While local NDP MPPs Michael Prue and Peter Tabuns both said they respect Ontario Liberal leader Dalton McGuinty‘s Oct. 15 resignation, they aren’t happy with his decision to prorogue Ontario’s legislature until his replacement is found. “I’m very disappointed, as an MPP, not to be able to do all of the things people have sent me (to Queen’s Park) to do. Duke of Connaught School celebrates a century JOANNA LAVOIE jlavoie@insidetoronto.com It’s been 100 years since Leslieville’s Duke of Connaught Junior and Senior Public School officially opened its doors. On Saturday, the local school and well-used community hub will mark this milestone with an afternoon of activities for community members, and past and present pupils of all ages. A committee has been meeting for more than a year to plan Saturday’s Homecoming Day festivities, which are set to run from 1 to 5 p.m. on the school’s main level and gymnasium. The day’s activities will include a ribbon cutting at 1 p.m. followed by a traditional ringing of the bell and cake cutting at 3 p.m. A time capsule ceremony will be held at 4 p.m. Community members and former pupils will also be able to check out four ‘decade rooms’ showcasing memorabilia and photos from day’s gone by. There will also be classrooms with displays about the Ashbridges family as well as Prince Arthur, Duke of Connaught, Canada’s 10th governor general, who attended the school’s initial sod turning and cornerstone laying ceremonies. So far about 600 people, including a large contingent of graduates from the 1940s, have registered to attend Homecoming Day Saturday. “It’s not just a school event. It’s a community event,” said Brian Svenningsen, the school’s viceprincipal. The school’s 100th anniversary celebrations kicked off last

November with a ceremonial sodturning celebration. A ceremonial tree-planting on the school grounds in honour of its centennial was also held in April. Named in honour of the late Queen Victoria’s son, Prince Arthur, Duke of Connaught and Strathearn, the local school was built on land next to the historic Ashbridge House. This six-and-a-half acre portion of their property was once home to a large garden and an orchard. The school was built to relieve overcrowding at the nearby Leslie Street School.

Midway “Duke of Connaught School is the beginning of this community, which some people used to call Midway because it’s halfway between Toronto and the beaches. The community started around this school,” Svenningsen said. Over the years, a number of expansions and renovations have taken place at Duke of Connaught, which is now home to just under 700 students from kindergarten to Grade 8. The building also houses a daycare run by WoodGreen Community Services and Applegrove Community Complex, a non-profit community agency that offers a range of programming for infants, children, teens, adults and seniors. East City YMCA looking for input into proposed revamp JOANNA LAVOIE jlavoie@insidetoronto.com The YMCA of Greater Toronto is looking to redevelop its East City location at 907 Kingston Rd. and wants your input. In 2008, the social service was seriously considering closing and selling the local facility in an effort to better allocate its resources to high-need communities across Toronto. A new CEO, with a new strategic plan to build 10 new centres in 10 years, will not only keep the facility open and running, but see it expanded and enhanced, said Laura Prentice-Graham, a spokesperson for the YMCA of Greater Toronto. “(East City) would be one of those centres,” she said, noting the majority of the new locations would be at new sites, not necessarily ones already within the YMCA’s portfolio.

Still in the early stages, PrenticeGraham said the organization is looking to engage the community in helping develop a plan for future uses at its East City centre, which runs a parent-toddler program, a nursery school, summer camps for kids and fitness classes for adults. Throughout the process, area residents and stakeholders will be invited to take part in various meetings, community consultations and online surveys starting as early as the new year. “What we’re looking for is (input on) how we’d expand the East City Y and make it a centre serving a larger part of the Beach,” PrenticeGraham said, noting programs currently operating at the East City Y aren’t expected to be affected until at least the end of August 2013. Officers from 55 Division in partnership with the Toronto Police Services’ Parking Enforcement Unit are in the midst of conducting a two-week program focusing on ensuring vehicles travelling along major rush-hour routes in the city’s east end are flowing well. Called Operation Clear Sailing, the initiative kicked off Monday and is set to conclude Friday, Oct. 26. Police are enforcing a zerotolerance tag-and-tow policy on rush hour routes from 7 to 9 a.m. and from 4 to 6 p.m. Monday to Friday. alton McGuinty’s announcement Monday night that he was stepping down as Ontario’s premier and proroguing the provincial legislature has opened a number of interesting scenarios for Toronto’s many Liberal MPPs. Say what you wish about the timing of McGuinty’s move, Toronto residents can expect a number of their provincial representatives to be serious contenders for the Ontario Liberal Party’s leadership. Toronto has been good to the Ontario Liberals, showing them strong support in the last three provincial elections. After majority government wins in 2003 and 2007, the Liberals formed a minority government in 2011 and would not have done so without Toronto’s backing. Of our 23 seats, 18 went to the Liberals while the remaining five were taken by the NDP. Provincially, more than a third of the Liberals 53 seats at Queen’s Park belong our view to Toronto MPPs. We have strong political influence in the party, Potential and that will be reflected once the race to replace McGuinty leaders need heats up. At the same time to keep local MPPs were talking about McGuinty and his legacy, they residents were also putting out feelers about their own leadership chances. When they make their informed decision, they owe it to their constituents to let them know as soon as possible. Part of McGuinty’s legacy is transit. He created the provincial transit authority Metrolinx with the mandate to build and fund transit across the Greater Toronto and Hamilton Area (GTHA). Whoever replaces him must continue to make transit in the GTHA a priority. Any MPP from Toronto will clearly understand the importance of the transit file, and it should be a major plank in the campaigns of those running for the party’s leadership. Progressive Conservative Party leader Tim Hudak was at Toronto City Hall Tuesday morning to talk transit at a meeting scheduled before McGuinty made his announcement. He will be making transit and traffic gridlock a key issue when we do get a provincial election call, presumably sometime after the Liberals pick their new leader. Flanked by a number of city councillors, including Councillor Doug Ford, Hudak looks as if he’ll have no problem working with the Ford administration at city hall. McGuinty was also able to work with Mayor Rob Ford. In a statement on McGuinty’s decision, Ford said, “While we had different political views on some issues, Mr. McGuinty and I always had a very good working relationship as mayor and premier.” Maintaining that good working relationship with Toronto’s mayor will be crucial for whoever is chosen as the Ontario Liberal Party’s next leader. I have a thought of a great way to pay for transit in Toronto – why not designate all of the money generated by the parking control officers to fund transit. If council wants to penalize people trying to conduct legitimate business off of the inner city roads, why not? Surely the substantial financial haul that pours daily into the city hall coffers can be rerouted toward this essential service. Chris Belfontaine

McGuinty’s decision proves need for Toronto to fund own transit It’s been a long time since anyone has illustrated the argument for made-inToronto transit funding solutions as well as our soon-to-be-former premier Dalton McGuinty did Monday night. McGuinty’s surprise resignation was not only as leader of the Liberals and premier of the province, but as the remaining steward of Toronto’s current light rail transit expansion plan. That $8.5 billion plan, for light rail on Eglinton, Finch and Sheppard Avenues, is the reliable base-line for hope, for those who wanted to see faster transit to suburban communities. We’ve dreamed of other plans, of course. Mayor Rob Ford briefly created a convincing enough scenario in which the private sector might build subways to Scarborough. TTC Chair

Karen Stintz created an even shorter-lived scenario in which Toronto might have as many new transit routes as burst capillaries on an old drunk’s nose. And now, the morning after McGuinty’s exit announcement, there are indications even the $8.5 billion light rail plan isn’t that reliable. Tim Hudak, the leader of the Ontario Progressive Conservative Party, stopped by Toronto City Hall to affirm his preference for a Mayor Ford-style subway expansion. Although the days are

early, it’s fair to say that Hudak’s chances of being the next premier of Ontario are excellent, as are the chances that Ontarians will be given the opportunity to weigh those chances in an election within the next six months. What happens to the $8.5 billion in light rail funding if that happens? Well, it’s up to Hudak. Work’s already started on the Eglinton-Scarborough Crosstown line, and unless the Progressive Conservatives want to develop a reputation as the kind of government that fills in holes on Eglinton (as the Mike Harris government did there in 1995) there will probably be some form of light rail transit there. But if the decision gets made to bury the rest of the line, that will take care of most of the $8.5 billion

right there. And Finch and Sheppard will be unfunded. When will subway funding come? “When I am the next premier, we will use whatever dollars are available to build underground,” he told reporters. Uh huh. Toronto’s decision earlier this year to look into funding transit expansion on its own starts to look pretty good, given all that – because really, with a provincial government deep in deficit, whatever money’s available won’t pay for much light rail, let alone subways. It’s pretty clear, as we move into our suddenly very muddy future the only reliable way to get around this town by bus, subway or light rail, is to belly up to the table and put our own money down.

PanAm Games to leave behind ‘legacy of affordable housing’ in the West Don Lands/Canary District JOANNA LAVOIE jlavoie@insidetoronto.com Longtime east Toronto resident Cynthia Wilkey was all smiles Oct. 11 as the provincial government shared its plans to leave behind a legacy of permanent, affordable housing in the West Don Lands after the 2015 Pan/ Parapan American Games. Wilkey, who chairs the West Don Lands Committee (WDLC), a coalition of community-based organizations advocating for positive and timely development on the waterfront, said her group has kept a close eye on the redevelopment of the 80-acre former industrial site, which is west of the Don River and south of King Street East, and has always wanted to ensure it would be a place all could be proud of and call home. “The community is very invested in the legacy piece (of the redevelopment). We’re looking to the long term,” said Wilkey, adding the WDLC was concerned the promised affordable housing component of the project would fall to the bottom of the priority list. She said she was equally elated to learn that Torontobased Wigwamen Community Housing Inc. and Fred Victor social services organization have been selected as the non-profit housing providers that will both own and operate the 253 affordable rental units planned for the prime downtown east site. The location is set to temporarily house more than 10,000 athletes and officials from 41 countries during the 2015 Pan/Parapan American Games before being reconfigured into a mixed-use, pedestrian-friendly community with market-rate, affordable and student housing. “I’m thrilled with the two choices. a very happy and positive legacy of the Pan/Parapan Am Games, but there’s lots more to do.” Charles Sousa, the Ontario Minister responsible for the 2015 Pan/Parapan Am Games, said the athletic event would leave behind three legacies: economic, athletic and social. “The legacy that these Games will offer and leave behind is a more vibrant, liveable and walkable community,” Charles Sousa said Thursday morning. “After hosting athletes and coaches during the “People’s Games”, the new Canary District will be a mixed-use community that will generate economic and social benefits for generations to come,” he added in a release. The affordable housing component of the West Don Lands will include one-, two-, three- and four-bedroom units, 10 per cent of which will be full accessible. Move-in date for the affordable rental units, which make up 24 per cent of the total residential units constructed for the project, is set for the spring of 2016. A mix of seniors, low-income families and individuals, Aboriginal families and individuals and persons with disabilities are expected to one day call the West Don Lands home. Provincial funding in the form of a forgivable loan equivalent to 10 per cent of the unit’s purchase price is being made available to assist low- and moderate-income households buy condominium units in the community. The new Canary District will also be home to condos, George Brown College’s first student residence, and a new YMCA as well as amenities and retail space. Ground broke on the new community in September 2011.

The 19th annual fall edition of the

Beach Studio Tour will be held this weekend at 13 studio sites. The biennial event normally runs the weekend before Mother’s Day and the weekend after Thanksgiving. of pieces in various mediums during the self-guided tour. Participating artists/artisans will be on-hand throughout the weekend to chat with attendees about their work. Each studio site will have refreshments and a prize draw for an original piece of art donated by one of the artists. Tour participants should also keep an eye out for the yellow signs and bicycles that will lead them through the three-day event.
