Former Tent City residents Ron ’The Colonel’ Simmonds and Laurie Ellis get together during a 15-year reunion at Joel Weeks Park.

Tent City residents gather 15 years later JOANNA LAVOIE jlavoie@insidetoronto.com It was a daily struggle to survive, but it was also a lot of fun. That’s how Ron "The Colonel" Simmons remembers the five or so years he lived at Tent City, a

makeshift community of about 140 people at the foot of Parliament Street and Lake Shore Boulevard East. Fifteen years ago on Sept. 24, 2002, private security officers along with police officers from various jurisdictions including

the Toronto Police Service evicted those who lived at the disused Home Depot-owned site and dismantled the encampment. WoodGreen Community Services, the City of Toronto, and numerous front line staff co-ordinated the response.

The east Toronto social service agency stepped in to provide emergency housing as well as other supports to ensure former Tent City residents got back on their feet and remain housed.

DAVID NICKLE dnickle@insidetoronto.com When Paula Morrison moved in to her East York house a decade ago, she never thought it would turn her into a scofflaw. But that’s what happened, when the consequences of upgrading her Doncaster Boulevard semi was that hardware like the water meter and heating vent rendered the shared driveway unusable. When she was unable to get enough support to put a parking pad on her front lawn, she thought she might be able to get an onstreet parking permit. As it turned out, she couldn’t - not for her street. While on-street parking permits were available two streets over, Doncaster near her home, was a noparking zone. So Morrison did the only thing she could, along with her neighbours. "We just park illegally get up every morning and say hello to a parking ticket," she said. "We’re resigned that we’ll just pay the money." Just lately, Morrison’s got a break: thanks to an injury, she’s obtained a temporary accessible parking permit allowing her to park on the street. But over time, Morrison figures she’s paid thousands of dollars in parking tickets. It is a problem that’s not hers alone. Janet Davis, who represents Morrison on Toronto Council, says the patchwork of available on-street parking and nogo roads extends across her Ward 31 (Beaches-East York). "About 40 per cent of my ward has permit parking," Davis said. That permit

Dan Pearce/Metroland

Paula Morrison shows a few parking tickets she has received recently for parking her car on the street in front of her home. parking is clustered mostly to the south end of the ward - the parts that encompass the old City of Toronto, and the more closely packed East York neighbourhoods immediately to the north of those. But it’s not everywhere, and to Davis’ eye that’s unfair. "What happens in practice is that in those areas that have permit parking there is very vigilant enforcement - so if you’re supposed to switch sides on your street halfway through the month and you don’t, you get a ticket. If you park to close to inter-

uReport

sections, you could get a ticket. And we collect a fair amount of money from people who are permit parking." Meanwhile, parking enforcement on streets where no permit parking is allowed, but cars can only remain for three hours at a time, is on a complaintsonly basis. "You can park overnight on the street there and nine times out of 10 never see a ticket and not pay," Davis said. Davis is supporting a potential policy change, that would extend permit

parking across the Toronto and East York Community Council boundaries. Under the plan, which will come for debate at the October meeting of the community council, all streets that are strictly residential would, over a five year period, become permit parking areas. Doing so would mean that 235 kilometres of streets would eventually have permit parking . So, homeowners and residents across the entire city core could apply to purchase an annual permit letting them park on the street.

Right now, of course, it is possible for anyone to apply for permit parking. But it’s work. According to Vince Loffredi, Toronto’s Supervisor of Right of Way Management, residents who want to allow permit parking on their streets must first collect names on a petition, from no less than a quarter of the addresses on the street. With that submitted, the city must conduct a poll - and if a quarter of all residents on the street don’t return their ballots, and at least half plus one of those don’t agree to it, then there’s no

permit parking applications allowed for another two years. On the one hand, Loffredi says that’s a fairly low bar. But the polling process is complicated by the fact that the mailing list the city receives from the Municipal Property Assessment Corporation (MPAC) is often out of date. Parkdale-High Park Councillor Gord Perks faced that several years ago as residents along Parkside Drive - right next to High Park - tried to obtain permit parking. It was only with the assistance of Perks’ office that they were able to get the numbers. "It makes a mockery of the democratic process - it puts a huge onus on the neighbourhood to canvas people, get the names and addresses and get it down," he said. "It’s not a workable system." The proposed system, after its five-year phase-in, would make things simpler. But it would also create momentum to extend permit parking even further. Davis said it makes sense to allow permit parking on every street across the city. "People think the streets are theirs," Davis said. "If we’re going to allow people to park on the streets, we should make everyone pay." Politically, it’s another matter. Etobicoke Centre Councillor Stephen Holyday, speaking at September’s Public Works and Infrastructure Committee, made that clear. "There should be parking on the street? In our neighbourhoods, our identity is in those unencumbered streets. Our neighbourhood would de-amalgamate first."

The large-scale figures, which depict the gargoyles that adorn prominent buildings in downtown Toronto, can be found along the Lower Don Trail in a meadow north of the Bloor Viaduct. In his works, Linklater, who is originally from Moose Cree First Nation but now calls North Bay home, invites people to examine the trajectory of Toronto’s history and the changes made to the natural environment with the development of cities in settler societies. According to a release, the artist sees gargoyles as the protectors of buildings that communicate a certain kind of power and authority, speaking to a larger conversation regarding ongoing Indigenous and colonial occupation of the city. Last Saturday, Evergreen and the City of Toronto unveiled the first installation of the new Don River Valley Park Art Program, a multi-year project that will include a range of temporary works including sculptural installations, murals, billboards and performances, by local, Canadian and international artists. The first piece, called Monsters for Beauty, Permanence and Individuality, features a series of 14 concrete sculptures by acclaimed Omaskêko Cree

For this performance, a life-sized replica statue of King Edward VII will be floated down the Don River near the Queen Street bridge. Inspired by the bronze equestrian statue of King Edward VII at Queen’s Park, it aims to bring humour and a sharp critical eye to the permanence of public art and public monuments that are preserved in perpetuity. Curated by Toronto’s Kari Cwynar, the Don River Valley Park Art Program is the result of a partnership between Evergreen and the City of Toronto. EDITORIAL | OPINION

• OUR VIEW •

ABOUT US

Amazon bid shows the value of inter-city teamwork Toronto and the regions surrounding it have had a long and not entirely salutary history of going it alone, when a united front would have been better. Under former Mayor David Miller, Toronto withdrew from the Association of Municipalities in Ontario because he thought the city was better off talking to the provincial government on its own. Miller’s successor Rob Ford, largely skipped meetings of the Greater Toronto Area mayors and again, took us off on our own. It’s memories like that, that make all the more impressive, the efforts of Mayor John Tory and a coalition of Greater Toronto Area municipalities to work together on a bid to lure U.S. e-commerce behemoth Amazon to Canada. Toronto is teamed up with Durham, Mississauga, York, Brampton and Halton - and also Waterloo - under the umbrella of a new regional economic development coalition, Toronto Global, with an express purpose of bringing business to the region. The bid for Amazon’s business is a very bold early move. And there are many reasons to suspect that it might be doomed. There is enormous economic uncertainty in a U.S. company choosing to locate a headquarters outside of the U.S. at the best of times, and in these times it is moreso. It’s unclear what will be in the North American Free Trade Agreement - or even if there will be one once negotiations between Canada, the U.S., and Mexico are concluded. And there is risk in engaging the ire of America’s unpredictable President. And there are other viable options within the U.S. for the Seattle-based giant before they consider crossing a border. But Toronto and the region has much going for it: notably, political and social stability, and also more welcoming policies in bringing in overseas tech workers. And Toronto - or the region at least - would have much to gain. The request for proposal that Amazon has put out for hosts for its "HQ2," has indicated that it will spend more than $5 billion U.S. on construction, and will offer up 50,000 high-paying jobs. Toronto has some choice spots for such a development - notably, in the east-end Portlands. But even if those jobs and that construction migrate to other parts of the Greater Toronto Area, it would still be a colossal win for Torontonians. If nothing else, we all would have learned a valuable lesson in regional cooperation - that we could apply to the next big opportunity for growth. In the end, everybody wins.

The road to public office is... along a road It is a truth long held that in Toronto for the last decade or so at least, the road to political office is most often found. along a road. Rob Ford, back in 2010, paved his way to the mayoralty with automotive promises and commuter grievances: he promised to get rid of those car-blocking streetcars, erase bike lanes and build new transit underground, to keep the roads clear. When David Miller’s council put a tax on vehicle registration, Rob Ford promised to take it off. John Tory, meanwhile, made it his mission to get traffic moving faster on downtown roads. He directed the city to spend a premium to have roadwork completed more quickly,

DAVID NICKLE The City and an even bigger premium to maintain the elevated Gardiner Expressway in the city’s east end. Just last week, he announced a plan to bring traffic wardens pending provincial legislation - to city streets, to smooth traffic along. Now, Mayor Tory has not taken the hard-line pro-car position that Rob Ford and his brother Doug did back in the day: he’s

seen fit to support a bike lane pilot project on Bloor Street and a streetcarfriendly pilot project on congested King Street. But Tory knows well, that a politician that doesn’t cool the tempers of drivers stuck in traffic is a politician on the way out. It will be interesting to see, given that long-held truth, what Tory does with the newly-installed bike lanes on Woodbine Avenue. They were approved by Toronto Council earlier this year, and installed in late summer. and at least some of the east-end residents of the Beach are not taking kindly to them. Local councillor Mary Margaret McMahon, who has announced that she will not be seeking re-elec-

tion, is defending the laneswhich do provide a necessary linkage in the bike lane network between East York and the waterfront trail. Mayor Tory, who’s announced he will be running for a second term, has, as of this writing, supported keeping the lanes too. They may slow down traffic, but they make Woodbine safer by keeping car and bike traffic separate. That may all be true in real life. In politics? We’ll see. JOANNA LAVOIE jlavoie@insidetoronto.com Some big changes will soon be coming to east Toronto’s Centre of Gravity, a circa-1914 former vaudeville theatre that is currently home to The Circus Academy, Zero Gravity Circus, and the monthly Lunacy Cabaret. In a Sept. 22 Facebook post, Eli Chornenki and

Svava Stefanson, who own/operate the circus school, circus production company, and long-running event, announced they’re moving on to other endeavours. "After more than 25 years of hard work, creative spirit, and dedication to the world of circus, we are excited to announce that we are retiring from the circus indus-

exciting, fun, and productive years in our long circus career." The couple, who also co-own 1300 Gerrard St. E., will be wrapping up operations at the Little India-area venue by the end of the year. Chornenki and Stefanson, who are both out of the country until Oct. 3 and weren’t available to speak with Metroland Me-

try to follow our dreams and pursue a new life direction," the lengthy post to friends, family, neighbours, patrons, students, parents, performing artists, and "the curious" read. "We cannot thank you enough. Your hard work, adventurous spirit, dedication, and patronage has (sic) made our 17 years in Toronto some of the most

dia in person, said "many concepts" have been put forth for the future of the building, but no "firm plans" are in place at this time. In the note, they went on to say they’re confident the community they’ve both worked so hard to help build would continue to flourish. Jeff Kearns, who has been involved with Zero

Gravity Circus since its inception, will now serve as its new artistic director, while Lunacy Cabaret will be getting a new, asof-yet undisclosed home in the new year. The Circus Academy will be folding at the end of 2017. Sideshow Café, which was also located at 1300 Gerrard St. E., closed its doors just over a week ago.

‘It was a political movement’: former tenant l Continued from page 1

"I remember when about 110 people along with their pets slept in the large multi-purpose room at our 835 Queen St. E. site and how difficult it was for everyone at that time," said Anne Babcock, WoodGreen’s president and CEO, during a 15-year reunion held last Friday at Joel Weeks Park in Rivertowne. "Jimmie Simpson (Recreation Centre) was a makeshift soup kitchen. All of that lasted about a week until we started to make a plan to get people rehoused." Babcock credited Sean Gadon of the City of Toronto’s Affordable Housing Office for his idea to develop the historic rent supplement program, a subsidy paid directly to landlords in private nonprofit, co-operative, and privately owned buildings to bridge the gap between the monthly market rent

charged for a unit and the rent-geared-to-income portion paid by the tenant. Laurie Ellis spent four winters at Tent City living in a two-room shack with her friends Jen and Kelly. She said she wouldn’t be alive without WoodGreen. "They helped me survive. They helped me get back on my feet," said Ellis, who also attended last Friday’s reunion. She said she’ll never forget one Christmas Eve there when residents cashed in their welfare cheques, bought some drinks, and huddled together for their own little celebration. "We partied and kept each other warm. There was a real sense of community (at Tent City). We were surviving together," shared Ellis, who at that time was a crack-cocaine user, but has been clean for six years. Ellis now lives in Cabbagetown and has had a roof over her head for the last 15 years, which she

"Many Tent City residents became housing activists." Crowe said the rent supplement program is a "lesson for all Canadians" that if you give people enough money to stay in housing

they will. "Programs like rent geared to income and the rent supplement made a huge difference and bettered people’s lives," she said. Simmonds, who now lives comfortably near Wellesley and Sherbourne streets, is a shining example of that. "Now I can live in downtown Toronto. It’s great to just be alive," smiled The Colonel, who gets around with the help of a motorized scooter. "It’s not just to get people housing, but to keep them housed." Simmonds along with his buddies George Buckingham and Doug Seymour reminisced about their time spent in Tent City and how far they’ve all come over pizza and pop Friday afternoon. "I’m now on my feet, off the drugs. I quit drinking. It’s a big change," said Buckingham, who now lives near Bloor Street

"One you’ve got that, you can work on the rest," Buckingham said, crediting the late Jack Layton and his widow Olivia Chow for all of their support. "We used to meet with him every few months. He was so down to earth. Anyone from Tent City should miss him." Artist Elinor Whidden of the Department of Public Memory is currently working to develop a sign honouring what she described as the "most inspiring fight for housing in Toronto." Along with fellow artist Maggie Hutcheson, she’s working to collect stories from former Tent City residents as well as those who helped support them. Best friends tag team to pursue passion for wrestling JOANNA LAVOIE jlavoie@insidetoronto.com East Toronto-based pro wrestlers Channing Decker and Trent Gibson are making their mark in and out of the ring. The tag team, known as The Fraternity, regularly travel out of town to compete in matches. They also run their own pro wrestling company, Greektown Wrestling, which will be holding its next main event, Revolution in Greektown, on Sunday, Oct. 1. The show will feature wrestlers Space Monkey, Joey Janela, The Playboy, Chris Dickinson, Colt Cabana, Jock Samson, Jake O’Reilly, Magnus C.K., Curt Stallion, Jaka, Penelope Ford, Alexia Nicole, Seleziya Sparx, Sonny Kiss, RJ City, The Fraternity versus The

Besties along with a fourway match between Movado, Bill Collier, Lionel Knight and LAX’s Ortiz. Presented by Detroit Eatery and Cameron’s Brewing, Revolution in Greektown will run from 6 to 9 p.m. at the Slovenski Dom, 864 Pape Ave. Tickets cost $20 and are available online at www.revolutionig.eventbrite.ca or at the Detroit Eatery, 389 Danforth Ave. Limited tickets will also be available at the door. Decker spoke with The Mirror to talk about how he and his best friend got started. Like most kids growing up in the 1990s, both east-enders loved watching pro wrestling on television, especially WWF, WCW and ECW. About five years ago when they were in university, Decker and Gibson start-

Channing Decker (right) and Trent Gibson show off one of their posters for an upcoming ’Revolution in Greektown’ wrestling card, on Wednesday, Sept. 20 at the Detroit Eatery. ed training under coach Rob Fuego at the now-defunct Squared Circle wrestling gym near at Finch Avenue and Highway 400. "We’d still be there if the doors were open," Decker said.

Around that time, the duo also began to network and met a lot of people in the Greater Toronto Area’s pro wrestling scene. Having made some solid connections, they started organizing, promoting and

competing in their own pro wrestling events, all of which have been held in East York. In the last three or so years, Decker and Gibson have put on six shows, each of which has drawn 250 to 300 spectators. Since day one, Detroit Eatery has hosted all of the official after-parties where fans can eat, drink and hang out with the wrestlers. And while planning live wrestling shows is a timeconsuming and somewhat expensive endeavour, Decker said they do it because they love it. "The fans are crazy. People dress up. They throw streamers and carry posters of their favourite wrestlers. It’s lot of fun," he smiled. "Pro wrestling is gritty and old school. It’s community-oriented and everyone’s

welcome. You don’t have to be a wrestling fan to have a good time at our show." Decker said each event, which has about eight matches, has a narrative and as promoters it’s their job is to find the best match up between the good and the bad guys. Decker said Greektown Wrestling, which has supported the John Howard Society and Michael Garron Hospital, also makes an effort to book a diverse range of wrestlers, including women. "There’s nothing like this in the east side of Toronto," he said, adding Toronto’s pro wrestling scene is a vibrant and tight-knit one with main events happening at least two or three times a month. Visit https://www.facebook.com/greektownwrestling/ for more information.
