The fate of the Silverbirch Boathouse is still up in the air after a community meeting held at the Balmy Beach Club. Councillor Mary-Margaret McMahon invited boat slip renters and the community to join in a discussion about the future of the boathouse on Thursday, March 28. “Everyone wants to animate the boathouse and make sure it is well used,” McMahon said. The city of Toronto’s Parks and Recreation department sent a letter to boat owners with rental permits at the Silverbirch Boathouse requesting the premises be vacated as the city explores other uses for the space. According to the city’s financial statements, the boathouse is not running a debt in the Parks and Recreation department’s budget and often makes a nominal profit or breaks even. “We value your input and want to hear your thoughts and ideas about the Silverbirch Boathouse,” said McMahon during the meeting that also solicited ideas from the community for potential uses of that space. Winter held on tenaciously this year, but you know spring is here to stay when the Jammer Classic lacrosse tournament takes over Cherry Beach Fields, 115 Unwin Ave., at the foot of Cherry Street. The memorial tournament, which celebrates the life of former Malvern Collegiate student Jamieson Kuhlmann, is on tap April 5 to 7. It features both club rep as well as high school teams – and for many of the teams, represents their first outdoor action of the season. The Children’s Wish Foundation of Canada is the beneficiary from the fifth annual tournament. Kuhlmann died in a freak lacrosse accident in May 2008, playing the sport he both loved and excelled at. He was 15. He had grown up through the Beaches minor lacrosse program since he was four years old and attended Malvern Collegiate before moving on to the Hill Academy in Kleinberg specifically to further his lacrosse career. As is traditional, the high school teams take to the fields Friday starting at 9 a.m. Boys teams involved include, from Toronto, host Malvern Collegiate, St. Michael’s College, Upper Canada College as well as Monsignor Paul Dwyer Catholic High School from Oshawa, Assumption College School from Brantford and St. Mary’s CSS from Pickering. Opposites Attack for Riverdale director Richard Pierre JUSTIN SKINNER jskinner@insidetoronto.com Up-and-coming film director Richard Pierre is fast becoming a regular at the ReelWorld Film Festival. Pierre, who lives in the Queen Street and Broadview Avenue area, has had short films selected to appear at the festival three years in a row with his latest, Opposites Attack, due to be screened when the festival returns in April. Opposites Attack is a short about a blind date gone horribly awry. While the film is a comedy, it definitely finds its roots in reality. “The gist of the story is that people really aren’t good at communicating,” Pierre said. “These two people meet for a blind date and they quickly become enemies.” The film is based on a script written by a friend of Pierre’s who had

been trying to turn it into a longer piece. When Pierre suggested they could turn it into a short, the wheels were greased for its production. The Riverdale resident has directed short films, television commercials and music videos and won the Toronto Urban Film Festival’s Naish McHugh Award for Emerging Filmmakers in 2011 for his film Fresh Start. While his career began in earnest only a few years ago, he laid the groundwork for his work as a child. “I always wrote short stories, even at a really young age and I’ve had people comment on my stories and tell me they were really cinematic,” he said. “Going into film was kind of a no-brainer.” Pierre has gravitated toward comedy throughout his burgeoning career, though he has delved

into drama as well. His short film The Toboggan was screened at the Chicago International Children’s Film Festival in 2011. “I’ve always thought

comedy was a fun way to get through to an audience,” he said. While he has earned success directing shorter pieces, he is working toward creating a horror-comedy feature, Prom Night of the Living Dead. That piece is currently in the running for the CineCoup Film Accelerator (www.cinecoup.com), which will see one new project receive $1 million in funding to help get the project off the ground. Prom Night of the Living Dead is among the final 60 projects in the competition, with a winner selected through audience votes.

“Horror and comedy just seem to go together well,” Pierre said. “The plots of horror movies can be so silly, it makes sense not to take them 100 per cent seriously.” Pierre fell in love with the Riverdale community shortly after moving in with his common-law partner. “All our neighbours are really awesome; we instantly found a great group of friends when we moved there,” he said. “There are a lot of great restaurants and places to go. We don’t have to leave Queen and Broadview to have a great Saturday night.” Opposites Attack will appear at the Famous Players Canada Square Cinemas, 2190 Yonge St., at 7 p.m. Thursday, April 11. What is in the teacher deal? R

eaching a tentative agreement with Ontario high school teachers has sparked calls for the Kathleen Wynne Liberals to reveal exactly what the two parties agreed to on March 29. For the moment, thanks to a media blackout, that information doesn’t look likely to come until after members of the Ontario Secondary School Teachers’ Federation (OSSTF) vote on those changes. To say this dispute should never have gone this far is an understatement; however, it has and Ontarians deserve to know exactly what was discussed, and what we “may” be on the hook for. Changes to contract conditions the Liberal government imposed on teachers early this year seem to have made a difference, with the labour dispute possibly coming to an end this week. Issues surrounding sick leave, maternity leave, unpaid days and local bargaining appear to have been our view resolved with the OSSTF. However, this does little for a provincial school system that Provincial needs serious rethinking – espesystem needs cially in the City of Toronto. In what seemed to be a whisper re-thinking in the wind, teachers with the Toronto District School Board face layoffs come 2013-2014 as the city’s public schools face another budgetary shortfall. On the chopping block are nearly 250 secondary school teachers, cuts to guidance teachers, clerical staff and even schoolbased safety monitors. These cuts will only slice in half an estimated budget deficit of $50 million. This should raise concerns, and some serious discussions as to where the education system in Toronto, and the province, is heading. That our new premier is from Toronto and a former TDSB trustee raises concerns as well; she should be extremely aware of the ills surrounding the city’s school system. The problems facing the TDSB – low enrollment being the biggest issue – demand attention. That infrastructure and capital repairs are in dire need of attention also demand some focus. Cutting a deal with teachers before these issues are at least discussed is, in some ways, shortsighted. Perhaps it’s time to bring back the controversial Accommodation Review Committees, which began in fall 2009 to address declining enrolment, better use of school facilities, and creating a better learning environment, but with a provincial mandate. That way, we can get education back on track.

City lacks maturity to do what’s needed When Toronto council shut down Mayor Rob Ford’s move to kill surface light rail transit and replace it with a single subway along Sheppard Avenue, it may have seemed to some that this was a modal war: that council simply didn’t want to build subways, preferred light rail transit and didn’t love the former municipality of Scarborough as much as Ford did. What it really was about, though, was money. The Scarborough subway plan Ford put forward came with a promise of unrealistic levels of private sector financing and without a sense of how the city would actually pay to operate the new line. It was really in answer to this, that in the months following the defeat of the mayor’s plan, councillors tried to discuss financing options. It didn’t get very far. Councillors came forward with ideas – parking levies, a complicated business

david nickle the city dubbed “CVA (Current Value Assessment) uplift” – and their colleagues unceremoniously shot them down. It’s the way things go at city hall these days, and one reason why things that one might think are crucial to the future of the city don’t go very far here. That’s why it’s a lucky thing, in retrospect, that former premier Dalton McGuinty thought to take responsibility for transit planning and financing away from Toronto politicians, and hand it off to Metrolinx, the province’s arms-length public transit body. On Tuesday, Metrolinx released the initial foray into what will be a major, and necessary, public debate into how it might fund transit expansion in the Greater Toronto Area, in the form of a list of taxes, fees and other revenue

tools.They are all politically risky, the sorts of things that municipal councils are loathe to approve. They are also, necessarily, regional in scope, recognizing the fundamental truth that the subway along Yonge serves people who live outside Toronto as much as it does Torontonians. The subsidy should come from everyone. It takes a government that is both large and mature to extract that subsidy. Could Toronto do it? We’re certainly big. But as to maturity? Ford provided an eloquent demonstration Tuesday, when asked what he thought of the of revenue tools. He made a retching sound. Then he started talking about casinos again. Hopefully Metrolinx and the Liberal government will prove themselves more up to the job.

Child spends Wednesdays with the homeless Every Wednesday, I go to a drop-in centre at Danforth Church. I go to help the homeless people get some dinner. The first time I arrived there I felt shy because I had never seen the people who were there before in my life. But now I love it there as everyone is friendly. My job is to bring some dinners in to the eating hall and to call out the orders to the people in the kitchen. After dinner I collect plates and cups. We eat with the guests and afterwards we all get served some dessert. Then all the kids play a lot of soccer. I enjoy being helpful and useful very much. Anusha Lynch, 9

His ideas and concerns were also printed for distribution during the meeting. “We have a unique insight

into what works and does not work in this neighbourhood because (my wife and I) have lived close to the boardwalk for 39 years and are one of the 136 families who rent space in the boathouse,” Eddington said. According to Eddington, if the objective is to open the boathouse for greater public

use, it can be accomplished with several simple steps. Use volunteers “Allow people, such as myself, to help organize a Friends of the Silverbirch Boathouse group of volunteers,” Eddington said. Volunteers could then over-

see rent increases based on inflation, ensure boat owners use their watercraft regularly, which means five times per year or else forfeit their berth leading to vacant berths for anyone on the waiting list, as well as reserving some spots for rentals. In addition to his ideas for

reanimating the boathouse, Eddington pointed out previous ventures that failed to succeed in the proximate area. “A windsurfer rental and school next to the Olympic pool lasted two years. A bike rental concession, also next to the Olympic pool, lasted two years or less,” Eddington said. He continued to point at a failed concession stand at the west end of Balmy Beach Club that closed for a lack of business and an art exhibition at the R.C. Harris Water Filtration Plant that was frequented by a few dog walkers. Future predictions Eddington also predicted what might happen should the city issue a Request for Proposal (RFP). “Someone with no knowledge of the neighbourhood might bid and be awarded a contract,” Eddington said. “The income could not possibly cover the initial capital, insurance and operating costs. The business would eventually fail, withdraw or abandon the concession, perhaps as early as the end of the first summer.” Other residents also came forward with suggestions, including Allie Harris, a representative from the Beaches Recreation Centre. “The city cheerfully ignored our recommendations,” Harris said. “People are concerned about a private offering.

Whoever runs the boathouse should be a notfor-profit group.” Harris’ recommendations included a utilization survey conducted by the city so it can be determined how many spots in the boathouse are being actively used, an automated waitlist that is accessible online with an nominal application fee so only interested renters are waitlisted for a permit and lastly an increase in the annual fee. “Whatever process is put in place (for the boathouse), it has to have proper governance, terms of reference, a democratic voting system and a committee that can provide minutes,” Harris said. Neighborhood resident Neil Sinclair also echoes some of Harris’ suggestions. “(Permit holders) are subjected to an abysmal way of doing democracy,” Sinclair said. “We want to animate our waterfront, but we hope the RFP issue is dead.” The meeting yielded both concerned and irate residents, who feel the city is failing the community. “I think the process has been ignored,” said Beach area resident MJ Perry. “The councillor hasn’t listened to our concerns. It’s clear. Look at the anger here.”

to buy more big buses wTTC The TTC’s board of commissioners approved the purchase of 126 more articulated buses to run on high ridership routes at its meeting last week. The 60-foot vehicles, which are also known as artics, have separate sections divided by a pivoting middle hinge and can hold up to 112 riders. The high-passenger capacity makes them ideal for rushhour service, the TTC said in a release. Bike share program rates rise The popular bike share program Bixi is raising membership rates for 2013. Beginning this week, it will cost $97 plus tax to purchase a one-year membership, $41 for a monthly pass, which allows access to Bixi’s 80 stations and 1,000 bicycles available year-round. That’s an increase of two per cent. This is the first time costs have risen since its debut in Toronto two years ago. Bixi says the price hike is due to inflation and increased operating costs.

Streetcar line costs snowball Residents have say DAVID NICKLE dnickle@insidetoronto.com The cost of the TTC’s controversial project to build a streetcar line on Leslie Street has exploded from $14 million to $104.7 million. But TTC Chief General Manager Andy Byford said the 800-metre track installation project that will move new streetcars from Queen Street to the Leslie Barns, which will house Toronto’s new streetcars when they come on line, appears so costly because the initial estimate was only to install the tracks. Not included in that estimate was work including the reconstruction of an eight-foot sewer pipe and noise abatement measures as well as streetscaping.

“The $14 million is not the figure that should be used because it was purely hypothetical as a figure – it derives from when we were evaluating the options on the access track,” he explained. It was only after completing a Transit Project Assessment Process that the TTC came up with the initial budget of $35 million. Sewer pipe replacement And the project’s budget ballooned by another $70 million when the city’s water department advised it made sense to replace the large sewer pipe running underneath the tracks. Byford and TTC Chair Karen Stintz told reporters Wednesday the city had left the TTC with the impression it could simply build the tracks on top of the sewer until late in the process. But Public Works and Infrastructure Committee Chair Denzil Minnan-Wong and Toronto’s top water official Lou Di Gironimo said Toronto Water had advised the TTC about

the issue with the sewer pipe as early as 2010. “At the time we’d identified that part of Leslie Street as having quite a few underground facilities that run through there,” Di Gironimo said. He said his department had an issue with placing tracks over an 80-year-old watermain. While the watermain is functioning well now, the added weight of the streetcars could be a problem – as would the problems of replacing the watermain once the tracks were in use. On that, Byford agreed. “Doing this would certainly cost more in the future and would have been ridiculously expensive,” he said. Minnan-Wong, meanwhile, said the inflated cost of this project cast doubt on the TTC’s ability to manage large projects. Stintz and Byford promised the TTC would report out on the true cost of the project. Toronto-Danforth Councillor Paula Fletcher said she was encouraged by that promise. Armstrong Community Recreation Centre to discuss the impact construction of a new streetcar line and light rail facility will have on traffic flow on the Leslie Street corridor between Queen and Commissioners streets, south of Lake Shore Boulevard. The more than 200 new streetcars the TTC has purchased will be maintained at the facility, now called Leslie Barns, which is currently under construction. The barns will also store about half the new streetcars, which will get there via the new connecting track slated for Leslie Street. The track work also includes utility work, including new storm and sanitary sewers, and watermains. Leslie Street, according to TTC documents from the meeting, which included a draft construction schedule, will be “significantly upgraded... between Queen Street and Tommy

Thompson Park” with new, wider sidewalks; decorative pavers; new trees and greenery; new street lighting and hydro poles; and public art at locations still to be determined. The actual maintenance facility, meanwhile, will include a green roof; hundreds of trees and plantings; and seamless integration with the Martin Goodman Trail. Disruption discussed Traffic and disruption were the main issues addressed by the TTC and the city at the March 27 meeting. John Nagler, TTC community relations manager in engineering and construction, presented a draft plan of route closures and traffic redirection in the area. “We can’t dictate where traffic is going to go. It’s like water, it is going to find the path of least resistance,” Nagler said. But some attendees were left feeling weary due to previous contact with the TTC. Area resident Jane McDonald said she contacted the TTC last year with concerns and questions regarding the upcoming implementation of the Leslie Barns facility. “It has been over one year and I still haven’t received a response,” McDonald said. Nagler explained efforts have been made to avoid a lack of customer service. “We are bringing in full-time staff for that very reason, to respond to you as soon as possible. requires a complex response, I want it to be done in a maximum of five business days,” Nagler said. Most residents were concerned with difficulties accessing their homes and businesses while streets are being closed and traffic rerouted. Martin Maguire, the manager of transit projects for the City of Toronto, emphasized efforts have been made to address these concerns. “Access to residents must be maintained,” Maguire said. “We’ve been working on the disruption management plans essentially since the environmental assessment was approved. What is really complicated here is all the underground utilities, so we had to stage it so all the work could get done in as short a time frame as possible.”

According to Anna Pace, head of strategic partnership with the TTC, the current plans will address safety for pedestrians, cyclists and drivers, while meeting the needs of commuters and residents in a timely manner. The project also includes an improvement to the streetscape running along Leslie Street with the addition of 400 new trees and plants and storm water management. “I think the most challenging aspect is finding a balance between meeting the needs of residents who need to sleep at night and businesses who have asked us to extend working hours and it is very difficult to accommodate everyone’s needs,” Nagler said. According to Nagler, engineering and traffic staff have been working to develop a plan that will reduce the infiltration of gridlock on residential streets. The TTC have tentatively scheduled to come back to the community with detailed constructions plans in May.
