Beach resident to take on new role as TTC vice-chair

City-wide casino consultations set for January

DAVID NICKLE dnickle@insidetoronto.com The City of Toronto will be taking the question of whether there should be a casino built in city limits to a number of neighbourhood meetings in January. The city-wide consultation will take the form of a series of community open houses, as well as an interactive website. The consultation will allow input on several questions council will be facing later in the winter when it decides whether to welcome a casino resort to the city: Should there by a casino in Toronto at all? If so, where would be the best location? What else should council consider in making its decision? JOANNA LAVOIE jlavoie@insidetoronto.com Longtime Beacher Maureen Adamson is excited about her new roles as both a citizen appointee and the new vice-chair of the Toronto Transit Commission (TTC). “It is a very exciting opportunity and, needless to say, I am energized. I’m delighted to be elected,” said Adamson, who applied to serve on the now 11-member TTC board at the end of the summer. “I think it’s great to have citizens on the panel. It’s a real progressive move.” One of four new citizen board members selected from a field of nearly 500 applicants, Adamson’s citizen counterparts include Nick Di Donato, president and CEO of Liberty Entertainment Group; Alan Heisey, managing partner at Papazian, Heisey and Myers Barristers & Solicitors; and Anju Virmani, CIO of Cargojet Canada Ltd. Equally accomplished in her own right, the regular transit user who lives near Queen Street East and Woodbine Avenue is the CEO of Cystic Fibrosis Canada. TTC Chair Karen Stintz said she’s looking forward to working with the TTC board’s new citizen members. “It’s early days but Maureen, Anju, Alan and Nick, the new ‘citizen commissioners’, are welcome additions to the TTC and the city,” she wrote in an email to The Mirror. Adamson said her goal is to represent the citizen’s perspective the best she can and to help keep riders informed of the decisions the TTC will make. “To me, that’s a privilege,” she said, adding she’d also play an oversight role in ensuring the Commission’s strategic plan is delivered. Roscoe’s Journey leads him to Whitehorse Guide dog trained in Toronto’s east end is bringing joy and helping autistic boy JOANNA LAVOIE jlavoie@insidetoronto.com East Toronto residents Melissa Tapper and Corey Fruitman will never forget the time they spent fostering a black lab named Roscoe. The couple, who has lived near Greenwood and Danforth avenues for three years, was considering getting a pet, but decided to first do a trial run by becoming foster parents to a dog from the Lions Foundation of Canada (LFC) Dog Guides program, which specializes in training guides for the blind, hearing impaired and those with medically or physically limiting disabilities. “We were thinking about getting a dog and this was a good way of trying it out and doing a nice thing for someone else,” said Fruitman, whose wife Melissa had never had a dog before. “Dog Guides of Canada gives you training, support and they provide experts you can rely on.” Roscoe joined Tapper and Fruitman’s home at the end of February 2010 when he was five weeks old.

Love “I’d never had a dog before so I didn’t know what to do with him, but I quickly fell in love. He was very sweet,” said Tapper, a health coordinator at the South Riverdale Community Health Centre. The couple was charged with socializing the pup by exposing him to as many environments and situations they could. “We literally went everywhere with Roscoe. He was a local celebrity,” said Fruitman, who has his own computer software business. “We took the dog on the airplane two times to B.C., to the ROM, to restaurants, on camping trips, to the ACC for sporting events, to coffee shops and on the subway.” The couple even held a whimsical farewell “Bark-mitzvah” for Roscoe and about 50 of his closest canine pals at PawsWay on Queen’s Quay. After about nine or 10 months living with the couple, the charismatic lab entered a training program to see if he had the aptitude and right temperament to become a guide dog. And while Tapper and Fruitman were sad to see their new ‘best friend’ leave their home, they were ecstatic to learn a short time later he’d been selected as a guide dog/ companion for Brendan, an autistic boy from Whitehorse, Yukon Territory. “We were really excited and we

wanted Brendan to know the story of Roscoe’s first year,” said Tapper of the idea for Roscoe’s Journey, a colourful children’s book she and Fruitman wrote together. “There’s something special about Roscoe. Everyone loved him. He’s a true gentleman. People still ask about him all the time and we’re thrilled he’s helping improve a little boy’s life.” Originally, they just wanted to do copy for Brendan, but the story about Roscoe’s first year was so inspiring LFC Dog Guides supported them in having it published. In the summer of 2011, the couple attended Roscoe’s graduation ceremony. There they met Brendan’s dad, Chris Nash, who took part in basic command training with Roscoe

before bringing him to his new home. Tapper and Fruitman still occasionally keep in touch with the family. “We are very honoured and grateful to have Roscoe in our lives,” Nash wrote in an email to The Mirror, adding his six-year-old son is a much happier, relaxed and safer child because of Roscoe. “He (Roscoe) has helped us a great deal with dealing with some of the hardships that come with having a child who is dealing with autism and all of its idiosyncrasies.” Nash said his son loves reading Roscoe’s Journey before bed and always gets a huge smile on his face when he reads the page that says “for Brendan.” “I think Corey and Melissa are great people, and the evidence is in the job they have done with Roscoe, who is such a loving dog, and the work they put into this book, which helps to raise money for the wonderful LFC Dog Guide Program,” he wrote. “Roscoe has a big heart and loves life and playing and being out and about with the family. These are all qualities I’m sure were instilled while he was a foster puppy with Corey and Melissa and with the great trainers at LFC Dog Guides.”

Inspired to give back, the Nash family started organizing annual Purina Walk for Dog Guides in the Whitehorse region. Tapper and Fruitman, who are now the parents of a toddler, Zachary, both said they’d happily take on other foster dogs once life settles down a little bit. “For us to see the impact these dogs have on an entire family is very special,” Tapper said. Julie Jelinek, director of development for the Lions Foundation of

I find it interesting that people are against unions. Years ago, when I started working, there were no unions and when men tried to unionize a company, they were often beaten for the attempt to do so. These brave men brought about wonderful changes for many of the workers.

ow that the rush toward Christmas Day has passed, we’re hoping our readers can take some time over the next few days to enjoy their community with family and friends. For many, that enjoyment means hitting the stores today and over the next few days for the sales that come with Boxing Day. Have a great time and we hope you find some bargains. The kids are out of school, many parents are taking time off from work, college and university students are home for the holidays and it’s a wonderful chance for our view families and extended families to reconnect with each other. No more 60-hour weeks with poor pay. No more overtime with maybe $1 for supper money. The union would defend a worker if they were fired for no reasonable reason. It is not the unions that are causing the upset in today’s economy. If union jobs are wiped out, people would be surprised at the change back to the “good old days” of long hours and low wages – not only in union jobs. Joy Taylor

Budget leaves police chief with limited options

A

t the centre of the debate over freezing the Toronto Police Service budget is the question of whether residents will remain safe. Police Chief Bill Blair originally thought that limiting his budget expenditures to last year’s level would have consequences. But the Police Services Board unanimously voted to approve the budget without an increase. Afterwards Blair was quoted as saying: “I’d keep Toronto safe if it was just me and two other guys. Whatever is available to us, we’ll just go out and do our best.” Although Torontonians are grateful for the enthusiasm, fortunately we have more than three police officers. Chief Blair still commands 5,320 uniformed officers and a budget of almost $930 million. Yet given his earlier concerns, residents may wonder whether they will remain safe, and how he plans to keep them so.

Beyond the headlines

Toronto’s backdrop of declining crime rates is promising. The most recent data show substantial decreases in all forms of crime, with the exception of a minor jump in the murder rate. Part of the reason is demographics, since the section of population most engaged in crime, young men, is declining. Part of our crime reduction is due to the intelligent use of technology. And part of the reason is smarter policing. Yet the Police Services Board, in combination with city council, has given Chief Blair a tough assignment. With a budget consisting of more than 90 per cent in labour

costs, he must look at the number and productivity of his staff. He begins from a difficult position, since the board agreed to a collective agreement that keeps Toronto’s officers the highest paid in Canada. It follows that Chief Blair must get more out of his workforce. He will probably start with reviewing his organization, and work to reduce the practice of two-officer patrols. Although these and other changes are essential, it’s easier said than done. The biggest challenge to achieving enough productivity gains is due to the size and power of the police union, the Toronto Police Association. While Blair can do his best to increase productivity, the Toronto Police Association is vigilant, well-financed and accustomed to grievances. The Police Services Board is already anticipating legal chal-

lenges should Blair downsize his organization or attempt productivity gains contrary to union wishes. Under the rigid labour system now in place, change will probably come at the pace of retiring officers. As individuals leave, Blair will then have some ability to redeploy officers. However, it is in the union’s interest, and also within its ability, to limit productivity increases generated by these changes. And so we come back to questions of whether Torontonians will remain safe, and how Chief Blair can make that assurance with constrained resources. Thanks to fewer young men in our population, adequate investment in technology and a history of smart policing, Torontonians will be safe. But due to inflexibility in labour relations, Chief Blair’s options are limited.

said Stintz. “I was impressed that Maureen immediately asked myself and management for detailed information and analysis of upcoming TTC issues. She also understands what she will be encountering as vice-chair.” Further, Stintz said as a Beach resident Adamson would help on the Leslie Barns project, the Ashbridges Bay car house for the TTC’s new streetcars. “Beachers will benefit greatly. They will want to take the TTC more than they do now when the streetcars arrive on Queen and park at Leslie Barns,” she said. Adamson learned she’d been chosen in late October after an interview process and reference checks. She was officially sworn in as a citizen appointee as well as elected as the Commission’s new vice-chair Nov. 21. The TTC’s new citizen commissioners will serve the balance of the current City Council term, which is slated to come to a close in 2014.

POMARTINI 1/2 cup pomegranate juice 3 tbsp vodka 1 tbsp dry vermouth 1 tbsp Cointreau or other orange flavoured liqueur and a dash lime juice

APPLE GRAPE FIZZ 1 medium apple 1 cup grapes 8 oz seltzer or sparkling water

Combine pomegranate juice, vodka, vermouth, Cointreau and lime juice. Shake well. Serve.

Place apple and grapes through a juicer on lowspeed. Pour even amounts of juice into two glasses. Top each with 4 oz of sparkling water

Budget committee to look at Gardiner Expressway options DAVID NICKLE dnickle@insidetoronto.com Toronto’s budget committee has asked for reports on the pros and cons of selling or leasing the Gardiner Expressway rather than trying to manage and repair the crumbling elevated highway using taxpayers’ money alone. The city is looking at spending more than half a billion dollars to rehabilitate the highway after

engineering studies indicated it is nearing the end of its useful lifespan, and will only be safe to drive on for the next six years. The motion to look at privatizing the highway came from Trinity-Spadina Councillor Adam Vaughan. Vaughan brought the motion to the committee with the idea of selling the highway to a private operator, who would set tolls and use that money to keep the road

standing – and also provide money to the city. Members of the budget committee were cautiously supportive of the idea, although not keen to actually sell the highway. “Creative ideas are good, but it’s a risky game when we talk about selling the DVP or the Gardiner Expressway,” said York Centre Councillor James Pasternak. “If those were offloaded to private hands, it could strangle decision-making for

the city for decades. It would affect our ability to structure a regional transit system, it would strangle us in planning and building.” Pasternak said leasing might be an option, something that others, including Etobicoke North Councillor Doug Ford, echoed. “I’m not comfortable with selling off the Gardiner,” he said, suggesting the city look for foreign investors worldwide for a partnership arrangement. Budget Chair Mike Del Grande said any discussion on the future of the Gardiner shouldn’t pre-empt the necessary repair work going forward now. “I want to assure Torontonians: we are going to fix whatever needs to be fixed on the Gardiner,” he said. “I don’t view it as good money after bad money, because the Gardiner is the only structure we have.
