Beaches Easter Parade celebrates 50 years Thousands of people lined Queen Street East in the Beach this past Sunday for the 50th annual edition of the Beaches Easter Parade. The milestone event featured dozens of floats and lively marching bands as well as tons of chocolate and other sweet treats. Four-time Olympic swimming medallist and Beach resident Penny Oleksiak joined 2016 Rio Paralympics rowing medallist Victoria Nolan and Special Olympics Ontario backstroke gold medallist Claudia Brown to serve as the parade’s grand marshals. This year’s event was especially significant as Lions Clubs International is celebrating its 100th anniversary in 2017 and Canada is marking 150 years of Confederation. New this year, was the Toronto Beaches Runners Club’s Beaches Easter Day 5K and 1K Bunny Hop fun run/walk along the Beach

TAMARA SHEPHARD tshephard@insidetoronto.com When Keisha YoungHaecker’s son, Thomas, entered the world as a "micropreemie" at one pound, 14 ounces, gripping fear eclipsed the joy. Infection during her pregnancy induced labour at just 23 weeks. Thomas spent three-and-a-half months in a NICU incubator at Mount Sinai Hospital. Doctors forecasted a dark fate for the newborn. "Doctors said he would have severe cerebral palsy," Young-Haecker recalled. "They said he would be blind, couldn’t speak, and would be severely handicapped. The doctor said ’It’s cute going up and down the stairs when you have a little baby. But can you imagine having a 50-pound baby boy, who can’t do anything for himself, and you have to lift him up and down the stairs all the time?’ "And that was his way of telling us, maybe now is a good time to let him go. I wanted to prove him wrong. I was angry. How dare you tell me this is what is going to happen." The couple didn’t let go of their son. Thomas began intensive interventions when he arrived home at 10 months old, including osteopathy and physiotherapy that cost his parents $250 a week, and later, speech therapy and occupational therapy. Thomas wears leg splits and uses a wheelchair for distance. "Thomas is by no means severe," Young-Haecker said. "He still has his issues. As he gets older, the issues

He has tightness in his legs that causes him to be crouched, and he usually walks high on his toes." That doesn’t stop the little boy, who sits transfixed by his Mario Chase video game. Cerebral palsy is the most-frequent cause of physical disability in Canadian children, affecting two to 2.5 in 1,000 children every year, the Bloorview Research Institute reported. "About a year ago, his legs were so tight they were like pulling rubber bands. His legs were shaking in bed. He said ’It hurts,’" Young-Haecker said of lessening effective Botox treatments. A nurse, Young-Haecker began online research of a surgical procedure called Selective Dorsal Rhizoto-
my or SDR. American neurosurgeon Dr. T.S. Park pioneered SDR at St. Louis Children’s Hospital where it has been performed on more than 3,000 patients. In SDR, surgeons identify and electrically stimulate the dorsal spinal rootlet nerve fibres that cause spasticity in their transmission from the muscle to the spinal cord. Surgeons selectively cut the abnormal rootlets, leaving the normal rootlets intact. Young-Haecker approached Dr. Darcy Fehlings, who follows Thomas at Holland Bloorview Kids Rehabilitation Hospital’s spasticity clinic. Fehlings discussed Thomas’ case with Dr. James Drake, the head of neurosurgery at SickKids hospital. Drake is one of
two pediatric neurosurgeons in Ontario qualified to assess patients seeking out-of-country (OOC) SDR surgery. Thomas’ future changed. Last December, YoungHaecker opened a letter from the ministry approving Thomas’ OOC OHIP funding the same day her husband Corey read a letter from Park confirming Thomas for SDR surgery on May 11. "I called Corey. ’Thomas was approved for surgery.’ He said, ’How do you know?’ We were so super happy. We were excited to know Thomas’ life would be pain-free." Four-year-old Thomas is an "excellent candidate" for SDR surgery, Park said. "Thomas will be able to walk independently with
improved balance and endurance," Park wrote in the letter. "He will be able to participate in recreational activities and SDR will prevent future deterioration." Post-SDR surgery, Thomas’ spasticity will be permanently reduced, and his sitting and standing postures and comfort improved, Park said. Still, the Haeckers needed to raise $25,000 for possible post-SDR tendon-release surgery and equipment. They took out a line-ofcredit. Their GoFundMe Page (https://www.gofundme.com/thomasjourney) has surpassed $30,000. And they committed to Park to a year of daily physiotherapy post-SDR. But Young-Haecker is concerned about how and who is evaluated for OOC
OHIP coverage. "Ours was not as tough as struggle as that of some parents seeking out-ofcountry SDR. There shouldn’t be that discrepancy," she said. "Some parents can’t even get to see these two (evaluating) doctors because they’re told they’re out of the catchment area." The Ministry of Health "is not aware of any catchment area barriers that would exclude patients from obtaining services at either location (doctor)," ministry spokesperson David Jensen said in an email. The ministry has received 17 OOC prior-approval applications for patients seeking SDR in the U.S. since it began accepting applications October 2014; 11 of those were approved for OOC OHIP funding, Jensen said. The ministry is reviewing a proposal from the Toronto Local Health Integration Network and Holland Bloorview and SickKids Hospital to establish a joint SDR assessment/surgery/ rehab program in Ontario, he added. If approved, YoungHaecker urged the government to offer parents physio cost relief. "Even if Ontario does come up with a SDR program here, they need to come up with a structure for physio after surgery where parents don’t have to pay so much for physio for an entire year after," she said. Leuty Lifeguard Station a priority said Toronto Parks, Forestry and Recreation is working to quickly remedy the situation, starting with the compromised shoreline east of the 97-year-old Leuty Lifeguard Station. "Leuty is obviously our priority," he said, adding they’re starting by focusing their efforts on the physical assets. "From there, we’ll be going in and addressing the Ashbridges Bay pond." At the Leuty Lifeguard Station, crews are currently working to place more than 20 large armour stones east of the designated heritage property to protect the shoreline. Sand is also being brought in to further build up the beach east of the iconic structure. The compromised Beach Boardwalk will also
see armour stones and sand brought in. This first portion of the work is expected to be completed by Friday, April 21. The so-called Ashbridges Bay pond will be looked at in the coming weeks. "We’re looking at a month all told of heavy equipment and multiple crews doing emergency repair work from a three-day storm," he said, adding the water levels are the highest recorded in several years and said he expects it could take a number of years for the eroded sand, especially at the volleyball courts, to naturally fill back in. Regardless, Dann said he doesn’t expect the volleyball season to be compromised. "We’ll have all of the courts back by, I think, the first week of June at the latest," he said. He said at this time the
city and TRCA are exploring three possible options to address the ponding: punch in a channel to allow the water to flow back into the lake and move in some sand; let the pond sit and naturally burn off; or move the shoreline and allow the water to seep out and move in some sand. "We’ll be in close consultation with the TRCA to ensure the highest environmental standards," Dann said. "It’s all being done in a way that is meant to preserve the natural environment. Everything will be done to a really high standard to ensure it’s a longterm, viable solution." He said the eroding of the shoreline and the significant ponding show that "you can’t fight against the lake". "It’s a powerful body of , water," said Dann.

Community hospitals need your support Next week marks Community Hospital Week in our city – a week designated to help spread awareness of all that happens in these hospitals right in our own backyards. These health-care institutions are centres of innovation, teaching facilities and the place we go for countless health-care needs. Many of us know the emergency department well, but do you know they also offer highly specialized care? Internationally recognized programs and expert physicians and staff help put Canada’s health-care system at the front of the pack. East York pride can survive new boundaries East York is dead, yet it’s still with us. Next year will be 20 years since the province pushed six unwilling cities together, and East York – that borough on the Don River – was one. The spirit of East York hangs on, though; in sports leagues, legion halls, its historical society and garden club. The old civic centre is still there, and East York’s politicians don’t let residents forget. But now comes a new challenge: East York will take territory from North York. Ward boundaries designed to last Toronto the next four elections – Toronto council passed a bylaw establishing them last month – have "really torn apart the traditional boundaries of East York,"

town, a bit more new blood. It also means East York wards north of the Danforth absorb parts of North York west of the Don Valley. Paula Fletcher, council veteran from nearby Riverdale, bluntly says the boundary plan "completely disrespects East York as a legacy city." People have communities and they’re attached to them, Fletcher adds. "I think that’s important that we honour that, not carve it up." Davis, however, says she’s trying to be positive about the change. She’ll work even harder to keep East York pride, and identity, going. That identity is strong, she insists, in a generation calling themselves East Yorkers - some trading
memorabilia online - after East York, the municipality, ceased to be. The plan’s also notable for what it doesn’t change. Etobicoke, beyond the Humber River, stays intact, though a councillor there, Justin DiCiano, is appealing the redistribution anyway. Victoria Park Avenue remains the wall beyond which Scarborough lies. An earlier option divided the Beach, merging one of its wards with southwestern Scarborough. Another honour for Oleksiak Swimming star Penny Oleksiak has been named the 2016 Ontario Sports Hall of Fame’s Syl Apps Athlete of the Year. Oleksiak, who hails from the Beach and attends Monarch Park Collegiate Institute, is the first Canadian athlete to win four medals at a single summer Games. She was selected for

Bless Your Purple Heart will feature vocals by singer/songwriters Suzanne Nuttall (A.K.A. Ponyta), Ashé, and Janet Whiteway in harmony with a piano. In the days following Prince’s death, Nuttall said she received a number of calls and messages of condolence. "People knew how big of a fan I was," she shared during a recent interview. Last June, she organized a sold-out tribute show at 120 Diner on Church Street. Then in October, she held a second show featuring two sets of songs. The April 23 concert will also be featuring two sets of the Purple One’s songs.

"I wanted to do something more intimate to honour Prince’s memory," said Nuttall, who back in 2007 organized a sold-out, all-women Prince show. "It’s honouring Prince, the songwriter. You’re going to hear a lot of hits but it won’t be the big party hits or the dance numbers." Nuttall, who has lived near Greenwood and Mortimer since 2005, said those in attendance can expect to hear some popular tunes written by Prince includ-
ing Manic Monday by the Bangles and Nothing Compares 2 U by Sinead O’Connor. The introspective, intimate and bittersweet live music event will be held on Sunday, April 23 at the Rivoli, 334 Queen St. W., just east of Spadina Avenue. RAHUL GUPTA TO in Transit over the fact their team is no longer a national punchline. Meanwhile, transit watchers point to the lack of progress on core projects like the relief subway line and the waterfront LRT, and nearly $4 billion earmarked for a one-stop subway extension, and wonder just when that fabled mobility renaissance is coming. Last week, Mayor John Tory continued his practice of blitzing neighbourhoods to speak on his twin passions: pumping up Toronto’s professional sports teams and beseeching other governments for funding. On that second matter, he
spoke directly to Ontario Premier Kathleen Wynne, imploring her to think of the opportunity presented in saving transit. Pleading with a higher power? Most sports fans can relate. Let’s not forget the transit rider, pitched on the promise of a network expansive enough to one day connect Agincourt with Alliston, yet forced to rely right now on a service growing ever more expensive and unreliable. Kind of like a season-ticket holder asked to re-up for pricier ducats with little guarantee of a winning team. You get the picture. Hope springs eternal and maybe, just maybe, we will one day see this city’s transit ills addressed. Perhaps in time for a championship parade down Bay Street.

Maybe it’s all those crowds gathering in Maple Leaf Square lately, but I can’t help compare the fortunes of public transit with this city’s long-suffering sports teams. Both the Leafs and Raptors are embarking on playoff quests, creating a fervour not usually seen around here this time of year. Fans of that other municipal pastime, transit watching, might also feel a little optimistic these days with federal funds flowing and mega infrastructure projects like the Eglinton Crosstown LRT nearing completion. For the first time in a while, there’s optimism Toronto might yet achieve its sporting and mobility dreams. Let’s not get too carried away. Improvement in both realms is largely incremental. The Raps have ignited the city for the last three years only to fall short of a championship, sometimes embarrassingly so. Leafs fans are only just getting

In last week’s column, we spoke of John Tory’s conundrum in the coming 2018 election: how to balance the need to defend against a candidate running from a populist right-wing Ford Nation position, and convince the majority of nonNation voters that he hasn’t out-and-out defected. Kathleen Wynne’s problem is much starker. As it stands, it seems as though the MPP for Don Valley West is a premier without a nation. Going into the 2018 provincial election, her approval rating hovers in the middle teens. Faced with ratings not very much lower last year, French President François Hollande made the call to bow out of the elections there. There is pressure on Wynne to do the same. Her reluctance (as of this writing April 18) is understandable: after all, didn’t she just deliver a majority government to the Liberals three short years ago?
