After struggling with sky-high hydro bills, Ontario residents like Daren Goodchild are going to see some relief with the government’s rate cut this summer. But he’s not celebrating and neither are critics who say the system is still broken /p3

LIGHTS OUT: ONTARIO’S ELECTRICITY PROBLEM

Duelling commentary: Energy analysts go head to head on whether renewable energy is to blame for rising hydro rates

Quiz: can you guess which device in your home is the bigger energy hog?

Susie Kockerscheidt/Metroland

Daren Goodchild is one of many Ontarians struggling with surging hydro rates. He lives on a farm in rural Markham and says the electricity costs of running his small farm have become insanely high. for refurbishment in the near future. “A decline in nuclear production and a sharp increase in cost is about to happen,” Adams said. Keith Brooks, programs director at Environmental Defence, is pleased the government’s plan includes conservation initiatives like the $200 million Affordability Fund, which helps people make their homes more energy efficient. But he said the government’s reforms make no changes to the supply mix – the amount of power we get from nuclear versus gas versus wind. “… To keep costs low, we need to see more renewables in Ontario’s future,” he wrote in an opinion piece for Metroland Media. “Wind and solar power costs are plummeting, while costs for nuclear power are rising. Renewable energy has created a solid foundation for a clean economy – one that Ontario now needs to

build upon.” Ontario’s PC and NDP energy critics both say halting the sale of public electric companies is priority Number 1. The cost to consumers is being hijacked by the drive for profit. “…Because of the way these new private power contracts are written, we are stuck paying guaranteed profit for power plants whether we need them or not,” said Peter Tabuns, NDP energy critic. “Right now, Ontario generates more power than we can use, about $2 billion a year worth of surplus power that we sell to Quebec and New York at a deep — 75 per cent — discount. In fact, many times we have to pay them to take our power.” Transparency on the government’s current energy contracts is also lacking, said Todd Smith, PC energy critic. “In my own riding of Prince Edward-Hastings, I’ve watched power companies ask for and get

10 ways you can make changes to your energy consumption and save some cash

extensions from the government that drag the project out years beyond what was envisioned by the original deal,” he said. “That’s not something you do if you’re on the side of the people paying hydro bills.” Mark Rodger, a lawyer with Borden Ladner Gervais and an expert in the utility sector, meanwhile, said delivery charges are a necessary hit. Simply being hooked up to hydro costs money even when energy is not being used. Those costs could be cut, however, should some of Ontario’s 60-plus utility companies merge. By having different companies running their own distribution systems, he said, it adds $1 billion in costs. “Through consolidation, you can remove those costs through efficiency gains,” he said. – with files from David Nickle

• OUR VIEW •

ABOUT US

Masking true cost of hydro won’t fix broken system Our hydro bills may be going down this summer, but don’t pop the bubbly just yet. While Ontario residents will see an average 25 per cent reduction on the bottom line, what they won’t see is what it’s going to cost future generations and the current structural inefficiencies and ongoing bad planning that make electricity expensive for us in the first place. Premier Kathleen Wynne announced the savings this month saying it was the fair thing to do. She heard from families struggling with their bills and struggling to understand why rates have skyrocketed. Unfortunately, because the history of hydro and its mismanagement is such a long and complicated one, politicians looking to distract would-be voters benefit from its current complexity. People don’t get it and don’t have the time, the comprehension or the willingness to figure it out. What they do get is how hard it is to pay a huge bill. So Wynne’s Liberals are waving a shiny 25 per cent hydro cut over here, while over there, our expensive hydro system continues to plod along. The lower bills come from refinancing the term of payment the province owes to private power providers - from 20 years to 30. So we’re deferring costs to future generations in order to get some immediate relief. And we’re incurring about $25 billion in extra interest charges over that time. Additional relief will be coming through low-income and rural subsidy programs, but that too comes at a cost of $2.5 billion over the next three years charged to Ontario’s treasury and taxpayers. As tempting as it is to celebrate lower bills, with an election year in 2018, we need to hold all parties to account to do more than float distractions. Ontario generates more power than it knows what to do with and we’re forced to sell it to our neighbours at a discounted rate. Sometimes we have to pay for them to take it. The sale of Hydro One has locked us into guaranteed contracts with private power providers whether we need that power or not. There’s little transparency as to the details of private contracts and that takes accountability right out of the system. We need a comprehensive plan and a system overhaul. Keep that in mind when you’re told to celebrate your June power bill. It’s not nearly enough.

Finding the fire again in Rustic Rustic is an in-between place. Luisa Giacometti says it’s part of a neglected Toronto, "caught in the middle" between Mount Dennis and Jane-Finch, neighbourhoods she believes get more attention, and more money. In the late 1980s and early 1990s, she says, the area was a haven for drugs and prostitution. "There was violence constantly." Residents from both the highrises and bungalows between Lawrence Avenue and Hwy. 401, east of Jane Street, turned things around. "We worked hard at it," says Giacometti. One night, 400 filled a meeting at Nelson A. Boylen Collegiate. Today, though, Boylen, its pool drained, is entering

MIKE ADLER Edges of Toronto its third year empty, awaiting a sale. Active residents got older, moved away. The Jane Falstaff Community Association Giacometti and others created still meets, but the few leading it, she says, "are getting burned out." Centre bursts with youth and kids from nearby highrises. The association met there last week, in one of the only free spaces it can get. As one man pointed out, though, everyone in the room lives in a house, and is white. Most Rustic residents aren’t. The community centre will close soon for renovations, but not before September, and the city says it’s looking at "relocation options" for programs. But relocate where? For many in Rustic, the York Recreation Centre, at Eglinton Avenue and Black Creek Drive, is two long bus rides away. People voted in the city’s lengthy "participatory budgeting" process for small park improvements - a ga-

zebo in Rustic Park, a white wall for movies at Maple Leaf Park. But sewer work has held those projects up. New lights installed in Maple Leaf aren’t turned on. Yet there’s hope. Rustic’s large, affordable house lots are attracting buyers. People are moving back because they like the area, says Carlo DiBenedetto, one of its few business owners. DiBenedetto says the residents’ group needs more warriors, more advertising, and events which are more enjoyable, maybe with food. Giacometti and others approve. "If you’ve got the fire, we need the fire," she says. Reach Mike Adler at madler@insidetoronto.com

COMMUNITY

JOANNA LAVOIE jlavoie@insidetoronto.com The time has come for east-ender Nancy Culver to start a new chapter. A fixture at Community Centre 55 for more than a quarter century, Culver recently cleared out her office and handed over her work phone. She’s now officially a free agent. "I get to couch surf whenever I want," she said with a laugh over a coffee at a Riverdale café. "It’s time to pursue my interests, to travel, do some photography, spend time with my husband and daughters, and just live a normal life." For the past decade, Culver worked as the special events and volunteer co-ordinator at the Upper Beacharea community centre, organizing and running countless events and initiatives like Bard in the Park, the Share-A-Christmas campaign, and the annual

Joanna Lavoie/Metroland

Nancy Culver recently retired from Community Centre 55 after 26 years of service. Remembrance Day and Sept. 11 memorials, to name a few. She also managed a roster of thousands of volunteers. It was a role Culver revelled in. "People came to me wanting to make a differ-

ence. My job was to make people happy," said a smiling Culver. "How can you not win at a job like that? This community is filled to the brim with people with good intentions." The previous executive

director for the centre, Bob Murdoch, hired Culver in 1991 as a community worker. She went on to become a program administrative assistant before taking on her current role. In an email to The Beach Mirror, Murdoch said Cul-

ver is "irreplaceable, irresistible, and irrepressible." "She has a very strong work ethic, and a magnetic personality. She managed a huge compliment of volunteers," he said. Executive Director Debbie Visconti called Culver a "valuable asset" who knew the ins and outs of the centre like the back of her hand. Jason Balgopal served as the chair of the centreboard for seven years and worked closely with Culver. "I am so happy for the legacy that she has left. I will know that she is just enjoying the event like the rest of us." Among her many involvements, Culver sat on 55 Division’s Community Police Liaison Committee. "In that role, we got to see Nancy who was driven, who was on top of things. She was a good resource for us," said Patricia Singh, the administrative co-ordinator for the division’s com-

munity response unit. Singh said she especially appreciated Culver’s level of organization, energy and her ability to keep things together when challenges arose. "She’s such a good woman and she’s contributed a whole lot to the community." she said. As for Culver, she said the thing she’ll miss most about CC55 is all of the great people she had the opportunity to work and interact with. Admittedly, the long hours, early mornings, and late night won’t be as missed. "I’ll still be in the neighbourhood and I’ll still be involved," promised Culver, who has lived near Danforth and Woodbine avenues for 35 years. A retirement celebration for Culver will be held Thursday, March 16 from 4 to 7 p.m. at Community Centre 55, 97 Main St. Speeches are set for 5:30 p.m.

’Little free library’ in east Toronto vandalized – again Gainsborough mini-library was built to honour Cathie Hong Louie JOANNA LAVOIE jlavoie@insidetoronto.com For the second time in a year, a charming "little free library" in east Toronto has been vandalized.

The mini-library, which was constructed three years ago in memory of late area resident Cathie Hong Louie, was damaged sometime in the overnight hours of Feb. 28 or

March 1. Katherine Harrison, one of the local moms who helped build the little free library on Gainsborough Road, just north of Upper Gerrard Street East, and continues to manage it, is beyond incensed. "Don’t touch our library. This library is a memorial," said Harrison who passes by the red library daily. "I don’t understand why anybody would do this. It’s cruel." Harrison said vandal(s) ripped off the door, which has since been located nearby. They wooden structure was also dam-

aged and its contents strewn about. "They threw the books on the street," Harrison told The Mirror. "It’s an obvious act of vandalism. You can see it from the wreckage." Several people in the community heard about

situation and have offered both cash as well as their time to repair the structure, which is affectionately known as Cathie’s Library. Hong Louie, who worked in the guidance department at Subway Academy, died of breast cancer on Nov. 12, 2015.

Ward 32 Coun. MaryMargaret McMahon was a close friend of Hong Louie and said the vandalism is "terrible." "What are people thinking," she said. At this time, a report has not been filed with the police.

When you throw food scraps in your Blue Bin, food residue and particles get soaked up by paper and can ruin large batches of otherwise good recyclables. In fact, last year an estimated 45,000 tonnes of organic waste and garbage was mistakenly put into recycling. Meaning a lot of ruined recyclables ended up in the City’s landfill. And that is a very bad thing indeed. Learn what goes in your Blue Bin and what doesn’t at toronto.ca/recycleright
