Random walk leads to life-changing event Ted Higginbotham recognized for pulling man out of freezing Lake Ontario in March 2015 JOANNA LAVOIE jlavoie@insidetoronto.com Leslieville resident Ted Higginbotham never imagined that a random walk by the water would
lead to him playing a pivotal role in saving a man’s life. The morning of March 10, 2015, Higginbotham, who has lived near Greenwood Avenue and Gerrard Street East for about
three years, was walking his red mini poodle Ginger on the beach just east of the Woodbine Bathing Station when he heard faint cries and quickly realized it was someone calling for help.

Cancellation of art exhibit sparks cultural appropriation debate

An art exhibition at a Leslieville gallery featuring works by midtown Toronto artist Amanda PL was recently cancelled due to concerns about indigenous cultural appropriation. gling. There’s a lack of understanding. Many people don’t realize Native communities are trying to revive themselves. Please give us a little while to figure it out for ourselves," said Tinney, a long-time Parkdale resident who last summer put on an event called Finding Critical Mass that gave Algonquin artists an opportunity to showcase their work and brought members of the province’s 10 Algonquin communities together. Mike Whetung of the Whetung Ojibwa Centre near Peterborough, knew Morrisseau personally and loaned him as well as many other well-known Aboriginal artists a house to work in. He said artists being inspired by others’ work is par for the course. "I don’t think it is bad. I think doing it well is more important than your racial background," said Whe-
tung, whose family has operated the former trading post/general store as an Aboriginal Art Centre since the 1940s. "Artists do what inspire them. That’s part of the purpose of art, to inspire people," he said. "As long as they’re not trying to pretend they’re something they’re not." Amanda PL, who asked that her last name remain anonymous, said her work is inspired by the Woodlands style, an art form practiced by Morrisseau. "Although influenced (by Morrisseau), my art is original and the intention of the style was to express Canada’s true roots, and capture its naturally beautiful landscapes," she said in an April 26 email to The Beach Mirror, conceding that her "choice of art style may impact artists living in Aboriginal communities across the country.
"We’ve lost so much. We have this tiny kernel left and we’re trying to regrow that." ~Aboriginal artist Robin Tinney "I am aware of the social issues that communities, nations, and tribes face in Canada today. We all live on this land together, and we cannot choose what race, culture, tribe, or nationality we are born in to," she wrote. Reached late Tuesday afternoon, Amanda PL said she’s feeling overwhelmed by all of the media attention the story has received. "It’s really caught me off guard," she said, adding she’s having a hard time dealing with the many hateful comments directed her way in recent days. "I try to stay away from it all," she said, adding she’s also received a lot of sup-
port, which she said "has taken some weight off my shoulders." Amanda PL said art has "always been a topic of debate. Its purpose is to create discussion and to be noticed" and with "Canada celebrating its 150 years, young Canadian’s (sic) are trying to reach out and support the nation’s cultures and embrace Toronto’s diversity by having the freedom to express inter-cultural influences through their own unique insight." She’s certainly achieved that. Upper Beach resident Nancy King, an Anishinaabe artist known by her spirit name Chief Lady Bird,
was one of the first people who spoke out against the Leslieville exhibit. King, who grew up in Rama First Nation, learned about the artist a couple of months ago from posts on Instagram. She alleges Amanda PL’s pieces "looked suspiciously" like Morrisseau’s work, and said she would still like to speak with the artist face-to-face and help her better understand why culturally appropriating indigenous art is wrong and hurtful. "It trivializes our art, our experience, and our culture," King said. Visions Gallery co-owner Tony Magee said they didn’t expect concerns would arise when they agreed to exhibit Amanda PL’s work but promptly responded when they did. "We’ve recognized it’s an important issue and we’ve dealt with it very quickly," he said.

A controversial decision to cancel a Leslieville art exhibit has drawn strong views, even angry rhetoric. Late last week, the Beach Mirror broke the story about Visions Gallery, near Queen Street East and Pape Avenue, pulling an upcoming exhibition by a 29-yearold midtown Toronto artist who goes by the name Amanda PL, after receiving "several" emails and phone calls from people who said her pieces are offensive to indigenous people. The artist claims her work was inspired by Aboriginal artist Norval Morrisseau. Aboriginal artist Robin Tinney said the artist’s work is not her own and that it culturally appropriates indigenous art. "At best, it’s plagiarism. I do feel badly for her but the reality is in Canada or anywhere in North America it’s so difficult for Native artists to patrol the borders of our culture," he said, adding its unfortunate Amanda PL’s first solo show was called off. "We’ve lost so much. We have this tiny kernel left and we’re trying to regrow that." A non-status Native who is trying to reconnect with his Algonquin culture, Tinney said indigenous cultural appropriation is something that touches him "very personally." "For almost every Native artist, it really is a stab in the back. (Cultural appropriation) makes it very difficult to find our real roots. After 350 years, the assault continues. This is a continuation of the racism," said Tinney, a member of the Algonquins of Ontario. "So many in the Native community are still strug-

The East End Children’s Centre (EECC) is celebrating the success of its commitment to supporting young families in east Toronto. Recently, the centre launched the No Child Turned Away campaign in response to scores of children and families that were being turned away from its free Ontario Early Years Child and Family drop-in programs at Terry Fox Recreation Centre, 2 Gledhill Ave., and in the basement of Kimbourne Park United Church at 200 Wolverleigh Blvd. Faced with a significant increase in the child population in Toronto’s east end in the last decade, the room capacities at both EECC sites were being reached minutes after opening each day. Parents spoke out and the No Child Turned Away campaign, which is part of EECC’s strategic plan for
"The child population in East Danforth increased by 49 per cent between 2008 and 2011, and continues to increase. We’re trying hard to keep up with the demand for programming," said Cathy Wright, the centre’s manager in an email to The East York Mirror."We’d love a partner from the business sector to step up and save the day." The East End Children’s Centre, which has the mandate of encouraging a connected community of parents and caregivers focused on the optimal development of children zero to six years of age, has served families in east Toronto for more than 30 years. Funded by the City of Toronto and Ontario Early Years, and governed by a community board of directors, the centre served more than 1,000 children and 1,000 parents/caregivers in 2016. Ontario one correction away from a debt crisis The Kathleen Wynne government turned the fiscal page Thursday and introduced a balanced budget, and if you listened carefully you could hear the congratulatory backslapping from Toronto all the way to Port Severn. It was 10 years ago when Ontario ran balanced budgets in 2006 and 2007, but that gave way to $20-billion-a-year deficits in 2008 and 2009 when the economy tanked and the Grits had no choice but to hand the auto industry a $3.3 billion lifeline, or face the collapse of auto manufacturing in Ontario. At the time, then premier Dalton McGuinty made a promise to balance the budget by 2017, and while the Liberals should be commended for getting their budget in order, there’s a bogeyman lurking in the province’s balance sheet. The provincial debt for this fiscal year is expected to hit $312 billion, and in a recent meeting with Metroland Media editors, Senior Economist with RBC Robert Hogue said "tough medicine" is needed to tackle the debt. "Debt has increased quite significantly and debt to GDP is running at 40 per cent," he said. In 2016/17, the province expects to spend $11.4 billion on interest payments on that debt. That’s nearly $1 billion a month just to service existing debt, and in case you need to be reminded, that coin comes from your pocket. To put it in terms we can all relate to, every person in Ontario would need to pony up $22,000 to pay off the debt. Hogue said this massive debt leaves the province without a rainy day fund in the event the economy slows to a point requiring stimulus spending, and if interest rates rise, as expected they will, the interest payments on the debt would skyrocket. We agree with Hogue when he says it’s time the province create a plan to tackle the debt by creating a "hard target for debt to GDP ratio" that sits much lower than where we are now. However, we didn’t get that Thursday. What we did get was a desperate Liberal government waving costly carrots in voters’ faces. The Wynne government’s shopping list includes a drug plan for those under 24 costing $465 million a year and $200 million next year to increase affordable licensed child care spaces. Noble programs for sure, but not at a time when the province continues to add about $10 billion a year in new debt as long as they hold power, and if the Wynne government continues to spend like drunken sailors on shore leave - generations of Ontario residents will be buried under a mountain of debt from which they may never escape.

Toronto Tamils ready to rebuild their homeland In a Scarborough banquet hall, I realized the civil war in Sri Lanka is truly over. Greater Toronto’s Tamil people came here because of that war. They’re the largest Tamil diaspora outside Sri Lanka, and helped make Scarborough, Markham and Richmond Hill what they are today. They came from a country where they felt the majority hated them, discriminated against them, and in many cases tried to kill them. The war ended in 2009 with scenes of horror, as trapped civilians and fighters died by the thousands. Twenty business owners from our Tamil community returned to Sri Lanka in March. They came back calling on others to rebuild
MIKE ADLER Edges of Toronto the island’s north and east, and to support the island’s government. During the war, people here would have called them traitors. Shaking hands with a Sri Lankan president, or with a Sri Lankan military commander as they did - was unthinkable. For many years, until the RCMP shut them down, the World Tamil Movement col-

lected in Scarborough and Markham for the Tamil Tigers and their breakaway state. Local businesses gave willingly, or unwillingly. The war was merciless. Here, thousands waved the Tiger flag at rallies or carried banners demanding a Tiger-led Tamil Eelam. No compromise seemed possible. In 2009, bombs were falling on aunts and cousins back home. Protesters in Toronto blocked the Gardiner Expressway. Afterwards, Tamils here elected a "transnational government" to keep the fight going. But Sri Lanka’s government changed in 2015. Separatist voices died away. Compromise, that most Canadian of values, has taken hold.
At their press conference, the business owners were candid. Both sides, they say, feel guilty about the war. They know it was a terrible mistake. "We, the diasporas, were the ones that helped fund the war for 35 years," adds Stan Muthulingam, the group’s co-chairperson. Certainly, justice must be done for any atrocities suffered by Tamils in Sri Lanka. But those who made the trip say reconstruction and development are needed now, and the island’s government needs investors. Eventually, war ends. Desire for revenge starts to end. People want to go home, to visit and to do business there again Reach Mike Adler at madler@insidetoronto.com

While running toward the man, Higginbotham had yelled out for help and two other men showed up to help rescue the man. Together, the three men along with paramedics, police and firefighters succeeded in extricating the man from the freezing water. "He was freezing. He couldn’t get out because he was so cold." - Ted Higginbotham nominated him for a Toronto Paramedic Services Award, which was handed out on Thursday, April 6. "(Ted) saved someone’s life. That’s a very big deal," Fletcher earlier this week, adding Higginbotham de-
served to be recognized along with some of Toronto’s most incredible residents at the recent awards ceremony. "It was on its way to being a tragedy until Ted stepped in and saved that man’s life." Supt. Bruce Newton, who oversees the awards program, called Higginbotham an "outstanding example of an engaged resident." "Without his swift action in assisting the patient in Lake Ontario in the midst of winter, there would have been a very different outcome," he wrote in an email to The Beach Mirror. The man rescued from the frigid water did not wish to comment or reveal his identity.

Tory, Wynne escalate passive aggressiveness The mutual acts of passive aggression between the provincial Liberals and the Mayor of Toronto continued to escalate this week - as not coincidentally, the implications of Kathleen Wynne’s penultimate budget before the elections in 2018 continued to sink in across the city. Wynne’s budget taken on its own was a good shot at redemption for a government that seemed out of options. It is balanced thanks to a robust economy, and offers up some real benefits to be enjoyed across a broad swathe of youthful voters. Pharma-Care for Ontarians under 25, tougher rent controls and a foreign buyer’s tax to maybe make housing more affordable ... If anything can get out the elusive under-25 tenant vote, this just might. Fix public housing and fund transit expansion? Not this time, the premier has decided. So on Sunday, Mayor To-
DAVID NICKLE The City ry moseyed on over to Etobicoke North, to give Liberal MPP Shafiq Qaadri something to worry about besides a possible 2018 challenge from former local councillor and mayoral candidate Doug Ford. He knocked on doors, shook his head at the state of disrepair of public housing, and handed out flyers that, coincidentally I am sure, had the same red, white and blue colour scheme of the traditional Ford family election material. The next day, he had Progressive Conservative lead-
er Patrick Brown over to City Hall for a chat, and a duet heaping more shame on the Wynne government for such an egregious snub of Toronto’s infrastructure needs. Steven Del Duca, Ontario’s Transportation Minister, was literally waiting for reporters in the hall - to tell us that Tory had crossed a sort of line, going to Etobicoke North and campaigning against a Liberal as he did. Liberal Peter Milzcyn, a former city councillor now representing Etobicoke Lakeshore, reminded us that Progressive Conservatives don’t have a great record on funding transit and housing in Toronto. Best to settle in for the long haul: another year at least, and who knows how much longer if they both get re-elected.

Funding woes fuel plenty of blame Every time an opposing politician makes a public statement slamming the provincial government, I promptly receive in my inbox a message from the Ontario Liberals rebutting the accusations. So it was no surprise following John Tory’s vocal criticism of Kathleen Wynne’s refusal to pony up budget goodies for Toronto - along with a cordial face-to-face with provincial PC leader Patrick Brown - an email, entitled "Facts Still Matter in Ontario," soon appeared from the premier’s office seeking to set the record straight on the province’s funding of city infrastructure. The province of course is none too pleased with Tory’s continual criticism in wake of last week’s budget announcement, which saw no new direct money coming to the city for either affordable housing or transit. The Ontario transportation minister even
RAHUL GUPTA TO in Transit showed up unannounced to city hall following Tory’s meeting with Brown to chastise the mayor, though not directly, for "campaigning" against local MPPs. Steven Del Duca also reminded Tory of how much the mayor needed the province to make his SmartTrack fantasy a reality. It’s not surprising the province would choose to return fire given the mayor’s approach to publicly pressure the Wynne government, not to mention the very sizeable challenge it faces even in Redsupporting Toronto for re-
election next June. The province is absolutely justified in expressing disappointment given the amount of largesse it has already shown the city, even if it comes nowhere near to addressing core needs. And let’s not overlook the cheek of Tory who continues to cheerlead for luxury infrastructure projects like the Gardiner Expressway restoration without coming up with a viable funding plan of his own. But if the province is running on its past funding record, it’s hard to see how Toronto residents could be all that impressed. New transit improvements are years away, affordable housing remains a black eye for the city and provincial meddling in local transit planning is well-nigh legendary at this point. Yes, facts still matter and in this case there’s plenty of blame to go around.
