Friends of the Environment and ParticipACTION to promote healthy, environmentally friendly living to school-aged children. “We’re seeing more and more kids and schools embracing walk to school,” said Christa Costas, relationship manager at ParticipACTION. “The chal-

lenge is going to be whether we can keep kids walking after today.” Costas said only five per cent of Canadian children currently meet Canadian physical activity guidelines of 60 minutes of exercise a day. If students who live within one kilometre from school

walked to and from school each day, they would be getting an extra 15 minutes of exercise each way. “Any trip, whether it’s to school, the grocery store, wherever it is, we’re encouraging people to walk it, wheel it, skateboard, whatever,” Costas >>>BOWMORE, page 10

After six years of getting support from city council, rounding up funding, endless planning and community input, residents near Moncur Park will be able to enjoy all their new park has to offer by the end of October. “I’m so happy that it’s happening and within a time that my kids can still use it,” said Dawn Chapman, the co-chair of the community group Friends of Moncur Park. The park cost about $100,000 to reconstruct, with the money coming from a condo development at Woodbine Avenue and Queen Street, according to Ward 32’s councillor Mary-Margaret McMahon. She helped Moncur Park become one of the three parks to get funding from the condo fees. “I’m very passionate about parks,” McMahon said. “I just think people should reclaim their space and animate it.” Chapman helped spearhead the revitalization of the park in 2007 when she first moved into the area with her then sixmonth-old son. She was excited that a park was so close to where she lived, but when she went to visit the park herself, she was not impressed. “When I went it was literally one of the saddest parks I’ve ever been to,” said Chapman. “The sand around the play>>>INTERESTED, page 2

Interested parents and community members formed Friends of Moncur Park >>>from page 1 -ground was filled with cigarette butts, the paint was chipped, there was graffiti – it was just mean.” Realizing this wasn’t a park she or her children wanted be in, Chapman decided to do something about it and approached the Ward 32 city councillor at the time Sandra Bussin. “She said ‘Well if you can get enough people interested

in rejuvenating the park then we’ll look at it,’” Chapman said. Not long after, she gathered interested parents and community members and started Friends of Moncur Park with co-chairs Susana Molinolo and Louise Linton. From there, Chapman got a sense of the park and realized residents didn’t think it was all that safe to begin with, mostly because of the overall

landscape of the park made it a popular hangout for teens, according to Chapman. “It’s ravine-like and you can’t see it from the road,” Chapman said. “It made people uncomfortable to go there and it kind of felt like you were isolated.” The community decided to try and change the atmosphere and gave its input at meetings regarding landscaping and additional features

once architects were on board. According to Chapman the park will have a basketball and ball hockey court, new picnic tables and better, brighter lighting. The park itself will be moved to the southeast corner; the “sunnier and safer side of the park.” “It’s a lot more open and there’s a lot more lighting. We wanted a play space for the bigger kids and the younger ones as well,” Chapman

said. “So what ended up happening is that we created a park that incorporated natural elements and new play structures.” The natural elements include a slide built into the landscape of the area. To raise awareness of the park, the community has hosted various activities in the park including a pumpkin walk, movies in the park, tree

planting and a paint the shed party. he next chapter of Toronto’s Strong Neighbourhood Strategy is about to be written and the city needs your input. The project saw the creation of 13 priority neighbourhoods – “hot spots of high need and low infrastructure” – and over eight years worked with the province and the United Way to try to improve the lives of residents through targeted investment. The program is now being re-evaluated and new Neighbourhood Improvement Area (NIAs) designations may be in the works. A host of public meetings are being held across the city this month to help shape the program’s future. In particular, city staff want your ideas on criteria used to select NIAs, what goals should be established, and how the city should track its success. We’ve always touted the importance of local engagement and this instance is no our view exception. If you live in one of the currently designated areas or live in an area you believe needs Residents’ concentrated investment, your input needed input will be the most valuable. It’s your experience that will help for strategy answer some of the most critical questions. For instance, are the previously designated priority neighbourhoods ready to stand on their own? It’s not clear yet whether any of these areas will remain on the NIA list. Community hubs, drop-in centres, youth programming and partnerships have been established, but is that enough to ensure self-sustainability? Residents need to speak up about the results they’ve seen – or not seen – at the grassroots level. As well, the groups that have been involved in transforming these neighbourhoods need to declare whether they feel they can continue their work on their own. If it happens that these neighbourhoods do remain on the list, it’ll beg the question as to why. The city should be transparent in explaining why certain communities may still need focused help, even after eight years of investment. Would that be evidence of a failure? A need to modify expectations? Redistribute funding? Besides garnering opinion and experiential data from the people the program is meant to help, the city also needs to learn from lessons of the past. Without a critical self-evaluation of the project’s previous eight years, the story of Toronto’s Strong Neighbourhoods will be a short one with an ending that disappoints. Have your say. When it’s weird, Toronto tops Austin One thing that Mayor Rob Ford’s trip to Austin should have confirmed to our Lone Star cousins last week: when it comes to keeping a town weird, the musicallyinclined Texans are a few steps behind Toronto. No doubt, as the mayor left the city limits with his entourage of music-industry leaders and councillors, Austin breathed a sigh of relief. Because when they say “Keep Austin Weird,” they mean a nice kind of weird. Toronto and the saga of Mayor Rob Ford has reached a level of weird that is rather more terrifying. News broke just before he left town for Austin that a close friend of Mayor Ford, Sandro Lisi, was arrested and charged with possession and trafficking of marijuana. The mayor addressed the matter at a news conference at a filling station near his home, in which he described Lisi as “a good guy” and a friend, before heading off to the airport.

david nickle the city While the mayor was gone, a story came out suggesting Toronto police have been following Mayor Ford and his associates using a leased Cessna. His brother, Doug Ford, told a Toronto Sun columnist that he had spoken to two Toronto police superintendents, who’d confirmed that there was aerial surveillance going on. Doug Ford then recanted the next day and suspected that the mayor’s enemies were behind it all. I worry about commenting on all this in a column filed early, for fear that something even weirder turns up in the interim. Because that’s how things have been going for the Ford brothers. This time last year, the mayor’s biggest problems were football, looming conflict of interest charges, and issues of reading while

driving, and all that seemed weird enough. Now, it’s substance abuse allegations, alleged family connections to the west-end drug trade, and that alleged video where the mayor was seen appearing to smoke crack cocaine. Men photographed with the mayor have been stabbed and murdered. Weirder still are the many among us who believe that all of this is simply a conspiracy of downtown elite, police and big media, to bring down a Conservative, millionaire mayor who is at the core, just an average guy. It’s hard to imagine a trade mission from the delusional Wonderland that Toronto has become, exciting anything in its hosts beyond a desire to back away slowly without making any sudden movements. With weirdos like us, you can’t be too careful.

Cycling not a priority: reader Re: ‘Wanted: a proper discussion on cycling,’ Editorial, Sept. 3. It was said Ontario transportation minister Glen Murray announced the province’s 20-year vision for cycling. Presently, the number of persons using bikes in Toronto and Ontario is below one per cent. Also, consider that a significant number of owners use bikes for recreation only. The bike is a dangerous contraption; riding it, your chances of being hurt or killed go up compared to public transportation or riding in the car. Designated bike lanes are somewhat beneficial; however, danger for cyclists remains still high. The second factor that is not on the side of bike riders is the weather. Cycling as a factor in public transportation is just politically correct talk. Mario Gasparovic

Call it a planning invasion. About 200 residents in the Leslieville/south Riverdale communities got a look at just how much planning work is being done on their behalf – for everything from transit to the port lands to public space for the growing community of Carlaw-Dundas. The community planning open house was hosted by local councillor Paula Fletcher at Morse St. Public School, to bring the community up to date on the future of Ward 30 – as near as the city can see it. The city is looking at finalizing some of the plans for the port lands: specifically, work for the secondary plan for the film district, and the south-of-Eastern-Avenue employment district. “The old SmartCentres property now has a new appli-

To the north, there’s also the question of what to do with the growing CarlawDundas neighbourhood. “That was the old manufacturing base of the east end – Colgate, Wrigleys was there,” said Fletcher. Now, as the area is developing fast with live-work buildings and other development, Fletcher said the development needs to be tempered with attention to public space.

It’s a pretty diverse neighbourhood and people want it to remain so.

Toronto artist holding Port Lands Sensory Walk

Photos at City Hall Oct. 15-18 ERIN HATFIELD ehatfield@insidetoronto.com A Toronto artist has created a walk meant to immerse the senses and compel its participants to help shape the future of an industrial landscape. The Port Lands Sensory Walk is a public walk that leads to five selected vantage points along the Martin Goodman Trail. Participants tune into their senses and observe the dynamics between the forces of nature, industry and recreation that share and shape this unique urban landscape. Lisa Binnie informs her art by seeking out landscapes on the brink of redevelopment and immersing herself in them for extended periods of time. For the last 15 months she has spent her time in the port lands district, located at the

east end of Toronto’s harbour, south of Lake Shore Boulevard between Cherry Street and Leslie Street. “I spend a lot of time walking and observing and collecting things,” Binnie said. “It is about experience and immersing yourself and becoming really aware of really small details.” Binnie, who lives in a tower in south Parkdale overlooking the lake, had been splitting her time between Toronto and Bancroft, where she had a studio for nine years. When Binnie had to sell the studio, she set out in search of wilderness she could access easily in Toronto and ended up at the Leslie Spit. “I realized I had never paid attention to the area around there and it is so diverse and odd,” Binnie said. “I feel like it is our version of the pyramids and the Sphinx because there are these big piles of salt

everywhere covered in these black tarps and everything is enormous and oversized. “Even though the industry doesn’t seem to fit with the natural environment down there they have co-existed ever since that area was filled in. That is what I find really

compelling, how nature, industry and the recreational aspect all fit in with each other down there.” This walk builds on the practise of ‘art walking’, which Binnie said she is hoping to not only introduce new people to that place, but make them invested in it.

The Port Lands Sensory Walk is part of Binnie’s thesis for her interdisciplinary masters of art, media and design at OCAD. “The walk is my version of an exhibition,” Binnie explained. “It is also a way for me to do a bit of research. I watch the people who come on the walk with me, what they are interested in observing and I give them a questionnaire at the end.” Originally her thought was to make an installation piece inspired by the port lands, which she would present in a gallery. “But I really want to get people to go down there for themselves,” Binnie said. “By making a walk I could get people down there and have them experience it by immersing themselves.” She designed a flag with a

smoke stack, bicycle wheel and a wave, representing industry, recreation and nature which marks the path. There have been four artistled walks and the final one is scheduled for this Sunday at 10 a.m. The walk starts at The Port Lands Sensory Walk flag at the southeast corner of the lower Cherry Street bridge, just north of Unwin Avenue. Participants can join the walk with Binnie, or take a self-guided walk following the flags set up along the way, which will be in place until Oct. 31. After doing the walk and giving feedback, Binnie hopes to find out from participants what they would like to see happen in the port lands. Binnie is also mounting a show of panoramic photos from the port lands at the City Hall Rotunda Oct. 15 to 18.
