City considered the place to start, establish a tech-based business HILARY CATON hcaton@insidetoronto.com Toronto’s technology ecosystem is a breeding ground for the latest startups and innovative technology. Companies like Uber, Google and Twitter have flocked to Toronto to establish Canadian headquarters because it’s seen as the place to foster the next wave of technology to move society forward. And it’s not on a whim. There are more than 400,000 people employed in the tech sector in the city and it is still growing. Because of that, the City of Toronto is putting more emphasis on nurturing its tech talent. According to Scarborough Southwest councillor Michelle Holland, the city’s first appointed official as advocate for the innovation economy, it starts by tackling the sector’s branding issue. "Toronto really punches above its weight when it comes to being a tech city. It’s the number 1 city for startups and a great place for people to start and grow a business," Holland said. "But the problem is our own Canadian-ness, we don’t beat the drum enough. These guys are top talent at the forefront of thought leadership and innovation and we need to show that. The tech talent in Toronto is doing phenomenal and we just need to get the word out and not be so shy about it. We need to get over that." Her role, although still in its

Holland is currently working with a team out of the Civic Innovation Office at city hall to develop "a narrative" for Toronto’s global tech brand. "We’re trying to retain talent and talent stays because they have opportunities to build their business. It’s not about the cuisine or the diversity, as amazing as that is. In this ecosystem to retain talent and
draw it from other countries you need opportunities, and we’re always looking at how to do that," Holland explained. In the last few years, Toronto has continued to push and create these opportunities for startups by offering incubators, accelerators and access to the tech community and it’s beginning to pay off. Toronto has a growing startup ecosystem containing between 2,500 and 4,100 active tech startups, according to a 2016 report released by TechToronto. It also states Toronto is the strongest startup ecosystem in Canada. "There’s this vast network of support

Grant Brigden, the founder of Rover Parking, an app that allows residents to rent out their driveway as a parking spot in the city, remembers a time when Toronto was floundering to grasp what startups needed to thrive in the city. The economic development initiative was launched to support startups and connect entrepreneurs to programs, resources and events to help them start, grow and scale their business. "There are over 60 incubators and accelerators from idea-stage programs like The Founder Institute to early-stage incubators like the DMZ, and bigger organizations

He launched Rover Parking about two years ago and for eight years, until 2010, he worked in Silicon Valley for the company OpenWaves, which was later sold. He admits that when he decided to try and get funding for the company in the city, it was different from Silicon Valley, Toronto was "super frustrating". "When we started there wasn’t much help. The problem Toronto had, if I had to simplify it, was they were confused between scale up and startup," he explained. "When we went looking for money, they asked for things like metrics that startups don’t have yet. Those numbers come at the stage of a scale up." But Toronto has improved, he said, mainly due to the rush of companies like Facebook, Autodeck and Slack taking notice of Toronto’s potential. "We’re starting to see a lot of organizations starting to realize they need to set up in Toronto because the next wave of entrepreneurs and startups will be a lot bigger in Toronto than the wave before that," Brigden said. Rickett agrees: "The tech landscape in Toronto has kind of blown up. That global recognition of talent and innovative thinking is happening. We’re just starting to scratch the surface on what Toronto’s tech communities can do."

Blue bins aren’t as simple as many might think DAVID NICKLE dnickle@insidetoronto.com Plastic seems like a simple enough concept. But if you’re deciding whether to throw it into the blue bin or toss it in the trash, the ubiquitous petroleum product is anything but. For instance: dry cleaning bags are fine, as are sandwich bags and milk bags. Plastic bubble wrap on the other hand is out, as is laminated plastic film like chip bags. Biodegradable bags and plastic containers are out. As are coffee pods - even the ones that say they’re compostable. And don’t even think about putting any plastic that’s black coloured. That stuff’s recycling poison.
Homeowners east of the Humber River - and soon those west of it - may find themselves reminded of the complexity of plastic, as well as the subtlety of cardboard and the hygienic requirements of jars and cans, as the city embarks on a pilot project this year to bring the city up to speed on its increasingly complicated responsibilities when it comes to solid waste diversion. "What we’re doing in the next six months is we have staff going in front of the trucks, going bin by bin and inspecting what the contents are," said Jim McKay, Toronto’s General Manager of Solid Waste Management. "If they see there are problem materials, they’ll leave a little door hanger. It’s really an educational tool that we’re trying to use." The project is part of a broad attempt by the city to reverse a multi-year trend that’s seeing more and more of the blue box recy-

McKay: first, because Toronto adopted a singlestream recycling system where paper is mingled with glass and plastic. "Some of our neighbouring municipalities have a two-stream blue box system, and that’s a cleaner
system than we’ve got ... they’re at four to six per cent," said McKay. "In a two-stream system, cans and bottles go in one bin and paper fibres in another and so immediately if you have any liquid or soil or food still left in a container
it doesn’t get mixed in with paper fibre." In the single-stream system, Toronto can collect more recycling per day. But that leads to the second problem. Over the years, packaging companies have found more and more different kinds of materials to use. And it’s been impossible to keep up. "It’s not just Toronto that’s dealing with this - it’s a problem we all have to face," said Emily Alfred, a solid waste specialist with the Toronto Environmental Alliance. "Materials and packaging are getting more and more clever but we don’t have the technology to recycle all of that. The city is doing what it can. I do agree that there could be more education. Right now it’s education in posters and calendars that go out, but more regular communication is really effective." The pilot project will go on for six months, and eventually move west to Etobicoke as well.

Weathered flags should be grounded With Canada Day celebrations, marking the 150th year in our nation’s history, rapidly approaching, flags will be flying from coast to coast. In many cases, bright, pristine Canadian flags will be front and centre at legions, government offices, businesses, and private residences. They’ll be prominent at countless special events and even attached to cars and trucks. And, unfortunately, there might be a few cases where our cherished symbol looks less than pristine, maybe even a bit ragged and threadbare. We’re not quite sure what constitutes a ’dignified’ disposal, but we do concur with the notion that the Maple Leaf should fly only in a pristine condition. To display Canada’s national flag is to demonstrate one’s patriotism and appreciation for our good fortune in being able to live in the best country on the planet. To display a weathered, shabby version is to do a disservice to this most important symbol of our nation.

Bringing stories of Toronto’s suburbs downtown I remember being disappointed two years ago when the Toronto Public Library released the Toronto Poetry Map. It’s a great idea: dots on the map, each linked to a snippet of verse describing that place, or this intersection in the city. Except, some downtown places had overlapping dots, swollen with multiple mentions. All of Scarborough had just four dots. men going to East Point Park for sex, the Scarborough East Pow Wow, a school literacy centre, a Caribbean restaurant, fights at a dollar store, fantasies of orangutans escaping the zoo. The best-known Toronto novels and poetry are about the old Toronto, partly because many are set in Toronto of the past. So, I’m grateful for the "What’s Your Story?" contest from which the Ontario Book Publishers Organization started to draw out diverse, but unpublished, writers from Scarborough, North York, Etobicoke and East York. "Diverse people produce diverse stories," says Holly Kent, executive director, but it’s hard to get suburban writers to literary
events happening downtown. "It can seem very insular to an outsider." This is the second year the group has received stories and poems inspired by these four former suburban cities. Once again, Kent says, the contest jury was "floored" by their quality. You’ll be able to see this year’s winners reading their work this fall. Now that the city’s major art groups and festivals are finally discovering the suburbs, the literary scene is making it out there too. Through fiction, we’ll find more of the truth about this city. VOCA Chorus in concert Saturday VOCA Chorus of Toronto will be featuring Carl Orff’s masterwork Carmina Burana during an upcoming concert on The Danforth. Lakeshore East Rail Corridor Expansion (Don River to Scarborough GO Station) – Transit Project Assessment Process To keep up with our growing region, Metrolinx, an agency of the Province of Ontario, is transforming the way the region moves by delivering the largest transit infrastructure program in Canadian history to keep the region moving today and tomorrow. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 9 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement more GO service and make other infrastructure improvements to the GO system to help create new transit connections and faster service across the region. By 2025, electric trains will be running every 15 minutes or, all day and in both directions, within the most heavily travelled sections of the GO network.

The Project Metrolinx is completing a Transit Project Assessment Process (TPAP) under Ontario Regulation 231/08 made under the Environmental Assessment Act, to evaluate expanding and improving the Lakeshore East GO rail corridor between Don River and Scarborough GO Station in the City of Toronto. The project involves: • Addition of a 4th track between the Don River Bridge and the Scarborough GO Station • Widening of three (3) bridges: Woodbine Avenue, Warden Avenue and Danforth Avenue • Modifying Underneath the Birchmount Road Bridge • Modifications at Danforth GO Station to improve access • Retaining walls • Three (3) culvert extensions: east of Coxwell Avenue, east of Kennedy Road and Scarborough Junction The Process The TPAP is a proponent-driven, self-assessment process that provides a defined framework to follow in order to complete the accelerated assessment of the potential environmental effects and decision-making within a 120-day regulated assessment timeline. Following this period, the regulation provides an additional 30-day public and agency review, and a further 35-day Ministry of the Environment and Climate Change (MOECC) review. Prior to the commencement of the TPAP, introductory pre-planning activities take place. These activities include the study of existing environmental conditions and potential environmental effects of the Project across the natural environment, socio-economic environment, cultural environment, and traffic and transportation, as well as public and stakeholder consultation. As part of the TPAP, an Environmental Project Report (EPR) is being prepared. Consultation – Your Opportunity to Comment and Provide Information We thank everyone for their feedback to date. We wanted to do what was important for the world today and the future and that goes beyond Word and Excel. Web coding is the new literacy," said Stephanie Little, the lead coordinator for the program from Hubba. The program, which consists of threehour classes once a week, is the brainchild of Little, who launched it with the blessing of Hubba’s CEO Ben Zifkin last month. Little said creating the program was always a personal interest of hers and is happy to see the nine women, who wouldn’t be able to enrol in a program like this, be more web literate. "I think women in the shelter systems and other
programs are looking for a fresh start and a lot of them have been through quite a bit and I think what helps with a fresh start is confidence and that’s what we’re helping with, by providing this program." Nellie’s Shelter was approached by Hubba, a network where retail buyers can find, post and discover information on different products, to offer the free course. Its program manager Marlene Bell, immediately agreed since she knew how badly the women who use the shelter wanted to learn more advanced computer skills but didn’t have the means to do so. "We can’t always find computer classes that are free of charge in the city, so clients may have to decide between food and courses," Bell said. "And if you have to make that decision, the basic needs come first." The program’s curricu-
lum was created by the team at Ladies Learning Code, an organization that helps women and girls develop coding skills from as young as eight years old across the country. Hubba approached them to develop the curriculum for the program and they were excited to help. "Our work is about engaging women and youth, but especially for the most under-represented group," explained Melissa Sariffodeen, the CEO of Ladies Learning Code. "So we love giving women the chance to be in a tech community and be surrounded by the tech culture and see what their skills can be applied to." Participants are given a laptop to use. "I hope through this program women are able to acquire more marketable skills they can use out in the community. We’re really excited about it," said Bell.

Rush hour traffic tinkering designed to improve commute A number of changes have been made to peak-period parking and turning left on parts of Queen Street East, east of Parliament Street, as well as along Broadview Avenue and Kingston Road. The city announced recently it was taking measures to reduce traffic congestion, and improve the flow of streetcars and other traffic along key corridors. Similar changes have already been made on sections of King, Queen, Dundas, and College streets. New signs advising of the no parking and no stopping regulations are now being installed. When it comes to weekday no-stopping hours, eastbound Queen Street East between Woodbine and Wineva avenues as well as between Carroll Street and Broadview Ave-

"Congestion and variable travel times have a significant impact on the quality of life for residents and carry an economic cost to business," the city said in a release earlier this month.
