Recent Updates… Spokane Valley City Council January 2, 2018

At a ceremony preceding the first City Council meeting of 2018, five members were sworn into office. Those members are, by position number, Rod Higgins, Position 1; Brandi Peetz, Position 2; Ben Wick, Position 4; Pam Haley, Position 5; and Linda Thompson, Position 7. Each was sworn in by City Clerk, Chris Bainbridge. Peetz, Haley and Thompson were previously sworn in when they took their place on Council upon certification of their elections, having replaced appointed Council members whose terms expired upon election certification. It was necessary for them to again be sworn in for a new term starting on January 2, 2018. The first order of business for the new Council was to elect a Mayor and Deputy Mayor. Rod Higgins was reelected to a second term as Mayor and Pam Haley was elected Deputy Mayor. Each is elected for a two-year term. The City of Spokane Valley’s Mayor and Deputy Mayor are not directly elected by the voting public. They are elected as council members, with the Council then selecting a Mayor and Deputy Mayor from among its members. Deputy City Manager, John Hohman, and Economic Development Manager, Mike Basinger, presented an update on the City’s Northeast Industrial Area. That story begins in 2012 with the creation of an Economic Development Committee composed of citizens at-large, tourism representatives, business leaders, and youth members. It was co-chaired by Councilwoman Brenda Grassel and Councilman Ben Wick. From the work of that committee came recommendations to: balance commercial, industrial and residential emphasis in the City’s plans for growth; expand sewer and water to undeveloped industrial land; develop annexation procedures; and build strategic partnerships. The City’s Business and Economic Development department undertook to work with Spokane County to extend sewer service to the vacant industrial land to the Flora/ Barker area, while the City concurrently widened and strengthened the roads. Having set the stage to make it easy for prospective businesses to locate in the expanded industrial park, efforts then moved to attracting those businesses. Through the combined efforts of our business development department, Greater Spokane, Inc., and the Washington State Department of Commerce, two very attractive manufacturing business are locating in the park. The first is Katerra, a manufacturer of wood laminates that employs cutting edge technology in opening a new direction in construction materials. The second is another manufacturing company which, together with Katerra, will directly deliver at least 300 jobs, while providing the economic base for many more indirect jobs. Council closed the evening with training on the Open Public Meetings Act and Public Records Act. While this training is mandatory every four years, the City provides the training annually. The Public Records Act requires that all City records be available for public access or inspection. There are exceptions, but very few. The Open Public Meetings Act is designed to ensure that discussions and actions affecting public interests are transparent and in open discussion. For a more complete explanation of the laws, please refer to RCW, Chapters 42.56 and 42.30.

CDA/North Fork: Good – Caddis patterns are working well right now for the trout on the North Fork, as well as some beaded nymphs and soft hackles. Clark Fork: Good – Stone flies and San Juans are the go-tos. Clearwater: Fair – Anglers are still catching a few keepers less than 28 inches. Drifting is the best way to catch your fish right now.

Columbia River: Good – Anglers reported the steelhead fishing to be slow. A plug would probably be your best bet. Bass fishing is slow. Grande Ronde: Fair – The river has melted a little and is reported to be fair. Try near the mouth of the river. Little Spokane River: Caddis patterns and parachute bugs are great picks. Remember to constantly mend your line to maintain the best presentation possible. Rocky Ford Creek: Fishing is slow but the river is producing a few fish. Use streamers, scuds or nymphs. Snake River: Fair – Steelhead anglers are drifting scented yarn balls and cured eggs above Heller’s Bar and are producing a few fish. Spokane River: Good – San Juan worms are working great right now. Local anglers reported using a beaded San Juan worm in a deep pool and catching a very nice rainbow trout. St. Joe River: Poor – Fishing has been very slow. Yakima River: No recent reports. Amber Lake: Closed for the season. Badger/Williams Lake: Closed for the season. Banks Lake: Good – The smallmouth bite is slowing down and there are no recent reports at all on any other species.

Eloika Lake: Ice has started to form and there have even been a few spots where anglers can go and ice fish. No recent reports on what is biting, though a small jig should work well. Hauser Lake: Average – Tiger muskies are hitting big swimbaits and big spoons. Try to burn the baits and get them to dart and mimic a fish. Lake CDA: Average – No recent reports. Lake Roosevelt: Good – Anglers are trolling orange colored Wedding Rings at a fairly slow rate (tipped with nightcrawlers) and catching some nice sized rainbow trout. Long Lake: Average – Fishing seems to be pretty slow. A local angler reported trolling a Wedding Ring with 3 colors of leaded line to catch a pretty quick limit of rainbows. Loon Lake: Closed for the season. Newman Lake: Average – Reports have shown ice by the public boat access. Try using a deep diving lure like a crank bait or weighted drop-shot for bass, and small jigs for crappie and other panfish. Pend Oreille: Good – Lake trout are being caught really deep in the water column. Anglers are using everything from big jigging spoons to blade baits. Silver Lake: Average – Ice is forming around the perimeter of the lake and anglers are using small jigs and corn to catch some small panfish. Sprague Lake: Ice is on the lake, but it is still questionable. Be cautious. No recent reports on what’s biting.

Clear Lake: Closed for the season.

Waitts Lake: Good – Ice is on the lake and anglers are using small jigs and night crawlers to catch them.

The winter season is here, and it’s important to get in the habit of taking care of your skin. Cold weather brings low humidity levels and dry air, which can suck the moisture from your skin, and without proper care, skin can become dry, cracked and irritated, causing discomfort. This winter, focus on a regimen that helps protect and hydrate skin so you can spend time enjoying the benefits of winter like family game night, snow days and snuggling by the fire. Hydrate Inside and Out. Staying hydrated during the hot, summer months is a given, but it is also important to remember that cold winter air can leave your skin parched. Should I log My ProPerty?

Property owners who have trees often ask whether logging would be the right thing to do if they are considering selling their property. The answer to that question depends on several factors. Will the logging significantly change the aesthetic value of the property? In other words, what will the property look like when logging operations are complete? Is the loss of aesthetic value worth the income you might receive, or will the logging actually enhance new growth and make the property safer from wildfire and open it up for better growth? Will the property be left with nothing but thick stands of worthless seedlings that need to be thinned? Every logging project will change the aesthetic looks of a property, but most can actually improve the looks if it is done carefully and properly. By contrast, some loggers have little concern for what is left when they walk away. Choose a logger who has a reputation for improving the property instead of damaging it. Most of us call that “raping the land” when someone cuts every possible marketable tree and leaves only the broken, misshapen or diseased trees, instead of leaving some of the best trees for seed and aesthetics and thinning out the undesirable or weak trees. While some stands of trees (all of the same age) may require an aggressive cut so that the remaining unprotected stand doesn’t blow down in the next windstorm, most stands of timber in this area have enough reprod (reproduction or young seedlings and second growth) to allow a property to look reasonably good when the loggers leave. Ask your logger about how they fall and skid trees before you hire them. They should have concern for protecting the remaining stand of reprod, instead of falling trees willy-nilly and damaging most of those as the marketable wood is removed. What the property looks like when they are done cutting and cleaning up the slash is very important. How will they clean up the slash? Will they pile it and burn it or will that be left up to you? Reseeding a variety of grasses once a logging job is completed is one way to keep noxious weeds at bay (whose oncedormant-seeds will now be exposed to new growth opportunities). If the question of whether to log prior to a sale is only about monetary gain instead of what will make the property better, then the motivation to log may be imprudent.
