The Integrated Homicide Investigation Team has identified the victim of the latest shooting in Surrey where a taxi driver was also hit. David Chavez-Jara, 30, of Surrey was shot and killed while a passenger in a taxi in the 14800 block of 108 Avenue around 2:15 p.m. on Tuesday, investigators said. He died at the scene. The taxi driver, meanwhile, was rushed to hospital with serious injuries. Chavez-Jara was well known to police and was recently convicted of possession for the purpose of trafficking, police said. “Investigators believe Mr. Chavez-Jara was the target of this senseless act,” Sgt. The number of COVID-19 cases in B.C. hospitals fell to its lowest point in a month Thursday, amid signs hospital admissions may also be dropping off. As of Aug. 11, there were 398 positive cases in hospital, the fewest since July 7. There were 22 people in critical care, the fewest since June 16. The way BC reports cases includes anyone who tests positive for the virus, regardless of their reason for admissions. Thursday’s update from the B.C. Centre for Disease Control also reported 900 new cases in the week ending Aug. 6, however strict limits on testing mean the true number is likely far higher. Just over 15,000 tests were conducted that week, while the provincewide test positivity rate sat at 10.1 per cent. The number of people initially reported to have been admitted to hospital with the virus also fell in the week ending Aug. 6 to 173, the fewest since July 2. Those figures are preliminary, however, and weekly admission data has been consistently revised upward significantly. For context, the BCCDC originally reported 242 COVID-19 hospital admissions between July 24 and July 30. That number has now been revised to 312, an increase of 28.9 per cent.

Law Society suspends South Asian lawyer for 2 months

A hearing panel of the LSBC Tribunal has ordered Surrey lawyer Serf Grewal be suspended for two months, effective August 2, 2022. The panel found that Grewal committed professional misconduct by engaging in various actions. The proven misconduct includes unintentional misappropriation of slightly over $42,000 of client trust funds, due to trust shortages and accounting errors, mishandling of a further $3,770 of client trust funds which resulted in a trust shortage that he did not report to the Law Society, improper withdrawal of $5,500 held in trust for fees before delivering bills to the client, failure to comply with accounting obligations over a four year period, and improperly commissioning an affidavit by not personally witnessing the attestation. The hearing panel also found that Grewal breached Law Society Rules related to Law Society reporting requirements. In imposing a two-month suspension rather than a lengthier suspension, the panel considered evidence establishing that none of Grewal’s misconduct arose from dishonesty or deliberate misconduct for personal gain. The panel also considered evidence of a clear connection between Grewal’s misconduct and mental health issues related to childhood and personal trauma, and that the consequences flowed from his decision to report that trauma. In addition to the suspension, the panel ordered conditions on Grewal’s practice, including requirements related to trust supervision and educational courses in trust accounting and practice management and ordered Grewal not to engage in residential real estate conveyances. Sources close to the government’s proposed $5.3-billion dental-care program say the Liberals are planning a temporary solution that involves giving money directly to patients in order to keep their promise to the NDP while they work on a permanent answer. The Liberals promised the NDP a new dentalcare program for low and middle-income families in March as part of a supply and confidence agreement to prevent an election before 2025. The government has until the end of the year to provide some kind of coverage for children under the age of 12 with an annual household income of less than $90,000. The NDP have vowed to walk away from the deal if the deadline isn’t met. Four sources with knowledge of the government’s plan, but who are not authorized to speak publicly, say the government is unlikely to meet its deadline, and is planning a stopgap solution until a permanent incarnation of the program is put in place. Though details are scarce, the sources say the temporary solution would involve giving qualifying families the money directly to fund their dental health services while the government works on a more permanent, expanded program. In a statement, the health minister’s staff did not confirm or deny the temporary plan but say they are on track to deliver on the dental-care commitment as outlined in the agreement with the New Democrats. NDP health critic Don Davies did not directly address the temporary plan either, but said in a statement the party has “identified several ways to ensure the target groups can access dental care on the identified timelines.”

The NDP are now focused on pushing the Liberals to introduce dental-care legislation when Parliament resumes in the fall, Davies said. “That legislation will deliver the resources needed to help children under 12 see a dentist and care for their teeth this year,” he said. OPINION Europe is counting on natural gas from Canada Canada’s potential to supply natural gas to Europe as liquefied natural gas (LNG) has gone from an afterthought to a critical part of the discussion on how to replace gas from Russia, according to analysts with Norway-based Rystad Energy. European countries are facing emergency measures to reduce energy use to ensure enough natural gas is in storage for the winter amid Russia’s war in Ukraine. “From a European perspective, Canadian LNG was always kind of an afterthought. It has been quite a reversal that we’ve seen in the last few months with some of those East Coast projects being lifted to the highest policymaking levels,” says Rystad vice-president Thomas Liles. “We’re going from Russia accounting for around 40 per cent of Europe’s gas imports to a situation where policy-makers and utilities are really scrambling to source any gas they can get from anywhere.” The European Commission is working to reduce its use of Russian gas by two-thirds this year and eliminate it entirely “well before” 2030. But the reality is that gas is still needed today, and Russia has reduced its supply to Europe to dangerously low levels. The challenge is most pronounced in Germany, where governments are turning down lights, restricting heat and limiting warm water in public spaces.

Some gas stations run out as prices go down across BC Drivers were so eager to fill up before gas prices rise again that some stations across British Columbia ran out. After weeks at around the $2-mark or more, prices dipped a bit over the weekend and remained relatively lower into the start of the week. It’s still expensive to drive, but at an average price of 186.3 cents per litre in the province and 184.8 in Metro Vancouver, it’s significantly cheaper to fill up now than back in June when the cost rose to 236.9. Also impacting supply at times is ongoing maintenance at a refinery south of the border, among other factors. One person told CTV News the cause for many dry stations is a lack of fuel truck drivers. In an email, they said a contractor that delivers to Esso and Shell was dealing with illnesses, and one that delivers to Chevron was down about one-third of its staffing. Some stations used tape to block off the pumps Tuesday, including a Chevron in Hope. Red tape blocked drivers from the pump area at a station on Old Hope Princeton Way on Tuesday afternoon.

When a police interaction in British Columbia ends with someone being killed or seriously injured, the province’s Independent Investigations Office (IIO) launches an investigation into what happened. On average, the IIO deals with six to seven police-involved shootings every year. But in 2022, four months into a new fiscal year, there have already been 15. “Unfortunately our office has been extremely busy. We have faced an unprecedented number of officer-involved shootings,” Ron MacDonald, IIO’s chief civilian director, told CBC on Monday, two days after police shot a suspect in a machete attack on the Granville strip. “We’ve had more than double the number in one-third of the time.” MacDonald says he’s not sure why there’s been a sharp increase in police using their weapons, but the IIO has noticed an “unusual” amount of police interactions where a suspect was armed with a gun. Since April 1, the IIO has opened 95 investigations, 30 of which were related to incidents that took place in Vancouver, where officers with the Vancouver Police Department (VPD) were involved in four deaths and 26 serious injuries. The 65 other incidents being investigated by the IIO are scattered across the province.

Metro Vancouver is planning to spend $40 million to create a new regional park that would bring overnight camping to Bowen Island. “It’s really, truly an amazing opportunity,” said John McEwen, chair of Metro Vancouver’s Regional Parks Committee, of the plan to purchase almost a square kilometre of land around Cape Roger Curtis at the island’s southwest tip. The land is a mixture of waterfront and forested area, and has been owned by a private company. Much of it is zoned for singlefamily homes on 10-acre lots, and proposals to develop and densify the area have created controversy on Bowen Island over the past decade. “[The owner] cleared the sites. They put in electricity, they’ve actually put Wi-Fi at each site as well, and drilled for water,” said McEwen. According to Metro Vancouver, the campground will have approximately 90 sites that would be a mix of walk-in and drive-in spots, though no RV camping would be permitted. Police have identified the three victims in last weekend’s fatal shooting at the South Surrey Athletic Park. The shooting happened on Saturday, July 30 at about 2:45 p.m. in the 14600-block of 20th Avenue in Surrey. The Integrated Homicide Investigations Team is in charge of the case and has identified the three victims as 26-yearold Harbir Khosa, 20-year-old Robeen Soreni and 19-year-old Jordan Krishna. Investigators believe the shooting was targeted and connected to the gang war in the Lower Mainland. On Friday, police searched a home near the park. One person was taken into custody but no charges have been laid.

Police say the investigation is ongoing. They said they are still trying to identify the victims and determine the stolen vehicle’s involvement. Police are investigating after shots were fired into two Surrey homes early on Tuesday morning. Just after midnight, RCMP said they followed up on a report of gunfire and a vehicle speeding away in the 14800-block of 76A Avenue and found a residence with bullet holes. About 20 minutes later, they responded to another report and found a house with damage “consistent with a shooting” in the 9200-block of 163 Street. “Although no one was injured as a result of these shootings, incidents No injuries reported after shots fired at two Surrey homes of this nature place members of our community at risk,” said Cpl. Vanessa Munn in a Tuesday news release. “We urge anyone with information to reach out to police.” The investigation is still in the early stages, but police said it’s possible the two shootings are connected. The stolen vehicle that lost control and crashed in Abbotsford was a white 1991 Acura Integra. Police say the female passenger in that crash died at the scene, while the male driver died in hospital. As for the Summerland vehicle — no information was released as to its make or model.

Ruth Lutgens is raising questions about the case involving her mother, 73-year-old Sarah Lutgens, who died after being hit by a vehicle being driven by Qiaojun Chen at West 10th Avenue and Sasamat Street on Sept. 28, 2020. Chen pleaded guilty to the Motor Vehicle Act offence of driving without due care and attention and last month received an $1,800 fine, 18 months of probation and a one-year-driving ban. The victim, a mother of five, was on the south sidewalk of West 10th Avenue, headed eastbound toward Sasamat Street at the time of the accident.

The Canada Revenue Agency says it will be sending e-notifications about uncashed cheques to 25,000 Canadians this month. The federal agency said it has approximately $1.4 billion worth of uncashed cheques in its coffers that have accumulated over the years, with some dating back to 1998. Each year, the CRA issues millions of payments in the form of benefits and refunds, but some cheques remain uncashed for various reasons, including misplacing a cheque or changing addresses. Another 25,000 Canadians will receive e-notifications in November, followed by 25,000 more in May 2023. The CRA launched a campaign in February 2020 to get Canadians to cash their cheques and said it has so far returned more than $800 million back to taxpayers. The CRA said Canadians can check if they have uncashed payments by logging in to or signing up for an online CRA account.

A lightning storm that rolled over western and central Vancouver Island sparked at least 10 wildfires on Wednesday. All of the ignitions are considered “spot fires” of less than one hectare in size. B.C. Wildfire Service crews are using helicopters to watch for spreading, said Nadia Linning, spokeswoman for the service, said Wednesday afternoon. “We had anticipated the lightning strikes and increased our prep level with additional resources on standby,” Linning said. The fires are at Ralph River, Shepherd Creek, south of Homasum Lake, Della Falls, west of McBride Lake, north of Nahmint Lake, Nahmint River, Barkley Sound area, Nitinat Lake and northwest of Great Central Lake. Lightning activity was expected to continue Wednesday night into today. “There is the possibility of more lightning strikes and possible fires, and we are watching for holdover fires,” said Linning, noting a lightning strike can smoulder for several days before becoming an active fire.

A Surrey high school teacher had his licence revoked for 15 years after developing intimate relationships with former students. According to a consent resolution agreement posted last week, the teacher had a pattern of breaching professional boundaries by forming relationships with students then deepening those relationships further after they graduate. It said the teacher developed personal relationships with three students from 2005 to 2008, then entered into “inappropriately intimate relationships” with them shortly after graduation. The teacher also communicated via an instant-messenger program with Student B and invited the student to meet up socially after the student was 19. “The teacher used his position of trust as a teacher to elicit sensitive personal information from two students and use that information to his personal advantage,”

Coroner’s report shows 16 suspected heat related deaths linked to recent hot spell in BC The B.C. Coroners Service is reporting 16 suspected heat-related deaths in late July and early August, coinciding with heat warnings over much of the province. A report from the service on deaths says the fatalities happened between July 26 and Aug. 3, although the numbers are considered preliminary until investigations into each case conclude. The report shows all but two of the deaths happened in the Interior and Fraser health regions and involved victims aged 40 to over 90, with six in their 70s. The fatalities came as local and provincial agencies implemented hot-weather protocols developed after 619 people died during last year’s heat emergency in late June. The 2021 emergency happened as record heat baked the province for days, peaking with the highest-ever temperature in Canada at 49.6 C in Lytton the day before the village was destroyed by a wildfire. The hot spell linked to the most recent deaths did not warrant the declaration of an extreme heat emergency, but the province began rolling out its new heat response system because temperatures were high during the day with little relief at night, potentially putting people at risk.

Reproductive health care is protected under Section 7 of the Canadian Charter SABA (South Asian Business Association) annual Golf Tournament 2022 Liberals must push provinces to protect reproductive health care access of Rights and Freedoms. Governments have an obligation to protect abortion and reproductive health care access under the Canada Health Act in order to receive health transfers from the federal government.

The right to access reproductive health care services is a human right, and the federal government has neglected their obligation to protect this right. This includes the failure of enforcing the Canada Health Act, which forced New Brunswick’s only abortion clinic to drastically reduce the services it provides. This is unacceptable. The Liberals must step up and protect access to reproductive health services by enforcing the Canada Health Act, and there must be consequences for provinces that fail to live up to their obligations under the Act.
