HILARY CATON hcaton@insidetoronto.com St. Joseph’s new literacy program for its preschool patients has kicked off with a ROAR. The west-end hospital officially launched its literacy program Reach Out And Read (ROAR) on Wednesday, July 19 in its Family Medicine department. The American, evidence-based program supports children and their parents by providing literacy advice, age-appropriate books, and a connection to community programs and libraries. The program, which is in partnership with the Toronto Public Library, has received $10,000 in funding from ImagineIF an innovation fund available to staff, physicians and students. From those funds, St. Joe’s was able to purchase 1,000 books from

Annick Press at cost. The Toronto Public Library helped the community hospital choose ageappropriate books to give to the younger patients, ages six months to five years, and helped stock each exam room with the right books for patients to take home. "The whole idea behind it is to make reading prominent and to make families aware that reading from birth makes a difference in their children’s ability to learn when they enter school," said Peggy Thomas, the manager of children services with the Toronto Public Library. "We also want to be aware that families that come into the clinic speak multiple languages. So, the less words they have to decipher, the more approachable the books are and the more use they’ll get with families. So, that’s been a strong component

St. Joe’s launches ROAR (Reach Out And Read) an evidence-based program that supports younger children and their families by providing literacy advice, age-appropriate books and connecting them with community programs and libraries in their surrounding community. of the program, too." The initiative has three main components. The first is the "literacy rich" waiting room, which is filled with books in different languages by Canadian authors and some local talent, too. The second is the counselling families receive during ROAR visits about

what books are appropriate for their child’s age and connecting them with resources in the community. And the third component is that kids can walk away with a free book for their age group, with a resource bag filled with information about Toronto libraries.

"It’s exciting to have an initiative where we talk about literacy, because I feel there is a deficit in our medical training about being able to address literacy and preventive care," said Sarah Whynot, a secondyear resident at St. Joe’s who helped bring the initiative to the hospital. ROAR’s aim is to imple-

ment a prevention strategy to combat illiteracy by encouraging the development of literacy skills in the primary care setting to preschool-aged patients. More than 500 children under five years of age come to St. Joe’s Family Medicine clinic for care each year. A large portion of these children are from low-income families and/ or are newcomers to Canada, and are considered a vulnerable population to low literacy skills and its associated negative social and health outcomes. "Literacy not only affects health outcomes later in adulthood, but it affects employment rates, income and how long children stay in school," said second-year resident Melissa Yu. "So, being able to address that from primary care perspective, I think we’re really fortunate to have a hand in that."

ral will create a "continuous flow" between the properties. "There’s going to be gradient colours that unify the whole laneway so it’s kind of a walk-through experience," she said. The project is being funded by StreetARToronto and Toronto police 11 Division. Mielniczek added based of her past experiences, murals are an effective

form of reducing graffiti. "When a piece is painted, it lures a certain respect to having a painted, finished piece of work where the tagging doesn’t interfere," she said. "I mean, there’s always a chance it could happen, but based off past experiences, it really deters that situation from happening again." The mural will be installed Aug. 5 and 6.

Some residents in Lambton will be seeing their laneway properties get a makeover in August. Garages and fences along the laneway, which is located between Humbercrest Boulevard and Brookside Avenue near Jane and Dundas streets, will be transformed with a mural in order to prevent future graffiti tagging in the area. "I walk this along with many other people . and it’s just so offensive to see the graffiti," said nearby resident Brenda Morgan. "It (the mural) will increase a sense of security." ’Stronger connection’ needed, says Davenport councillor

ground to cover before a plan is finalized, admitted Davenport’s Coun. Ana Bailao. "I’m hopeful we’ll continue to push forward," said Bailao last week during a phone interview. "For certain there needs to be a stronger connection into Earlscourt Park." Last year, Toronto Council approved Bailao’s motion seeking negotiations with Metrolinx over a list of community asks surrounding the construction of the Davenport Diamond rail overpass - elevating the current street-level rail crossing and significantly boosting GO train traffic - including the Earlscourt connection. City staff continues to consult with Metrolinx, according to Bailao. "I’m cautiously optimistic based on the work so far, but there are still a number of things to agree on, including money," she said.

RAHUL GUPTA rgupta@insidetoronto.com Advocates for a pedestrian bridge into Earlscourt Park are expressing cautious optimism the project will one day become a reality. An elevated connection into the 36-acre park located at 1200 Lansdowne Ave. between Davenport Road and St. Clair Avenue West provides the final piece for a continuous network of green space linking public green space between Liberty Village and the Annex, say supporters. However, while both the city and Metrolinx have expressed interest in the idea, there’s still a lot of

Community advocate Matt Park said Metrolinx’s continued interest suggests the project will eventually transform from a "pipe dream" into something more substantive. But he said the impetus for getting the bridge approved needs to come from Metrolinx, starting with appointing a team to design the structure as well as proposing a budget for the project. "The nucleus of the idea came from the Davenport Diamond," said Park. "If Metrolinx is serious about improving multi-modal connections (in the area) it needs to do everything to make the pedestrian bridge a reality." Money said work is still continuing on a doubletrack for Barrie which will increase the total to 36 diesel trains per day before the Diamond overpass is finished. Currently there are 14 scheduled GO trips on the Barrie line per weekday and 19 on the weekend. An update on the Diamond project is scheduled for fall.

Toronto needs help dealing with legalized weed Drugs cost money. This is a universal truth: whether it’s the legal kind like alcohol or tobacco, or the banned stuff like cocaine or heroin, or, for now, marijuana, a habit is going to take a chunk out of anyone’s paycheque in addition to their life expectancy. As it is with us as frail individuals, so it is with the governments we elect, when we make the choice to turn on the tap - or light the pipe - of legalized intoxicants. And when legalized marijuana becomes a reality in Canada next year, it’s going to cost money. Last week, Mayor John Tory pointed this out, in the latest of a series of letters to Ontario Premier Kathleen Wynne. Tory made the point as he was insisting that Toronto be heavily-involved in any of the decisions regarding implementing that legalization. Much of those decisions will come at a provincial level - notably, how and where the drug is sold, what the minimum age will be for purchasing marijuana, and so on. For Toronto, it’s particularly important to regulate where and how marijuana is sold. We know here from bitter experience with illegal dispensaries that relatively unregulated sales will go badly. The province should make sure that the sale of marijuana takes place well away from schools and community centres, and other places where young people and the vulnerable congregate. Although Tory didn’t mention it in his letter, the federal government would also do well to take a cue from Toronto’s Medical Officer of Health Dr. Eileen De Villa, who earlier this year wrote a report calling for the immediate decriminalization of marijuana. De Villa noted that many of the problems that the city is having now with illegal dispensaries would go away with an immediate legalization and subsequent regulation. But that is not to say that legalization, now or next year, will solve all of our problems. Tory notes that Dr. De Villa and Toronto’s health department will be very busy as marijuana use becomes more widespread, dealing with the very real public health issues that arise from use, and inevitable overuse, of the drug. The city will inevitably be involved in providing inspections and regulating locations. Police will take on new and potentially costly roles. Tory’s suggestion that the cost of those services come out of provincial tax on marijuana is a sensible one. The fallout of legalization will cost money, and it only makes sense that those who choose to use foot the bill.

Scarborough’s shoreline belongs to everyone The Toronto and Region Conservation Authority (TRCA) has a collective headache coming this Friday as they vote on a new shoreline park. The Scarborough Waterfront Project will be monumental if it’s ever built. People will go to Bluffers Park Beach, and realize they can walk or bike from there to Pickering. They could visit Guild Park, Highland Creek, or the Rouge River. Most of the park already exists, You walk down Bellamy Ravine, see Marlene Hilton Moore’s steel statue, Passages, and the road below the Scarborough Bluffs stretches east. There’s landslide danger, especially this year, but the water’s blue, the bluffs lovely. People, most-

But now that the TRCA wants to finish the park spending perhaps $170 million - self-appointed defenders of the bluffs and beaches call the plan "malevolent," saying it’ll destroy sandy beaches "teaming with rare flora and fauna." On Friday, the TRCA board will listen as they paint their cause green. Hardening a shoreline

with stones to stop erosion doesn’t wipe out ecosystems. I walked Port Union Waterfront Park, which would connect to this one, after it opened. A mink darted across rocks. I saw killdeer, a gopher. I heard green frogs. The place was artificial, and hardened, but not devoid of life. The Authority says the two sandy beaches in question, one of which it will preserve, can only be accessed now by crossing private lands on homemade paths trampling sensitive vegetation. The new park will give visitors safe, legal access. But access shouldn’t just be for the few. There’s something unspoken in Scarborough: people living north of

Kingston Road aren’t supposed to go south of it. There’s no TTC bus to Bluffers. In summer, the lots fill. It’s a favourite ticketing spot. Legal parking anywhere around the bluffs is scarce, as if the city wants to discourage visitors. We hear about selfieseeking yahoos on the bluffs, the litter and campfires. But many Torontonians never go, and should. Scarborough’s shoreline and bluffs doesn’t just belong to people who live there. They belong to me, and they belong to everyone in Greater Toronto who wants to wander through public land. Reach Edges columnist Mike Adler at madler@insidetoronto.com

Watch Italian classics Notice of Commencement and Public Engagement Barrie Rail Corridor Expansion Transit Project Assessment Process Metrolinx, an agency of the Province of Ontario, is working to transform the way the region moves by building a fast, convenient and integrated transit network across the Greater Toronto and Hamilton Area (GTHA) and Simcoe County. Over the next ten years, Metrolinx is transforming the existing GO rail system to deliver a whole new rapid transit experience to your community. Part of this plan is to bring frequent and reliable service to communities along the Barrie rail corridor. With more frequent train service you’ll have more options to get you where you need to go. The Project Current plans include electrified, all-day, two-way service every 15 minutes to Aurora as well as peak, midday, evening and weekend GO Train service to Allandale Waterfront GO Station. The service increase will be phased in over 10 years while Metrolinx builds additional infrastructure. To support this service increase, Metrolinx is proposing the following: • Provision of a second track between Lansdowne Avenue in the City of Toronto to Allandale Waterfront GO Station in the City of Barrie; • Upgrades to existing GO Stations along the corridor: Rutherford, Maple, King City, Aurora, Newmarket, East Gwillimbury, Bradford, Barrie South and Allandale Waterfront; • Upgrades to existing structures within the corridor including bridges and culverts; and • A new train layover facility within the Town of Bradford West Gwillimbury for overnight storage of trains. The Process Metrolinx is assessing the environmental impacts of the Barrie Rail Corridor Expansion (BRCE) Project in accordance with the Transit Project Assessment Process (TPAP) as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act). OLG Woodbine Workers

D E

K C

LO

insidetoronto.com

TORONTO - Over 400 workers employed at the OLG Slots at Woodbine have been locked out since Friday July 14, 2017. A segment of the workforce is at, or close to, the Liberal government’s proposed minimum wage increase of $15. Approximately 60 per cent of the workforce is part-time, with precarious hours, meaning no work life balance for most of the employees. Despite the Wynne’s government’s claim to address precarious work, the OLG, a crown corporation, is part of the problem. With over half a billion dollars in profit last year alone, the OLG’s Woodbine site is the most profitable facility in Ontario and yet its workers are struggling to make ends meet. Workers are also being kicked out of a good public pension as a direct result of the OLG’s Modernization Plan. The plan calls for a private new service operator to take over operations at Woodbine. The Wynne Liberal government is awarding a 20 year contract that will give an undisclosed amount of future profits to a private operator, thus taking away employees their status as public service workers, and removing their pension language from their current existing collective agreement.

! T

U O

“We’ve seen the OLG lockout workers at Brantford, Sudbury, Rideau Carleton and at Woodbine,” states Sharon DeSousa, PSAC Ontario Regional Executive Vice-President. “This potential labour disruption is consistent with the pattern that has emerged with the OLG’s privatization scheme and puts into question their sincerity in negotiating a fair agreement with their workers.”

Dust off the old violin and drag that cello out of the basement. It’s time to give those unwanted instruments a new lease on life, with the children in music education programs. Sistema Toronto, a charitable organization running free after school music programs, launched its first community call for instruments in June with its inaugural instrument drive. "This is the first time we’ve done a really big drive like this to reach out to the community for instruments. We know there are a lot of really great instruments in the city, just sitting in cupboards not being played or used," said Christie Gray, the executive director of Sistema Toronto. "And we know there are a lot of kids in our program who would love those instruments and would put them to good use and bring

them back to life." Donors will receive a tax receipt for their charitable gift of gently used or new instruments. Sistema is also willing to pick up the instrument from your home. Sistema offers free music lessons to students at four schools in priority neighbourhoods in the city - Yorkwoods Public School near Jane and Finch, Parkdale P.S., Military Trail P.S. and St. Martin de Porres Catholic School. Students receive 10 hours a week of music education, which runs during the school year. Each child receives a string or percussion instrument and is fed a nutritious snack, all free of charge. The goal is to collect 50 instruments for the 50 new kids joining the music program across the city in the fall. It’s looking for violins, violas, cellos and percussion instruments of any kind. So far they’ve received five violins and one full-sized cello from the community.

"We’ve really been on the hunt for the bigger instruments. As kids get older they grow and we need more of the larger-sized instruments to grow with them," Gray said. They have also had a partnership with Yamaha Music over the years. Although Sistema also fundraises for new instruments, which they purchase at a discounted rate from Yamaha Music, it can add up with each instrument costing between $500 and $1,000, she said. "They (Yamaha Music) have donated new instruments to us, which has been incredible as part of their community outreach program and they helped us for the first three years of the program, but they can’t do that forever," Gray said. The instrument drive comes to a close Sept. 12, the first day of its 2017-18 programming. Instruments can also be dropped off at Sistema Toronto’s office at 3300 Yonge Street, Suite 210.

Artist chosen for Runnymede underpass mural Montreal-based artist Christopher Ross has been tasked with bringing life to the dim Runnymede Road underpass. The StreetARToronto project is meant to beautify the location, continue the enhancement and rejuvenation of the neighbourhood, and prevent vandalism, according to a Stree-

tARToronto post. Ross was chosen from a shortlist that contained three artists to create a mural at the underpass, which is located in between Dundas Street West and St. Clair Avenue West. According to the post, Ross hopes to inspire fresh feelings of excitement with a mural that reflects the

natural environment of the area. The work is expected to take place in August, the post added. To learn more about Ross and to see the proposals, visit www.cityoftoronto.fluidsurveys.com/surveys/start/start-runnymede-road-underpass-artproject/.

Those who get their hair done by professional hairdressers will see the proceeds from the event go toward supporting the BrAIDS for AIDS Foundation and its programs across the Greater Toronto Area. The foundation runs programs like its new entrepreneurship-focused hair dresser program for African, Caribbean and Black young women, its program with young men in the prison system and its program focusing on combating violence against women. "HIV-AIDS is something that is not discussed within our communities," said Stachen Frederick, founder and executive director of the nonprofit foundation. "It’s sort of
