand Holdings II Limited (HTH) and Hess Exploration Thailand Company Limited (HETCL). The deal will give PTTEP an additional 15% share in Block B12/27 and Block G7/50 of the Contract 4 Project, taking its total stake in the project to 60%. The Contract 4 Project covers natural gas fields in the Gulf of Thailand where the current production is approximately 387 mcf/d of natural gas and 17,528 bbl/d of condensate.
New Zealand offers blocks New Zealand has launched the country’s third annual licensing round – offering eight onshore and offshore blocks. The blocks cover a total area of 405,000 square kilometres, including three onshore blocks in the East Coast Basin, Taranaki Basin and West Coast Basin, while the offshore blocks on offer are in the ReingaNorthland Basin, Taranaki Basin, New Caledonia Basin, Pegasus-East Coast Basin and Great SouthCanterbury Basin. Myanmar acreage awarded The Ministry of Energy in Myanmar has awarded 10 deep water blocks and 10 shallow water blocks to the following: Deepwater – BG Asia Pacific, Woodside Energy, Chevron, Oil India Limited, Mercator Petroleum, Oilmax Energy, ROC Oil, Berlanga Holding, Transcontinental, Reliance Industries. Shallow water – BG Exploration and Production Myanmar, Woodside, Ophir Energy, Shell Myanmar Energy, BG Asia Pacific, Statoil, ConocoPhillips, Eni Myanmar, Total E&P and MOECO.
Pertamina to spend US$400m on drilling activities Pertamina’s upstream subsidiary PT Pertamina EP will spend US$400 million on drilling activities involving up to 87 development wells in 2014 as it seeks new hydrocarbon sources to maintain production. Most of the wells are located in the eastern part of Indonesia. Pertamina EP also intends to drill 12 to 14 exploration wells, each costing approximately US$15 million. Pertamina’s oil production is currently around 119,000 barrels per day, below its 2014 target of 128,000 barrels of oil per day, while the target for gas is 1,071 million standard cubic feet.
Limbayong oil discovery Petronas and Shell have made an oil discovery offshore Sabah, Malaysia. The discovery was made in the Limbayong-2 well during the appraisal of the Limbayong gas field by Shell. The appraisal well encountered 136 metres (446 feet) of oil bearing sands, and there are plans to conduct more appraisal work on the discovery to determine its recoverable volume. The drilling of Limbayong-2 was carried out by a consortium of Shell Malaysia (35%), ConocoPhillips (35%) and Petronas Carigali (30%).
Joint UK-Singapore laboratory launched Singapore’s Agency for Science, Technology and Research (A*STAR) and the UK’s University of Southampton have officially launched a joint laboratory in maritime and offshore engineering R&D to develop innovative technological solutions through modelling and simulation using high performance computing technology to solve technical issues facing the maritime, energy and offshore sectors. The joint laboratory is located on A*STAR premises which will help promote engagement and scientific exchanges with researchers from other research fields such as those from the Singapore Institute of Manufacturing Technology (SIMTech) and the Institute of Materials Research and Engineering (IMRE).

Houston company to become largest producer in GoM Energy XXI is planning to acquire EPL Oil & Gas Inc to become the largest publicly traded independent producer on the Gulf of Mexico shelf. Energy XXI, headquartered in Houston, has doubled production in three years through acquisitions and the use of horizontal drilling to boost oil recovery. The combined entity will produce 65,000 barrels of oil equivalent per day, of which 70% will be crude.
EIC members continue to have success in the region and the interest in office space continues. Several of our current tenants have expanded their teams, STATS Group and Mentor have moved into their own facilities and FoundOcean has successfully opened a facility in Mexico. At the time of writing we have a total of 23 tenant offices, 17 are occupied which leaves us with 6 to offer. ExxonMobil expands shale research ExxonMobil has received tentative approval from the BLM (Bureau of Land Management) to undertake oil shale research, demonstration and development projects on federal land in western Colorado. The company is initially proposing a demo project southwest of Meeker in Rio Blanco County. ExxonMobil will attempt to commercially extract petroleum from oil shale by heating it underground and then pumping out the oil. The process involves hydraulic fracturing, filling the fractures with conductive material and then electrically heating the shale.

Texan universities to develop offshore wind technology The Texas Emerging Technology Fund has recently awarded US$2.2m to the Texas A&M University Wind Energy Center to help collaborating researchers from four Texan universities to develop offshore wind technology and bring it to market. The investment is contingent upon a US$50m award from the US Department of Energy and other funds from the wind industry. TAMU is a participant in the GoWind consortium, and the ultimate goal is to bring online a three-turbine, 18MW demo project at GoWind’s Gulf of Mexico offshore wind farm.

Occidental to become largest oil and gas acreage holder Occidental Petroleum Corporation has announced the separation of Occidental’s California assets into an independent and separately traded company. The new California company will be California’s largest natural gas producer and the state’s largest oil and gas producer on a gross-operated barrels of oil equivalent basis. This new company will be the largest oil and gas mineral acreage holder in the state with approximately 2.3 million net acres, and will have major operations in the state’s highpotential oil and gas basins, including Los Angeles, San Joaquin, Ventura and Sacramento. Occidental expects to complete the separation by the end of 2014 or the early part of 2015.

Jacobs to provide EPC services to 48 states Jacobs Engineering has received a project services contract from ConocoPhillips to provide EPC services for projects across the lower 48 states of the US. Jacobs’ scope of work under the terms of the contract includes front end studies and EPCM services for a range of ConocoPhillips projects. It is a three year programme with options to extend it for an additional four years.

Brazil bidding rounds to resume in 2015 The Brazilian government has hinted that a bidding round for exploration blocks will only resume in mid-2015. It is yet unclear whether the round will offer conventional blocks under the usual concession-based system or pre-salt blocks under the production-sharing scheme introduced last year. Government officials cite the need to readjust bidding rules as a cause for the delay. Three bidding rounds were organised last year, including one which awarded the giant Libra field to a consortium between Petrobras, Shell, Total, CNOOC and CNPC. Argentina reduces gas subsidies The Argentine government has announced that it will cut gas subsidies in the country by 20%, the first major reduction since their implementation in 2003. Funds previously spent on subsidies will be used in the construction of gas pipelines and distribution networks, among other infrastructure. Gas subsidies have long been blamed for the lack of investment in the country’s oil and gas market and consequent low production levels, as wellhead prices were kept substantially lower than the international average. The country today imports approximately 25% of its gas demand, which stands at 126MMcm/d.
It was delightful to be part of the UK Energy in Brazil event, brilliantly organised by UKTI, that took place in Rio in March gathering three trade missions, one of which was led by the EIC relating to Offshore Construction, with 20 delegates. The event and the gala dinner gathered more than 300 key contacts and allowed UK companies to interact with operators and contractors. Latin America to require 14GW per year Business News Americas has concluded that Latin America needs the introduction of 14GW of installed capacity every year over the next two decades in order to meet demand. The study expects electric power consumption in the region to double to 1.55TWh by 2035. Hydro power is expected to account for 40% of new capacity by 2035, with new hydro power plants set to require an investment of US$281 billion (£167.8bn).
