The number of COVID-19 cases in B.C. hospitals fell by about 10 per cent over the last week, as data shows hospital admissions holding steady. As of Aug. 25, there were 331 positive cases in hospitals, down 35 over last Thursday, according to the B.C. Centre for Disease Control (BCCDC). The number of patients in critical care climbed by seven to 29. The province reports all positive cases in its hospitals, regardless of the reason a person was admitted.

A virus in India is providing insight into the messy science of uncovering emerging diseases as they happen – particularly in a hypervigilant post-COVID world. Longhurst acknowledged the province’s successes in cutting MRI wait times, but said the province needs to bring that energy to protecting the public surgical system.

“The number o public MRIs has gone up dramatically, the number of private MRIs has gone down dramatically, and to say that is the corporatization of health care is just not accurate,” he said.

“This sector continues to pull the limited specialized healthcare workers we have in the province out of our public hospitals,” said report author and SFU health policy researcher Andrew Longhurst. While in the short term outsourcing to private clinics may help cut waitlists, he said, their use comes with costs of its own. Amid the string of recent closures and diversions at B.C. hospitals due to a lack of staffing, the public system can’t afford to lose any more specialized staff, he said. “This is making the public sector staffing challenges worse because its drawing on that same pool,” he said. “It makes ramping up capacity in our public hospitals much more difficult.”

Longhurst’s report also cited research showing procedures at for-profit facilities can cost between twice and four times as much as in the public system. Responding to the report Wednesday, B.C. Health Minister Adrian Dix said just one in 25 surgeries in the province is currently done outside of the public sector. The province is also focusing on pushing that number down, he said, and has purchased two private surgical centres.

The province has nearly doubled the number of MRIs conducted under the public system since 2016, he said. It has has gone from near the bottom to the top of the Canadian Institute of Health Information rankings when it comes to MRI, knee replacements and hip replacement wait times, he said.

“We’ve engaged in surgical renewal, 400 trained new surgical nurses, a hundred new medical device technologists, 84 measures to increase the capacity not of the private system but of the public system, this has been period of remarkable of the public system and the public responses to surgery,” he said.

A new report warns the B.C. government is growing increasingly reliant on surgeries outsourced to private clinics, paid for with public money. The report, produced by left-leaning think tank the Canadian Centre for Policy Alternatives, found that British Columbia spent $393 million on surgeries at private clinics over the last six years, a 57 per cent increase over that time period. On an annual basis, spending climbed from $47.9 million in 2015/2016 to $75 million last year, as the province leaned on 45 private clinics to help it clear the pandemic-driven surgical backlog.

And while Friedman would surely focus on this government’s spending, he’d likely also note that the additional spending has been financed in some of the worst ways, including raising marginal tax rates on the most productive members of the economy, which makes Canada less competitive.

But the Trudeau government has never been able to execute its plans for future restraint. Consider its inaugural budget in 2016, which predicted spending of $314.2 billion in 2019-20. Actual spending for that year totalled $349.1 billion, almost $35 billion more than originally planned. Similarly, as a share of the economy, the Trudeau government planned for spending (excluding interest) to decline from 14.6% of GDP in 201617 to 13.8% by 2019-20 — yet actual spending in 2019-20 represented 15.1% of the economy.

According to the late economist and Nobel laureate Milton Friedman, the real burden of government is not taxation but rather the amount of money spent by government. By that measure, the federal government’s burden on Canadians has increased materially since Prime Minister Justin Trudeau’s election in 2015. Friedman’s basic argument was that the amount of money spent by government in any particular year represents the share of a society’s resources available at that time that are consumed or directed by government that are not therefore available to individuals, families, entrepreneurs and businesses. This use of available resources by government, at the expense of individuals using those same resources, is the true burden of government according to Friedman. He further acknowledged, however, that how government finances such spending is also important and that it could be done more efficiently by, for instance, taxing consumption (i.e. sales tax) rather than taxing investment, entrepreneurship, work effort and risk-taking as is done through personal income taxes. He also recognized the deleterious effects and risks of deferring taxes to the future through deficits. Ottawa’s raw spending numbers tell the story of a much more burdensome federal government. In 2014-15, the last full year of the Harper government, federal spending (excluding interest costs) totalled $256.3 billion. The current budget estimates spending will reach $434.3 billion this year, with very little tied to COVID — more than a two-thirds increase in spending in less than a decade. A different way of measuring government spending, and one generally favoured by economists, is to compare spending with the size of the economy. It’s a way of measuring the degree to which Ottawa is using resources versus individuals, families, entrepreneurs and businesses. In 2014-15, Ottawa’s spending (excluding interest) represented 12.9% of the economy compared to 16.1% this year (based on current federal budget projections). The last time federal spending exceeded 16% per cent of the economy (excluding 2020 and 2021 due to COVID) was 1993-94, prior to the Chretien-era reforms. The government’s standard response, from Trudeau’s original finance minister Bill Morneau to current Finance Minister Chrystia Freeland, is that spending will decline in the future.

For 19 years since his mother was brutally killed in India, Vancouver businessman Sanjay Goel has been seeking justice. Now, on the eve of a trial in India, Sanjay Goel, 57, said, that despite repeated requests, Canadian authorities and the RCMP have declined to arrest his uncle, Subhash Agrawal, one of the men wanted in the slaying, who is in Canada. Asha Goel, a prominent and widely respected Canadian doctor, was found bludgeoned to death in her brother’s home in Mumbai in August 2003. “It’s painful every day,” said Sanjay Goel. Asha was born in India but came to Canada in 1963. She became the chief obstetrician at the Headwaters Health Centre in Orangeville, Ont. A tireless advocate for women, Asha delivered over 10,000 babies and was active in her community, said her son, who believes authorities have done less for her case than for other Canadians killed overseas. In 2003 Asha travelled to Mumbai for a family wedding. At the time, Asha and her brothers were embroiled in a squabble over a substantial family inheritance. His mother, whom Sanjay describes as “the centre of the wheel” among her siblings, wanted nothing to do with the conflict, and tried to stay out of it. Although her brother in India, Suresh Agrawal, had lobbed some troubling accusations at his mom, she agreed to go to dinner at his home to make peace. After dinner, Agrawal encouraged her to stay overnight. The next morning she was found dead, Sanjay said, brutally beaten with two granite baseboards, and stabbed with a vegetable paring knife. Sanjay, president of a cruise ship company, was at sea when he got the news.

On May 26, with the assistance of detector dogs, border officers discovered more than 1,000 vacuum-sealed bags of suspected cannabis in a marine container set for export. The total amount seized in that incident was nearly 600 kilograms of product.

Police say charges have been approved against a 21-year-old Vancouver man following a series of unprovoked attacks on one night and a violent home invasion less than two days later. Martin Lamb has been charged with two counts of assault, two counts of aggravated assault and one count of break and enter. Three of the charges, announced Thursday, are related to three separate attacks from the night of Aug. 18 in the city’s Fairview neighbourhood, which includes Granville Island. Police said the first attack happened just after 6:30 p.m. PT near the False Creek seawall under the Cambie Street Bridge. A 70-year-old man was approached from behind, tackled to the ground, then punched and kicked several times by an unknown man.

While the Indian missions continue to be engaged with relevant Canadian interlocutors, local universities have advised that they have in place contingency plans, in order to support those incoming students who do not receive their study permit in time to be present on campus when term begins in September.

South Asian family demands justice for mother slain in India

remembers climbing down the side of a moving ship in the middle of the night, boarding a fishing vessel, numb and in shock. It was the beginning of a long and troubling journey seeking justice for his mom. In 2005, Mumbai police charged four men with conspiracy to murder Asha; three were employees of Asha’s brother Suresh and one was his son-inlaw. One of the men gave a full confession, alleging they had been hired by Asha’s two brothers, Suresh and Subhash. Police named Subhash, then a resident of Ottawa, as a key co-conspirator and “wanted accused.” Subhash has denied he had anything to do with Asha’s death. In 2006 Interpol issued a red notice (a request to law enforcement worldwide to locate and arrest a person) for Subhash, who in 2005 had become a Canadian citizen. Because Canada has a Mutual Legal Assistance Treaty with India, Sanjay expected the RCMP would take action. The family advocated with the RCMP, and the police in Ottawa. Despite spending thousands of dollars to assist in the investigation, and provide documents from India, the Mounties didn’t pursue an arrest of Subhash, who continues to live as a free man in Toronto, said Sanjay Goel.

The new policy, detailed Wednesday morning in a news conference, is widely expected to accelerate the global transition toward electric vehicles. Not only is California the largest auto market in the United States, but more than a dozen other states typically follow California’s lead when setting their own auto emissions standards.

If those states follow through, and most are expected to adopt similar rules, the restrictions would apply to about a third of the United States auto market.

“This is huge,” said Margo Oge, an electric vehicles expert who headed the Environmental Protection Agency’s transportation emissions program under Presidents Bill Clinton, George W. Bush and Barack Obama. As additional states put in place their own versions of these policies, “they will drive the market, and drive innovation,” she said.

The rule, issued by the California Air Resources Board, will require that all new cars sold in the state by 2035 be free of greenhouse gas emissions like carbon dioxide. The rule also sets interim targets, requiring that 35 percent of new passenger vehicles sold by 2026 produce zero emissions. That requirement climbs to 68 percent by 2030.

A criminal investigation has been launched into a police training session in Vancouver that took place earlier this year where disturbing acts allegedly took place. The troubling nature of the undercover training program was revealed in a Global investigation this spring. The trainees were apparently coached on how to convince others they weren’t police officers, and some role-played scenarios involved defecation on another person, food used in a sexual manner, and more. According to Global, some officers found it so perverse they reported it to their supervisors. Daily Hive has now learned the Director of Police Services ordered a special investigation into the BC Municipal Undercover Program (BCMUP) training course on July 25.

The latest update on hospital data suggests B.C.’s third Omicron variantdriven wave continues to subside. For the week ending Aug. 20, B.C. reported 737 new cases, however with testing heavily restricted, that number underestimates the true total. The province conducted 17,004 molecular tests that week. Hospital admissions appeared to hold virtually flat for the week ending Aug. 20. The BCCDC reported 180 COVID-positive admissions, however the data is preliminary and weekly admission data has been consistently revised with a significant increase. For context, the BCCDC originally reported 181 COVID-19 hospital admissions between Aug. 7 and Aug. 13. That number has now been revised to 231, an increase of 27.6 per cent. The number of people dying of COVI-19 remains challenging to track. For the week ending Aug. 20, officials reported 33 deaths, but like hospital admissions, the figure is typically revised and increased the following week.

The court listened to 12 victim impact statements from Dalman’s family and friends, many of whom fought tears as they described the devastation caused by her death.

The man accused of killing a Langford mother in a case of mistaken identity has been sentenced to life in prison with no chance of parole for 14 years. Last month, 38-year-old Anthony Singh Dheensaw pleaded guilty to second-degree murder in the shooting death of Angela Dalman and to the attempted murder of her friend Derrick Oke outside Oke’s Arncote Avenue home in Langford on March 6, 2020. During the two-day sentencing hearing, court heard that Dheensaw, who was high on cocaine, shot the 40-year-old single mother because he thought she was Oke’s girlfriend.

An attempted heist that spanned New Westminster and Surrey and involved seven luxury Lexus vehicles was stopped in its tracks by Metro Vancouver police forces. Three young suspects were taken into custody following the dramatic event that took place on May 31. The incident was called “highly organized” by New Westminster Police. Police observed seven stolen Lexus vehicles being loaded into two shipping containers in a Surrey salvage yard. One of the containers was loaded onto a commercial vehicle and had begun to leave the area. Four of those cars were stolen from New Westminster. New Westminster’s Forensic Identification Unit processed the luxury cars and developed prints belonging to the suspects. The suspects include 19-year-old Mohammed Bouterra, 22-year-old Al Rifai, and 21-year-old Yahya Zitouni. They’ve all pleaded guilty to a number of offences including Theft of Motor Vehicles, Possession of Stolen Property for the Purpose of Trafficking and Use of a Computer System with Intent to Commit an Offence. “This was a team effort to put a stop to a highly coordinated and sophisticated car theft operation,” said Sergeant Justine Thom with the New West Police Department (NWPD). NWPD’s Street Crime Unit assisted the Integrated Municipal Provincial Auto Crime Team (IMPACT) and Air 1 in the investigation.

General Employees’ Union president Stephanie Smith says in a statement the public service has relied on overtime for far too long. Prime Minister Narendra Modi on Wednesday inaugurated a 2,600-bed private hospital here that is equipped with cuttingedge technology, including a centralised fully-automated laboratory, in what will be a major boost to health-care infrastructure in the National Capital Region (NCR).

The advisory added that children must be educated about the signs and symptoms and side effects of Tomato flu. It pointed out that although Tomato Flu shows symptoms similar to other viral infections such as fever, fatigue, body aches and rashes on the skin, it is not at all related to SARS-CoV-2, monkeypox, dengue and/or chikungunya.

The Centre has issued an advisory to states on the Hand Foot and Mouth Disease (HFMD), which is more commonly known as the Tomato Flu.
