Give Back Atlanta Atlanta churches and organizations have always given back to the community for the Thanksgiving holiday. Here are a few of their stories. BY ISAIAH SINGLETON hanksgiving is a couple of weeks away and various organizations are preparing to give back to the metro Atlanta communities to fulfill their holiday needs. Elizabeth Baptist Church hosted its annual Thanksgiving outreach, “Barrel of Love” in the parking lot of The Atlanta Voice, this year with a different twist. Last year, the average cost of a Thanksgiving feast for 10 was $64.05, according to the Farm Bureau. Although 2023 estimates are not yet available, the Consumer Price Index shows food-at-home prices up 2.4% this year. On Nov. 12 and Nov. 18, the Barrel of Love Unleashed initiative gives pre-registered families a chance to have a full Thanksgiving meal. The church put together bags full of Thanksgiving essentials like a $20 Publix gift card for a turkey, greens, yams, things to make dressing, things to make a dessert, and a pamphlet about sharing peace with God on the holidays. Felicia Hicks, a member of the Baptist church, said Elizabeth Baptist Church decided to do things differently by being able to go into the community. Elizabeth Baptist Church camped out Saturday morning at the Atlanta Voice’s office parking lot to give out 25 bags to meet family's needs for the Thanksgiving holiday. “What we're hosting is about 50 pop-ups and volunteers from the church. We're able to designate locations where people can come and receive their food distribution for Thanksgiving,” she said. Hicks also said they’re looking forward to people coming out and receiving blessings and being a steward and a servant of God. Hicks also said the importance of giving back is so meaningful to her and Elizabeth Baptist Church because so many people have a

hard time during this time. “Holidays can be pretty hard for people during this time, so the importance of giving back is very important,” she said. “I think it's very important that people see love and see love as an action word. So, to see people giving back and encouraging people during their time of need, I think it’s very important to go in a community because that's what the disciples of God did during those times. For people to see the kindness being extended beyond the church walls is very important.”

Barrel of Love will also host another Thanksgiving pop up on Saturday, Nov. 18 to provide and serve food to families and communities across the metro area. For more information, visit elizabethbaptist.org.

Atlanta Community Food Bank hosts Thanksgiving Media Dish BY NOAH WASHINGTON
T
he Atlanta Community Food Bank gathered for its 25th anniversary by hosting the 2023 Thanksgiving Media
Dish. On Monday, Nov, 13th, the food bank hosted several media outlets as they handed out meals in time for the Thanksgiving holiday. The food distribution took place in its newest food distribution center in Marietta, Ga. Kyle Waide, CEO of the Atlanta Community Food Bank, shared insights into the organization's 25year journey. Waide, who has dedicated 11 years to the food bank, expressed a personal desire to connect with families facing adversity, citing growing up in Mississippi, Wade thinks of the families he is serving in the community not dissimilar from the ones he grew up with, "I was a public school kid and went to school alongside teammates and friends who were facing poverty and food insecurity. What I've tried to do in my professional life has been to devote my time to helping folks out like the kids that I grew up with,’ Waide said. The food bank serves over 200,000 households and distributes approximately 10 million pounds of food monthly across North Georgia, primarily African-American families Waide cites. Sarah Heard, an Atlanta native, was visiting the community food bank in preparation for the Thanksgiving holiday. Heard cited the importance of the food bank in supporting families like hers. With a family of four, she emphasized the critical role that the food bank plays in providing essential resources, "It means a lot, it's a great opportunity to have good food that is needed for my family to help on this Thanksgiving season. So it's really a blessing to be here," Heard told The Atlanta Voice. Lesley Mercedes, the operations manager at the Community Food Center in Marietta, shared her experience and insights into the ongoing Thanksgiving drive and how she sees her work, "I used to work for a non-profit organization. But I didn't feel like there was much worth in my work,” Mercedes, who joined the food bank in April of the current year, shortly before the opening of the newest facility in July, “I wanted to do something that I knew I would go home and say I made a difference in some-

one's life today,” Mercedes told The Atlanta Voice The prices of holiday items have increased this year as a result of inflation. According to a 2023 Thanksgiving report by Wells Fargo, canned cranberries are up 60%, while sweet potatoes are up 4%, and canned green beans are up 9%.
Maurice Johnson, who is from Rochester, New York, visited the food bank to prepare for his holiday season with his sister, grandmother, and extended family after moving to Georgia six years ago at his sister's suggestion. Johnson cites finding a welcoming community in Marietta. “They are very helpful,”
she said. “Very, very helpful, and it's a blessing that these guys do this. So I really appreciate that." Discussing his Thanksgiving plans, Johnson mentioned his initial plan for his mother to join him but explained her unexpected illness. He still plans to prepare Thanksgiving dinner with his family and extended family. "I'll normally cook like the meat and the greens and my sisters, my grandmother, my nephews, nieces, they'll come down and we'll just celebrate Thanksgiving," Johnson told The Atlanta Voice. The media dish is also in service of media outlets coming and seeing what the Atlanta Community Food Bank does for the greater community. Ed Westreiche, director of marketing & communications at the Atlanta Community Food Bank Coming has been with the Atlanta Community Food Bank for the past five years, but worked in corporate America for over two decades. Reflecting on his career shift, he shared, "I wanted to do something in my second career that was
in the Atlanta economy and helping folks." Formerly involved in various roles, including finance, executive assistance, and leadership training for a North American sales team, Westreiche says he found his way to a more meaningful and impactful career. Citing that he spent years driving through the Atlanta community, he now has an opportunity to be a part of it. In discussing his current role, Westreiche expressed the satisfaction of being closer to the end of the supply chain, directly impacting those in need. He emphasized the immediacy and significance of the work, noting the stories and faces encountered daily. The media dish is also in service of media outlets coming and seeing what the Atlanta Community Food Bank does for the greater community, “What we've been doing is engaging media partners, getting them out from behind the anchor desks, the Nielsen ratings, competition, getting them all in a room and, and just giving him an opportunity hands-on to do a little service,” Westreiche continued.

Voters Spoke: Climate Action is Here to Stay BY BEN JEALOUS
T
his month’s election results should be a wakeup call to any politician who had been unsure of Americans’ desire for robust climate action and support for a green economy. In states and counties that are red, blue, and everywhere in between, voters favored forward-looking candidates who embraced both the need for and the economic benefits of aggressive climate action. As much of the reporting on this election cycle has already pointed out, reproductive freedom was clearly a heavy driver of Democratic performance on Election Day. That shouldn’t overshadow the fact that, in marquee races, well-funded attacks against strong climate policies from the Far Right and fossil
fuel interests were ignored or rejected by the voters they hoped to sway. And it doesn’t diminish the role that issues like clean energy and a healthy future for our planet and our communities played in galvanizing voters. The climate crisis is here. It’s not politely knocking at our door; it’s banging it down. Americans in every corner of this country are hyperaware of it, especially after the dangerous and deadly heat waves and wildfires many of us experienced this year. What we’re seeing in our backyards is connected to a larger, global crisis that is affecting all life on this planet we call home. Just-released research shows that the past 12 months were the hottest on record. This fight has always been about our future but increasingly it’s also
about our present. Voters get it. This was especially evident in Virginia, where voters forcefully denied the Republican governor’s bid for full control of the state government. The electoral rebuke of Gov. Glenn Youngkin and his views – in which Democrats didn’t just protect their state Senate majority but also gained control of the state House – effectively ends his push to undo the climate progress enacted under his predecessor. Youngkin sought to roll back emissions standards aimed at moving Virginia away from the sale of new vehicles with internal combustion engines as of 2035. And he has been waging an effort to withdraw Virginia from the Regional Greenhouse Gas Initiative cap-and-trade program. LaTwyla Mathias, who leads Progress Virginia and worked to mobilize voters in this year’s election, said that among her organization’s digital ads this cycle – which were shown to voters of color, young voters, and women – the ads focused on climate were the top performers. “Our research shows that climate voters care about freedom: the freedom to breathe clean air, the freedom to live in a healthy environment, and the freedom to make
decisions for themselves,” Ms. Mathias said. “Black and brown voters showed up on Tuesday because they know we’ve fought too long and too hard to let special interests take these freedoms from us.” “By electing climate champions, we can fight back on growing health risks and pollution in marginalized neighborhoods, defend our neighbors with severe medical conditions, make sure that our communities have an opportunity to get trained in new jobs so that the transition to clean energy doesn’t leave anyone behind, and protect the progress we’ve made with the Regional Greenhouse Gas Initiative.” So, as we discuss all the fundamental rights that were on the ballot this year and will be in 2024 – abortion, the right to vote, gender equality, workers’ rights, and more – let’s not forget that the results of this week’s elections prove that the right to a clean environment and a habitable planet is a major election issue an ever growing number of Americans – especially those communities on the frontlines of the climate crisis. Ben Jealous is executive director of the Sierra Club, professor of practice at the University of Pennsylvania and author of “Never Forget Our People Were Always Free.”

Voices SPIRITUALLY SPEAKING
Jesus Christ was quite the revolutionary, own that
I BY JAMES A. WASHINGTON
The Atlanta Voice
saw something that literally made me stop and think. “Jesus, Revolutionary!” It certainly wasn’t the first time I have seen or written about this, but on this occasion, my ignorance was supplemented with an understanding of just how radical Jesus must have been. The reason for my pause had more to do with how we define revolutionary today and its application in terms of Christ. My own faith walk demands an acknowledgment that He was all about substance. One of the core truths and subsequent beliefs about the life and death of Christ is He could care less about style. For example, the outward act of prayer has little to do with the internal purpose of prayer. The literal and technical interpretation of God’s laws i.e. Moses had little value if not filtered through the intent of God’s will. See Jesus in the temple dealing with the money changers. The literal and technical interpretation of God’s law has little value if not filtered through the intent of God’s will. Jesus was executed because He chal-
“Jesus, Revolutionary!” lenged the rigid practice of the intellectual and literal enforcement of rules and regulations. He simply asked those in charge, “Where is the love and compassion in what you do?” To Christ, church hierarchy had little to do with church purpose and He challenged the leadership to forego the rigidity of rules and focus on doing God’s will. As a follower of Christ, is it not our duty to be just as vigilant against church law and order in today’s church. Shouldn’t we become concerned and active in the purpose of the church Jesus left behind? Shouldn’t we be less concerned about doctrine and more concerned about duty? This is why I reacted so intensely to “Jesus, Revolutionary!” Duty rooted in faith and belief in the Almighty demands a certain kind of action. Following the literal interpretation
of doctrine, demands little more than an external demonstration of an understanding of the rules. So are we revolutionary if we investigate the size of the choir’s budget as opposed to the effectiveness of the Outreach Ministry? Does Jesus’ message demand that we reorder our thinking to go beyond church walls and deal with those we might think we’re better than because we are in church every Sunday at the same time, in the same place, in the same seat? A Sunday seat doesn’t guarantee a Monday heart. Does this sound revolutionary to you? When you break it down, the revolutionary part becomes apparent when you look at who Jesus helped. The miracles were more about the lame and the lost, the poor and the blind, even the wretched and the vile. Jesus himself didn’t fit the mold of whom the church wanted to call King. He wasn’t kingly enough by the strict interpretation of the rules and regulations. Christ actually hung out with the wrong crowd, practiced radical religion
and preached threatening sermons. When He talked about forgiveness that meant being the forgiver rather than the forgiven. Paul spoke to power without fear. Christ’s revolutionary example gave Him the courage to do so. The love Jesus spoke about is the love you give, not the love you expect to receive. The same held true for mercy and charity. I guess this really was enough to get Him killed. The iconic part of my point is if you only preach these principles, nothing will happen to you. But if you actually practice these truths, you too might fall prey to gossip, jealousy, envy and maybe even death. I guess you know you’re a revolutionary when people see you challenging the status quo in order to do God’s will. Is anybody paying attention to you these days? Remember, it’s all about doing things in the name of the Lord, for His purpose and not any other. May God bless and give you the strength to be His revolutionary today in the church of your choosing

11-year-old Atlanta native competes in national game show BY ISAIAH SINGLETON
A
tlanta-native Selah Thompson, 11, participated on a new national game show called “Innovators of Awesome”, hosted by KiwiCo, the brand bringing enriching and purposeful play to life with hands-on, kid-tested products and activities. The show, launched Oct. 19, challenged Selah and two other young innovators (Nolan and Jaxon) to engineer hands-on, largerthan-life versions of iconic KiwiCo projects to compete for the chance to win a $25,000 scholarship and be able to name and create their own KiwiCo crate. In four-part challenges, the three contestants had to work to solve a slimy escape challenge with a giant arcade claw, faced off in a ball-collecting mechanical sweeper-engineering challenge, engineered bottle rockets and protective pods for precious cargo (eggs), and finally created a chain reaction. The last challenge aired on Nov. 2 where the winner of the show was announced and although Thompson didn’t win, she said she was grateful for the experience and had a lot of fun. “To be on the show, it was a really cool experience, and it was fun,” she said. “Working as a team in the first challenge was fun and it was so suspenseful because I didn’t want to get orange slime on me. It felt like something special because only three people in the entire United States were selected and I was one of those people.” Both Selah and Nolan were able to leave with $1,000 and each contestant was given 50 KiwiCo crates to be donated to each of their elementary schools to create with their friends. She was first introduced to the brand by her late uncle, an engineer who bought her first KiwiCo crate. The first project sparked her interest in science and engineering and remains the catalyst behind her love for KiwiCo crates to this day. Selah, getting emotional thinking about her uncle, said she believes he was watching her while

she was on the show doing what he introduced her to. Selah’s dad, Khalil Thompson, said it was a “full circle moment” for them both. “I remember when she first got the KiwiCo crate when she was four years old, and she was so excited to get the crate. “It was a full-circle moment for her because in the first episode they had to build a giant version of the arcade claw,” he said. “It just made me smile because here we are years later, all the way across the country, and when we first heard about the show, Selah
told me she’d be perfect for it and she’s putting together a giant version of what her uncle gave her. I just want to tell him thank you for helping to fan the flames of excitement for engineering and science in her because we see it manifest on a grand scale today.” Selah’s favorite part about competing on the show was being able to work with and make big KiwiCo crates instead of the ones she made at home. Additionally, Selah said she learned she can make friends quickly after bonding with Jaxon and Nolan on the show.
“Something I learned about me through the show was that I can make friends really quickly even though I thought I have to be around someone a really long time before I became friends with them, but I became friends with Jaxon and Nolan in like five hours,” she said. In addition to her love of STEM, Selah is the co-author of two children’s books, and remains a fierce advocate for education. At just 11-years-old, she has led a Children’s March for Literacy and inspired her peers to write their own stories. Leading, Selah said, is important especially at a young age. “I’m pretty good at listening to people and if someone needs advice on something, maybe I can help with whatever they need help with,” she said. “When my dad told me about Innovators of Awesome, I had to keep reminding him to help me with the application because he kept forgetting, which is an example of taking action and being persistent.” Additionally, Selah said in life she wants to do so much like be an astronaut, a professional volleyball player, get into drawing and painting, become a baker, and start a bakery, and to live in Paris. Selah also passes along some ad-
vice to other kids who may not feel they can do big things in life. “You’ll never know unless you try. You should try doing whatever it is that brings you happiness and they should try and do their best in whatever that is. Even if you don’t get to do exactly what you want, keep trying because you never know what you can do in the future,” she said. Khalil said he is proud of his daughter for having the persistence and determination to make her dreams come true. “From the beginning when I showed her the show, she said she would be perfect for it. She saw herself in this before I did and she was very persistent and made sure I followed through to help her do it,” he said. “I’m just so proud of her for having a vision and pushing to make sure her vision came to fruition and just being bold and brave enough to go out there on camera and record a TV show, I wouldn’t have been prepared to do that at her age, which I think she went out there and was amazing. I also felt I watched her grow up a little bit, which made me sad inside but made me smile at the same time because I got to watch her firsthand to build relationships and work well with other people, solve problems, and be her own independent little human.” Lastly, Khalil said he wants to give a shoutout to KiwiCo and what they stand for. “I think this whole experience has been fantastic,” he said. “I loved what KiwiCo has done and this whole idea around the show of making giant versions of their crates, I think it’s phenomenal and getting young curious innovators out there to figure out how to build things, I think is cool. Kudos to them for dreaming up a big dream and inspiring three little people to dream big enough to be a part of that big dream and see it come to fruition.” To watch all four episodes, visit https://youtube.com/@KiwiCo?si=DpIOSRsOpgzpgc_W, or https://www.kiwico.com/innovatorsofawesome.

User’s Guide: MORTGAGE FORECLOSURES How Foreclosure Works
The loan a person takes out to to buy real estate such as a house or condominium is called a mortgage and requires monthly payments. In Georgia, if the property owner falls behind in making those payments, the lender, such as a bank, can sell the property at auction to settle the debt. Doing so is known as foreclosing on a property. These auctions take place the first Tuesday of every month (or the first Wednesday if the first Tuesday falls on a holiday) between 10 a.m. and 4 p.m. on the steps of the county courthouse. The auction of properties in Fulton County takes place in downtown Atlanta on the front steps of the Fulton County Courthouse at 136 Pryor St. Georgia law allows lenders to conduct an auction without going before a judge on one condition: The lender must give the borrower—and the public—proper, legal notice of its plans to foreclose. Proper notification means advertising in the county’s official legal newspaper. In Fulton County, that official newspaper is the Daily Report. The lender must advertise its intent to foreclose once a week for the four consecutive weeks leading up to the “first Tuesday” sale date. To auction off a property the first Tuesday of March, for example, a lender must have published a foreclosure notice during each of the four weeks of February.
How to Use the Information
• Property Owners: Protect Your Interests During the weeks leading up to the auction date, many property owners are able to work things out with their lenders, seek bankruptcy protection or line up other arrangements to prevent the bank from selling off their homes. If your lender has started foreclosure proceedings against your property, these listings provide you with an extra alert— over and above the official notice published in full in the Daily Report—to take action. See MORTGAGE, Page 2
Introduction
User’s Guide:
from the publisher Get behind on your mortgage, and you could lose your home. Don’t pay your property taxes, and you might similarly find your house auctioned off on the courthouse steps. Both types of forced sale, known as foreclosure, involve complicated legal procedures. We’ve designed FCDR ConsumeR AleRts to take some of the mystery out of the process and to alert consumers to how and when to take action. We can provide this service because, by law, no foreclosure can occur unless properly announced in the official legal newspaper of the county. That’s required for the benefit of the property owner but also for the community at large. The publication requirement is founded upon the same notions of due process, open government and community awareness that underlie American democracy, and it’s a practice at least as old as the country itself. Since 1890, the Fulton County DAily RepoRt has served as Fulton County’s newspaper of record for public notices. Each day, important public information courses through our pages in the form of hundreds and hundreds of official notices. We’ve designed FCDR ConsumeR AleRts to present that information in
an easy-to-understand and easy-touse format. Thanks to a partnership between the Fulton County DAily RepoRt and the AtlAntA VoiCe, FCDR ConsumeR AleRts will reach tens of thousands of county readers each month. We’ve also made a database of the information available on the Internet, expanding the utility and reach of county information even further. At www.fcdr.com, members of the public can make intelligent searches and link to the full text of official public notices as originally published in the DAily RepoRt. On the following pages you’ll find this month’s FCDR ConsumeR AleRts, along with user’s guides that help explain the legal procedures at work, the different forms of public notice, and how to make the most of the information. As always, we welcome your thoughts. If you have any suggestions or comments about how we can improve FCDR ConsumeR AleRts, please don’t hesitate to contact me at the address below. TAX FORECLOSURES Local government runs on property taxes. That’s why Georgia law imposes severe penalties for failing to pay them. If left unresolved, a bad situation easily can become worse, forcing a homeowner in arrears to choose between paying a small fortune or losing the family homestead. It doesn’t have to come to that. And in fact, there are several opportunities throughout the property tax collection process that allow the homeowner to come current and avoid the worst. We’ve designed our tax sale listings to make sure homeowners don’t miss those opportunities. We’re able to provide this service because the Daily Report is the official newspaper of the Fulton County courts. Throughout the process in Fulton County, the law requires the various collection participants to publish several different forms of notice in the Daily Report. Those notices form the basis for the listings below.
How the Collection Process Works
Our tax sale listings represents a compilation of information from the following types of public notices: • Non-Judicial Tax Sale • Redemption Rights Deadline • Judicial Tax Hearing • Judicial Tax Sale • Quiet Title Here’s how the tax collection process works, what the different notices mean, and when they come into play.
More Than One Way to Collect
Your obligation to pay property taxes is backed by the property itself. Fail to pay, and the county tax commissioner See TAX, Page 6

Consumer Alerts FCDR
The Atlanta Voice
mortgage foreclosures Words of Caution Neither the Daily Report nor The Atlanta Voice is responsible for any errors or omissions in the FCDR Consumer Alerts listings. The information is neither official nor complete, but merely an abstract of the first-run public notices appearing in the Daily Report. For the complete and official public notice, consult the printed Daily Report. Information in the official notices comes directly from the advertisers with no independent verification. These listings do not include any subsequent cancellations or subsequent corrections advertisers may have made to their notices. Just because a property is advertised for foreclosure does not necessarily mean it is in foreclosure or that the owner is in arrears. Some notices result from misunderstandings. Oftentimes matters are worked out (or halted) well in advance of the auction date but after the notice has been submitted for publication. Just because a property isn’t listed here doesn’t mean it’s not in foreclosure. Again, these listings are by no means the official notice. The person listed as owner may not necessarily be the present title holder. Indeed, your property may well be listed under the name of a prior owner. Mortgage value information merely reflects the amount of the original loan amount as listed in the foreclosure notice, not the balance due and not the value of the property. Neither the Daily Report nor The Atlanta Voice is responsible for any investment decisions based on this information. Neither do they make any representations regarding title or the existence of any liens or encumbrances. Readers of this report should do their own research and consult a real estate, legal or investment professional. This report is the exclusive copyrighted property of the Fulton County Daily Report. MORTGAGE, from page 1 • Neighbors: Know What’s Going On Use these listings to stay informed about your neighborhood. By law, and for important reasons of public policy, foreclosure notices are for the public. They can tell you whether you have a neighbor in need. They can help answer questions you might have about abandoned or poorly maintained property near you. They can give you insight into property values in your neighborhood. Indeed, a foreclosure taking place in your neighborhood can affect your own property values. • Homebuyers, Investors: Find a Bargain Foreclosure notices provide valuable
leads to prospective homebuyers and real estate investors. Houses facing foreclosure often go for bargain prices. These listings, organized by zip code and street address, can help you spot those potential bargains. The summary information, of course, is just a starting point—a lead to initiate your own research. In addition to bidding for a house on the courthouse steps, there are ways to buy the property in advance of foreclosure by dealing directly with the lender’s attorney or the property owner, both generally listed below. But be warned: Buying a house facing foreclosure is not for the faint of heart. In general, you must buy the property as is, without an opportunity for inspection. You have to pay with cash or certified check. And
all sales are final. To say the least, make sure you do your homework, do a complete title search, consult with a professional and, above all else, think twice. • Lenders: Protect Your Interests Many properties are subject to more than one loan, such as a home equity loan or second mortgage. If the lender holding the first mortgage sells the property off at foreclosure, the rights of the secondary lenders may be wiped out. If you have lent someone money against his or her property, or if you hold a lien, these listings provide you with an alert—in addition to the official notice published in full in the Daily Report—so that you can take action to protect your interests.

tax foreclosures TAX, from page 1 can sell the real estate to raise the amount due in back taxes. It’s an awesome power, and it takes the form of a lien. Think of a lien as a parking boot the county clamps on your property. As with that more physical form of restraint, a lien against your property can stop you cold. It can interfere with your ability to transfer the property or even to borrow against it. If you do manage to sell the property, the lien sticks to it, interfering with the next owner’s title. By law, the county tax commissioner automatically gains a lien against property the first day property taxes come due, Jan. 1 of each year. Once the owner pays the taxes, the lien dissolves. When the property taxes become past due, the tax collector can proceed in one of two ways-Non-Judicial Tax Sale, which doesn’t involve going to court, and Judicial Tax Sale, which must. Both types of proceedings rely upon the sheriff to conduct the sale. Each has its own purpose and its own advantages to the tax collector. More important to the homeowner, each has its own set of procedures and its own types of public notice.
Non-Judicial Tax Sale Non-judicial tax sale is the most common route for the tax commissioner to take. After the payment deadline passes, and after providing the owner with written notice, the tax commissioner turns the matter over to the sheriff by issuing what’s called a tax fi. fa. or writ of execution. Fi. fa. is the abbreviation of a Latin term meaning “cause it to be done,” and the writ, in this case, formally commands the sheriff to sell the property at auction to the highest bidder. The sheriff has no choice in the matter. The ensuing process is known as sheriff’s levy and sale. As a first step, the sheriff must send out written notice and also publish a Notice of Sheriff’s Sale in the Daily Report. Those notices, grouped under the heading NonJudicial Tax Sales, are generally the first form of notice to hit the Daily Report and therefore usually represent the first alert appearing in the listings below. If you see a property in which you have an interest listed as the subject of a Non-Judicial Tax Sale, you need to contact the sheriff’s office and the county tax authorities. If the notice lists a private investor, that means the county has transferred the tax lien on your property (explained below), and you should contact that party.
After meeting the law’s notification requirements, the sheriff auctions the property to the highest bidder on the steps of the Fulton County Courthouse in downtown Atlanta at 136 Pryor St. S.W., the first Tuesday of the month. The money raised goes toward the back taxes, and the bidder now takes ownership to the property. The original homeowner still has a way to get the house back (explained below, under Redemption), but it’s now a matter between old owner and new; the county is out of the picture.
The Legacy of Lien Transfers Until May 2002, Georgia law let the county turn matters over to the private sector even sooner. Instead of pursuing the non-judicial sale procedures itself, the county could sell off its tax liens to private investors. The investors paid off the back taxes and then handled the rest, including having the sheriff conduct a non-judicial sale. Although the Georgia Legislature halted the practice during its 2002 session, enough transferred liens remain outstanding that homeowners need to know about them. For one thing, a transferred tax lien can lie dormant for a few years and thus catch the homeowner unawares when the private investor finally decides to execute on it. That’s because the purchaser of a tax lien does not have to demand a sheriff’s sale of the property right away. Some transferees hold on to the lien without taking any action for a couple of years, thus allowing the interest and penalties—the value of their investment—to grow. As the penalties compound, it becomes harder and harder to get one’s property out of hock.
Redemption: Rescuing Your Property Once the property is sold on the courthouse steps, the former owner still has the chance to rescue the property through a process called redemption. To regain good title to the property, the homeowner must reimburse the purchaser the amount paid at auction, plus penalties, interest and, sometimes, costs. An owner has the opportunity to redeem as a matter of right for 12 months following the sale. But the window to redeem actually may stay open longer, depending on when the tax-sale purchaser takes action to cut off the owner’s right of redemption. That action is technically known as foreclosing the right to redeem. The term “barment” has also come into parlance to describe the procedure for cutting off the owner’s right to redeem. By whatever
name, it has the effect of giving the taxsale purchaser title to the land (subject to other possible liens). Twelve months after the sale, the purchaser can send out notice to the homeowner giving the person a deadline to pay up and reclaim the property or lose all rights to it. The tax-sale purchaser gives notice by mail and also by publishing in the Daily Report a Notice to Foreclose the Right of Redemption, a form of public notice we group under the heading Redemption Rights Deadline. If your property appears in the listings below as subject to a Redemption Rights Deadline, you can rescue the property by contacting the purchaser and tendering the full redemption amount before the announced cutoff date.
Judicial Tax Sale The second and less common means of property tax collection is judicial tax foreclosure sale. When the tax authorities take that route, they have to wait a little longer to act, and they have to go to court, but it’s ultimately a more decisive process. In general, the county avails itself of this process as a way to put abandoned and blighted property in better hands. Twelve months after the property taxes first become due on Jan. 1, the tax collector can file a petition in Fulton County Superior Court to conduct a foreclosure sale on the property in arrears. Note, the legal action is filed not against an individual, such as the owner of record, but against the land itself, a procedure in law known as an action “in rem.” The first published notice announces a hearing in Superior Court on whether a tax foreclosure sale should be permitted. Notice to the property owner of the county’s intent to foreclose on the land includes mailed notice and the publication of a Notice of Judicial In Rem Hearing, grouped in the Daily Report under the heading Judicial Tax Hearing. If you see your property listed below as subject to a Judicial Tax Hearing, you need to contact the county tax commissioner and attend the scheduled hearing in Superior Court, but consult a lawyer.
Once satisfied that the tax collector has met the law’s notice and other procedural requirements, a judge issues an order allowing a foreclosure sale of the property. With that order in hand, the tax collector then must publish in the Daily Report a Notice of Judicial In Rem Foreclosure Sale, which we’ve organized under the heading Judicial Tax Sale.
If you see your property listed below as subject to an impending Judicial Tax Sale, you need to contact the tax commissioner’s office and make arrangements to settle your tax delinquency and stop the sale. The property owner has the right to redeem the property up to the moment of sale, which generally takes place the first Tuesday of the month following the published notice. The law gives the owner one last chance at redemption. For 60 days after the sale, the owner can pay the redemption amount, which now includes not just the back taxes and penalties but also the amount paid for the property at auction. If the owner misses that opportunity, then title to the property passes to the purchaser at auction.
Quiet Title Title to property bought at tax foreclosure sales, particularly non-judicial sales, is generally considered clouded. That can cause complications when the new owner decides to sell or finance the property. To fix that, most purchasers undertake Quiet Title proceedings, seeking a declaration that they own the real estate free and clear. The process involves filing a petition with the Superior Court, mailing out notice, and publishing a Notice to Quiet Title in the Daily Report. If you see your property listed as subject to Quiet Title proceedings, you may be able to file pleadings in Superior Court to intervene. Consult a lawyer.
Sources and Resources Suffice it to say, it’s a complicated sequence of events, and one that rapidly gets more expensive and harder to control as time passes. Soccer in the Streets kicks off at East Lake MARTA station BY JANELLE WARD Nonprofit organization Soccer in the Streets has extended its reach even further across metro Atlanta with the launch of youth scheduling at its newest soccer field in west Decatur last weekend. Soccer in the Streets opened its East Lake location to the public late last month, adding another field to its expanding roster of StationSoccer locations based in and around the city. To kickstart recreational activities at the new facility, the organization hosted an allgirls tournament at the East Lake field on Saturday for one of the nonprofit’s programs for young players, Girls With Goals. The match brought together 8- and 10-year-old competitors from StationSoccer’s network of fields located around the metro Atlanta area for the first championship of its kind. Chelsea Wood, director of leadership and outcomes at Soccer in the Streets, said the tournament came to fruition as the organi-

zation’s leadership works to incorporate the new East Lake station into StationSoccer’s steadily growing network of athletic fields. She also said that the surrounding neighborhood has responded positively so far to the new field’s completion.
“The email inbox has been flooded with community members ready to use the field,” Wood said. “The energy is absolutely incredible, and we are so grateful to have the opportunity to serve the East Lake community.” Initially founded in 2016, StationSoccer consists of a series of soccer fields installed adjacent to MARTA transit stations around the metro area as a way to “connect Atlanta” through the use of existing transportation infrastructure. By developing a “League of Stations” across greater Atlanta, the nonprofit aims to expand local youth’s access to athletics who may be burdened by transportation barriers that restrict participation in team sports. “I think what is really powerful about StationSoccer is that home is truly home for these players and the coaches,” Wood said. “It is a small patch of turf to outsiders, but it is a place of refuge for our participants.” Girls With Goals is an in-house program designed to empower young girls to con-
fidently participate and compete within male-dominated spheres. Soccer in the Streets received a $20,000 grant from protein snack brand Quest Nutrition earlier this year, a portion of which went toward developing the Girls With Goals initiative. Wood said that Saturday’s tournament constituted many firsts for Soccer in the Streets, as it served as the Girls With Goals program’s first cup game and the first competition supported by Quest Nutrition, all of which occurred on the first day of organized youth programming at the facility. “The most beautiful part of the station is the community it builds,” Wood said. “We are so grateful to the Quest for Impact grant for helping make this a reality. Stations serve about 200 kids each season, and we are so excited to get East Lake going.” For a full schedule of upcoming events for both youth and adult recreational teams around metro Atlanta, visit Soccer in the Streets’ online community program calendar.

Tips to avoid scams and fraud Stay ahead of the scammers and keep your accounts safe Your phone pings. It looks like a text message from your bank, and it’s urgent. It says you need to send money to your account using a wire transfer or digital payment like Zelle® to reverse a fraudulent transaction. Or, it tells you there’s suspicious activity on your account, and you need to call a certain number right away to address it. If the message is from your bank, it must be legitimate, right? Impersonating a financial institution, a government agency or a utility company is a common scam tactic to get access to your accounts or personal information. Even the most cautious consumers can fall victim, as scammers become increasingly sophisticated in their efforts to commit digital fraud. Knowing about scammers' tricks can help you stay one step ahead of them. Here are some common schemes you might see.

the checks to themselves, sell your personal info or use it to create counterfeit checks.
Spoofing Scammers can "spoof" phone numbers. Your caller ID can say the call or text is from your bank even though it's not. The scammer will eventually ask for personal or financial information, or ask you to send money.
“Malvertising" Scammers place fake phone numbers in search engines and online ads under the names of legitimate companies like banks or airlines. People call those numbers and are tricked into sharing account or other personal information.
Phishing “Phishing" is when you get an email that looks reputable but asks you to call a fraudulent number, respond to the email or go to a website and enter personal information. You may be asked to look at an attachment, which then gives bad actors access to your computer if you open it. Artificial Intelligence (AI) or “deep fakes” Smart technology allows scammers to duplicate familiar voices and trick consumers out of money and personal information. Scammers gain the trust of victims by pretending to be a close family member or friend in need. Check fraud Scammers can steal written checks from unattended mailboxes, or if you deposit them but don't dispose of them properly. They’ll use chemicals to erase and rewrite

How to stay safe Be proactive and avoid becoming a victim by following these tips. • Delete, block and ignore calls or messages from sources you don’t recognize. • Protect your personal account information, ATM pins, passwords and one-time passcodes. If someone contacts you and asks for this information, especially if it’s someone claiming to be from your bank, do not share it with them. • Banks or government agencies will never ask for personal information when they contact you. Government agencies also will not contact you via phone; you’ll likely receive a notice by mail. Refuse to give your personal information if someone contacts you by email, text or phone. • Don’t let anyone pressure or
threaten you into giving them personal information or money. Hang up or don’t respond. • If anyone says you must act right now, stop and ask yourself, “Is this how a legitimate company would act?” If something seems “off,” it probably is. • Remember that financial institutions will never ask you to send money to yourself or anyone else. • Don’t send money to someone you don’t know or for reasons you are not clear: you may not get it back. • Even if your caller ID says a call or text is from your bank, it could be a scam. When in doubt hang up or stop texting, and call your bank directly (use the number on the back of your debit card). • Don't click on links or attachments in an email or text if you're not sure who it's from, and be on the lookout for messages that ask for immediate action from you. • Instead of entering a company name in your internet browser’s search bar, type the full URL in the address bar (for example, www.chase.com) so you’ll go directly to your bank’s secure, verified website. • To avoid check fraud, consider sending money electronically or using your card. • If you’re writing a check, use a permanent pen so the information is hard to erase. Fill out the payee and dollar amount space completely or draw a line to the end of the space. Sign checks the same way every time and mail checks from inside the post office. If you become a victim of online fraud, don’t be embarrassed, and report it to your bank. Also, tell family and friends about your experience so they too can be on high alert. Scammers may try hard, but consumers who are alert and informed can stop them in their tracks. How Usher is preparing for his Super Bowl performance to take it to ‘another level’
Until Next Time: Morehouse wins fourth straight over rival CAU BY MENRA MAPFUMO In the last game of the Atlanta University Center (AUC) football season, Morehouse College defeated Clark Atlanta University 3521 Saturday, Nov. 4. Both the Maroon Tigers and Panthers went into the affair with 0-9 overall records. Out of the gate, the Maroon Tigers blocked a Panther punt that was recovered in the end zone by Maroon Tiger sophomore Jalen Brown for a touchdown. A series of turnovers, penalties, and skirmishes followed that did not have effect on the game until late in the quarter during a Maroon Tiger offensive drive. A late hit out of bounds hit by Panthers freshman defensive back Seth Brooks warranted an unnecessary roughness penalty to put Morehouse in the red zone. On the next play, Maroon Tigers freshman running back Jaiden Jones collected his first touchdown of the day rushing into the end zone giving Morehouse a 14-0 advantage. The Panthers opened the second quarter

with an eight-play drive that ended in a score when junior wide receiver Devion Newson displayed his athleticism by leaping over his defender in the end zone to put the Panthers on the board, 14-6. That would be Newson's only touchdown of the day.
Morehouse would answer back on their next offensive possession with some help from the Panthers defense. A face mask penalty put Morehouse deep in Clark territory which led to an 11-yard touchdown run by J0nes, his second of the game. Clark Atlanta came close to scoring again on their next offensive drive towards the end of the half. Morehouse’s defense made their presence known by stopping Panthers junior running back Daquan Kincey, one of the top running backs in the SIAC, at the 1-yd line to end the half. To open the half, the Panthers were forced to punt on their opening drive. After Morehouse sophomore Brogan Korta collected an interception earlier on defense, he upped the score on offense by receiving his first touchdown pass of the day. CAU answered back halfway through the quarter on a speedy 40-yard run by junior running back Josef Douglass and converted a two-point conversion to draw closer, 28-14. Korta’s second touchdown of the day came
on a middle of the field pass into the in-zone to open the fourth. Following the touchdown, freshman Billy Johnson put CAU at Morehouse’s 21-yard line on a 49-yard kick return. Douglass quickly finished off the two-play drive, spinning out of a tackle in the back field, and rushing into the end zone and making CAU's deficit 14 points. There wouldn't be enough time however and Morehouse has now defeated Clark Atlanta for four consecutive seasons. The Maroon Tigers once again have secured bragging rights in the AUC until these teams meet again in 2024. On Tuesday, Oct. 4 CAU Athletic Director Dr. Jerel Drew named Richard Moncrief, the team’s offensive coordinator for the past 6 seasons, the interim head football coach. This was his first AUC rivalry game as a head coach. The two football programs have faced off for decades, with the rivalry having been played solely within the Atlanta University Center.

NY Attorney General announces $328 million in settlement funds from Uber and Lyft for ‘taking earnings’
Atlanta Art Awards Fashion Gala Shines Spotlight on Local Talent BY NOAH WASHINGTON
A
ttendees of the Atlanta Art Awards Fashion Gala were dressed in their best for the annual fundraising event. Taking place at New Black Wall Street in Stonecrest, Georgia, the fashion show and award-ceremony served as a fundraiser with a silent auction of curated art for the Burghàlie non-profit Fashion House to support program expenses, as well as cover other costs of operation. The event consisted of a runway show and silent auction featuring five different fashion houses: Burghàlie, Felicia Dietrich, Humble Sole, Karim Richie, and Love Allie. Rashad Burghàlie, founder of Burghàlie and the Atlanta Art Awards, emphasized that the awards are not solely about personal achievements but rather about celebrating the collective talent and creativity that Atlanta has to offer. Regarding the selection process for nominees and winners, Burghàlie highlighted the importance of public involvement. The nomination process is open to the public, allowing individuals to put forward deserving candidates. A voting committee, composed of professionals in the field, evaluates the nominees based on their accomplishments over the past year. Ultimately, the winners are determined through a combination of public votes, the committee's decision, and the achievements of the nominees. Rahmere Williams Saint, a 24-year-old Gucci change maker and artist of the year winner, first fell in love with art via sketching/drawing and knew he wanted to be a designer at seven years old and sought to master his craft of design from that point on. Originally from New Jersey, Saint moved to Atlanta in January of 2023 after securing a job as a designer from the NBA. "It doesn't feel real right now winning artist of the year. This is my second time being nominated and this is something I am trying to still sink in with. I can put this on my resume and say, 'I am the Atlanta artist of the year for 2023,'" Saint said. This year the Atlanta Art Awards also garnered support from various partners and sponsors, including long-term collaborator MAC Cosmetics, who generously donated products for gift bags. Other notable sponsors included Home Depot, BJ's, Trader Joe's, Kupcakerie, and New Black Wall Street Market. This year's event boasted the highest number of sponsors to date. Sharryn Hinchliffe, the global executive director of artistry for M.A.C Cosmetics, expressed her excitement about being in partnership with Burghàlie Academy when she saw their fashion show for New York Fashion Week, further highlighting the significance of

their partnership. Drawing parallels to MAC Cosmetics' early involvement with renowned designer Lee McQueen and Burghàlie Academy while expressing admiration for the passion and energy exhibited by the young individuals involved in the show, "We at MAC cosmetics, we're 40 years old next year and it's really important that we support emerging talent, you know, and we want to be there right at the start," Hinchliffe said. A night filled with spontaneity throughout the 3-hour program, attendees were given the opportunity to "strut their stuff" by walking the runway for prizes. "There was nothing strategic about me modeling. It was in my nature and who I was growing up – it became a natural thing," said 20-year-old Gwendoline "Gwen" Days, who won the runway competition and began professionally modeling only a few months ago. Modeling is a job, and building a sustainable fashion industry in Atlanta means learning the skills necessary. Male model of the year winner, Georgia State student, and Infinite Appeal (Georgia State University modeling community organization) president Justyn Burgest-Graham cites this as the foundation for success in the fashion world. Graham believes that modeling is not just about striking poses and walking the runway; it's about understanding the entire ecosystem of the industry. "Walking down the catwalk is super great, and we are in the best place in Atlanta at New Black Wall Street supporting Black businesses and ultimately showing support to creatives," Graham told The Atlanta Voice. With a blossoming Fashion community, young models took to the stage to show off their skills and their best strut. Models came from all over the nation to get in on Atlanta's fashion scene. This includes 26-year-old Khaleah Mallory from Chicago, Illinois. While in school at Virginia State University, she discovered her love for modeling but graduated with a degree in computer engineering before moving to Austin, Texas, where she subsequently decided to move to Atlanta seeking more diversity, as well as follow her passion for modeling. "I was yearning for culture, I was yearning to be around my people," Mallory told The Atlanta Voice. When asked about the desired impact of the event, Burghàlie expressed the hope that attendees would leave with a renewed sense of motivation and perseverance. Wanting to create a space for creatives to be inspired Burghàlie left a statement for anybody wanting to pursue a similar path. "I would just rather you keep pushing, hurt for a little bit, and then succeed,” Burghàlie said.

Midtown Alliance aims to create a more people-friendly Peachtree Street BY JANELLE WARD
Membership nonprofit Midtown Alliance and designers from Kimley-Horn and Snøhetta are working on a multi-phase project to revitalize nine blocks of Peachtree Street, making it safer and more accessible for cyclists, scooterists and pedestrians visiting and living in the city. In the first of many conversations that the organization plans to host with residents of the neighborhood, architects on the project pitched their ideas to reshape Peachtree Street while giving attendees the opportunity to address concerns with the street’s current design. Dan Hourigan, director of transportation and sustainability at Midtown Alliance, said that plans to revise Atlanta’s most iconic street are overdue, given the level of growth
that Midtown has seen over the past two decades. “Peachtree Street is not just another street that Midtown Alliance is planning for,” Hourigan said. “It’s kind of where Atlanta came to be.” Hourigan said that the City of Atlanta will allocate nearly $5 million to fund the revamping of the Midtown section of Peachtree Street, along with an additional $5 million to transform the Downtown portion. He also said that the revisioning team aims to wrap up the project’s planning phase in the second quarter of 2024. “We’re not going to recreate (establishments from Peachtree Street’s past), but we can create the kinds of environments that can support places that we love,” Hourigan said about the revitalization plan. Peachtree Street has grown ex-

ponentially over the past 25 years, seeing a 423% increase in residential units, a 335% surge in retail establishments, a 205% boost in hotel rooms and an 182% rise in office space.
Eric Bishop, landscape architect at engineering consultant Kimley-Horn, said that he and the rest of the revisioning team hope to restore the “loss of humanity” brought on by Peachtree Street’s vertical development. “These sorts of losses—they're significant, I think,” Bishop said. “They change the way that we operate within a place. They change the way that we look for community within a space.” Bishop proposed narrowing Peachtree Street from four lanes to three—a single lane reserved for each direction and a center lane for turning—in order to reduce the recurrence of vehicular crashes and make room for walkers and bikers to safely navigate the street. Bishop said this change would help mitigate the chances of illegal loading and cut down on left-turn collisions
by increasing driver visibility. Designers on the project are also looking to make aesthetic changes to Peachtree Street that are easy to implement and inexpensive. Darlene Montgomery, director and landscape architect at Snøhetta, said that the firm plans to return the street to “a walking landscape” by incorporating trees and other forms of greenery into Peachtree’s new design. She said these additions will transform sections of the street’s sides into reimagined miniature parks or gardens, offering pedestrians shade and more space to congregate. Montgomery also said that Snøhetta’s proposed changes pay tribute to Peachtree Street’s history as a walking space while helping support Peachtree’s existing storefronts and institutions.
