When a massive storm blew through Toronto July 19, Leslieville residents learned the legendary maple tree on Laing Street, which inspired the composer of the song The Maple Leaf Forever, had shed its last leaf. The tree, which had over its long life survived hard winters and hot, dry summers, and the weight of legend, courtesy of composer Alexander Muir, was finally felled by the heavy winds and rain of July 19. Most of it collapsed on the adjacent roadway. But all may not be lost. Dilligent foresters at the city’s Parks, Forestry and Recreation Department gathered a considerable quantity of wood from the tree and set it aside in an unidentified urban forestry building. On Tuesday, Toronto’s Executive Committee will deal with a plan to repurpose that wood – in plaques for civic awards, pen casings and possibly even a gavel for Toronto Council’s speaker. In total, council will have 48 logs from the Maple Leaf Forever Tree to repurpose – some of it in good condition, some beginning to rot. “All salvaged wood has been >>>TREE, page 15

The Greater Beaches Neighbourhood Association (GNBA), along with the former Friends of Queen Street, are ready to take on condo developer EMC Six Limited in a battle reminiscent of David and Goliath. The arena for this particular fight is an Ontario Municipal Board (OMB) hearing set to take place Monday, Oct. 7. In order to prepare, concerned community members gathered at Kew Beach Public School Tuesday evening to discuss and see the proposed changes put forth by the community members from previous meetings that would be applied to the condo located on the northeast corner of Queen Street East and Woodbine Avenue. “The shape of the building will be so different,” said Jan Hykamp, the president of the GNBA. “(Now) it won’t dramatically change Queen Street.” According to the renderings shown at the meeting, the new proposed re-design of the building by the GNBA will no longer disrupt the original cityscape of Queen Street East by towering over the buildings that are already there. Prepare to deal with busy traffic

ith summer vacations over, students back in school and the establishment of new routines at home, September means busier times for most of us. And with the increased traffic volume on our roads that comes with the fall season, there comes a greater need for vigilance and proper planning for all of us making our way around the city. We know Toronto has traffic congestion challenges. The longest commuting times in the country are in the Toronto Census Metropolitan Area, according to a StatsCan report released in late June. Traffic congestion has been identified as a major economic impediment by the Toronto Region Board of Trade, costing billions to the greater Toronto economy. The need for a sustained commitment from all levels of government to funding transit infrastructure is acute. And the discussion about our view what’s happening on our roadin Toronto is not confined Drivers must ways to congestion. That means there’s a lot happening on our roads. So for motorists, trip planning is important. Leave yourself plenty of time to get to your destination. Remember, beyond traffic congestion caused by any ongoing roadwork, there are some new capital projects underway in the city as well that will impact travel times. For example, a second tunnel borer machine is about to start digging below Eglinton Avenue West as part of the Eglinton Crosstown light rail project – a project that, once completed, should play a part in alleviating congestion. But while the tunneling lasts, one should expect traffic delays. It’s a good idea to familiarize yourself with construction projects and road closures. The city has an updated web page detailing road closures and their durations. Mayor Ford’s love of campaigning evident Mayor Rob Ford has made a name for himself as a great lover of football, sometimes to the point of distraction. But there is another game that excites nearly as much passion from our mayor and distracts him from his day-to-day duties almost as thoroughly. That would be campaigning. On Monday, Ford found the hustings so distracting he could barely pay attention to questions in a press scrum, held outside his office and just a few feet away from the spot where his staff had set up a television screen continuously looping a video of highlights of the summer of 2013. The mayor finally stopped, transfixed at the slow-motion video of himself getting ready to arm-wrestle wrestlerturned-politician Hulk Hogan at the start of a local comic convention. When asked whether he was in fact campaigning now, with his video and another Ford
david nickle the city Fest in the offing later this week, the mayor was clear: “I’ve never stopped campaigning... If you do, you lose at the polls.” In the strictly practical sense of the word, the mayor was correct: an elected official is being judged from the moment he or she takes office. However, there are strict rules about spending and receiving donations for electoral campaigns outside the campaign period. And the video, produced by a local production/editing company and scored by one of the mayor’s vocally talented staff-members, sure looks like a bit of both. But Ford doesn’t care about these things, and by the evidence, the powers-that-be don’t either. Toronto’s Compliance Audit Committee let the mayor off the hook over a boatload
of questions arising from the way he and his brother conducted the 2010 mayoralty campaign when they were brought forward early in the term. The mayor survived that, just as he survived a conflict of interest ruling that threatened to remove him from office. And as things stand right now, campaigning hard and pushing the rules might be worth the risk. Because as much as the video playing in the office window struggles to maintain a happy narrative, the other narrative – the one surrounding the actual business of governing – is less cheerful. The mayor could well see his subway plans dashed as the realities of financing the Scarborough RT replacement with a subway dash against the October council meeting. The questions surrounding videos and allegations of drug use continue to swirl and those other videos – of Ford at the Taste of the Danforth – give a different sense of the
Summer of Ford. Indeed, the scrum happened just as he left the city’s parks and environment committee, a committee he belongs to ex-officio, but never routinely attends. This time, as a week ago, the mayor came with the express purpose of blocking an attempt to circumvent his budget process, by adding projects and programs back into the budget before he had even had the chance to set a framework. Ford had to block the matter there, because really, he would have no hope of stopping a budgetary coup at council, a body over which he has long ago lost control. Much better to concentrate on arm-wrestling photo ops, picnics in parks and fishing trips. They might not get him reelected, but they certainly seem to be keeping our mayor entertained.

Elaine Gong is hoping the new location of her popular jewellery store, L.E. Jewellers, will shine as brightly as the merchandise in her store. Those who frequent Leslieville will know of Elaine’s original store, which was a fixture in the Loblaws at Leslie Street and Lake Shore Boulevard East. The store which sells brands such as Pandora, Thomas Sabo, Elle and Citizen watches has brought her close to customers for over two decades. Now Elaine and L.E. These changes, unlike the original renderings of the condo, which obstructed the view of the clock tower gateway into the Beaches and overshadowed the neighbouring buildings, comply with the area’s newly created Urban Design Guidelines (UDG), which aim to preserve the character and heritage of Queen Street East. The guidelines were unanimously passed by council in November 2012 in response to a visioning study the community took part in. “The city is trying to allow the Beach to slowly develop in a way that will not impact the neighbourhood (negatively),” said Beaches-East York MPP Michael Prue. Residents at the meeting were told about the additional proposed amendments the association made to the building, with the community’s help, which include a wider sidewalk, an unobstructed view of the clock tower gateway, a three-storey street wall with a four-storey apparent height. According to Hykamp, the GNBA has been fighting this development for about two years and don’t intend to give up now. One of the reasons the issue is being put to the OMB, Hykamp said, is because the City of Toronto never said yes or no to the developer’s proposal and

now the developer is looking to appeal the GNBA’s changes and still build the six-storey condo. The community’s major concerns were about the height and size of the new proposed condo, its heritage sensitivity and its general compatibility with the neighbourhood. ‘re-jigging’ “The look and feel (of the building) needs re-jigging,” said Sappira Charles, an architect and a resident at Woodbine and Norway avenues. “From an architecture standpoint, it’s not in line with the neighbourhood. It looks like a design that belongs in downtown that was sort of plopped onto this neighbourhood. It’s not a good fit.” This isn’t the only development the community is fighting. Another condo, proposed at 200 Woodbine Ave. by Queen Street East Properties
Inc., threatens the area’s character and also isn’t in compliance with UDG, the GBNA said. “This is what we’re trying to protect, it isn’t just some rinky-dink street,” Prue said. “This is a whole destination that people come to... That’s why they live in the Beach, that’s why they fight for the Beach.” And the GNBA isn’t fighting alone. It’s getting legal help from the law firm WoodBull LLP, which will represent the association at the OMB pro bono, removing legal fees that could have potentially cost the GNBA upwards of $100,000, Hykamp said. Instead, they have to raise about $30,000 in order to pay the expert witnesses in the urban design and heritage fields, the two aspects in which its basing its case around. The GNBA has already begun fundraising and has collected about $10,000 and need another $20,000 more to cover the costs. “They’re very wise here, to get pro bono work and to keep the costs to a minimum,” Prue said. “This is an amazing community in terms of knowing what they have to do and getting it done right.”

Jack Layton was honoured with a plaque and oak tree in Withrow Park.
Former NDP leader Jack Layton was celebrated over the weekend when people gathered for a plaque unveiling at Withrow Park. On Saturday the Toronto Danforth NDP Riding Association unveiled a plaque next to an oak tree planted in memory of Layton. Layton’s widow, MP Olivia Chow, said she was honoured to attend the afternoon ceremony.
“An oak tree is strong, it’s sturdy and I heard it changes colour from green to orange,” Chow said. “An oak tree is such a perfect memorial – with deep roots and spreading branches – and with acorns that mean future growth.” “I know that many (people) were inspired by Jack’s message of hope and optimism and love. I certainly feel the love here today.” Chow said Layton was fond of the Logan Street park. “Jack loved this park because it
is such a wonderful meeting place for the community,” said Chow. “He loved cycling through here and coming to barbecue here.” Toronto-Danforth MP Craig Scott also spoke about the similarities a strong oak and Layton share. “Jack was a team builder and he left behind a team, so he lives on,” Scott said. “He had very deep roots in this community, but a young tree with newly planted roots is a tree that represents the continuation of Jack’s

Parents scramble as École Napoléon’s preschool shut down HILARY CATON bsrm@insidetoronto.com Parents with children enrolled in a preschool program provided by École Napoléon, a French immersion school on Danforth Avenue, are scrambling to find a new facility for their children this week. “I think everyone has been in a state of shock,” said Erin Young, a parent with a three-and-half-yearold son enrolled part time in the program. The facility’s preschool was shut down as of Monday after the Ontario Ministry of Education found it was operating without a licence for the past three years despite being inspected yearly by the ministry. Young is one of the 17 parents who received a letter from the school Sept. 9, stating the ministry was shutting down the preschool program because it has been operating as an unlicensed childcare facility. Only five families are able to keep their children in the program. According to the Ontario Ministry of Education, a licence is not needed if a centre has less than six children registered.

For the other 12 families, Young included, they will have to find a new facility for their children, which will be difficult as many childcare programs registration periods have ended. “Trying to find another place for your kid to go in the middle of September is pretty much a nonstarter,” Young said. But parents aren’t down for the

count just yet. A group of them have banded together to help resolve the issue and have turned to MPP Peter Tabuns for assistance. The Toronto-Danforth MPP sent a letter to the province’s Minister of Education Liz Sandals on Sept. 12 requesting an answer to the question: Why did it take three years to notice and to act? Since the letter was sent there has been no response from the minister, Tabuns said. “What I tried to do with the legislature is put the issue

The provisional, or temporary licence, École Napoléon is seeking could take up to 12 months to receive, Tabuns said. According to Tabuns, providing a childcare facility with such short notice to shut down after it’s been found to be unlicenced is neither improper nor uncommon. “Everyone has to feel the children are safe that’s the bottom line,” Tabuns said. “Although they (parents) badly need childcare their children are happy there that still doesn’t mean that it meets the qualifications of the Days Nurseries Act. It doesn’t mean that everything that is supposed to be there is there.” Parents, along with Tabuns, are working on getting École Napoléon an accelerated temporary licence. The principal of École Napoléon was contacted, but declined to comment.

According to legend, the tree on Laing Street caught the attention of Alexander Muir in 1867, the same year as Canadian Confederation. Muir, a veteran of the Queen’s Own Rifles of Toronto, was strolling underneath the tree in front of the Maple Cottage, was inspired by a single leaf falling, to pen The Maple Leaf Forever. The song, beginning with the line “In days of yore, from Britain’s shore...”, goes on to refer to British General James Wolfe’s capture of Quebec and celebrate Britain’s colonial triumph. For this reason, it served for many English Canadians as a national

The city, meanwhile, has received about 200 requests for a piece of the tree and is in contact with wood crafters, offering to help create heirloom pieces. The city has presented a plan to evaluate those proposals. First, any items created should be kept
“in the public realm to the greatest extent possible.” No more than 5 per cent of the wood should be used for awards or plaques to then go into private hands. The city would give preference to proposals that would be used within the Leslieville community, or that have a national or provincial significance. Projects going to Toronto cultural and historical institutions, such as libraries, would do well as would applications inside city government, such as a gavel for council’s Speaker. So far, more than 50 proposals have come in for the wood. The city is also considering what to do with the remaining trunk, which currently is about four metres high in front of the Maple Cottage. Staff are recommending it be trimmed back to two metres, and be the site of a public art work that would remain on-site.
