Six collisions at busy Boultbee-Jones intersection in last three years

JOANNA LAVOIE jlavoie@insidetoronto.com An accident waiting to happen. That’s how east Toronto resident Gillian Kolla describes the Boultbee-Jones intersection. Like many, Kolla crosses the busy intersection on foot or drives through it on a daily basis. The well-used junction is used by hundreds of people each day to get to several nearby schools, daycares and the Eastview Neighbourhood Community Centre. Kolla, who has lived in the area since 2011, said motorists treat Jones Avenue like a "racetrack" and speed northbound up the street, which has poor sight lines due to the rail bridge. She said other drivers speed down the hill southbound on Jones Avenue, l See COUNCILLOR, page 2

Local residents Richard Brooks (left), his son Emerson Brooks, 5, and Gillian Kolla with her children Amara Dimobi-Kolla, 4, and Benjamin Dimobi-Kolla, 2, feel the intersection of Boultbee and Jones avenues is unsafe, and have started a petition to get traffic lights installed.

which has no traffic lights between Danforth Avenue and Gerrard Street East. "The crossing guards are literally putting their lives at risk. It’s madness, a horror show both as a pedestrian and a car driver," said Kolla, who has two young children. "I’ve almost been hit twice." Just last week, Veronica Bulger’s 12-year-old daughter, Sophie, came home in tears after almost being struck while using the intersection’s crosswalk. The incident happened around 4:15 p.m. when a man driving a light-coloured vehicle was speeding down Jones Avenue and narrowly missed hitting Sophie, a Grade 6 student at Duke of Connaught Junior and Senior Public School. "I’ve had this happen to me, as well, in the late afternoon and I’m so done with people bombing down

that hill and almost hitting pedestrians," she wrote in a post on the Pocket Facebook group. Area resident Richard Brooks is a member of the Pocket Community Association’s safety committee. Among other things, he’s been advocating to make the Boultbee-Jones intersection safer. Brooks said one of the best ways to remedy the situation is by installing a traffic light. "Speed enforcement is not enough. A crosswalk is not enough. There’s a structural issue at this intersection," he said. "I think the situation is getting worse and worse. I’m 100 per cent certain (the crossing guards there) are risking their lives. They’re dodging cars every day." Brooks said a new traffic light would "go a long way" and said that installing one would send a far stronger message. "You pay more attention when you’re stopped at a

Jeanette Rees, co-chair

of the school’s parents council, said she sees "multiple near misses" daily at the Boultbee-Jones intersection, especially during morning and afternoon rush hours. "It’s chaotic and danger-

ous," said Rees, who is also a mother of two young children. "In some ways, pedestrians are seen as an inconvenience." About three weeks ago, the council created an online petition that calls on the City of Toronto to make Boultbee-Jones safer by installing a traffic light. So far, upwards of 500 people have signed the petition, which can be found at https://www.change.org/ p/city-of-toronto-makethe-boultbee-jones-intersection-safer-with-4-waytraffic-light. The problematic intersection has also been on the radar of Ward 30 Coun. Paula Fletcher for some time. Recently, she was "a little taken aback" to learn the city’s transportation services department recommended against installing a traffic light there. "We went out with staff and watched the crossing guard take her life into her

own hands," said Fletcher, who intends to bring the matter up at community and city council this fall. Fletcher, who said the intersection has become much busier since Bon Berger French Catholic elementary school opened its doors a year ago, is working to convince city staff to reconsider their decision. "I’ve got to go back and really have them look at this dangerous intersection," she said. "There certainly needs to be a signal. They’re going to have to figure out how to make that crossing safer." According to collision statistics provided by Toronto Police Services for a three-year period ending on Dec. 31, 2016, there have been six accidents at the Boultbee-Jones intersection. Two of the crashes are considered to have been potentially preventable by the installation of traffic control signals.

Two-alarm blaze significantly damages two homes JOANNA LAVOIE jlavoie@insidetoronto.com Neighbours are understandably shaken after a two-alarm fire ripped through two houses in Leslieville early Tuesday morning. The blaze broke out around 3:30 a.m. in a vacant, semi-detached residence under renovation at 156 Booth Ave. The adjoining house at #158 was also extensively damaged." Crews arrived to find smoke and flames visible," Toronto Fire Services Capt. Adrian Ratushniak told The Mirror."The fire extended into the roof (caus-

ing) extensive damage to the building. One of the walls was compromised obviously due to extensive fire damage."A total of 12 fire vehicles and 45 firefighters responded to the fire, which was extinguished by 6:20 a.m.No one was injured. As a precautionary measure, homes on either side of the semi-detached house were evacuated. A TTC bus was also brought in to shelter anyone who was displaced.A steady stream of onlookers walked past the scene Tuesday stopping to check out the aftermath.Area resident Tanya Curtis watched the fire burn shortly before firefighters arrived. "It was a quiet scene. It was so surreal," she told The Mirror late Tuesday morning. "I looked out (my window) and saw the fire.

Joanna Lavoie/Metroland

Fire investigators are searching for the cause of a two-alarm blaze that heavily damaged two homes on Booth Avenue in Leslieville early Tuesday, June 27. It was like a campfire crackling." Curtis, who said she can sympathize with the fire victims as her family’s home burned down several

years ago, also said she heard what sounded like two explosions.Neighbours Loriana Favrin and her daughter Sofia also witnessed the blaze.

"I heard some banging. It sounded like shutters banging, It was really odd," said Favrin, who lives just a few doors down."I looked out my back deck and it

looked like there was a big bonfire in the neighbour’s yard." Favrin thanked her kind neighbours for taking them in during the emergency situation.Seventeen-year Booth Avenue resident Shane Levy filmed video footage of large flames billowing into the sky. "We stood inside (our house) and watched the house burn down," he said. "It’s a little weird for an empty house to go up in flames." Toronto police are probing the incident. The Office of the Ontario Fire Marshall has also been called in to investigate. The cause and origin of the fire have yet to be determined.Ratushniak said the blaze caused at least $500,000 in damages. -with files from Andrew Palamarchuk

Warren and Lisa Kinsella have successfully filed a criminal complaint against the editor and publisher of Your Ward News for uttering threats against them in the paper. Two CAS workers visited his home on Dec. 23, 2016 and spoke with his family. Kinsella said she did not report Sears to the Children’s Aid Society. In the article, Sears said he hasn’t told this story to anyone until now for fear that "while a CAS in-

vestigation was active and our son could still have been kidnapped." He also wrote that "some hothead who cares deeply about me and my family, would lose it and do something illegal, like bludgeon the Kinsella’s (sic) to death."

The Kinsellas, who have a blended family of six children and a grandchild on the way, took the alleged threat seriously and contacted 55 Division within hours of reading Sears’ article. "I don’t know what people who read this...are capable of," Kinsella said. "It reads like a call to action. There are a lot of people who are not mentally stable who read this stuff." She told The Beach Mirror she spent more than two hours talking to an officer at 55 Division about her concerns but said the police wouldn’t take a formal complaint. Toronto police spokesperson Mark Pugash confirmed a detective at 55 Division received information about a threat against the Kinsellas from another officer there but "didn’t see enough evidence to consider a charge." Pugash also said the detective then consulted with a Crown Attorney at College Park Court. That lawyer also sought the advice of a second more experienced colleague. "Both those Crowns

came to the same conclusion: that there was not enough evidence (to lay charges)," Pugash said. The Kinsellas, who said they’ve taken precautions to protect their family, then decided to undertake a private prosecution. Sears, who is also the founder/leader of the New Constitution Party of Canada, provided a response, which includes the following statement: "My legal team and I will mop the floor with the Kinsella’s on our first available opportunity in court, but in the meantime, we will enjoy the free publicity that Daisy Group has once again garnered for Your Ward News!" Just over a year ago, Judy Foote, the federal Minister responsible for Canada Post, issued a prohibitory order against Sears preventing him from using Canada Post to distribute his publication. Leroy St. Germaine and Victor St. Germaine, agents acting on Sears’ behalf, were also banned from delivering the paper. An appeal of this order is expected to be heard in September.

A Beach family has used a little-known legal tool to convince a judge to lay criminal charges against the editor and publisher/owner of the Your Ward News tabloid. On June 21, Lisa and Warren Kinsella appeared before a judge and the Crown Attorney at Old City Hall to argue a statement that purported to issue a call to "bludgeon to death" the Kinsellas amounted to uttering threats, which is contrary to section 264.1 of the Criminal Code. Charges have now been laid against the tabloid’s Editor-in-Chief James Sears and its publisher/ owner Leroy St. Germaine. "We are relieved and grateful the Court agreed with us," Lisa Kinsella wrote in a release last week. "It was a clear attempt to intimidate us and stop us from opposing the hate propagated in Your Ward News. It won’t work." The phrase in question

appeared in an article published in Your Ward News’ Summer 2017 edition. All of this stems from an article, which Sears says was satire, that initially appeared in the publication’s Fall 2016 edition. Among other things, the story, titled How to use "Jury Nullification" to quash laws that discriminate against heterosexual men, explores the topic of what he calls "unconstitutional rape shield laws." Sears, who also goes by the name Dmitri The Lover, wrote the story. During an interview, Lisa Kinsella told The Mirror she was so incensed by the article that she penned a rebuttal in a Dec. 5 blog post on Huffington Post. Sears provided his response in an article that appeared on p. 1, 6, and 7 of Your Ward News’ Summer 2017 edition. In the piece, he alleges someone, which he said he suspects is Kinsella or "someone directed by or associated with her, or motivated by her article published 2 weeks prior" made a "hoax complaint" to the Children’s Aid Society.

ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Fly the Canadian flag. That’s what a Torontoarea group is urging of Canadian residents, businesses and institutions. The national flag is flown at all federal government buildings, airports and military bases and establishments within and outside Canada. That mandate should extend to all government institutions, including provincial and municipal, says Marga van den Hogen, who in 2009 founded Flag Flyers, an organization dedicated to promoting the Canadian flag. "It’s the most beautiful flag. It stands out. It’s our Canadian emblem," she said, adding the flag should be displayed "to show our patriotism and the government has to set the example for us to follow." John Davies, a founding member of Flag Flyers, said the Canadian flag should be

flown at public institutions like town halls and hospitals. "We’re very proud of our health system, and the Americans seem to envy it, and yet we don’t fly flags in front of them (hospitals)," he said. "The government to me doesn’t seem to promote the flag anymore. I believe it should." Davies suggested Canadians could take a lesson from the U.S. "You see flags all over the place in the States. People are very proud of it," he said. "We don’t seem to have the same pride. We have, I think, pride in our flag for some of the sports teams but not much else." Davies also encouraged everyone attending Canada 150 celebrations to pick up a hand-held flag that’s provided by the government. "The government is spending a lot of money on such things as fireworks. Perhaps it could ensure that all the people who go to see

Flag Flyers founder Marga van den Hogen distributes Canadian flags during an event Friday, June 23 at the Shops on Steeles and 404 mall. Her organization is dedicated to promoting the Canadian colours. the fireworks are carrying a flag in show of support," he added. Van den Hogen said residents should also "encourage each other" to display the flag.

"Just be proud Canadians and show your patriotism." The national flag can be displayed in many ways, from the front yard of a

house to the top of a building, though there are some rules and regulations, according to the Government of Canada. For example, if affixed to a vehicle, the flag

must be on a pole "firmly fixed to the frame of the car on the front right." Nothing should be pinned to or sewn on the national flag, and it shouldn’t be signed or marked in any way. The national flag should not be used as a table or seat cover or as a masking for boxes, the government says. The flag takes priority over all other national flags when flown in Canada. The only flags that are given priority over the Canadian flag are the "personal standards of members of the Royal Family and of Her Majesty’s 11 representatives in Canada." There is also a specific process for the national flag to be folded. And when the flag becomes tattered and is no longer in a suitable condition, it should be destroyed in a dignified way. The flag was adopted on Feb. 15, 1965; that date is now celebrated annually as National Flag of Canada Day.

ABOUT US

Wave the Maple Leaf on Canada’s 150th What makes Canada one of the best places in the world to live? Ask 10 people, you might get 10 different responses. The international community certainly has some thoughts on the question. Canada is consistently ranked among the best nations on the planet by the U.S. News & World Report, the University of Pennsylvania’s Wharton School and global brand consultants BAV Consulting. In 2016, the Reputation Institute ranked us second only to Sweden, with Switzerland third. We measure among the top according to the United Nations Human Development Index, as well as the FutureBrand index. Reasons for our lofty status abroad range from our economic and political stability to our education and health care systems, to our relative safety. According to the 2017 Global Peace Index, released by the Institute for Economics and Peace, Canada was rated the eighth safest out of 163 countries. In January, the New York Times announced Canada was its top recommended travel destination for 2017, citing our "cosmopolitan cities, barely-explored natural wonders and everything in between." There are actually countless reasons why this is such an amazing country. There’s Canada’s natural, rugged beauty. We have inclusive social policies, a (mostly) welcoming approach to immigration and refugees. Diversity is not a dirty word here. Our social support programs are there, as are our communities, when people need a helping hand. Our government’s business is conducted, for the most part, in a reasonably transparent, civilized manner. Our game, hockey, is easily the best, as is our side of Niagara Falls and our Rocky Mountains. Our military has a history of punching well above its weight when called upon to defend freedom. Our environment remains largely unspoiled, our cultural and geographic diversity incredible. Many non-Canadians like to poke fun at our penchant for politeness, our readiness to deliver an apology if required, but we’re OK with that. Canadians are patriotic, but we hesitate to blow our own horn. Others do it for us. We know we are not perfect, that there are elements of our past that continue to haunt us. But really, is there anywhere else you’d rather be? On July 1, Canadians will mark our nation’s 150th birthday, with celebrations from coast to coast. We hope everyone joins in and, with passion and appreciation, waves the Maple Leaf.

Toronto celebrates a future of possibility It is going to be a big day on Saturday: for Canada of course, but for Toronto too. The country is 150 years old. Toronto is either 33 years older than that, if you count back to 1834 when Muddy York was renamed Toronto, or 130 years younger, if you count the point at which the Toronto we all know was amalgamated from six smaller municipalities. That, certainly, was the point at which Toronto became if not a linchpin for the country as a whole, then the biggest kid on the block, the largest city in the land. Forgive us, if we take a moment to feel smug about that - a smugness that may be incompatible

DAVID NICKLE The City with the world’s impression of too-polite-for-ourown-good Canadians, but fits right in line with the country’s impression of too-elitist-and-smug-forour-own-good Toronto. It might be polite, then, to use this space to focus on those moments that take us down a peg. That time that Mel Lastman, our first amalgamated mayor, called in

the army to shovel us out after a very heavy snowstorm. Or that time that our third mayor, Rob Ford ... well, all those times. But let’s not do this. This is a birthday party for the whole country, and a good birthday party looks to the future as much as it does to the past. And really, Toronto and Canada’s - future is filled with possibility. In the short term, we have become an island of stability and sanity next to the United States and, so far, at least appear to be able to weather the turbulence from south of the border. That’s good. People will want to come here. To live and to do business.

That opportunity will also present us with challenges, but these are the same challenges that we’ve been facing with sporadic success for the past three decades: transit and transportation infrastructure, housing, and environmental stewardship. We will, going forward, have to do better, and do better more consistently. But that’s all right. We are 150 years young, after all. That means we’re just getting started. When you throw food scraps in your Blue Bin, food residue and particles get soaked up by paper and can ruin large batches of otherwise good recyclables. In fact, last year an estimated 45,000 tonnes of organic waste and garbage was incorrectly put into recycling. Meaning a lot of ruined recyclables ended up in the City’s landfill. And that is a very bad thing indeed. Learn what goes in your Blue Bin and what doesn’t at toronto.ca/recycleright

Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network.

| Beach Mirror | Thursday, June 29, 2017

Notice of Commencement and Public Meetings GO Rail Network Electrification Transit Project Assessment Process

The Process Metrolinx and Hydro One are co-proponents, jointly carrying out the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act) to examine the environmental impacts of converting several GO rail corridors from diesel to electric propulsion. The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components located along and within the vicinity of the rail corridors. The Study Area (see key map) includes six GO rail corridors, as well as proposed locations for the traction power facilities (i.e., Traction Power Substations, Paralleling Stations, Switching Stations) and ancillary components: • • • • • •

Union Station Rail Corridor Lakeshore West Corridor – West of Bathurst St. to Burlington Kitchener Corridor – UP Express Spur (at Highway 427) to Bramalea Barrie Corridor – Parkdale Junction to Allandale GO Station Stouffville Corridor – Scarborough Junction to Lincolnville GO Station Lakeshore East Corridor – Don River Layover to Oshawa GO Station

Traction Power Supply and Distribution System Electrification of the GO Network requires a connection to the provincial electrical system. It is proposed that power be supplied from Hydro One’s existing 230 kilovolt (kV) transmission lines through the installation of five (5) Tap locations which will bring power to the Traction Power Substations (TPS) and then feed into the power distribution system components adjacent to and along the rail corridors to be electrified. Consultation Building on the first and second rounds of public consultation meetings held in February/March 2016 and November 2016, Metrolinx and Hydro One are now formally commencing the TPAP. A third round of public consultation is planned for June/July 2017 (details below) and will present the findings of the technical/environmental studies (posted online at www.gotransit. com/electrification) undertaken for the GO Rail Network Electrification Project. Members of the public, government agencies, Indigenous communities and other interested parties are encouraged to participate in the process and/or contact the project team directly with feedback or questions. A discussion guide will be posted online at www.gotransit.com/electrification prior to the meetings to provide key information. We invite you to join us in person at the public meeting nearest you to find out more. Meeting times: 6:30 p.m. – 8:30 p.m. / Presentation: 7:00 p.m. Monday, June 26, 2017 Clarke Memorial Hall 161 Lakeshore Road West Mississauga, ON L5H 1G3
