Winter Stations back at the Beach starting on Family Day A Japanese hot spring, 41 suspended fir trees, a series of buoys moving in the waves and a lifeguard station transformed into a lighthouse are just four of the eight unique concepts coming to the Balmy, Kew and Scarboro beaches for the third annual edition of the Winter Stations Design Competition. The temporary art installations, which were selected by a design jury from hundreds of submissions, will open to the public on Family Day, Monday, Feb. 20 and run until Monday, March 27. The eight installations will be constructed on the beach from Feb. 13 to 19. According to a release, the stations - three of which are from students groups at the University of Waterloo, the University of Toronto, and Humber College - are from international and local artists, designers, architects and landscape architects and all aim to celebrate

Toronto’s winter waterfront landscape and aim to draw people outside to interact with the cold, icy environment. "Winter Stations 2017 delivered, once again, gutsy and lyrical transformations of ordinary lifeguard stands," said Lisa Rochon, chair of the Winter Stations design jury in a release. "Visitors will be able to touch and feel their way along the beach, experiencing luminous shelter from the wind, warming waters for their feet, and designs that celebrate the Canadian nation of immigrants." Information, funding needed for rail safety Rail carriers are working under a shroud of secrecy, putting Ontarians at risk every day. Information regarding what hazardous materials are shipped through our communities remains elusive. At any given moment, emergency responders and local governments have no idea what, exactly, is being transported through municipalities across the province. Yet they are the ones tasked with keeping the populace safe in the event of a disaster. The continued secrecy is putting the public at unnecessary risk and it is not a theoretical risk. The danger is very real. In 2015, 144 rail-related accidents occurred involving dangerous goods in Canada. The five-year-average is 140. One need only look to the disaster at Lac-Megantic to see how very real and devastating such disasters can be. When the unattended freight train derailed, it left 47 people dead and half of the community’s downtown destroyed. That train had previously passed through the densely populated GTA. The disaster prompted renewed calls from municipalities and the province for increased transparency on the shipment of dangerous goods. There have since been improvements to informationsharing, but has it gone far enough? Emergency responders in municipalities have access to historic data of what has come through their community. From that they can undertake disaster planning. The burden - and cost - of preparing for these potential disasters falls squarely on the shoulders of municipalities. Not only must our towns and cities prepare without knowing when, how often and what materials companies are transporting, they must also find a way to pay for managing the dangers these private rail carriers pose. For security reasons, real-time information is not available. And what information is shared with select municipal officials is not intended to be shared with the public. No one wants to tip off a potential terrorist about the exact location of specific chemicals. And the rail carriers don’t want to panic the public. Not only are emergency responders faced with a lack of information, the public remains largely in the dark about what dangerous goods are rolling through their communities. This culture of secrecy does not allow residents to make informed decisions or adequately prepare for possible disaster scenarios. More information is needed. The public needs to have general data regarding what is regularly transported through their backyards. Municipalities need more up-to-date information about what dangers their first responders might have to battle. And those first responders need adequate funding to defend against the worst case scenarios. Rail lines are an important part of this country’s economy, but the dangers they pose need to be better managed. It shouldn’t take another Lac-Megantic to bring about these much-needed reforms.

Thorncliffe Park, a place of unsolvable problems What’s happening in Thorncliffe Park is what’s happening in Toronto’s other highrise neighbourhoods, only more so. Its problems can’t be solved, only patched. The elevators grind, fail, sit waiting for repair. Bugs crawl. Kitchen cabinets fall apart. Thorncliffe’s aging: 43 apartment buildings in a horseshoe of land on the Don River. They were built long ago, like St. James Town, Flemingdon Park, and Scarborough’s Markham Road highrises, when Toronto apartment towers rose at the rate condos are popping up today. Thorncliffe’s overcrowded: grandparents and cousins are shoehorned in. Families rent rooms in other people’s apartments. Designed for 12,000 residents, the neighbourhood has 30,000, possibly

Daryl Chong of the Greater Toronto Apartment Association told Thorncliffe tenants most of them are in Thorncliffe "because we haven’t built any new (apartment) buildings in 40 years." "If you had more choice, you would vote with your feet." Apartments pay three times the property taxes houses do, Chong and political representatives added, so people in the city’s poorest areas are subsidizing Rosedale. "One of the reasons it’s a long road (to changing that) is that homeowners vote," said Jon Burnside, Thorncliffe’s councillor. Landlords want property tax breaks, or big cuts in development charges before they build apartments.

Tenants who live in Thorncliffe, or anywhere there are roaches or the hot water cuts out when people are showering, can mostly look forward to more of the same. But they’re tired of landlords being awarded rent hikes above inflation while renters get no raises at work, work orders that see months go by without results, and a tenant board seemingly weighted toward landlords. If they’re lucky, they’ll get tougher city enforcement – thanks to a new landlord bylaw – and rebuilt elevators that beep angrily when overcrowded, until enough people step off. Crow’s Theatre receives provincial dollars The Ontario government is investing $600,000 to help Crow’s Theatre get off to a good start at its new and first permanent home in Leslieville. The province is allocating $500,000 over four years to support the east Toronto-based theatre company’s Entrepreneurship in the Arts program, which helps diversify revenues, provides technical training and skills development for eligible artists, and training for community volunteers. An additional $100,000 provided through the Ontario Cultural Attractions Fund will also be used to help Crow’s theatre market and brand itself during its inaugural season at its new performance facility and community cultural centre. This fund aims to strengthen cultural

tourism by boosting local economies, creating jobs, and drawing visitors to communities across Ontario. Provincial Minister of Tourism, Culture and Sport Eleanor McMahon announced the funding at the grand opening of the theatre, located on Carlaw Avenue at Queen Street East, on Wednesday, Jan. 18. "I’m very excited about our government’s support for Crow’s Theatre as it moves into its new permanent home," she said in a Jan. 19 release. "This success story is a great example of Ontario’s thriving theatre scene that creates jobs, supports economic development, and helps us all tell our stories. I truly believe Crow’s Theatre’s new vision will add to the sector’s long-term success, which is some-

thing to celebrate during Ontario’s 150th anniversary." Chris Abraham, the artistic director of Crow’s Theatre, said that the funding will help their Entrepreneurship in the Arts program play a "crucial role" as they launch their new business model and would help ensure the theatre company has long-term sustainability as it works to become a driving force for social and economic development in the area. "As well, investment from the Ontario Cultural Attractions Fund will position Crow’s as the one-stop-shop for culture and events in Toronto’s burgeoning East End. A group of neighbours from Riverside and Leslieville that have come together to help Syrian refugees find a new home in Canada is reaching out for assistance to find an affordable two-bedroom apartment for a newcomer family. The Neighbourhood Effort to Welcome Refugees is sponsoring a family of four who are temporarily housed in the Riverside area. The family’s two children are also settled in local schools. In order for the family to remain in the community, they must find an affordable two-bedroom apartment by April. The sponsorship group will guarantee the rent for at least a year. Transportation services to conduct a review of the area JOANNA LAVOIE jlavoie@insidetoronto.com Megan Sheremata feels it’s just a matter of time before someone is killed while trying to cross Coxwell Avenue between Upper Gerrard Street East and The Danforth. Sheremata didn’t realize this stretch was so dangerous until she started walking her three-year-old son, Hugo, to Le Chaperon Rouge daycare just south of the CN Rail bridge. Cars regularly speed up and down the busy thoroughfare. The two pedestrian crossings on the route are often ignored. And sight lines are terrible, she said. "I just moved here a few years ago and this traffic thing makes me want to leave. It’s frightening," she said. "There are real problems. I’m 100 per cent positive that someone’s going to die." Late last year, Sheremata contacted her local councillor, Paula Fletcher to discuss her concerns. On Thursday, Jan. 19, a staff member from Fletcher’s office and an engineer from Transportation Services attended a walkabout

along that stretch of Coxwell Avenue, which is flanked by several schools and daycare centres. Neighbouring Coun. Mary-Margaret McMahon, who couldn’t make it to the walkabout, said pedestrian safety is a top priority and she’ll work with Fletcher to address concerns on Coxwell Avenue. "I’m happy to support any road safety issues, especially kids walking to school," she said. On Monday, Fletcher penned a letter to Dave Twaddle, the city’s Director of Transportation for Toronto and East York. In the note, she pointed to some of the solutions discussed during the recent walkabout: lowering the height of the lights at the Coxwell/Rail Bridge crosswalk to make them more visible, increasing signage on the north side of the rail bridge, and moving the crossing further south. Fletcher also asked Twaddle to have a "Watch Your Speed" trailer installed as a temporary safety measure. "It’s great that people want to walk to school and the city should be supporting that," Fletcher said, adding a big part of the solution is driver awareness. Anne Khan, the city’s manager of traffic operations for Toronto and East York District, agreed. "At the end of the day, there’s no silver bullet.

There is a lot that engineering can do but a lot of it is driver behaviour," she said. Transportation Services will also be doing a review of the area, looking at drivers’ speed, as well as the volume of motorists on Coxwell. "Our goal is to keep traffic moving at a decent speed," she said. Ward 15 TDSB Trustee Jennifer Story is also concerned about the traffic "chaos" on Coxwell Avenue. "Something has to be done and we need the police service’s help," she said Monday night. "I have received many letters and telephone calls from worried parents concerned about the unsafe conditions and potential for serious incidents as their children travel to and from school," she wrote in a letter to Toronto police Chief Mark Saunders, pointing to two recent collisions involving students from Earl Haig Junior Public School. Const. Jon Morrice of 55 Division said despite concerns from the public, that stretch of Coxwell Avenue doesn’t have a high number of collisions, but did say complaints have started to come in about drivers speeding on Coxwell Avenue. Is it ever OK to punch a Nazi? If you’ve been spending any time on social media over the past week - or watched the news out of Washington over the last weekend - you’ll be familiar with this question. It arose from an incident caught on video by an Australian news crew, as they interviewed so-called "altright" (definitively white supremacist) leader Richard B. Spencer, considered by many who know a bit about Nazis to be, well, a Nazi. Spencer was just getting finished explaining how he wasn’t a Nazi and what his lapel pin really meant, when a black-clad, masked man leapt into the frame and clocked him in the side of the head. The culprit ran off, and so did Spencer, who appeared uninjured as he hightailed it into the crowd. Of course it went viral.

DAVID NICKLE The City And it split the world, at least online, on that question: Is it OK to punch a Nazi? Well it’s certainly not legal - there or anywhere - to punch a Nazi. And yet ... It’s not to say good has never come of it. We in Toronto have firsthand experience with this. In August of 1933, quite a lot of Nazi-punching went on in the Christie Pits. It was between Canadian Nazi sympathizers from Toronto’s east end and, initially at least, a Jewish baseball

team from the Harbord playground, who were playing the St. Peter’s team, at what was then known as Willovale Park. The young Nazi sympathizers unveiled a white sheet, with a large black swastika - the symbol of the new, hate-filled government in Germany. There was a fight. A big one. And vicious too. You could say that the Nazis provoked it, and the Harbord playground team were provoked. Local allies from the surrounding communities, immigrants themselves, joined it. The police let it play out. And so it did. For six hours. No one was killed, but plenty were hurt. When it was over, City Hall banned the swastika. Not long after that, we went to war.
