Bike lanes here to stay, says councillor DAVID NICKLE dnickle@insidetoronto.com The new bike lanes on Woodbine Avenue are here to stay. That’s the word from local Ward 32 (Beaches-East York) Coun. Mary Margaret McMahon, days after the installation of the new bike lanes that stretch from Lakeshore Boulevard to O’Connor Drive along Woodbine Avenue. "We’re open to tweaking but the lanes are part of the 10-year cycling plan," said McMahon. "We’re not ripping them out." The lanes were approved earlier this year by Toronto council after public committee meetings and neighbourhood consultation. But when they arrived in August, they sparked outrage, particularly on social media, as motorists using Woodbine Avenue as a through-route during rush hour reportedly took to local roads to avoid the reduced lanes. Rob Johnston, who lives on Burgess Avenue southeast of Woodbine and Gerrard, told Metroland Media Toronto that since the bike lanes were put in, cars are taking to his quiet residential

street in droves, to bypass Woodbine and angle north to Gerrard Street via Golfview Road. "It’s a hard thing because we’re certainly not against the bike lanes - a lot of us cycle," he said. "Our concern is the inundation of the traffic." Burgess is already protected from inundation with a no-turn sign during rush hour and speed bumps, but Johnston says that doesn’t seem to matter to impatient drivers. "There’s a sign at the end of our street and over the years I’ve seen it enforced maybe once or twice," he said. "I know it’s human nature to cut through neighbourhoods." Like others on social media, Johnston says that he first heard of the bike lanes a week before they went in. But McMahon notes that the city has consulted extensively. "There was extensive consultation. Not only did my office door-knock extensively up and down Woodbine, but it was in my newsletter. I rode around on my bike with the poster on the back of my basket. It was in the media, in social media, in local media," said

McMahon. "There’s no excuse for not knowing it was coming." McMahon said the bike lanes were approved unanimously as a part of the city’s 10-Year Cycling Plan earlier this year, and serve as the only link between the Martin Goodman Trail and the Cosburn bike lanes in East York. But she said that the city would be open to dealing with traffic problems that arose from the reduction of lanes. "It’s not complete," she said. "There’s a plan to synchronize the traffic lights (to move cars more efficiently). The sky’s not falling. Just wait and see if there is a problem with turning at rush hour. If there is, we’ll tweak. We want the road to be safe and usable for everyone." Mayor John Tory echoed McMahon’s promise. "If I’ve learned anything from this job it’s that you can never satisfy everybody," he said. "But I will give my commitment to people in the Beach that we will examine the impact of the bike lanes, and if there are steps that need to be taken to make sure the neighbourhoods remain safe, those steps will be taken."

Cirque du Soleil has once again taken up residence at its long-time home in the Toronto port lands. Last Friday, the Montreal-based theatre company raised its white and silver Big Top at the southeast corner of Cherry and Commissioners streets in preparation for Thursday’s opening of its 18th touring production, Volta. The main tent, which is held down with roughly 500 stakes and can withstand wind speeds up to 120 km/h, holds more than 2,500 people. Cirque’s 71 trucks, which contain more than 2,000 tons of equipment, started arriving at the east Toronto site on Thursday, Sept. 1. It takes about five days and upwards of 100 people to set up and run the show, explained Yannick Spierkel, Volta’s company manager, moments after the

video in the show, which helps support the story line." Another important theme explored in Volta is the celebration of one’s differences, the importance of being proud of them, and the freedom to choose. Written and directed by Bastien Alexandre, with Jean Guibert as the director of creation, Volta, basically tells the story of a TV host named Waz who was born with blue feather hair and his journey to find his true self. French band M83, which is led by vocalist, songwriter, multi-instrumentalist, and record producer Anthony Gonzalez, created the unique electronic music score for the production. Board (TCDSB) has invested time, energy, and money to support St. Pat’s, which not so long ago was being considered for closure but has now seen a "total turn around" that includes a new regional arts program as well as rising enrollment and student achievement. "Students are seeing their school being improved and investments being made here. It’s a vibrant school community. There’s something really great happening here," said Mudryj, adding the school’s new field is another good thing for St. Pat’s. She said the new resource would provide more opportunities for the school’s 700-plus students to get more involved and more active. "We’ve been trying to of-

fer more comprehensive programs for children and we now have a brand new athletic field to support our physical education and athletic programs," she said, adding the new field and all that will come with it is also helping build stronger school spirit. Because the former grass field was on uneven ground and the track was disintegrating and unsafe for running on, the school’s existing sports teams were unable to host any home games there. "Even when we used it, we could only use a portion. There were also drainage problems," said Mudryj, adding animals often defecated on the marsh-like space. "It was unhealthy and unsafe. We desperately needed a refurbish." More than two years ago, Ryerson University

was interested in partnering with the TCDSB on the project, which is part of the board’s ongoing efforts to improve sports fields at its schools across Toronto. Ryerson was prepared to pay for the $2-million project in exchange for using the site as its home field. However, concerns from the community about parking and other neighbourhood impacts led the post-secondary institution to step away from the onceambitious plan in the spring of 2016. "Regardless of what happened with Ryerson, the board was committed to still re-mediating the field. What we had there had to change," Mudryj said. After heading back to the drawing board, a more suitable, scaled-back design was developed; one

that included less lighting, no outdoor washrooms/ club house, no track, and no bleachers/stands. The idea of building a dome over the field was also turfed. What St. Pat’s will get is a much-improved field with a proper drainage system, even ground, a FIFAgrade synthetic turf surface, and high-tech LED lighting. After 6 p.m., local groups can rent the field, which is open to the community the rest of the time. "Our school is a community school and now the field will be more usable by the community and the students. It’s another good, local resource," Mudryj said, adding the new turf would allow for a longer playing season and more use of the field overall. "We’ll no longer be limited to the weather, the wet grass, and the mud."

East-end to get new school The Ontario Ministry of Education’s $420-million investment in more than 50 school projects across the province has resulted in more than 1,000 new student spaces in Toronto, including the creation of two new schools. One of them is the replacement of East York’s George Webster Elementary School. The 848-pupil school will include 26 classrooms, four art rooms, two science rooms, six special education rooms, a child care centre, pediatric clinic, parent and family literacy centre and more. The project is expected

to cost $6.5 million. The other Toronto school build will be Ecole secondaire catholique Pere-Philippe-Lamarche in Scarborough. Other east-end Toronto school improvements include: • $3.78 million for renovations to Danforth Collegiate and Technical Institute to accommodate programs being relocated from Greenwood Secondary School, which was closed down. • $845,508 for retrofits to Monarch Park Collegiate Institute to facilitate programs relocated into the school from Greenwood Secondary School.

New blood-alcohol rules just make sense The news that the federal government might lower the legal blood-alcohol limit for drivers might seem to have come out of nowhere. After all, thanks to concerted efforts by lawmakers and police, the rate of impaired driving incidents in Canada dropped to a 30-year low in 2015. Yet despite this progress, there is no better time than now to consider tougher drunk driving laws in this country. In less than a year, a new kind of impaired driver could be menacing Canada’s roads - one who just legally smoked marijuana. It is vital that if the federal Liberals permit the recreational use of cannabis starting next summer, they get tougher with drivers caught under the influence of drugs. As they do that, a stricter law on how much people can drink before driving is also very much in order. The federal government is justifiably concerned that when recreational marijuana is legal, more people may drive under the influence of the drug. And some of those irresponsible people might even drive after mixing marijuana and alcohol. That potentially lethal combination is reason enough for Justice Minister Jody Wilson-Raybould to consider lowering the legal blood limits for drivers from the current 80 milligrams of alcohol per 100 millilitres of blood to 50 milligrams. Rules that helped limit drinking and driving in the past might be too lax if booze and pot are mixed. Yet her proposal has other merits. While decades of anti-drunk-driving campaigns have produced positive results, we still have a long way to go. A recent study by the U.S. Centers for Disease Control and Prevention ranked Canada first out of 19 wealthy countries for the percentage of traffic deaths linked to alcohol impairment. Canada’s current rules were established in 1969 and based on research that concluded the risk of being in a car crash was twice as likely if a driver has 80 milligrams of alcohol per 100 millilitres of blood in his or her system. It turns out that’s wrong. New research shows the risk of being in a collision is almost triple at the 80-milligrams level and rises exponentially when alcohol levels are even higher. Many European countries, as well as Australia, have wisely lowered the limit to 50 milligrams of alcohol per 100 millilitres of blood. Canadians are headed down a new and unfamiliar highway with legalized marijuana. We can make the journey safer with stronger laws prohibiting every kind of impaired driving.

Toronto’s immigrants are cheated at work Winli Apparel Manufacturing shut down in Scarborough, and its sewing-machine operators, making little more than minimum wage, got four weeks’ pay. Chinese-speaking immigrants, some worked for Winli for more than 20 years. Thirteen got legal help to get the rest of what they were owed. Winli was ordered to pay them $26,000, and didn’t. The province dragged the company to court and, on Aug. 21, fined it $49,000, none of which the workers will see. That’s normal. Avvy Go, director of Metro Toronto Chinese and Southeast Asian Legal Clinic, represented the workers, and says many won’t approach the Ministry of Labour if they think they can keep their job.

says, chances are you’re more willing to accept less than you’re entitled to when employers say, "That’s just the way it is." The report’s findings: 43 per cent of the restaurant workers earned less than minimum wage, 57 per cent didn’t get vacation pay, and 20 per cent were owed wages. Faced with yawning gaps in provincial enforcement, the Chinese Canadian National Council Toronto and other groups are encouraging volunteers to talk to Chinese-speaking workers about their rights. In the early 1990s, Ontario had a Wage Protection Fund which, if it hadn’t been erased, could have paid the Winli employees. The catalyst for the fund was another clinic case,

Lark Manufacturing, which shut its factory on Carlaw Avenue in 1988, owing 148 people, nearly all of them Chinese, more than $500,000. Its owners opened another factory nearby. Bringing the wage fund back, Go argues, would lead to fewer injustices like Winli. Meanwhile, owners of the Regal restaurant chain around Toronto are finally going to court in November, after being ordered by the ministry to pay former employees $475,000. W

atch repairman Shane Ede is hunched over a 1960s IWC Schaffhausen wrist watch in his apartment on Triller Avenue in Parkdale, his eyes mere millimetres away from the most intricate portions of the watch, placing small pieces back where they belong. He’s trying to fix its stem, the component which allows the owner to wind the watch to the correct time. This is what he does seven days a week. The 69-year-old hunkers down in front of his desk in his bedroom for hours at a time engrossed in repairing everything from pocket watches to mantle clocks and everything in between. He’s Shane the watch whisperer and has been for the past 41 years. From antique Rolexes, to Omegas to Swiss Military watches, if it’s broken, chances are Shane is the man to can fix it. Up until four years ago, he got the majority of his business from dealers, but that all changed when a customer wrote a glowing Yelp review. Since then the referrals just kept rolling in. "It just took off. Kaboom! Thousands of people found me on the internet," Shane said. "People have sent (watches) and travelled here for me to fix watches from India and Venezuela who said they’d found me online. It’s bizarre. "The irony of this isn’t lost on Shane. He calls his business a "dying hobby" that is as traditional as a shoe cobbler. And yet he’s found a way, albeit accidentally, to thrive in the modern, digital age with the help of watch forums and reviews found on the internet for those who know where to look. "Isn’t it wild?" he says laughing. He started out fixing watches as a side gig while he taught English composition for business students at Ryerson University in ’76. He was an apprentice to an older watch repairman in the city after he took in a clock for repair for his mother. Six months later he opened his own home business and never looked back. "All of sudden 10 years has gone by then 20 years and all of a sudden I really know what I’m doing now, all of a sudden my fingers are like a ballet. You can almost watch them do their job and that takes over," Shane explains. "I don’t know how to describe it. It’s something that’s just too much fun."
