Beacher helps to stamp out elephant poaching JUSTIN SKINNER jskinner@insidetoronto.com A group of dedicated Toronto volunteers, including a Beach resident, are organizing a protest march through the downtown core to help spread the word about the illegal elephant poaching trade and put pressure on the Canadian government to take action to stop it.
With some 36,000 elephants being slaughtered each year for their ivory, some experts believe the African elephant may go extinct as a species in as little as a decade. March organizer Tita Zierer, a Beach resident, did not know how close the African elephant was to extinction despite her longstanding involvement with
animal protection. Beach United is a modern space with history: architect >>>from page 1 said Karen Dale, one of the ministers at BUC. “So we needed a building that helps us to do that. The old building was more fortress like, it wasn’t as inviting because it came from a different era.” Church member Lisa Flood couldn’t agree more. “To keep moving forward, not just as a church congregation, but as a community, we need to have more of an inviting space and less of an intimidating feeling (in the church),” said Flood, a member of BUC for the past decade. One of the more visible changes from the outside is the leveling of the hill the church was sitting on. It brought the entrance to street level and moved it to the side of the church as opposed to going up large stairs to the main entrance. There was also the demolition of the church’s south extension, which saw the church downsize from 40,000 square feet to just 16,000 square feet – a size the congregation felt was more eco-friendly. The church will also be installing solar panels

in October. “We’re a bit over time, but we’re on budget, which is most important to us,” said Jim Winn, a member of chair’s council for the BUC, referring to original completion date for the renovations, which was supposed to be in the spring. The reconstruction of the church came with a $5 million price tag. The
funds for the project were pooled together after Kew Beach United and Bellefair United amalgamated five years ago, selling Bellefair’s property at 2000 Queen St. E. Since November 2011, BUC weathered the construction by using a meeting space at St. Aidan’s Anglican Church on Silver Birch Avenue to conduct Sunday services.
“It was brilliant to be able to share a space with another faith-based community, but to have our own space that is fresh and brand new is also great,” Dale said. The church’s main place of worship has also seen a dramatic change. The original building’s brick is still exposed on some of the walls and, according to Catherine Stone, a member of the BUC, the sanctuary has “a lot more light coming through” with the addition of a fifth window and the removal of the stained glass windows. “I think it’s absolutely beautiful,” said Stone, who was baptized at BUC and said both her parents and grandparents attended the church. “It’s open, it’s light and I can feel the history in the bricks.” With no pews restricting them, Sunday service can be set up in a different way every Sunday by arranging the chairs, although minister Abigail Johnson is a fan of the circle concept that was chosen for Sunday, Sept. 29’s service. “Some people have totally embraced it (the change),” Johnson said. “For others, it’s been a bit of a
struggle.” The area is also equipped to be sectioned off into different rooms with sliding wood and glass panels. Black and Moffat Architects were the design team behind the new BUC and worked with HOMe Commission to create a space that was modern, but still kept some of the building’s history. “We both wanted what was appropriate to keep. I’m sure some people would have covered the bricks, but we thought it was an important feature of the building,” said Walter Moffat, of Black & Moffat Architects. “The continuity and showing the structural system of the building is important.” The ceiling of the church is the original wood paneling and beams were repainted. Stone said there has been plenty of community engagement about the church. “I think there can be initially a bit of a shock ..but it’s an invitation to open yourself up.”

Smoking rules need to be enforceable, measurable

rudent health measure or nanny state legislation? When Toronto council meets next month, it is scheduled to consider implementing tough new measures on outdoor smoking in the city. These are recommendations proposed by the city’s board of health in an attempt to curb exposure to secondhand smoke. Of the series of recommendations the board made this week, one of them includes asking council to make it illegal to smoke within nine metres of the entrance to all public buildings in the city. The board of health’s recommendation that sports fields and “specific park amenities” go smoke-free as well needs parks and environment committee approval on Oct. 23 before it can go to council. Other health board recommendations, including the banning of smoking on restaurant patios, would require a change to provincial legislation and can’t be imposed by the city. While the board endorsed the our view recommendations, Mayor Rob Ford has called the plan “nanny Smoking ban state” legislation. When it comes to new legislais for greater tion of any sort, we ask: Is the legislation practical? And is it for good the greater good? On the first question, when it comes to banning smoking within nine metres of a public building, we do question the practicality of enforcing such a law and would like to see specific details of how the city plans to deal with that. On the second question, it’s hard to argue that it isn’t for the greater good. In a report to the board of health last September titled ‘The Burden of Illness from Tobacco in Toronto’, Medical Officer of Health Dr. David McKeown noted tobacco use and second-hand smoke remain the leading causes of preventable death in Canada. In Toronto, adult smoking rates have “seen a slowed decline since 2001,” the report said, suggesting expanded tobacco control is needed to further reduce the risks posed from second-hand smoke. The proposals announced this week stem from McKeown’s report. What council must do is ensure the new measures are enforceable and measurable. “The history of trying to reduce the harm caused by smoking in Toronto is one of incremental measures,” McKeown said this week, acknowledging a total ban on smoking is “not a practical objective in the short term.” It’s Toronto council’s job to ensure this next step in the interest of public health is the right one.

Ford bypassing meat of the matter to focus on gravy Mayor Rob Ford was unusually boisterous Monday when he faced reporters alongside a crowd of music industry executives to talk about his trip to Austin, Texas. I suspect it wasn’t just the prospect of visiting the Lone Star State that had him going. The real boost likely came from the matter of the Pan Am Games overexpenditures, and the afterglow of the scandal of the $2,500-a-bum councillors’ chairs. The chairs were ordered by an unnamed staff person; actually replicas of the chairs they were replacing: chairs that had been propping up councillors, mayors and their guests since the early 1960s when Toronto City Hall was built. Last week, Ford apologized for the purchase – coming in at some $75,000 in total – and strongly implied the person responsible for the purchase had been sacked. On Monday, Ford sug-
david nickle the city gested the same thing should happen to Pan Am Games CEO Ian Troop if he can’t adequately explain a heap of questionable expenses filed by himself and his staff as they set about cobbling together the 2015 Games. This is high-fibre feed for Ford, and the movement to re-elect him in 2014. Ford campaigned in 2010 with the simple promise to “stop the gravy train”. To illustrate his point, he held up outgoing Toronto Centre-Rosedale councillor Kyle Rae’s decision to spend $12,000 from his office budget on a farewell party for himself. In the total context of Toronto’s nearing $10-billion budget, $12,000 didn’t amount to much of a hit. But it surely made a difference to Ford’s fortunes in the polls, turning Toronto
council’s perennial outsider into its pre-eminent insider. That’s a transformation that’s hard to repeat, but it’s the trajectory a Ford re-election campaign will almost certainly follow. Indeed, the mayor is already set up to do so. Council has long ago taken control of the municipal agenda away from Ford, setting its own budgets and carving out its way on transit. Next week, council will probably ignore the mayor’s wishes on the appointment of a caretaker councillor for Ward 3 in Etobicoke. Going into the next election, Ford is firmly on the outside. But just as Rae’s taxpayer-funded party was the key in 2010, so might these new examples of the ugly confluence of privilege and profligacy unlock the door to a second Ford mayoralty. And the fact that neither of these are necessarily the best examples won’t deter him. The decision to purchase
the chairs at such expense may look bad on the surface. But Toronto City Hall is a historically significant building, and the councillors’ lounge behind the chamber is a significant part of that. Similarly, the Pan Am Games is a significant civic and national enterprise, one that will bring benefits to the city’s economy and infrastructure. And if its executives are wellcompensated, and take advantage of their expense accounts according to the rules... well, once again, it’s part of being in the game. But that doesn’t matter in retail politics. Rae’s use of his office budget to throw a farewell bash was all done according to the rules, too. It still riled voters enough to elect Ford mayor of Toronto. And if it worked before, well, why not again?

Memorial honours those who have died by drugs rebecca field bsrm@insidetoronto.com Giving a name to those lost to drugs and the war on drugs is the goal behind South Riverdale Community Health Centre’s (SRCHC) memorial. The six-foot statue includes the work from the more than 100 community-based artists who etched their pieces into the flame-shaped copper. The statue is the first of its kind in North America, according to the SRCHC. There are 79 names listed on the statue, as well as poetry, drawings of flowers and other art done by members of the SRCHC community. “There was recognition at the organization at South Riverdale, and certainly within the Harm Reduction program (at SRCHC), that many community members were being lost to not just overdose of drugs, but to the impacts – what we view as the war on drugs or drug users,” said Michele Heath, manager of urban health at the centre. “People in our community were dying at quite large numbers in our estimation and there was no real formalized way in our community for folks when they pass away,” Heath said. “People in the community were saying that they wanted to have a permanent monument, something that could mark and visibly show that people in the community have been lost.” The memorial was built as a community effort led by artist Rocky Dobey over the past two and a half years. A group met for weekly meetings in the SRCHC lobby, and etched their work into the copper. “The process of the art-making was just to encourage people to create from their hearts and, during the process, think about the messages and political issues that are at stake,” said Rhiannon Thomas, from the SRCHC. Thomas worked closely with the artists involved with the project. When the statue was finally unveiled in July, more than 150 people attended the ceremony to honour those who died. “It’s a marker in so many ways,”

said Lynne Raskin, executive director at SRCHC, who noted the collaborative nature of the project brought together the community. “The fact that it’s for folks in a particular community is not really outstanding, and yet it is because of the nature of the work that we’re talking about. “The process of bringing people together, particularly being able to get people to work on something together has been phenomenal.” Raskin said those using the Harm Reduction program are, by definition, more isolated, and often struggle with other life-compromising health issues. The SRCHC hopes to provide support for this group of otherwise marginalized people, and bring them together through this project. “They need what we all want, which is somebody to support them, somebody to remember them, somebody to love them and care about them and to be able to express that,” Raskin said. Beaches and East York parents have an exciting new extra curricular option for their children. SHOW AND SHINE Help decide the future of the Gardiner Expressway East The Study Waterfront Toronto and the City of Toronto are carrying out the Gardiner Expressway / Lake Shore Boulevard Reconfiguration Environmental Assessment (EA) and Integrated Urban Design Study. The study area for the EA is shown on the map below. The EA will determine the future of the Gardiner Expressway East and Lake Shore Boulevard East, from approximately Jarvis Street to approximately Leslie Street. Four alternative solutions are being considered: • Maintain the elevated expressway; • Improve the urban fabric while maintaining the existing expressway; • Replace with a new above or below grade expressway; and, • Remove the elevated expressway and build a new boulevard.

Toronto council will be considering banning outdoor smoking within nine metres of all public building entrances and possibly in certain parts of public parks in November, after Toronto’s Board of Health recommended tougher new restrictions designed to curb

And it asked the province to ban smoking on restaurant patios too. Mayor Rob Ford, hearing of the vote, called it “nanny state” legislation and said he wouldn’t support it. “I’m not a smoker, I don’t like it, but I don’t like governments getting involved in this. How far are they going to
push it? Make the whole city smoke free? Right now I’m not going to have a nanny state where the government comes in and tells you you can’t do this or that.” McKeown said a total ban on smoking wasn’t likely in the cards for Toronto. “I don’t think that’s a practical objective in the short term,” he said. “The history of trying to reduce the harm caused by smoking in Toronto is one of incremental measures. We do still have 16 per cent of people
in Toronto who do smoke so we have to recognize that.” Board of Health Chair Joe Mihev rejected the idea this was an example of “nanny state” intervention. “I think a better way to put it is to say that smoking when it impacts others is becoming less and less viable,” he said. “Smoking as a social enterprise impacts others: my right to smoke ends at your nose.” McKeown said the measures were appropriate from a public finance standpoint as well.

Construction of the UnionPearson (UP) Express air rail link is well underway and now comes news the airport train shuttle service LINK is set to return following a six-month hiatus. LINK, which offers a frequent rail connection between terminals at Pearson International Airport, was replaced by a bus route last March. It will resume this month. Metrolinx is completing work on the UP Express,
which is billed as the city’s first rapid transit connection from the airport to the downtown core. The four-stop express service is scheduled to open in time for the 2015 Toronto Pan American Games and will include stations at Pearson and Union.

The TTC has cancelled another planned downtown subway shutdown for October. T h re e c l o s u re s we re planned this month along the “U” portion of the YongeUniversity routes, but last week the TTC announced it no longer needed to shut down the stations between Bloor and St. George stations from Oct. 19 to 20. That means only one service freeze, during Thanksgiving weekend, is planned.

He lauded a recent Toronto council decision to expand a pilot parking space program for car-shares, and was appreciative of the interest shown by chief city planner Jennifer Keesmaat, who also made a presentation during the two-day conference. McLaughlin said he was disappointed not to see the TTC at the conference. “I don’t want to criticize (the TTC), it would just be great if there was another level, not just for car-sharing, but all modes of alternative transportation,” he said.
