Robert Howard April 4, 1960 - April 16, 2020 Robert Howard was born in Torrance, CA. Robert was a force of life and is remembered for the warmth and light he brought to his family and friends. As a loyal sports fan (go Zags!), he relished the start of basketball season. Not satisfied with attending home games, Robert leaped at the opportunity to support the Gonzaga Bulldogs on the road during play off season with his fellow Bulldog fans. A man with a passion for living, Robert embraced cooking amazing meals, hiking with his dog and Francie, and offering thrilling boat rides to the kids on weekends at the lake cabin. Known to his close friends and family as a “dance maniac”, Robert loved to show off his smooth moves on the dance floor. In fact, it was his freestyle dance moves and free spirit attitude that captured Francie’s heart in their early stages of courtship. Although Robert had many activities he embraced with keen interest, he embraced the role of father and family man with full abandon. Making great family dinners, creating chore charts, and ensuring the car was safe and reliable, were tasks he relished. Supporting Francie through good times and hard times in raising children was a responsibility he took seriously and he was with her every step of the way. He loved deeply and was loved in return. Due to the unfortunate circumstances around Covid19 and group gathering restrictions, a funeral and celebration of Robert’s purposeful life will be announced at a later date. Council is still operating under the governor’s order placing a moratorium on public meetings. This meeting was once again conducted under the ZOOM program where each councilmember is located in a separate room, either at home or in City Hall, and attends the meeting via electronic participation. City Hall remains closed except by appointment. This means that by calling 509.720.5000 or going online to www.spokanevalley.org you can make an appointment to visit with whomever you need to see, or better yet, conduct your business online. This mode of operation will remain in effect until the governor lifts the moratorium. There was no Council meeting last week. At the previous week’s meeting, Council agreed to consider updating its participation in the Spokane County Hazard Mitigation Plan. City participation is required for compliance with the Federal Disaster Mitigation Act of 2000. Spokane Valley approved its participation in the original plan in 2007, updating its involvement in that plan in 2014. The County plan requires an update every five years, and the City is past the date for renewal. In order to qualify for federal assistance under the Disaster Mitigation Act, the City must officially adopt the Plan. Council unanimously approved Resolution 20-007 updating and reaffirming its participation in the County Hazard Mitigation Plan. In other business, Council unanimously approved the Mayor’s appointment of James Johnson to represent the City on the Spokane County Human Rights Task Force. The appointment is for a four-year term expiring on March 31, 2024. The City of Spokane Valley participates in the Federal Department of Housing and Urban Development’s (HUD) Community Development Block Grant Program (CDBG). In 2005, the City qualified to become an ‘entitlement community.’ As such, it is authorized to receive federal funds for capital projects in the City. Thus far, the City has elected to participate as part of the urban county, but every three years the City must decide to continue with that joint participation or choose a different course of action. The choices are: 1. Receive CDBG funds directly from HUD. 2. Enter into a joint agreement with Spokane County. 3. Participate through the State CDBG program, or 4. Participate as part of the urban county with Spokane County. A joint agreement with the County continues the City’s acceptance of its entitlement status under federal guidelines and cedes administration of the program to the County. Further study, however, indicates that the allowance for the County to administer the City controlled plan under option #2 would not cover the County’s administrative costs. The discussion presented other options which could serve to enhance or increase the City’s financial participation and/or representation on the advisory board. Council reached consensus to instruct staff to negotiate with the County increase the City’s share of allocated funds and increase its membership on the controlling board. The Washington State Shoreline Management Act (SMA) requires the City have its own Shoreline Management Program (SMP). After an extensive public process, the City, in 2015, adopted its SMP, albeit two years after the intended date in 2013. The SMA requires a review by the City of its SMP every eight years, which in this case is due by June 30, 2021, and every eight years thereafter. The Washington State Department of Ecology (DOE) is offering a grant of up to $28,000 to assist in completing the SMP update. The City would hire a consultant to complete that update. Council reached consensus to apply for the grant and bring the matter back for consideration. Council considered grant requests to the State Resource and Conservation Office (RCO) for 1) Development of Balfour Park, ($500,000), and 2) Acquisition of Washington State Department of Transportation (WSDOT) land near Flora Road ($1,000,000). The request under #1 was Coming Up... postponed until future City and State financial conditions can be ascertained. The WSDOT/Flora grant, if approved by RCO, would require a 50% match and approval by the State Legislature. Council reached consensus to move forward with an application for the RCO grant.

Every day brings us closer to May 4th and the possible announcement of the reopening of the outdoors to the public. Anglers are chomping at the bit to get back out fishing. There are a couple of meetings taking place earlier this week that should let anglers know what is planned. I don’t believe anything is going happen prior to May 4th. Here’s a “What If” for everyone. What if recreational fishing opened on May 5th? Where would you go first? Now that I have all my fishing gear organized, and the boat is fueled and the batteries charged, what would be my first choice for a place to go fishing? I live in Leavenworth, so Fish Lake is pretty close. It is known for good trout fishing in the spring and last year I had a couple of really good trips fishing for largemouth bass. I am getting low on my supply of vacuum sealed fish in my freezer. I think I would be able to replenish my supply of kokanee by fishing on Lake Chelan. The fishing was pretty good when everything closed down, so I figure it will be great when things open up. This is a really fun fishery with lots of action. I am also very eager to get out on either Banks Lake, Potholes Reservoir or Moses Lake for walleye. I have a feeling it is going to be a better year for walleye fishing on all three of these waters. I also think that the fishing for big kokanee and rainbow on Lake Roosevelt will still be good. The last time the big kokanee showed up in numbers like we have seen this year, we were still catching them into June. Given the concerns about social distancing, there are a few lakes that come to mind where there is plenty of shoreline to spread out and not be “too close” to fellow anglers. A good one is Jameson Lake. On the east end of the lake, starting near Jack’s Resort (famous for their home-made pies), the shore access is great in both directions. I have seen excellent catches made from the shore at Jameson. Blue and Park lakes, near Soap Lake, also offer very good shore fishing. One stretch, that starts just up the lake from the resort on Blue Lake, is almost two miles long. Down in the Basin, there are several

lakes in the Columbia National Wildlife Refuge that have good, long shorelines and good fishing for trout and spiny rays. In the Quincy Wildlife Refuge, Burke Lake, which got a plant of 5,000 catchable-size trout prior to the March 1st opener, is a good one for shore access. In the Wenatchee Heights, the best lake for shore fishing is Beehive Reservoir. This lake is on the way to Mission Ridge, and anglers can find spots to fish from shore all around his

lake. It is also known to provide very good trout fishing when it first opens. Okanogan County has many lakes with lots of room to spread out. The Green Lakes come to mind, and Leader Lake is another good one. These are just a couple of many trout lakes that offer excellent fishing when they open in the spring. Those of us who fish the Columbia River know how important the current plays into a successful day of fishing. I try to avoid fishing on the river during the weekends as typically, this is when flows are low, and fishing is slow. It has always been frustrating, as we don’t know what kind of flows to expect

until we reach our fishing destination. Well, there’s some great news. Chelan County PUD has created an app that when downloaded to your phone, will tell you what the flows and river levels are at their two facilities: Rock Island Dam and Rocky Reach Dam. I got the app and it took just a couple of minutes to get it loaded onto my phone. Once there, it was easy to navigate the app and find out what the cfs was above each dam. There are other features, such as descriptions of the launch sites near the dams and water temperatures. Just open the Chelan PUD web site and under the Parks and Recreation menu you will find a link to River Conditions and you can install the app. This a great tool for those of us who fish, boat, jet ski or kayak near these Columbia River facilities. There was an article in Northwest Sportsman magazine that got my attention. The article detailed, and included photographs, of an unusual catch made by a commercial carp fisherman. He was fishing at Bateman Island near the mouth of the Yakima River, and landed a pair of what are apparently shortnose gar. One was 24 inches and the other 36 inches long. If you are not familiar with these very toothy critters, they can reach a length of 9 feet! These fish are native to the Gulf Coast and Mississippi River, and must have been released from someone’s pond or aquarium. Most people are aware of the current threat and efforts to remove northern pike from the Columbia River, and having shortnose gar appear is not a good development. Just how well these gar would survive in the Columbia River is not known, and the Yakima Tribe is conducting an electro shocking effort to locate and remove these fish. So far this has been unsuccessful. Hopefully, only this pair exists and there is no evidence of a widespread problem. I want to remind everyone that the Colville Tribe is paying $10.00 for each northern pike head turned into stations along Lake Roosevelt. Visit their web site to learn more. A thriving backyard garden requires homeowners to take steps to ensure the garden has the best environment in which to grow and thrive. The right tools and components, including trowels, rakes, soil, amendments, and fertilizer, can help gardeners create beautiful spaces. It’s also important that pollinators are made to feel welcome in the garden. The United States Department of Agriculture reports that one-third of all agricultural output depends on pollinators. The USDA notes that insects and other animal pollinators are vital to the production of healthy crops for food, fibers, edible oils, medicines, and other products. Pollinators also are essential for maintaining habitats and ecosystems that many wild animals rely on for food and shelter. The U.S. Forest Service says that, without pollinators, the human race and all of the earth’s terrestrial ecosystems would not survive. Pollination done the natural way often yields large, flavorful fruits. Pollinators are make-or-break components of large-scale agriculture, and they’re just as important in private home gardens. The Pollinator Partnership, an organization that works to protect pollinators and their habitats across North America, says pollinators include bees, butterflies, beetles, birds, and bats. These animals travel from plant to plant carrying pollen on their bodies. The following are some ways to maintain healthy pollinator habitats. • Consider the soil and types of plants that will thrive in it before choosing what to plant. Fix drainage issues and plant with sunlight in mind. • Vary the colors and shapes of plants to attract a greater array of pollinators. Plant flowers close to vegetable gardens to attract pollinators. • Group plants together when planting to more effectively attract pollinators. • Select plants that flower at different times of the year so that nectar and pollen sources are available year-round. • Whenever possible, choose native plants. • Avoid the use of pesticides. • Provide a water source for pollinators, such as a shallow dish with stones half-submerged for perching. Pollinators are important for gardens, whether those gardens are commercial operations or small backyard plots. Allow pollinators to share spaces and be mindful of behaviors that can threaten their survival. www.spokane.Exchange

The devastating consequences of the Covid-19 closures have affected most of us in significant ways, some more than others and for sure those who have lost loved ones. If you are like me you are sick and tired of the restrictions and the imbecilic nonsense and inconsistency of many of the seemingly arbitrary rules. We’re all ready to get back to work and pick up the pieces of our businesses and jobs or careers, or at least be able to go fishing! The questions that I receive everyday from interested folks is how has it affected our business and how will it affect the real estate market in general. Of course none of us really know the answer to the last question, but I can tell you that as restrictions have eased somewhat, the calls continue to increase and buyers are ramping up their stalled efforts to find a home. We expect that growing trend to continue exponentially as the transition back to the new normal continues. We also expect a flood of new activity once the Stay At Home Order is totally lifted. In the beginning of the new year (2020), the real estate market in the Spokane region was one of the hottest markets in the country and probably the best start we’ve ever seen in this area, but when the governor ordered us to Stay Home that activity came to an abrupt halt, if only just for a few weeks, until folks came to their senses and figured out how to function at least on a limited basis. When Realtor® Association leaders convinced the governor to modify his order, restoring real estate to the essentials list, it came with stipulations; one of which was that there can only be two people in a house at the same time. That modification allowed people with signed contracts to progress towards closing, albeit on a much slower time table. Everything is slower simply because many of our affiliates are working from home and government workers such as inspectors are not working at all. Some recent modifications have allowed showings to continue (with distancing rules) and contractors are slowly getting back to work. I don’t suppose any of us will ever really be made whole in terms of economics, but I believe those of us in the real estate business should brace ourselves for a surge, but still with an acute lack of inventory.
