JOANNA LAVOIE jlavoie@insidetoronto.com Toronto’s east end — which is home to the neighbourhoods we now know as Riverdale, Leslieville and the Beach — has made many significant contributions to Canada’s history. The communities have been
home to some of our country’s most notable residents and landmarks. Here are just a few of the interesting people and places from the city’s east end that have helped put Canada on the map. In Riverdale, a historic part of Toronto annexed by the city in 1884, still sits the building that once housed the Old Don Jail.
The infamous building, which housed upwards of a million prisoners from 1864 to 1977, is now the site of the administrative offices for Bridgepoint Active Healthcare and the Bridgepoint Collaboratory for Research and Innovation. Interestingly, the Old Don Jail is the site of Canada’s last two
executions. On Dec. 11, 1962 at 12:02 a.m., convicted murderers Ronald Turpin, 29, and Arthur Lucas, 54, died there by hanging. A little to the west is the former home of the Gooderham and Worts Limited, which was once Canada’s largest alcohol

O Continued from front distiller. This distillery was housed between Parliament and Cherry streets, north of Lake Shore Boulevard East. At its peak in the 1860s, the company produced more than two million gallons of spirits a year, more than 50 per cent of all produced in Canada. The Gooderham and Worts site, which is home to more than 40 Victorian buildings constructed between 1859 and 1927, closed down in 1990. Recognized as a national historical site of Canada, it has since been restored and repurposed as the Distillery Historic District. Sparks Over in Leslieville, of Leslie Courtesy a key figure in Canada’s history is the neighbourhood’s namesake George Leslie. Leslie, who owned the Toronto Nurseries and employed many of the community’s earliest residents, was instrumental in helping make Leslieville a welcoming place for free blacks as well as those who had escaped slavery in the United States. According to
local historian JoanneDoucette, Leslie, along with his good friend George Brown, were both leaders in the fight against slavery. In the1861 census, about 20 per cent of Leslieville’s population were black men, women and children. Another Leslieville resident of note is Alexander Muir, a songwriter/poet and the first principal of Leslieville Public School. Muir composed the song “Maple Leaf Forever,” which is considered by some as English Canada’s unofficial anthem and a celebration of Canada’s 1867 confederation. Muir was inspired by the Maple Leaf Forever tree, an iconic silver maple outside Maple Cottage on Laing Street in Leslieville. The tree was felled on July 19, 2013 during a storm. Eastward in the Beach, Sir Adam Wilson, the 15th mayor of Toronto from 1850 to 1860, was a key figure in Canada’s history, serving on a task force that worked to form the Public General Statutes of the Province of Canada in 1856. Wilson, who was a lawyer, a municipal and provincial politician and a member of the Executive Council of Canada, also served as a judge in the Court of Queen’s Bench and the Court of Common Pleas and was made a knight of the British Empire. A downtown resident, he kept a summer residence in the Beach neighbourhood, which officially became part of the city of Toronto on March 6, 1834. A few other Beachers of note include celebrated classical pianist Glenn Gould, four-time Olympic medallist swimmer Penny Oleksiak, and butterfly migration expert Fred Urquhart. Renowned Canadian agronomist Charles E. Saunders, who developed ‘Marquis’ wheat in 1904, also called the Beach home. He was knighted by King George V in 1934
for his many contributions to agriculture. While it may only just have marked its 75th anniversary, the venerable R.C. Harris Water Treatment Plant is a well-known Canadian landmark. The architecturally-acclaimed structure, which opened on Nov. 1, 1941 and is the country’s largest sewage treatment plant, was named a national historic civil engineering site by the Canadian Society for Civil Engineering in 1992. In 2011, the ‘Palace of Purification’ appeared on a Canada Post stamp as one of five of Canada’s most notable Art Deco buildings. It should also be noted that Toronto’s east end is a significant place for countless generations of First Nations, including the Wendat, Haudenosaunee, and Mississaugas, among others. Doucette told The Mirror that Indigenous people used the Don River as a trade route and camped in the Don Valley as well as along the shoreline in Leslieville and the Beach. Both the springs in Glen Stewart Ravine and the Toronto Islands were places used for healing by the Aboriginals, who also fished and hunted throughout east Toronto. Doucette also shared that archaeologists found ash pits and artifacts at the Ashbridge Estate indicating that First Nations lived in this area for thousands of years. In Riverdale, Broadview Avenue, formerly known as Mill Road, was a native trail that crossed the Don River at Todmorden Mills, near the foot of Pottery Road. As well, the auditor general found that some city employees are using the benefit plan to obtain a truly epic stockpile of erectile dysfunction medication. The report, a supplement to an earlier report issued about possible abuse of the city’s drug benefit plan through Manulife, was released as a part of the June Audit Committee agenda, and highlights in-

stances of what may be over-prescription by doctors of opioid pain management medication. The auditor general was able to obtain the detailed information on benefits from Manulife following the release of the 2016 report. The supplement focuses on two areas: opioids such as fentanyl and oxycodone, the abuse of which have been flagged by health officials as a national epidemic, and erectile dysfunction drugs lice Viagra. The opioid over-prescription findings focused on individual physicians who were over-prescribing the drugs. The study used two markers: one was the recommended watchful dose of 200 mg daily for morphine equivalents that was in effect prior to May 2017; the second was the revised one thereafter, of just 90 mg a day. In both cases, the report found dramatic over-pre-

Thirty two physicians had prescribed at least 400 mg per day of fentanyl or oxycodone, and fourteen had prescribed 800 mg, to nine non-cancer claimants. According to the report, while Manulife had re-
viewed some of the cases, none had been reported to the College of Physicians and Surgeons of Ontario. The auditor general said that the names of those 14 physicians will be referred there. The report also details a
dramatic case of "physician shopping" by 10 claimants, who used the employee benefit plan to obtain a stockpile of erectile dysfunction drugs. According to the report, in 2014 one employee claimed and was reim-
bursed for a total of 522 tablets of Cialis, Levitra and Viagra. The claims were from six pharmacies, with prescriptions from nine different doctors. The next year, the same employee was reimbursed for 420 tablets, with prescriptions from five physicians. In total, they were reimbursed $13,500 for two years. Another employee claimed 326 tablets of TevaSildenafil, Cialis and Levitra with prescriptions from five physicians in 2014 and 260 in 2015 with the help of two physicians. That cost the plan $10,000. A total of 20 employees were observed with similar claim patterns. The city’s benefit plan pays significantly for both opioid and erectile dysfunction medication: $1.9 million a year for each. The report will be going to the June 27 meeting of Toronto’s Audit Committee.

Learning from our past helps guide our future Toronto’s come a long way in its relatively short history, with substantial change taking shape in the last 150 years. Consider, if you lived in Parkdale in the 1800s, you were probably upper-class. It was a community known as a ‘resort village’ due to its proximity to the lake and its large summer homes. Meantime, Toronto’s downtown core, which is now a bustling area of big business and big banks, was once home to the city’s most notorious slum, The Ward. While Scarborough evolved into an industrial hub during the Second World War, as the population expanded east with dreams of prosperity. These are just a few stories of Toronto’s past we bring to light this week to commemorate Canada’s 150th birthday. You can read these features in the editions of the Mirror, Guardian and Villager newspapers as well as online at insidetoronto.com/Canada150 We have a lot to celebrate and be proud of in this city and country of ours, as we prepare to mark our nation’s sesquicentennial. But we’d do our forebearers a disservice if we didn’t continue to strive for the betterment of this city and its residents. While it’s not hard to acknowledge where we went right, where we went wrong as a society has had lasting effects on the people of Toronto. The erection of the Gardiner Expressway dismantled Parkdale as an upper-class enclave, resulting in 60 years of social and economic instability. The area is currently experiencing improvement through gentrification after years of neglect, but the investment is forcing some of its long-time residents to feel squeezed as the cost of living surges. While an area as blatantly bleak as The Ward may no longer exist in Toronto, poverty does, with many children at the centre of the crisis. And now there’s hope a subway extension will spur development in Scarborough once again, after the city lost its footing as an industrial centre after amalgamation. To know where we’re going, we must always remember where we came from. We must ensure the countless generations of indigenous, including the Wendat, Haudenosaunee, and Mississaugas, are continually recognized and honoured for their contributions to this land. For without them, there would be no Canada. There would be no Toronto. Learning from our past positions us for a brighter future: a future of progress, inclusiveness and reconciliation. A brighter future that’s another 150 years in the making.

City plan for legal rooming houses may fail I hoped the crowd in Don Mills would be a little different. I’d been to other meetings where the city talked about legalizing rooming houses in Toronto’s suburbs, but these people have Shelley Carroll, a reasonable city councillor. And Carroll has argued for licensing and legalizing rooming houses where they’re illegal - North York, Scarborough, and parts of Etobicoke. Without a legal alternative to point at, she’s said, the city’s record against illegal rooming houses was miserable. Shutting them all is impossible. Students and the poor will use them, so licensing is a way to keep tenants safe. Carroll’s said all this.

advocates, students and other tenants were closeted in focus groups. At Don Mills, as in Highland Creek days earlier, homeowners were angry and incredulous. The city says every house in the pilot areas could become a rooming house, but after three years all licensing could vanish. It also expects illegal rooming house owners to embrace licensing. Homeowner stories at both meetings were the same as ever. They came to live in a "unique" new community, built for families. Decades later, everything’s changed. Rooming houses are everywhere. Homeowners are right to blame universities and colleges for this, specifically York University, Seneca, University of Toronto Scar-
borough and Humber College. They’ve become the largest industries in their suburban neighbourhoods. They’ve lagged behind on building student residences, content to see rooming houses spread. Rooming houses became a secondary business near campuses, an investment or way to pay a mortgage. If these neighbourhoods had more basement apartments and legal rooms for rent (two per home is legal) near campuses, there might not be such an evident need for affordable, convenient housing, but there is. There’s no going back to the 1970s. Many in these subdivisions saw this coming, and sold. Over time, others will too.

The noble cause of public housing No question about it: Mayor John Tory’s lateterm quest to wring cash out of Queen’s Park and Ottawa to repair public housing is a noble endeavour. The city’s stock of public housing is dilapidated and getting worse. There’s a $2.6 billion repair deficit - a very big number - and that deficit is going up by some quite big numbers in the coming years: $502 million more in 2018 and an additional $450 million in 2019. More than 7,000 units will be permanently closed by 2022 because of this, if nothing’s done. And Tory’s been making that point consistently and aggressively, mostly to the provincial government. It’s noble work. But here’s the thing with nobility. It is a way to describe virtue, and also to describe a social class: that is, a class born in antiquity that at its best is supposed to
look after the basic needs of its vassals, but as history has shown us, most often falls short. On Monday, Mayor Tory’s Executive Committee got an earful about the limits of that nobility. Deputants talked about the city’s Tenants First policy, which is a significant bit of under-the-hood tinkering with the massive Toronto Community Housing portfolio. Parents take province to court over east Toronto French high school JOANNA LAVOIE jlavoie@insidetoronto.com They gave the Ontario government ample opportunities to act and it didn’t.Now, a grassroots group of French-speaking parents from east Toronto is taking Ontario’s Ministry of Education to court to fight for their right to an equivalent French-language high school in Beaches-East York/Toronto-Danforth. On June 14, constitutional lawyer Nicolas Rouleau filed a notice of application to the Ontario Superior Court of Justice on behalf of Leslieville resident Lianne Doucet and the Coalition de parents pour une école secondaire de quartier (PESQ). "We’re suing the government for breach of their own charter of rights. That’s the only option when the political and collaboration approaches don’t bear fruit," he said following a press conference at Queen’s Park. "Their children are entitled to
equal education in French as English children and they’re not receiving it." In September 2015, the Coalition PESQ retained Rouleau to help them. Earlier that year, Rouleau (and his brother Sylvain, also a constitutional lawyer) won a case in the Supreme Court of Canada that determined British Columbia’s government violated students’ constitutional rights to an equitable education as their school, Rose-des-Vents in Vancouver, was not equal to English-language schools in that area. Rouleau said he’s confident this latest case will be as successful. Joined by two of her three daughters, Doucet said she feels bittersweet about the need for French-speaking parents to take the government to court for failing to guarantee children have access to quality French-language educational facilities in their neighbourhood. Toronto Library amps up Pride Month programming for kids JOANNA LAVOIE jlavoie@insidetoronto.com The Toronto Public Library (TPL) is making an extra effort this year to provide programming for children during Pride Month. On Saturday, two east Toronto branches will be spicing things up by hosting drag queen storytime sessions for kids. About a year ago, Riverdale resident Jodi Christie submitted a proposal to the TPL for the unorthodox programming after reading about its taking place in San Francisco and New York City. Recently, TPL connected Christie with the Jones branch in Leslieville and invited her to coordinate drag queen storytime there. This is the first time the Toronto Public Library has hosted this type of programming. With the help of her good friend Sarah Clayton-Nes-

storytime when local yoga studio owner Breanne Gimza held a similar event. "I definitely think this is a good learning experience. Every parent I’ve mentioned this to has had a positive response." Banned list of exotic animals set to grow longer Toronto councillor recounts day she saw kangaroo on a leash on Carlaw Ave. DAVID NICKLE dnickle@insidetoronto.com Penguins, flamingos and cranes will join other exotic wild animals on a list of prohibited pets in Toronto, and there will no longer be an exemption for exotic animals used for educational purposes, if council goes along with recommendations from the city’s Licensing and Standards Committee. Scarborough Agincourt Councillor Jim Karygiannis tried to have the matter deferred at the committee’s June 14 meeting, suggesting that the city hadn’t consulted adequately with front-line educators with the Toronto
District School Board (TDSB). But Tracey Cook, the Executive Director of Municipal Licencing and Standards, noted that the city had already consulted with both the TDSB and the Toronto Catholic District School Board (TCDSB) and received the all-clear. "And certainly if I asked a teacher if they thought an African rock python or a king cobra belonged in a classroom, the answer would be no," she said. There was more general consensus that maintaining a strong ban on exotic animals in the city was appropriate. Toronto Danforth Councillor Paula Fletcher recounted a story of a day she received a call from a constituent reporting a kangaroo on a leash on Carlaw Avenue. "I thought they had been at one of the pubs on

kangaroo to a business in a warehouse that was keeping exotic animals for dis-
play at schools and parties. "I went and looked in the window, and there was a flamingo, standing in a nine-inch pie plate with an inch of water in the bottom," she said. "It was just standing, standing and in a room with a few other animals in cages. I felt this is an exploitation of this animal." Scarborough Agincourt Councillor Glenn De Baeremaeker drew on his experience as a longtime Toronto Zoo Board member. He said that the zoo has been making strides over the past decade and a half in improving the care of wild animals, and that in general, the days of travelling exotic-animal shows are past. "People can do all their nursing home shows, their school shows," said De Baeremaker. "They just can’t bring a monkey or a lynx or a lion."

"I pay my taxes, and I’m happy to do so." The regulations, if approved following further consultation, would limit short-term rentals to a host’s primary residence. It would also require hosts and the service to register with the city. And hosts could pay a significant tax on their earnings - as high as 10 per cent as opposed to the four per cent paid by hotels.

Toronto should move forward with regulations for Airbnb and other shortterm rental platforms - including possibly higher taxes and limiting those rentals to primary residences - Toronto’s Executive Committee has recommended. The committee voted June 19 to go ahead with the plan after hearing from numerous deputations - most of them favouring the regulation of the relatively new mode of hospitality. Among those was Airbnb itself, as represented by Chris Lehane. "We do believe that we need to be regulated," said Lehane, who later added that it was appropriate that the organization pay adequate taxes and work with the city. He noted that Airbnb, which uses an online platform to pair travellers with accommodation, often in people’s homes, has already forged co-operative agreements with municipal governments around the world. He said that the service is a way of "democratizing capitalism," allowing peo-
ple who might not be able to afford their mortgages and rents otherwise to supplement their income, and allowing others who might not be able to afford the cost of a hotel in a city like Toronto to travel nonetheless. "Here in Toronto, middle-class families are able to visit the city because of inexpensive Airbnb," he said. "We’re democratizing capitalism. A typical home is available 53 times a year." Terry Mundell of the Greater Toronto Hotel Association also told the committee there needed to be proper regulation, and urged the study of perhaps tougher regulations than proposed, including reviewing whether certain zones should be barred from hosting Airbnb based on population density, plus higher registration fees. The committee also heard from Airbnb hosts who argued that the business helps them survive in an expensive city and also showcases that city to visitors in a way that a hotel could not. Parents can track kids with online bus portal Parents of students in Toronto’s schools can now keep a closer eye on their kids’ travels thanks to a new online transportation portal. Launched on Tuesday, June 20, the new portal will allow registered parents to check their children’s transportation information online. Parents can also sign up for email notifica-
tions to learn of any bus cancellations or delays. The initiative was created by the Toronto Student Transportation Group, which oversees school bus matters for the Toronto District School Board (TDSB) and the Toronto Catholic District School Board (TCDSB). The group will install GPS tracking on all buses in time for the 2017-18
school year, allowing parents to keep track of their children’s buses. The group is also increasing the number of call centre staff during peak hours to ensure parents and schools who cannot readily access the Internet can call in for information, and will establish a Transportation Working Group to help troubleshoot issues with

school bus service. "With the launch of the transportation portal, parents and guardians will now have immediate access to their children’s transportation information and have delay notifications sent directly to their inboxes," said TDSB director John Malloy. Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network.

The Process Metrolinx and Hydro One are co-proponents, jointly carrying out the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act) to examine the environmental impacts of converting several GO rail corridors from diesel to electric propulsion.
