3. Salmon: Omega-3 fatty acids can help the body fight inflammation, which has been linked to a host of ailments, including chronic fatigue. Salmon is also high in protein, which can eliminate the mid- to late-afternoon hunger pangs that can derail healthy diets and contribute to weight gain. 4. Beans: Beans are loaded with fiber, and that’s a good thing for energy levels. Like magnesium, which can also be found in beans, fiber takes awhile to digest, extending the energy-boosting properties of foods loaded with fiber. In spite of the growing movement to eat and live healthier, many adults still do not include enough fiber in their diets, consult your physician, but eating more beans is a good start.

TO THE CITY COUNCIL

SpokaneValley.org

We are pleased to bring you information on the City of Spokane Valley in the coming weeks and months. Our goal is to keep you informed as to the current issues and any future plans of this growing, thriving “young” city. – The Exchange

Recent Updates… Spokane Valley City Council January 9, 2018

In the first formal Council meeting of 2018, First Readings of two ordinances concerning 1) Chronic Nuisances, and 2) Unfit Dwellings were moved to a second reading. A nuisance case may be initiated several ways including observation by City staff, referral from another agency, or through receipt of information from citizens. The City’s Code Enforcement Officer will visit the property to ascertain if there is a violation; if there is, attempt to make contact with the owner or occupant to get voluntary compliance; if voluntary compliance is not forthcoming, a warning notice will likely be issued outlining compliance requirements. If compliance is not attained, the City proceeds with action steps culminating in legal action which may include the City, itself, abating the situation. In that case, the City will use whatever tools available to recover the cost of abatement.

This ordinance revision added provisions to deal with chronic (repeat) nuisance properties, such as drug houses, squatters, accumulations of garbage, health and safety hazards, etc. Working with the City Police Department and other law enforcement agencies working across jurisdictions, the new Code provisions defines criminal activity qualifying as chronic. Specifics of the ordinance can be found on the City website: www.SpokaneValley.org (Proposed Ordinance 18-001). Proposed Ordinance, 18-002, dealing with unfit dwellings provides yet another tool for a different type of nuisance abatement. The City has remedies for abatement, but cost recovery is limited under State law. State law does, however, provide an option to maximize abatement cost recovery on unfit dwellings, buildings, and structures. This revision is designed to take advantage of that provision. RCW Chapter 35.80 allows the City to recover abatement costs as a priority lien of equal rank with state and local taxes. Such cost recovery is limited solely to abatement of unfit dwellings, buildings, and structures, so it can’t be used for other types of nuisance abatement. A new proposed section of Proposed Ordinance 18-002 includes authority for the City to abate unfit dwellings, buildings and structures when voluntary compliance is not achieved. Cost recovery may be assessed as a lien against the property with equal status as state and local taxes. Public interest in removing chronic nuisances and blighted properties from neighborhoods attracted a large number of citizens attending the Council meeting to voice their strong support for measures that will provide protection from the criminal element attending those properties, as well as eliminating the health and safety hazards surrounding them. In other business, Council adopted a revised allocation of Lodging Tax Advisory Committee grants. Each year, lodging taxes collected by hoteliers are awarded to applicants based on the recommendations of the Lodging Tax Advisory Committee, subject to final approval by City Council. LTAC’s 2017 awards were revised by Council and returned to LTAC. LTAC, after deliberation, concurred with Council’s revised allocation. Annually, the Mayor, with Council approval, appoints Council members to the various committees requiring Spokane Valley representation. That list is available at the City’s website: www.SpokaneValley.org

Feeling secure at home is a priority for many people. Many people consider installing security systems in their homes to improve their sense of well-being. Whether one owns or rents, individuals may be surprised to learn that do-it-yourself security systems can be savvy investments. The right system can help people protect their belongings and their families, but sorting through the various security systems on the market can be a daunting task. While full-service setups that include professional installation and monitoring are available, some homeowners may want to investigate the highly customizable DIY kits now available. Some include personal monitoring, while others are self-install technologies with professional monitoring. Before getting started, homeowners and renters can ask themselves a few questions to help narrow down their options. • What is your budget? Professional installation and monitoring will likely cost more than DIY kits. • How large is the home? • Are you tech-savvy? • How frequently are you out of the home on vacation or extended trips? • Do you desire emergency response? • Do you want an entire package or just some deterrent devices? BE AWARE OF FRAUD & SCAM ARTISTS Watch out for buyers who offer more than your asking price or ask to have money wired back to them

Once men and women have answered these questions, it’s time to start shopping. Here are some DIY security system items that may be of interest. Smart Home Security Systems These home security systems connect to a home’s Wi-Fi network so they can be monitored and controlled using a smartphone app. Others may be accessed through an application on the internet. It is important to look for a system that has the extra security of technology that is not easily hacked.

OUR ADS WORK VERY WELL Please tell our advertisers that you “saw their ad in The Exchange”. Businesses like to know when they are spending their money wisely. Thank you for reading The Exchange

Security Cameras Some people may only want to watch the inside and outside of their residences. It can take mere minutes to set up wireless security cameras around the house. These devices connect to a WiFi network and give customers free access to a constant stream of video. Some systems make it easy for homeowners to listen in on what’s going on at home and even talk to anyone within the camera’s range. Others can be paired with cloud storage for recording video.

Professionally Monitored

Residents who are away from home frequently or are too busy to constantly monitor security systems may like the peace of mind of professionally monitored kits. Services like Frontpoint®, Link Interactive® and Scout® are just three that have affordable starter kits and video monitoring. Monitored alarm systems can be set to call the police or other emergency services if necessary.

Entry-Level or Advanced Systems Entry-level systems typically include a few door and window sensors, a motion detector and a hub that communicates with these sensors. This may be enough for someone in an apartment or small house. More extensive systems may include additional sensors, door locks, garage door openers, surveillance cameras, lights, sirens, and even water and smoke detectors. Do-it-yourself security systems represent a new wave to safeguard one’s belongings and family. I think Operation Dog Tag is a great program. I don’t have a dog presently but they are going to locate a suitable one. I personally hope they can nd a female Akita that can help me with many tasks. After I had the privilege of observing the group I could see how ODT helps veterans like us to connect back into society. I think somehow these dogs make life a little easier for those with chronic pain. Joe Scheffer, being a Vietnam combat vet with the USMC and certied dog trainer, also has the ability to relate with us, so that becomes a win, win situation. We also are able to participate in the training of our own dog and that appeals to me. I am excited and looking forward to nding my very own four legged “Battle Buddy.”

Creature Feature BENGAL CATS The Bengal breed of cat was introduced by breeding Asian Leopard Cats with domestic house cats. While the Bengal Cats being sold today are generations removed from their leopard-like ancestors, they are popular because they have retained the spotted pattern and brightly colored eyes of a wild cat. They are also popular among allergy sufferers, as their unique pelts (they don’t have hair) produce less dander than other domestic cats.

DOG OF THE WEEK Boris (36450630) came to us from Texas. During his time here, we have noticed that he takes a while to warm up and feel comfortable around people, so he needs calmness and gentleness when you’re getting to know each other. He’d like to go home with someone willing to give him lots of attention, socialization, and training. He’s a sweet little boy who will grow up to be a great dog, and he’s waiting for that special person to give him his forever home!

Exercise Ideas for You and Your Cat From SCRAPS

Curious Cat Curls Tie an elastic band to a toy around your dumbbells. As you curl, watch your cat go crazy to try to catch the toy as it ascends and descends. Toys Homemade or pet shop toys help to encourage your cat to get moving. Spend some time each day playing with your cat. Catch the Light Shine a flashlight on the floor and walls and let your cat play. Let Your Cat Post Scratching posts and cat trees entice cats to climb, which uses their muscles and naturally wears down the points of their claws. Hunting Put your cat’s food in different places each day (including on top of tall furniture) and bring out the hunter in your cat! Novel Ideas Keep the fun novel for your cat by trying stuff you already have around the house. Also plastic rings, empty toilet paper and paper towel rolls, stuffed animals, etc. Just be careful none of the household “toys” can become choking hazards.

By participating in a weight loss program with your pet, you can improve the quality of life for you and your pet through increased exercise, a strengthened human-animal bond, and a fun and motivating way to trim down together. Here are some ideas for outdoor and indoor play. Light Cardio Everyone knows that cats love to chase beams of light so why not get your heart rate up as well? Try jumping an invisible rope while holding flashlights in your hands aimed at the wall. You and your cat are sure to get a solid workout. Move the light beam up and down your wall or in circles and see your cat have a blast trying to “catch” it. Ever do sit-ups with flashlights in your hands? When you get to the top of the situp, hold your position and crunch your abs for a few seconds while moving the flashlight beams on your wall. Boxing Let your cat play in a box or paper bag. Empty boxes with holes cut into them make great “caves” and scratching toys, and crumpled paper, especially the tissue type that makes lots of noise, is great for batting around. Paper bags are fun for crawling into, too, but avoid the plastic bags; you don’t want to risk an accidental suffocation Obstacle Course for Cats If you have the space, set up a cat obstacle course in your home so that your cat can jump from place to place to get to the next perch. There are pre-made shelving systems that you can find online, or you can build a system of your own, with shelves that go from the floor to the ceiling in a step pattern. With some imagination and a commitment to spend at least a combined hour each day on your cat’s activity, you will find that both you and your cat are enjoying a healthier and more joyful life. CAT OF THE WEEK Whoopi (36072802) is energetic, but she will relax and cuddle with you if you want. She loves people, other cats, and peanut butter. She would do well as an indoor kitty, because she has chronic nasal congestion. She is healthy now, but when Whoopi was little she got sick and it damaged her eyes and nose (so they get runny sometimes). It doesn’t effect her energy levels though. She is very playful and ready for her forever home. FishinG rEport

CDA/North Fork: Good – Caddis patterns are working well right now for the trout on the North Fork, as well as some beaded nymphs and soft hackles. Clark Fork: Good – Stone flies and San Juans are the go-tos. Clearwater: Fair – Anglers are still catching a few keepers less than 28 inches. Drifting is the best way to catch your fish right now.

Columbia River: Good – Anglers reported the steelhead fishing to be slow. A plug would probably be your best bet. Bass fishing is slow. Grande Ronde: Fair – The river has melted a little and is reported to be fair. Try near the mouth of the river. Little Spokane River: Caddis patterns and parachute bugs are great picks. Remember to constantly mend your line to maintain the best presentation possible. Rocky Ford Creek: Fishing is slow but the river is producing a few fish. Use streamers, scuds or nymphs. Snake River: Fair – Steelhead anglers are drifting scented yarn balls and cured eggs above Heller’s Bar and are producing a few fish. Spokane River: Good – San Juan worms are working great right now. Local anglers reported using a beaded San Juan worm in a deep pool and catching a very nice rainbow trout. St. Joe River: Poor – Fishing has been very slow. Yakima River: No recent reports. Amber Lake: Closed for the season. Badger/Williams Lake: Closed for the season. Banks Lake: Good – The smallmouth bite is slowing down and there are no recent reports at all on any other species.

Eloika Lake: Ice has started to form and there have even been a few spots where anglers can go and ice fish. No recent reports on what is biting, though a small jig should work well. Hauser Lake: Average – Tiger muskies are hitting big swimbaits and big spoons. Try to burn the baits and get them to dart and mimic a fish. Lake CDA: Average – No recent reports. Lake Roosevelt: Good – Anglers are trolling orange colored Wedding Rings at a fairly slow rate (tipped with nightcrawlers) and catching some nice sized rainbow trout. Long Lake: Average – Fishing seems to be pretty slow. A local angler reported trolling a Wedding Ring with 3 colors of leaded line to catch a pretty quick limit of rainbows. Loon Lake: Closed for the season. Newman Lake: Average – Reports have shown ice by the public boat access. Try using a deep diving lure like a crank bait or weighted drop-shot for bass, and small jigs for crappie and other panfish. Pend Oreille: Good – Lake trout are being caught really deep in the water column. Anglers are using everything from big jigging spoons to blade baits. Silver Lake: Average – Ice is forming around the perimeter of the lake and anglers are using small jigs and corn to catch some small panfish. Sprague Lake: Ice is on the lake, but it is still questionable. Be cautious. No recent reports on what’s biting.

Clear Lake: Closed for the season.

Waitts Lake: Good – Ice is on the lake and anglers are using small jigs and night crawlers to catch them.

Downs Lake: Closed for the season.

West Medical Lake: Closed for the season.

Recently a bitter buyer walked away from a purchase that had been in escrow for several months. The lender had finally rejected the loan and the deal flubbed. Enraged and embarrassed by the process, the buyer severed all communications except for blaming everyone else for his failure to secure financing. At the beginning of the process, he had been given a pre-approval letter from an out-of-state lender who assured him that he could get a loan. After the rejection, he spewed vile comments about the lender that “had jacked him around,” revealing to me that he had suffered an acute misunderstanding of the process and had not been exactly honest with the lender. At the initial contact the lender could not substantiate anything the buyer had said over the phone. Their subsequent pre-approval letter basically said, “If everything you have told me is true, then you qualify for a loan”. The problem in this case was that the over-exuberant buyer had overstated his unsubstantiated credit worthiness and his ability to produce sufficient down payment. When the lender had to ask repeatedly for additional documentation, the buyer became angry with the process and failed to comply.

This story illustrates what many naïve buyers go through when beginning the purchase process and why they should carefully follow the instructions of a trusted Realtor®. Begin the process with a thorough consultation from a trusted source who can guide you safely through the process! In the above example, the buyer had struck a deal with a seller all on his own… and then tried to qualify. You should know that the process is not easy, especially if you have unresolved credit or debt issues. After the initial consultation your Realtor® can refer you to a trusted loan officer who will begin to verify all of the requested information. Be prepared to bring a basket load of documents! Once they have the chance to verify your income, savings, debt and credit score, they will be able to produce an approval letter which should be stronger assurance than a rushed pre-qualification letter.

Once that process is completed, the loan officer will relay information to the buyer’s agent that will get you started in the looking process. They will share how much money you can spend and what type of loan you qualify for so that you don’t chase an unobtainable dream or waste time looking at properties that don’t fit the loan type. Getting started the right way will save you a headache! fter a 37 year successful radio and television career in Spokane, Sacramento, Seattle, and Chicago I am a licensed realtor working with my amazing husband Steve Cain. Steve has been with Windermere North for 25 years and together we feel beyond blessed to be working side by side in a business we both love. The ability to meet wonderful people in person, whether they be sellers or buyers, has given us the chance to make lifelong relationships! With our two sons and two

daughters now young adults and on their own, we are able to devote 100% of our time to real estate. With this wonderful New Year 2018 upon us, we would LOVE to help you with any of your real estate needs. If you’re a first time home buyer we promise to take you step-by-step through the entire process! board hundreds, sometimes thousands, of boats while taking advantage of once-a-year pricing and boat show specials. Boat shows also provide an avenue to enjoy a taste of the boating lifestyle during the off-season, plus they offer educational opportunities and alternative ways to get on the water for novices looking to get their feet wet. Whether you want to fulfill that New Year’s resolution of spending more time on the water with family and friends, or are simply in the mood to escape the winter doldrums, Discover Boating, the national awareness program to help get people on the water, offers three tips to get started in boating at a 2018 boat show: • Escape cabin fever for the year’s best deals. Unlike auto shows, boat shows are the place to buy. Hundreds of new-year models are available to buy right on the show floor at some of the best prices of the year, with many exhibitors offering special show pricing and other incentives. Boat shows make it easy for you to shop all the region’s dealers in one location. Plus, it’s the perfect time to order a new boat to ensure it arrives ready to launch in the spring. • Test the waters. Boat shows are a great place to learn the ropes of boating and take advantage of onsite training, which is usually offered at little to no cost. Educational opportunities at boat shows include everything from knot-tying and DIY boat maintenance seminars, to sailing simulators and boating lessons. You can often find fun activities to entertain the family and get everyone into the outdoors, from practicing how to reel in a fish to learning to dock and more. • Look for the seal of approval. When shopping for a boat at a show, online or at a dealership, always check to make sure it is certified by the National Marine Manufacturers Association. An “NMMA Certified” seal means a boat has met strict industry standards for safety, construction and federal regulations, enhancing an improved and safer boater experience. Look for the NMMA Certified sticker near the helm of a boat, and find a full list of certified boat manufacturers at DiscoverBoating.com. Visit DiscoverBoating.com to find a boat show near you, a list of certified dealers and manufacturers, and unbiased advice for getting started in boating.
