Woodgreen Community Services needs your help helping seniors. Volunteer drivers are desperately needed for the organization’s Meals on Wheels program, which saw a 20 per cent increase in demand this year. The program delivers almost 50,000 healthy meals a year to seniors. “For a homebound senior to have the opportunity to access healthy meals, and have somebody deliver it on their behalf, is essential to their livelihood and essential for them thriving and living independently in the community,” said Steve Vanderherberg, senior manager of community and volunteer engagement for Woodgreen. Volunteers typically help deliver meals one day a week from 11 a.m. to 2 p.m. Monday to Friday. A gas allowance is provided for drivers, who must have a valid driver’s license, a good driving record and their own vehicle. Drivers stay in their vehicles while volunteer runners deliver meals to seniors’ homes. Along with providing nutritious meals, the program helps keep seniors safe, because runners >>>Drivers, page 5

Toronto and East York Community Council has given the go-ahead to build four three-storey townhouses in a lot off Curzon Street in Leslieville. The townhouses come shortly after a massive development of townhouses was approved to the south – and over the objections of one local resident who worries the two developments would make the street all but impassable. “We’re just a little residential street – we’re already putting in 100 townhomes just half a block from this place,” said Joshua Peace, who lives on the street. “Even if we have a home renovation happening on our street it causes backups.” The redevelopment is to take place at 102-106 Curzon St., a oneway, north-south street running between Dundas Street and Queen Street East. Councillor Paula Fletcher moved for approval. “A refusal would lose at the OMB (Ontario Municipal Board),” she said. “It would not make it because the zoning allows it.” But Fletcher said she does remain concerned about traffic on Curzon, which is also congested in mornings and afternoons by school buses dropping off students. “I’m very sensitive to the fact that there’s a traffic problem on Curzon,” she said.

New churches ready to sprout up in wake of downtown Toronto condo conversions ERIN HATFIELD ehatfield@insidetoronto.com In recent years, a number of Toronto churches abandoned by their congregations have been converted into lofts – The Abbey Lofts on Sunny Side, The Church Lofts on Dovercourt or The Glebe Lofts on Pape Avenue, to name just a few. But, according to the pastors at two new downtown pop-up churches, these conversions don’t mean the search for spirituality has ceased for urban residents. In fact it is quite the opposite and these new churches focus on community and not a physical space. “For a lot of people church equals either a building or a service time, but church really isn’t either one of those,” said Darryl Dash, the Pastor at Liberty Grace Church. “It is actually a group of people who are trying to live in community.” Spiritual questions Leslieville resident Daniel Yang, lead pastor at Trinity Life Church, said there is a need for churches that reach out, in particular for those with spiritual questions, struggling to find their identity and their community or searching to ground themselves in something. “There is a reason there are a lot of yoga centres in Toronto,” Yang said. “People are looking for a sense of transcendence, a sense of spirituality and yoga provides a physical component, but also roots the individual to some sort of spiritual nature without any kind of strong commitment to any kind of institution.” Yang said his hope is this new downtown church will draw in a new kind of congregant. “The idea is to reflect who is in Toronto now,” Yang said. “The reason the buildings are being sold and turned into condos is because congregations have died off or moved to the suburbs and left the city.” Trinity Life is Evangelical in denomination, but Yang said how it manifests may be different than people might expect. “With labels like Evangelical, there is a certain connotation and socially charged feelings, so a part of my job is to hear the community out and understand if their perception of who we are is really reflective of how we feel,” he said. “From that point, start a church that is more accessible to those who,

maybe in the past were a little bit skeptical.” Yang, originally from the United States, has lived in Leslieville for about three months. He is an employee of Toronto Church Planting, an organization that helps people start new churches. “I truly believe Toronto needs more churches and new kinds of churches,” Yang said. Visioning Trinity Life is in its infancy and Yang said he is currently doing visioning with people in the community who have given up on church and institutional religion, but that have a renewed interest in learning more about Christianity and the Bible. Also with those who have a strong sense to dream up a new church for Toronto. “If you want to dream a little bit with us and begin to envision what it would look like... this might be a great opportunity,” Yang said.

Trinity Life hosts launch community gatherings at 5 p.m. Sundays at Daniels Spectrum in Regent Park and Yang said they aim to officially launch the new church in the fall of this year. Just a few months old, Liberty Grace Church operates out of Liberty Village. They meet at a dance studio where they rent space for meetings on Saturday nights. Right now there is a group of about 15 people who are essentially the nucleus of what will become the church community, Dash said. “Basically we are sort of organizing right now, gearing up and figuring out what we are all about,” Dash
said. “We get together and sing, talk about what kind of church we would like to become and how we can serve the community. And then we just hang out together.” Place to serve people Eventually he sees the members of Liberty Grace gathering in small groups in homes, renting a space for larger meetings and services, meeting in parks, holding events, but most importantly serving the community. “I would love to see us have a space, but not so that we can assemble once a week and then have it sit empty the rest of the time,” he said. “But to have a place to serve the community and for people to come and be together.” Liberty Grace falls under the Fellowship Baptist umbrella and Dash is the former pastor at Baptist churches in south Etobicoke and the Kipling and Eglinton area.
For three or four years leading up to this point Dash said he thought about leaving the suburbs for the city and trying to create a church community from scratch. There are no churches in Liberty Village so Dash saw it as an opportunity to start from zero and reinvent what it meant to be a church. “Go back to what the core of a church is, rather than get caught up in all the externals,” he said. Whether people realize it or not there is a spiritual need that people inherently have, Dash said. And he intends for Liberty Grace to address that in a way that is accessible to young urban professionals in Liberty Village. “Obviously we are not trying to reinvent the faith, we actually take the faith very seriously, but some of the trappings can get in the way of people who are searching,” he said.

Casino: Care and foresight needed

hether Toronto councillors vote for a downtown casino or not, it’s critical they make that decision with accurate information and understanding of the long-term implications. The report released Monday by Toronto city manager Joe Pennachetti lays out some of the terms Toronto councillors must demand if we are to enter into such an agreement with the Ontario Lottery and Gaming Corp. What the report does not do is come out for or against a Toronto casino. It leaves that decision to our elected councillors. What the report does do is give all involved some facts to work with. Pennachetti said the report paid particular attention to economic development associated with a casino. For instance, a casino downtown along with expanded gaming at Woodbine in Etobicoke would provide our view construction investment of $3.3 to $3.6 billion and create more Casino not than 11,000 construction jobs and some 12,000 casino-related an economic jobs once the facilities are built cure-all to their full capacity. The report also sets terms for the city to negotiate hosting fees from OLG. Given the desirability of a downtown location, Toronto should not settle for less than between $111 to $148 million annually, the report says. Property taxes from a new downtown casino and an expanded Woodbine are also estimated at $19 million a year, according to the report. Those are big numbers, but we urge care and foresight before going all in. A downtown casino is not the cure-all for all of Toronto’s financial woes, as some seem to believe. Linking city infrastructure projects to casino revenues is a dangerous game as that money cannot be guaranteed to flow endlessly and generously. Look at Windsor, which for years made big money from its casino, but is now seeing its facility downsized as competition from Michigan keeps American gamblers and their money at home. There is only so much money available to be circulated and we need to be aware that money being spent in a casino, is money not being spent elsewhere in our economy. Yes, there is a lot of money to come the city’s way if we agree to a downtown casino. What we must be careful of is unrealistic expectations and linking that money to city-building projects that will end in failure if the casino tap starts running dry.

Future of casino in hands of councillors They asked for a report on casinos. What Mayor Rob Ford and council got was a Rorschach blot. On Monday, the mayor’s executive committee will be starting what could be a two-day marathon to consider the long-awaited report from Toronto city manager Joe Pennachetti, setting out “the facts” on the prospect of allowing a casino downtown. The report is a curious beast. It lays out many benefits to approving a casino – it would kickstart 10,000 jobs in construction, another 10,000 long-term jobs and let Toronto hit the magic million-square-foot mark for convention space, which would help the city attract the biggest conventions and trade shows that apparently elude them now. The report makes mention of the potential downside, and also notes that Torontonians who participated in the public consultation this winter were dramatically opposed to the idea, and those who
david nickle the city responded to a poll were more marginally so. But it does not recommend any course of action. What it does do is set out conditions for approval that on the face of it would make it nearly impossible for a casino to happen. Toronto would need to receive an unprecedented hosting fee – effectively splitting the fee the province would receive 50-50, with a guaranteed minimum of $100 million a year. The private-sector operator, meanwhile, would be responsible for any infrastructure improvements, including public transit improvements it might desire. Premier Kathleen Wynne has made it clear Toronto won’t get a special deal. The only way that Toronto could see the kinds of hosting fees is if the Ontario Lottery and Gaming
Corporation offers the same deal to other municipalities hosting casinos. That seems like a long shot, which makes it easy for councillors who are uneasy about placing a casino in downtown to support casinos, conditional on Toronto receiving everything recommended. Before the report came out, Ford released a pitch in favour of the casino. He will almost certainly be able to get the report through his executive committee, but whether he can get the report through council is another question. Pro-casino lobbyists have been trying to drum up support, but grassroots community members have been urging the opposite. Councillors who were hoping for some guidance from the city manager will only be frustrated. As before, the future of gambling in Toronto will be councillors to call.

No money, no subways Yes, subways are a good way to move lots of people without interfering with surface traffic. But if funds are limited (and they always seem to be), then surface rapid transit is better than no rapid transit. And subways not only cost more to build, they cost more to operate and are cost effective only if use is high enough. Shortly after the Sheppard subway opened, there was talk of shutting it down because of the higher operating costs. That didn’t happen, and taxpayers continued to subsidize its operation (more than the cost of operating buses on the route). That may have changed since then, but it is an issue when planning other rapid transit lines. P Reid

Moms can bring their kids with them while driving. While Meals on Wheels drivers are the most needed volunteers at Woodgreen, the organization has several volunteer opportunities available. The friendly visiting program has volunteers visit with a senior for one hour a week. Volunteers are asked to commit at least six months to the program, to have time to develop a relationship with a senior. There’s currently a long wait list for friendly visits, Vanderherberg noted. “It is part of the socialization program, or keeping seniors just active and connected to the community,” he explained. “The

City parks get $5 boost wmillion
Toronto parks could be seeing a $5 million boost
Approval for bike station wCyclists commuting to Toronto City Hall will have a chance to shower and lock up their bikes
after Toronto’s Government Management Committee approved a $1.2-million bike station at Nathan Phillips Square. The bike station was approved April 8. The bike station will take away 24 parking spots from the Toronto Parking Authority, and add 380 bike parking spaces in the new station. The structure will also include office space, a bike repair shop, change rooms and showers. The project was part of the original budget for the then $40 million revitalization, but was removed as a result of cost cutting. The committee decided to put the bike station back in.

Toronto took a step closer to securing federal infrastructure money to help pay for a new subway line. Council voted unanimously at its meeting Thursday to support TTC Chair Karen Stintz’s motion to have staff report back on how the city can apply for money from a new $47-billion federal infrastructure fund. Stintz wants a share of that money, expected in 2014, to fund one third of a proposed $7.4-billion downtown relief subway line and to cover repair costs for the Gardiner. Last week, GO Transit debuted the first of 25 new doubledecker buses to hit the road in the coming months. The Scottish-made buses are lower than the existing fleet of double-deckers, which GO said will allow them to operate on 34 more bus routes than their predecessors – without fear of

TRUCKING ASSOCIATION CRITICAL OF PLAN On the heels of Metrolinx announcing a shortlist of potential user fees and taxes to pay for the Big Move, the plan to get Toronto and the Greater Hamilton Area moving, the Ontario Trucking Association (OTA) has come out against the transportation plan itself. In a press release, OTA President David Bradley said the $50-billion plan “provides only a superficial and rather outdated treatment of goods movement issues”. He also said trucking companies already pay more than their fair share in gas taxes and licence plate fees.

‘Stay tuned’ for transit funding plan: Premier RAHUL GUPTA rgupta@insidetoronto.com Premier Kathleen Wynne declined to state her opinion on the shortlist of taxes and user fees under consideration by Metrolinx to fund transit expansion in the Greater Toronto and Hamilton Area (GTHA) during a speech Monday in Toronto. But Wynne did hint that new transit funding could be made available by the provincial government before final recommendations in June from Metrolinx on paying for the Big Move transportation plan, perhaps as early as the forthcoming provincial budget. “Stay tuned. I’m committed to putting in a plan that’s going to allow us to pay for transit infrastructure,” said Wynne to reporters following a speech at the Toronto
Wynne’s comments echoed those of provincial transportation minister Glen Murray, who said earlier Monday the premier wants some transit funding in place ahead of the 2014 budget, when the Metrolinx’s recommendations would likely be adopted. During her 15-minute speech to a capacity audience gathered at the board of trade, Wynne did not state a preference for the desired funding tools to pay for a wave of transportation improvements for the Toronto region as part of the $50-billion Big Move. She said doing so would “pre-empt” discussions taking

Mocha chocolate pastry cream
4 egg yolks 1/2 cup sugar 1/4 cup flour 2 1/2 cups soya milk, chocolate flavoured 1 tbsp instant coffee 2 oz dark chocolate, broken into pieces
Crepe batter
3 eggs 1 to 2 tbsp sugar 1 1/4 cup flour 1 1/4 3 soya milk vanilla flavoured 1/4 cup vegetable oil 1 pinch ground nutmeg

Beat egg yolks and sugar until pale and fluffy. Sift flour into egg mixture and blend slowly. Add soya milk. Pour entire mixture into a pan and bring to a boil over low heat, stirring frequently. Add instant coffee and chocolate, stirring until chocolate is completely melted and coffee has dissolved. Let simmer one to two minutes before removing from heat. Beat mixture vigorously to obtain a smooth, creamy texture. Let cool. Meanwhile prepare crepe batter by beating eggs and sugar. Gradually
blend in flour. Add soya milk in stages, making sure to stir frequently, followed by vegetable oil and nutmeg. When cooking crepes, try to keep them thin and of equal size. Let cool to room temperature. Spread some pastry cream on first crepe before covering with second crepe, repeating the layering process until no ingredients remain. Finish with a crepe. Garnish as desired.

Using paring knife, without cutting all the way through dough, score each circle into eight wedges. Bake for 15 to 20 minutes or until lightly golden. Cool for five minutes. Cut through score marks. Drizzle cooled cookies with melted chocolate.
