Inflation Management in Indonesia Price increase on some goods are allowed, while the price of some staple goods remain to be highly administered. The price of goods within the sectors of food and energy (and transportation as well) have been classified as the volatiles. A (TPI) team to monitor and control inflation in Indonesia has been set and running, across regions, provinces, and departments since 2005.

The responsible central government agencies are Bank Indonesia, Coordinating Minister in Economic Affairs, and Interior Ministry. In 2011, the 3 parties responsible for TPI to work out and perform 1

Sando Sasako signed an MOU. The respective numbered MOU was 13/I/GBI/DKM/NK, MOU-01/M.EKON/03/ 2011, 300-194/2011. It was dated 16 March 2011.

Previously, TPI was established with a Joint Decree (SKB) between Finance Minister (No.88/KMK. 02/2005) and Bank Indonesia Governor (No.7/9/KEP.GBI/2005) that expire after 1 year. In the second year and afterwards, TPI was set by the decree of Finance Minister that also valid for 1 year only.

As the whole operations require some territorial logistics and supports from other ministries, the government on 8 August 2017 issued a Presidential Decree (Keppres) No.23/2017 regarding National Inflation Controlling Team (TPIN, Tim Pengendalian Inflasi Nasional). Nine additional central government agencies include Ministries in Trade, Agriculture, Transportation, Energy and Mineral Resources, Development Planning (Bappenas), Public Works and People’s Housing, SOEs, Cabinet Secretary, and Kapolri.

Market Liquidity in Indonesia In terms of the total value of monetary operation, monthly market liquidity in Indonesia is averaging at Rp384t, ranging from Rp191t-Rp507t. In monthly monetary operation, the conventional banking industry shared a proportion ranging from 87.09% to 98.62%, and averaging at 94.91%; whilst open market operation shared a proportion between 37.87% to 94.15%, and averaging at 71.19%. Standing facility provided by Bank Indonesia to conventional banking industry shared a proportion between 4.12% to 50.75%, and averaging at 23.72%.

In monthly monetary operation, the islamic banking industry shared a proportion ranging from 1.38% to 12.91%, and averaging at 5.09%; whilst open market operation shared a proportion between 0.31% to 4.42%, and averaging at 1.83%. Standing facility provided by Bank Indonesia to islamic banking industry shared a proportion between 0.71% to 9.42%, and averaging at 3.26%.

Playing with Interest Rates Interest rates has been the play toys of all central banks worldwide. Once the required know-how, skills, and knowledge acquired, they have one thing in mind, deny and reject any chance, plans, urges, and the possibilities to print and distribute money physically. Once printed and distributed, central banks won’t have any power to control and seize them at will.

The lesser the supply of money outstanding and circulating outside of financial systems, the lesser their potential impacts to the funny money the central banks keep in their coffers and virtual vaults..

The more physical money circulating in societies, the lesser its value received and perceived in time.

People are and can easily throw their money just to fill their needs and wants at will.

As a result, the value of central banks’ virtual money degrades and deteriorates with some multiplying effects beyond the imagination and anticipation of central bankers. Most of all, the individuals running the central banks, likewise the central banks themselves, they have lost the credibility and reputation.

People will judge, sanction, and tweet: you can’t keep your pants up. It is for the boys. Whilst for the girls, the words tweeted will be like: You can’t keep your legs closed. Central banks won’t care the rampant bubbling assets, price of assets skyrocketing, that happening all over the world, but the price paid by the consumers, aka consumer price index (CPI).

During the American civil war, the lowered valuation of the printed money or the devalued currency was termed by inflation. It does not have anything to do with the rise in the price of goods. It is as the relative value of the coins and printed money becomes lower, consumers would need to give more money in exchange for the same goods and services as before.

Every time the money is thrown away, its value gets reduced, and the price of goods appears to rise and increase in time. The value difference between the 2 periods of time embedded in the currency is later called by the interest, the increase in capital gained and entitled to the owner of the goods. It is assumed that the intrinsic value of the goods remains unchanged and exchangeable.

So, to keep the value of the currency in tact, the central banks will treat both the physical money and their funny money as the precious commodities at all costs. The costs the central banks have to pay is called the interest. It is recorded as an entry in central banks’ database along with both the physical money entrusted to the central banks and the funny money the central banks breed.

In exchange of the money stored in the central banks, the central banks will issue some notification and/or certification, even some certificates of deposit, term deposits, repo and reverse repo. Central banks also operate as the usual and regular money changers, of course not in a small amount such as a dime or a penny.

Like any other loan sharks, the central banks act indifferently. Instead to seize, confiscate, and execute the collaterals of the defaulted loans, the central banks provide some loan extensions and lengthier terms and even some discounts to the interests. The discounted interest rate charged by the central banks to the banks borrowing money is later called as the discount rate, discount window, base rate, or repo rate.

As a comparison, the discount rate is higher than the federal funds rate. In the case of Indonesia, the term of discount rate applied to BI rate. As Bank Indonesia is more focused and prone to the money market whose players have been short-sighted, the discount rate now applies to BI 7-Day rate since 19 August 2016 effectively, after 4 months of tryout and transition.

Stop-Out Rate (SOR) is the highest discount rate resulted from auction in order to achieve the quantity target of SBI issuance. The fixed discount rate of SBI auction is determined solely by Bank Indonesia; or, variably. The variable SBI discount rate is proposed by the participants, in a multiplication of discount of 0.0625% (six hundred twenty-five per million).

In open market operations, the financial instruments provided by Bank Indonesia are SBI, SDBI, term deposit, and deposit facility (previously known as FASBI) as a standing facility. SDBI or certificate deposit of Bank Indonesia was offered initially on 30 August 2013. Other financial instruments provided by the commercial banks are repo and reverse repo of SBN (T-notes) and lending facility.

The lending facility provided by the commercial banks serves as a standing facility. The allowed marketable securities to be transacted is SBI, SDBI, and SBN. Similar analogues apply to the islamic banking industry in Indonesia, in which everything must be based on syariah principles as interest rate is considered as usury, forbidden, and illegitimate. The respective financial instruments are SBIS and SBSN.

The Money Markets in Indonesia It appears Bank Indonesia is not transparent enough to provide foreign exchange transactions data in its money market, particularly for the period of October 2014. As of this writing, the data appears to be ommitted intentionally, considering its significant value in average against rupiah money market, that is Rp 360t. The maximum value in FX money market for the period of January 2010 up to August 2017 occurred in July 2011. It was Rp 838.6t. Exclusive of the nil value, the minimum value of FX transactions was Rp 24.55t, happening in May 2010.

Considering the relatively low value of money market with syariah principles, the missing data or nil values are somehow acceptable. It can be said that Islamic banking industry in Indonesia appeared to be satisfied and content with their financial positions, at least for 2 months, i.e. in August 2010 and December 2010.

The average transactions value of Islamic banking industry in the money market was about Rp 530b, or 1.5‰ of the transactions value of FX money market. Exclusive of the nil values, the minimum value of syariah transactions in money market was Rp 10b, happening in October 2010; whilst its maximum value was Rp 1,625b, happening in March 2014.

The average transactions value of conventional banking industry in the money market in the morning session was about Rp 5.9t; with the minimum value of Rp 2.0t, happening in February 2012; and maximum value was Rp 11.9t, happening in March 2015. The average transactions value of conventional banking industry in the money market in the afternoon session was about Rp 7.3t; with the minimum value of Rp 1.8t, happening in December 2010; and maximum value was Rp 18.97t, happening in September 2015.

Some Background I was a little bit surprised by mid July 2017 to notify that Bank Rakyat Indonesia’s assets has exceeded Bank Mandiri as of April 2017. It led to other questions since when and how about the other SOE’s banks and Bank Central Asia. Some backtracking reveals that it was since October 2014, BRI’s assets began exceeding Bank Mandiri. Their assets were IDR 712.45 trillion and IDR 707.97 accordingly.

With IDR 1,000 trillion of assets, about IDR 996 trillion as of May 2017 to be precise, Bank BRI has transformed itself to be a behemoth, a gigantic animal. It means they are and get even hungrier, more starving than ever before. They’d call it, used to call it, pressures, burdens. Let me tell you about a fable, a tale.

Let me take you to the Discovery Channel, National Geographic Channel, or whatever you know and excited about. A whale. A shark. What do they tell you in common? Let’s change the animal type to a tiger and lions. One with an a, the other with an s. An individual versus a herd, the herd instinct.

Lions orchestrate their attacks on selected, particular individual buffalo, elephant, giraffe, or any prey. We know nothing on how they communicate, surely not in any human language, especially in English, how the herd pick and target the victim, one specific interest, potential candidate.

They slowly move, split, and distancing themselves whilst preparing and get ready to make an attack and ambush their prey. One prey. One big prey. Enough to feed them all, for some time.

It means that they must have been coordinating and planning and doing it on a regular basis.

Some regular basis. Silently. They need to eat to stay alive and preserve their lives.

Now, apply and implement the analysis on Bank Rakyat Indonesia. To begin with, we used to think simple. Do the math. Let’s see their structures. The assets, the capital, the debts, the cash.

How do BRI grab the cash? There are signs, marks, traffic, traffic lights, trafficking. What do they traffick?

Which one is worth? Which deal is worth the risk? The elephant risk? What is the most frenemy of an elephant? An ant. Talking about the ant is always associated with its herd. An army. An arm with a y letter. A bare hand. Ready to battle. At all times. There must be a queen. There must be scouts. There are logistics. Chains. Networks. How do ants operate? There are martyrs.

Okay. Let’s scrap it out. Enough for today’s lesson. and enlightenment.

The Authentication and Authorisation Some sites are heavily scripted. Some even have pushed to extract the HTML5 canvas image data as it can be used to uniquely identify our computer, for every user coming, requesting the site’s web server to respond. On the other hand, some browsers have been equipped with ‘no script’ add-on, just like the TOR browser.

Having identified the browser has disabled their unique script to function to run and perform and provide feedback as required and needed to extract user data’s credentials, the web server will launch and initiate a CAPTCHA to validate if a human is indeed making the request or not.

Some captcha can be figured out easily. Some are not.

Most Australian websites have been intentionally and notoriously denying computers’ access from Indonesian IP addresses. Some Australian domains can be easily tricked by using the TOR browser. Some others implement the captcha filter that is definitely can’t be figured out. To skip this ridiculous captcha, none is better than to disable the ‘no script’ add-on, restart the TOR browser, and revisit the url. The browser will tell you then that such web server is so eager to know your unique computer, such as MAC address or elses.

The user data credentials can take the forms of IP address, username and password, nonce, url, http method, or others required by the web servers. The IP address can reveal your identity, at least by internet service provider (ISP) name, domain name, client server name, hostname, organisational identities such as name and location (of originating access).

User data credentials are somewhat an authentication tool. As they are validated, the web server will provide some authorisation to the user, web surfer, to get access to the resources provided by the web server(s). The mechanics of authentication and authorisation is an internet protocol operating on the application layer, securing the data communication between the web server and the browser.

As the browser or the client is talking to the web server, the client presents a list of supported cipher suites (ciphers and hash functions). The browser is asking the web server to provide the information required, provided by or in the SERP. The web server will pick their desired cipher and hash function and generates cipher and session key.

The web server will respond by sending its identification in the form of a digital certificate, the SSL certificate. The certificate contains the server name, the trusted certificate authority (CA), and the server's public encryption key. Both client’s browser and web server will validate each other the information exchanged. Denied access is given immediately and directly by any party unsatisfied during the communication process.

For example, the browser will immediately display a warning from any link clicked within a website logged in or from any SERP. Even if you want to reset the password, the website’s server donot do what they claim to, such as sending a new password and/or a reset link. Here is the warning claim: “Deceptive Site! This web page at pdfsr.com has been reported as a deceptive site and has been blocked based on your security preferences. Deceptive sites are designed to trick you into doing something dangerous, like installing software, or revealing your personal information, like passwords, phone numbers or credit cards. Entering any information on this web page may result in identity theft or other fraud.”

On the other hand, the web server will take forever to respond to the request sent by the browser.

In late July 2017, the IDX web server refused to display the profile of BRI. Even the supposedly to display the company profile uploaded in pdf. Is my IP address also blocked to access the IDX website? The answer was a yes, as I knew then that the TOR browser with different IP address was granted access to see it thru.

In the meantime, Google Chrome team and Mozilla engineers had found that Symantec had misissued more than 30,000 SSL certificates, by doing shady SSL issuance practices. Google then announced an intention to gradually remove support for Symantec certificates in Chrome browser.1 Under Chrome's hood, Google will remove the Symantec's root SSL certificate. SSL certificates are like giant trees with countless of branches, all converging back to the root certificate. Once this certificate is removed, all certificates attached to this root will stop working too. It includes other CAs bought by Symantec such as GeoTrust, Thawte, and RapidSSL. Until Symantec revamps its SSL issuance procedures and comes up with a system that more secure and reliable, it's highly unlikely that Google will allow a new Symantec root certificate in Chrome again. In a similar decision, in November 2016, Google has untrusted the certificates of WoSign and StartCom.2

How this report proceeds and gets distinguished Like any other cashing in efforts, corporate raiders are more welcomed these days. Side businesses and moonlightings are the ones they are after. They're not trying to get messy with the parent company's businesses, but a more wide and deep access to the unthinkable on papers.

Capitalising on stock rides, either in upward and/or downward turns, is just a bonus.

The deep dives in this report are carried on to what had been published publicly by Bank Rakyat Indonesia, either legal documents and/or financial documents. Some intelligence gathering techniques3 have been implemented all the way down. Although, the term used in this report is not what actually defined by the MI5.

The MI5’s principal techniques for gathering intelligence are:4 1. Covert Human Intelligence Sources or “agents”. Agents are people who are able to provide secret information about a target of an investigation. Agents are not MI5 employees; 2. Directed surveillance, such as following and/or observing targets; 3. Interception of communications, such as monitoring emails or phone calls; 4. Communications data (including use of bulk communications data), information about communications, such as “how and when” they were made, which is usually obtained from communications service providers; 5. Bulk personal data, datasets containing information about a large number of people which can be accessed in a targeted way to identify or find information about subject of interest; 6. Intrusive surveillance, such as putting eavesdropping devices in someone's home or car; and 7. Equipment interference, such as covertly accessing computers or other devices.

This report tries to be a business intelligence report, providing new insights that can empower the reader of this report to make faster, more informed business decisions.
