No sign of No Frills reopening soon JOANNA LAVOIE jlavoie@insidetoronto.com It’s been just over a year since Rocca’s No Frills at Coxwell Avenue and Gerrard Street East abruptly closed its doors.

On the morning of May 11, 2016, a note was posted in the front and rear windows of the busy supermarket advising customers their local grocery store was closed for renovations and would reopen as soon as possible.

Before long, dozens of shoppers took to social media to share their thoughts and express frustration.

Others spoke about the serious need for renovations to the building and speculated on the future of the valuable east-end property.

Those who worked at the store also received no notice. Staff members showed up for work on that May day to find out their place of employment was closed effective immediately.

In the days following the closure, Loblaws started running a shuttle bus to the Dave and Charlotte’s No Frills store at 449 Carlaw Ave., just north of Gerard Street East. That store is about two kilometres away.

The company said the shuttle, which is in operation daily from 8 a.m. to 7 p.m., every 15 minutes, with no service between noon and 1 p.m., would remain in place until the Rocca’s reopens.

A timeline for the renovations, which began earlier this year, and a reopening date have yet to be announced.

At this time, Loblaw Companies Ltd. said it does not have "anything new to

share" about the renovation.

"We understand the important role our No Frills stores and their owners play in their communities, as evident by the extremely strong customer response to the reopening of Vi’s No Frills last month. Please be assured that we are working diligently to complete the construction as soon as possible," said Kevin Groh, Loblaws’ vice-president of corporate affairs and com-

munication, in a statement.

Shortly after the closure, Groh said they didn’t want to close the store, but the building is very old and repairs were "unavoidable."

Groh also vowed to do "everything possible" to provide employment opportunities at other No Frills stores as well as financial support. Loblaws said it also intends to welcome back all staff members at Rocca’s once the store reopens.

Greenwood Park gets green light for farmers’ market pilot JOANNA LAVOIE jlavoie@insidetoronto.com With construction set to take over Fairmount Park this spring and summer, the popular farmers’ market that has been held there for five years will be getting a new temporary home in Leslieville.

Barring any major obstacles, the plan is to relocate the Fairmount Park Farmers Market to Greenwood Park at 150 Greenwood Ave. at Dundas Street East for the 2017 season.

Ward 30 Councillor Paula Fletcher said she’s "100 per cent supportive" of the move and said she’d do what she can to help.

"I’m going to help them figure out the best location (for the market)," the Toronto-Danforth representative said earlier this week.

"We just need to figure out how we’re going to

drive the trucks into the park."

Construction at Fairmount Park, which will be replacing sod, installing a new drainage system, and refurbishing the park’s baseball diamond, is slated to begin in May. The next phase of the work - improvements to the wading pool and tennis courts - should begin in the fall.

"We will miss our Fairmount location but hope that our regular market supporters find their way to Greenwood (Park) to continue to support their favourite farmers," market founder Kim Antonius-Peabody wrote in an email to The Mirror.

She said finding a new temporary location for the market was key as it draws many people and is an important source of revenue for participating farmers.

JUSTIN SKINNER jskinner@insidetoronto.com The First Nations School of Toronto’s focus on Aboriginal culture has gotten a lot more interactive thanks to a new initiative that came about thanks to a partnership between the Toronto District School Board, TakingITGlobal and Cisco Canada. The school launched Connected North, a new real-time online connection between the school and remote First Nations communities on Friday, May 12, with technology donated by Cisco.

The partnership will allow for collaborative learning and will link the First Nations School’s students directly with their roots. Cisco has rolled out similar initiatives at other schools, but with the First Nations School now in full swing, Connected North made for an ideal fit. Students at the school will now be able to connect directly in real time with elders, Indige-

nous artists and other First Nations schools across Canada and perhaps even beyond. The school rang in the new initiative by linking up with a class from Fort Frances High School in northern Ontario for a lesson. The new initiative makes for a powerful teaching tool, said First Nations School of Toronto principal Jonathan Kakegamic.

"They can interact with other students in different parts of the country and visually see the other class and share the lessons," he said. "TakingITGlobal is setting up the connections with the other communities, and our students will really benefit."

Kakegamic said each site with which the First Nations School connects will be able to share their own experiences and stories, enriching the Toronto students’ understanding of First Nations culture.

in the Yukon called Stop Now and Plan that helps with emotional self-regulation and we have a telepsychiatry program in Nunavut in partnership with the Hospital for Sick Children."

The initiative will provide a new way to engage students and give them more in-depth knowledge about their heritage while also contributing their own thoughts, ideas and experiences.

That dovetails strongly with the First Nations School of Toronto’s mandate to highlight and teach First Nations culture, helping students connect with their roots. John Chasty, TDSB superintendent for the area, spoke glowingly about the doors that would be opened through Connected North.

"It provides students an incredible opportunity to talk about the different communities that they’re involved in and to share their stories from their communities, and to enjoy that interaction," he said.

Election year budget will be a tough one Another year, another squeeze.

That’s the message from Toronto’s City Manager Peter Wallace as councillors get set to dig into the 2018 budget. It’s going to be the last budget that Toronto Council and Mayor John Tory approve before they go to the voters in the fall of next year. And while it’s looking a little easier than last year in some ways, in important ways it’s going to be more difficult than ever.

Like last year, Wallace has asked for across-theboard restraint from city departments and agencies.

Not a 2.6 per cent cut this time, just a freeze in spending at 2017 levels. When he spoke to Toronto’s budget committee May 11, he made it very clear that he didn’t expect every department to come in with a zero spending increase. But it’s important to try.

That’s because, he noted, there is very little wiggle room this year for council to increase spending beyond inflation, and maintain a property tax increase at or below the rate of inflation. And Mayor Tory and council have made it clear that there’s no appetite for an increase any higher than that on property taxpayers.

Council made use of that wiggle room in 2017 – among other things, approving a budget that anticipated robust increases in the revenue from the municipal land transfer tax and therefore boosted revenue.

That was a good bet in 2017 but not necessarily so in 2018, when market-cooling measures approved at Queen’s Park could put a damper on Toronto’s blazing hot real estate market. Wallace has been warning since his arrival that Toronto’s reliance on an ever-growing land transfer tax could eventually be its fiscal undoing.

That warning seems more apt than ever right now.

It all leads to exactly the kind of debate that survival-minded politicians don’t want to have coming up to an election: do we cut services or raise taxes?

In the past, faced with these choices city politicians have had a third option: extend a begging hand to the provincial government for help to balance the books at the last minute. But again, what worked 10 years ago is less likely to work now, with the Ontario Liberals facing their own day of reckoning with Ontario voters in 2018.

In 2018, there’s one more option: have an honest conversation with taxpayers about the type of city they want to live in. Explain what that city costs.

And then, hand them a bill and a ballot at the same time.

A reckoning may come for our worst landlords The front of 500 Dawes Rd. is a busy place during dinner hours. People are in and out with children, dogs, groceries, deliveries.

But this East York building is known across the city as one of the worst in Toronto, a reputation it’s had for years.

That’s an opinion you can base on the hundreds of orders the city issued against the management of 500 Dawes, a management reluctant to fix anything the right way.

Janet Davis, local councillor, stood in the lobby last week, asking passing tenants about repairs, letting them know they can call 311 about them. She does this in other buildings, but 500 Dawes "is the No. 1."

That may change. A reckoning may come for bad Toronto landlords, because on July 1 a new bylaw goes into effect.

Landlords must give the city plans on repair, pest control, maintenance. They’ll be required to post information too: the lobby corkboard at 500 Dawes will have to hold more than redirected mail and flyers for airport taxis.

Until now, the city could pressure landlords, but had no hammer. Soon, it will be more expensive for them to ignore the law, says Geordie Dent of the Federation of Metro Ten-

ants’ Associations.

"It’s not like July 1 bing - a magic wand is going to be waved," he says, but the new bylaw comes with penalties.

"This building is definitely, definitely on the radar."

Tenant activists fought desperately for the new bylaw. Many, like Geri Stevens, paid a price.

She’s been active since 2011 in 500 Dawes, and she’s leaving soon, worn out. "It’s a horrible, horrible building," says Stevens.

Cheap rents are why many tenants stay. If there was any justice, many wouldn’t have to.

MP hosts Canada 150 literacy challenge JOANNA LAVOIE jlavoie@insidetoronto.com Beaches-East York MP Nathaniel Erskine-Smith is getting kids reading for Canada’s 150th anniversary.

The local MP has recently launched the Canada 150 literacy challenge in his riding.

Bay of Quinte MP Neil Ellis is the creator of the non-partisan, parliamentarian-led initiative.

"I think it’s one of the most positive ways to celebrate Canada’s sesquicentennial," Erskine-Smith said during a recent interview.

For the challenge, classes are invited to read 150 books, short stories, articles, and even poems either about Canada’s culture or heritage or written

by Canadians.

Participating groups have until the end of May to submit their log by mail/in-person at Er-

skine-Smith’s local office at 1902 Danforth Ave., via email at nathanielerskinesmith@parl.gc.ca, or by fax at 416-467-0905.

A draw will then be done and the winning class will get a free bus trip to Ottawa where students and their teachers/ supervisors will have the opportunity to go on a guided tour of Parliament Hill.

During a recent interview, Erskine-Smith said the initiative has been well received in Beaches-East York.

"The kids have been so excited," he said during a recent interview.

"I really do think the best way we can celebrate Canada 150 is to be reading stories about Canada and stories by Canadians."

Recently, ErskineSmith visited a Grade 5/6 class at St. Brigid Catholic School near Woodbine and Danforth avenues. Students at the East York ele-

mentary school were the first in the riding to complete the challenge.

Local author Elizabeth MacLeod joined ErskineSmith for the lunch reception during which she read an excerpt from a speech by former prime minister Pierre Elliot Trudeau when the Canadian Charter of Rights and Freedoms was adopted in 1982.

The local MP, who said he plans to visit every class that completes the challenge, also distributed pins, flags, and special edition commemorative Canada 150 certificates to the students.

Erskine-Smith grew up surrounded by books and reading.

His mother is a librarian at Bowmore Road Junior and Senior Public School, while his father was the head of the English department at Malvern Collegiate Institute.

Notice of Commencement and Public Meeting #2 Lakeshore East Rail Corridor Expansion (Don River to Scarborough GO Station) – Transit Project Assessment Process To keep up with our growing region, Metrolinx, an agency of the Province of Ontario, is transforming the way the region moves by delivering the largest transit infrastructure program in Canadian history to keep the region moving today and tomorrow. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 9 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement more GO service and make other infrastructure improvements to the GO system to help create new transit connections and faster service across the region. By 2025, electric trains will be running every 15 minutes or, all day and in both directions, within the most heavily travelled sections of the GO network.

The Project Metrolinx is completing a Transit Project Assessment Process (TPAP) under Ontario Regulation 231/08 made under the Environmental Assessment Act, to evaluate expanding and improving the Lakeshore East GO rail corridor between Don River and Scarborough GO Station in the City of Toronto.

The project involves: • Addition of a 4th track between the Don River Bridge and the Scarborough GO Station • Widening of three (3) bridges: Woodbine Avenue, Warden Avenue and Danforth Avenue • Modifying Underneath the Birchmount Road Bridge • Modifications at Danforth GO Station to improve access • Retaining walls • Three (3) culvert extensions: east of Coxwell Avenue, east of Kennedy Road and Scarborough Junction The Process The TPAP is a proponent-driven, self-assessment process that provides a defined framework to follow in order to complete the accelerated assessment of the potential environmental effects and decision-making within a 120-day regulated assessment timeline. Following this period, the regulation provides an additional 30-day public and agency review, and a further 35-day Ministry of the Environment and Climate Change (MOECC) review. Prior to the commencement of the TPAP, introductory pre-planning activities take place. These activities include the study of existing environmental conditions and potential environmental effects of the Project across the natural environment, socio-economic environment, cultural environment, and traffic and transportation, as well as public and stakeholder consultation. As part of the TPAP, an Environmental Project Report (EPR) is being prepared.

Consultation – Your Opportunity to Comment and Provide Information We thank everyone for their feedback to date. As we formally commence the TPAP and continue to build on the first round of public meetings held in November 2016, we invite you to attend one of three public meetings happening in June. At these meetings Metrolinx will present the findings of the EPR and the proposed Don River to Scarborough GO Station Project. She’s very empathetic," said Chambers, pointing to the assistance she gave to a blind woman who rented the basement of her home for 12 years.Tsorlinis was one of more than 150 people nominated for the fourth annual award, which was handed out during National Volunteer Week in April.

Friend/fellow volunteer Karen Ingham nominated Tsorlinis for the honour.

"Vicky does so much fundraising and she doesn’t blow her own horn.

She does so much work to raise money for good causes," said Ingham, who has known Tsorlinis for about five years.

"I’m so happy (Vicky) won because she does such great stuff. She deserved to win." Tsorlinis, who has been volunteering in earnest for about a decade, said she first felt the push to help others when she had an upsetting experience at a hospital emergency room with her mother, who spoke very little English and wasn’t given the attention and acknowledgement she deserved.

"I really felt impacted by that situation and I felt I wanted to make a difference. I didn’t want others to feel forgotten," Tsorlinis shared during an interview at her home.

For five years, Tsorlinis volunteered with the nowshuttered Perram House hospice. About four years ago, she got involved as a volunteer/fundraiser for Emily’s House children hospice in Riverdale.

"I have a big heart. I feel so much sympathy for the families and the parents," shared Tsorlinis, who is al-

so well known around Malvern Collegiate where she has served as the treasurer of the home and school council for seven years.

During her time at the local high school, she has helped raise thousands of dollars for scholarships and other school-related events and programs. She’s also behind the creation of two annual craft shows and dozens of parent engagement seminars.

And while her children Isaac and Phebe have since graduated from Malvern, Tsorlinis continues to volunteer there.

Tsorlinis, who is wellknown for her prolific letter writing, said her motto is ’somebody’s gotta do it’ and feels volunteers make the world go round. In 2013, Tsorlinis was the recipient of a Scarborough Urban Hero Award for community and education. Last year, Malvern Collegiate bestowed her with an honorary "M" for her seven years of service.
