Spokane Valley City Council March 24, 2020
The Council meeting opened with a Proclamation commemorating the anniversary of the end of the Vietnam War and honoring those who served. At its last meeting Council considered a proposed City code amendment (Ordinance No. 20-003) that would align the City’s determining the height of a fence in residential zones with other jurisdictions’ rules. This adjustment would allow increased flexibility in the design of a fence which may be installed where varying levels of elevation exist. Both the City of Spokane and Spokane County limit the height of residential fences to 6 feet, but don’t define the basis for how the height is to be measured. Some jurisdictions require the height be measured from the level at the base of the fence. Others require the height of a retaining wall, if applicable, be included when measuring. The City’s Planning Commission, on December 12, 2019 voted 7-0 to recommend that Council adopt a code text amendment (SVMC) 22.70.020 that limits the height of a fence to 6 feet and adds a new section, Section B, which allows for administrative variances. That leads into the corrected Section E which states, “The height of a fence shall be measured from the base of the fence.” Council reached consensus to vary from the Planning Commission recommendation of 6 feet and move the proposed code text revision to this first reading with the height changed to 8 feet to accommodate such concerns as addressing places where deer can jump above 6 feet and attractive nuisances such as swimming pools, thus justifying the allowable height of 8 feet. Motion passed unanimously. A resolution (Resolution 20-003) to update and clarify Spokane Valley’s Planning Commission Rules of Procedure focuses on clearly establishing the attendance requirements of Commission members. Resolution 20003 corrects administrative details and adds a new Section 5: Attendance. The new section addresses absences, excused absences, and leaves of absence, all of which are specifically defined in the proposed resolution. Basically, absences where the Commission member gives notice to the Building Official or Commission Secretary that he or she will not be present should suffice for the Commission to vote to excuse. Provision is made for correction of unexcused absences (3) which could lead to expulsion from the Commission. A procedure for obtaining a Leave of Absence, should one be necessary, is also set forth. Resolution 20-003 passed unanimously. In an agenda change, Council waived the rules for a motion consideration to award a bid for resurfacing Indiana Avenue between Evergreen and Sullivan. Inland Asphalt and Poe Asphalt submitted bids with Inland Asphalt winning the bid at $1,633,619.34. The Engineer’s estimated cost for the project was $1,977,452.41. With the virus-reduced traffic at the Mall, this is an ideal time for the resurfacing to take place. Construction is slated to start very soon. Electrical inspections and permitting in the City of Spokane Valley are performed by personnel from the Washington State Department of Labor and Industries. In the past, various electrical contractors had asked if those electrical inspections might be performed by someone other than that agency, perhaps by contracting with a private source or hiring additional qualified city staff. Council requested that local electrical service purveyors be queried to ascertain if there was interest in performing electrical inspections and code enforcement within their respective service areas. Representatives from Avista, Modern, and Vera stated they had no such interest. Inland Power did not respond. Those purveyors do not have on staff electricians who meet the minimum state mandated qualifications. In the meantime, most, if not all the reservations and complaints against the Department of Labor and Industry’s management of the inspection program have been addressed and resolved. Spokane Valley’s City Hall is closed to the public except by appointment through April 24th to limit exposure to the Coronavirus. Hello everyone. This article is turning into a quite a different message than I originally planned, before the state-wide response ordered by Governor Inslee in response to the COVID-19 pandemic. These are uncertain times, and just like you, this is all new for me. For those who heeded the advice in the disaster preparation article published in this column in February 2019, I am sure you are feeling much more relaxed and prepared than those who missed the article. Over the last five days or so, we have gotten many messages from public agencies, school districts, and businesses. I hope this is reassuring to you as, by and large, the messages are consistent, and that is very important.
In the words of Sheriff Knezovich, “Stay calm. We have plans to help you out.” I think this is perhaps the most important part of the message, stay calm. I know how it feels when you see empty shelves in a grocery store… for me it’s the first time in my life I’ve seen it. It makes my heart race. Thankfully, my neighbors that I see in the stores appear calm. That helps us all when we keep our emotions under control and maintain our civil attitude toward each other. Hoarding goods does not help in the long run. Working together with friends and neighbors, does help in the short term and long term!
To keep yourself safe, experts are telling us wash your hands frequently, don’t touch your face unless your wash your hands first and they recommend washing for 20 seconds scrubbing front and back of hands and using the palm to scrub the tips of your fingers and your fingernails. They recommend social distancing, try to keep at least 6 feet away from others, avoid gatherings of people, and practice good sneezing and coughing measures. Cover coughs and sneeze using the inside of your elbow or the upper part of your shirt sleeve, wash your hands immediately afterwards, try not to sneeze on your hands and then touch any surfaces, and finally sanitize surfaces frequently.
According to the CDC website, https://www.cdc. gov/coronavirus/2019-ncov/if-you-are-sick/ • Stay home except to get medical care. People who are mildly ill with COVID-19 are able to recover at home. Do not leave, except to get medical care. Do not visit public areas. • Stay in touch with your doctor. Call before you get medical care. Be sure to get care if you feel worse or you think it is an emergency. • Avoid public transportation, ride-sharing, or taxis. • Separate yourself from other people in your home, this is known as home isolation. • Wear a facemask if you are sick. Cover your nose with a tissue when you cough or sneeze. Throw used tissues in a lined trash can. • Wash hands: Immediately wash your hands with soap and water for at least 20 seconds. If soap and water are not available, clean your hands with an alcohol-based hand sanitizer that contains at least 60% alcohol. Clean your hands often. Avoid sharing personal household items. • Clean all “high-touch” surfaces everyday.

Please be aware scammers will be calling and emailing you to take advantage of the COVID-19 situation. Use extra caution in all interactions with strangers online and on the telephone. When in doubt, hang up. Local, state, and national authorities are working together for the safety and protection of everyone. Staff members of Horizon Credit Union stopped by the Greater Spokane County Meals on Wheels headquarters in Spokane Valley this morning with an incredible donation - over 700 rolls of toilet paper. After witnessing multiple altercations on television, it’s wonderful to know that there are still generous people in the world. “So many of our clients are home-bound and are seeing images of shortages and hearing about emergency declarations,” said Janet Dixon, Director of Development for GSC Meals on Wheels. “This donation will enable us to give them peace- of-mind as well as the necessities they need to weather this storm.” The toilet paper will be added to bags that are currently being filled with food supplies and personal care items. These will be delivered by volunteers on their regular routes. Volunteers drivers have been instructed to practice social distancing, stay home if they feel even just a little ill, wash hands frequently and sanitize their hands between deliveries. GSC Meals on Wheels has also developed a “no contact” option for clients that means knocking or ringing the doorbell, leaving the meal near the door and stepping back 6 - 12 feet. An important part of our delivery is checking on the client while making sure they get a nutritious meal. GSC Meals on Wheels is still looking for volunteer drivers and people to work in our kitchen as we close our Silver Cafe sites to mobile seniors and switch them to home-delivery. I think Operation Dog Tag is a great program. I don’t have a dog presently but they are going to locate a suitable one. I personally hope they can nd a female Akita that can help me with many tasks. After I had the privilege of observing the group I could see how ODT helps veterans like us to connect back into society. I think somehow these dogs make life a little easier for those with chronic pain. Joe Scheffer, being a Vietnam combat vet with the USMC and certied dog trainer, also has the ability to relate with us, so that becomes a win, win situation. I made a trip up north last week, and I did a survey of the launches at Spring Canyon, Keller on Lake Roosevelt, and Northrup on Banks Lake. All of these launches are being used, and anglers are chasing big kokanee on Lake Roosevelt, and a good number of folks are out on Banks Lake. I fished for walleye on Potholes last week, and even tried fishing from shore at Spring Canyon and Keller. I practiced some social distancing by taking a trip to Potholes Reservoir on Tuesday. I met Shelby Ross at Mar Don Resort at 10 a.m. and we headed out on the reservoir. He first cruised around Goose Island looking for fish. This can be a good spot to look for fish in the early season. Not seeing enough to bother with we headed over to Lind Coulee. He put out the gear in a bay below the bridge and we started trolling. We were marking some fish in here and he landed a nice one not long after we started. I wouldn’t call it hot, but we were getting bites and putting fish in the boat at a good pace, then it slowed down a bit. He decided to take a quick run up above the bridge and maybe find a big fish in the shallow water up there. We trolled around in 13 feet of water for a while and didn’t mark anything or even get a bite in this shallow water, so we headed back down to where we started. A pretty good bite began in the afternoon, and when we quit we had 10 walleye from 13 ½ to 17 ½ inches in the live well. We missed at least that many too. He kept his speed to about 8 mph and we were in 28 to 32 feet of water. The best rigs were either a straight Slow Death Hook or one with a Smile Blade above the Slow Death hook. We used the biggest nightcrawlers we had on board. I am very eager to get back down there. As soon as they start filling Moses Lake, the bite will turn on there and in Crab Creek below the outlets into Potholes Reservoir. The photo in this week’s column is of Shelby with the stringer we put together last Tuesday. A friend called saying he wanted to try the shore fishing at Spring Canyon Park on Lake Roosevelt. So, I jumped in the F-150 early the next morning and met them on the beach. Three of us fished, for at least three hours with-
out landing a fish, so we gave it up. They headed home and I decided to make the drive to Keller, since I was so close. I fished for an hour without a bite. I did stop and take a couple of photos of the launch, which I posted on my Facebook Page, along with shots of the launch at Spring Canyon. Both of these sites are functional and being used. I also stopped at the launch at Northrup on Banks Lake and found that the docks are in already. I can’t figure out why the fishing sucked so badly. There had been a cou-
ple of nice sunny days, and the moon was just a thumbnail in the early morning sky. Everything was pointing to a great day to have a line in the water. So much for my theories about when is a good time to go fishing. Just go as often as you can is my conclusion. It was a beautiful day for a tour! Washington State Parks and Recreation Commission (Parks), Department of Fish and Wildlife (WDFW), and the Department of Natural Resources (DNR) announced the closure of all state campgrounds across Washington to help reduce the spread of COVID19. Campgrounds will remain closed through April 30. The closure includes roofed accommodations like cabins and yurts. No new campers will be allowed into Parks, WDFW, or DNR lands beginning Monday, March 23. Current campers will be phased out following instructions from land officials. Dayuse areas and trails remain open. Due to the volume of people visiting Washington’s ocean beaches, we are asking the public to avoid those areas. People should continue to practice social distancing when recreating out-

doors. Campers who have state parks reservations through April 30 will be notified and offered a full refund. Visitors can find the latest information about State Park operations at parks.state.wa.us/COVID19. Although camping is not allowed, WDFW wildlife areas and water access areas remain open for public use at this time. However, due to theft and increased usage of their restrooms, visitors should plan to bring their own hand sanitizer and toilet paper. For the latest information about WDFW operations, visit wdfw.wa.gov/about/covid-19-update. DNR’s camping will be closed to dedicated camping areas and dispersed camping or camping outside of designated camp sites. For the most up-todate information for DNR lands, visit dnr.wa.gov/recreation. In just a week you will need to have your new Washington State fishing license. You don’t want to forget. People usually complain about the cost of a license, but it hasn’t changed for over 10 years, and I consider it a bargain for the enjoyment it provides me. This year spring has come early, and conditions are really great to get out on your favorite body of water. The kids aren’t in school and there are no sports scheduled, so practice some social distancing and get outdoors! Now is a perfect time to be outside, and there are plenty of lakes that are open year-round in our region. The weather forecasts are for 50- and even 60-degree temperatures, so why not grab a fishing rod and enjoy a sunny day on the shore or on a boat somewhere? It’s a great time to be with your family in the outdoors. Also, I want to remind everyone that got a license last year that included a catch record card, it is time to send it in. It is required that it be returned to the WDFW if you fished for salmon, steelhead, halibut or sturgeon, and had success or not. The deadline to return these to the department is by April 30th. Please mail your catch record cards to: WDFW CRC Unit, P.O. Box, 43142, Olympia, WA 98504-3142. I was very encouraged about the walleye fishing on Potholes Reservoir, and I think we can expect good fishing there this year. Maybe on Moses Lake and Banks too!

I swore I wouldn’t write any article about Covid-19, because we are so inundated by that topic at the moment and honestly, I’m tired of hearing about it. But the trickle-down effect of the virus is now affecting real estate in a big way. Mortgage companies and other lenders have shut their doors, along with title companies, Realtor® Associations, and courthouses. Everyone is scrambling to comply with state ordered mandates, though common sense might be in as short supply as toilet paper. Many real estate offices remain open (to date) but have postponed large gatherings like office meetings. Video conferencing is replacing meetings that would otherwise have been done in person. I’m a hands-on-person and prefer face-toface interaction, so I’ve had to step it up a little more to put electronic media tools into action just to get things accomplished. What a blessing it is that we have such tools or we might all be totally out of business! The good news in the current state of the world is that it’s still a good time buy or sell real estate! “Of course you would say that, because you just want to make money,” I can hear the skeptics wailing! Despite the current restricted state of being, and rumors (at this writing) that the governor will soon issue a “shelter-in-place” proclamation, there are still plenty of reasons to move forward in buying or selling property. For one thing, interest rates are at an all-time low. Lower than I have ever seen in my lifetime, and I’m not a spring rooster anymore. Rates are hovering around 3% and in some cases lower than that depending on credit scores and length of term. That is a pretty good incentive to lock the rate on a refinance or purchase now! Another factor for sellers is that inventories are still in crisis mode and at an all time low, which we have not seen in the Spokane region, ever. Multiple offers abound and the feeding frenzy is real when a new listing hits the market. No one knows when this virus panic will subside, but brokers are taking steps to mitigate exposure by eliminating non-essential meetings, halting or curbing the practice of open houses, and using safe practices like booties and hand sanitizer at limited access showings. Closers are working out the details so funds can be transferred safely and signatures can be obtained on closing documents remotely.
