Tory noted that he has also not added any fire to the suburban-vs.-downtown debates of bicycle lanes. He points to polls showing that more Torontonians are feeling better represented in their communities.
DIVERSITY Tory says that he has made real progress in better representing Toronto’s diverse communities, as compared to when he started. Complaints in the 2014 election by businesses led by first- and second-generation Canadians that the procurement process for awarding city contracts was weighted against them have been addressed, says Tory, with an updated procurement process. And he believes that he has
moved forward on other issues, despite a rocky beginning in attempting to deal with the police ’carding’ racial profiling issue at the Toronto Police Services Board, and a continued difficulty in dealing with Black Lives Matter on the question of armed School Resource Officers being placed in schools. Tory insists that his push to have the controversial program studied rather than simply abolished was the right one. "I didn’t believe the program
should be just wiped out," he says. "I heard a lot of parents and teachers say the program is beneficial. What I did support was a review." Council will see a draft antiblack racism policy this December. INTER-GOVERNMENTAL RELATIONS In the area of dealing with other levels of government, and promoting Toronto as a place to do well, Tory boasts of success. After Ontario Premier Kathleen Wynne unexpectedly refused to support a plan approved by Toronto council and championed by Tory to raise transit funding through road tolls on the Don Valley Parkway and the Gardiner Expressway early this year, Tory embarked on a campaign to shame Queen’s Park into funding both housing and public transit. After months of relentless criticism - "shaming" - Tory’s strategy bore fruit: as much as $343 million to repair Toronto’s crumbling social housing stock from the province; from the federal government and the Ontario government, billions of dollars in transit funding. And Tory says he made sure to show appropriate gratitude when it came through. TRANSPORTATION Tory has been criticized for the evolution - some would say devolution - of his promised transit plan for Toronto in 2014, in particular his SmartTrack heavy rail system that would have seen 22 stations on GO commuter rail tracks to join the city together. As it turned out, that ambitious plan wasn’t feasible, and early in the term Tory presented a different and reduced SmartTrack plan with just six new stations. Tory maintains that the altered plan is still a win, because it includes light rail lines that hadn’t been contemplated. "I am proud to say that since we came into office we developed something even more ambitious than SmartTrack. It’s a network transit plan," says Tory. "The city has never had a network transit plan that was multi-modal."

t has been just over three years since John Tory, former head of the Ontario Progressive Conservative Party, talk radio host and onetime head of Rogers, won the 2014 municipal election and brought an end to the tumultuous Rob Ford era. It was a long slog, and in it, mayoral candidates Tory, Olivia Chow and Doug Ford spoke to and heard from Torontonians across the city. When it was all done and Tory was mayor, Metroland Media Toronto journalists sat down and distilled not only the promises made by the newlyelected mayor, but also the things that he and we learned about the aspirations of Torontonians. Only by looking at Tory’s mayoralty through both of these lenses - promises and needs could we come up with an honest assessment of it. And since 2014, we have been assessing Tory through four key categories: transit and transportation, the unification of Toronto and council, diversity, and the city’s relationships with other governments. Recently, Tory sat down to talk about his record after three years in the mayor’s chair to address these four pillars of accountability. LEADERSHIP Tory stepped in the mayor’s office as it was being vacated by the late Rob Ford, who by the end of a scandal-filled term had been sidelined by a council fed up with his excesses. Tory came in with a promise to be respectful and build bridges on council and in the city itself. Three years in, Tory says that he has largely fulfilled that - in spite of some fissures that have appeared on council as former councillor and the late mayor Ford’s brother Doug Ford has announced he’ll seek an electoral rematch. Following that, Tory was forced to fire Ward 1 Coun. Vince Crisanti from the job of deputy mayor, after he told Metroland Media Toronto he’d be working against Tory in 2018. "I look at the people who are involved in that as being involved

Polish films screened at fest The ninth annual Toronto Polish Film Festival returns to the city Nov. 6 to 12 at Revue Cinema in Rocesvalles Village. According to a news release, the film festival will be presenting an array of feature films, documentaries, short films and animations, and all of the material featured focuses on directors, producers and actors of Polish descent. "Festival highlights include interactive Q&A sessions with Polish actor

JUSTIN SKINNER jskinner@insidetoronto.com Living in Parkdale and then in downtown Toronto, Adam McLeod routinely saw some of his neighbours struggling with daily tasks. While he was happy to help out when he spotted a neighbour in need, McLeod wanted to give more Torontonians the chance to help one another out and connect with those living around them. He quickly got a team together to create the Adam app, which connects people looking for a little help with those offering up services for hire, from babysitting and caregiving to pet care, yard work, snow removal, minor repairs around the house and moving help. "Living in my own building, I was friendly with my neighbours, but in Toronto you don’t always get to know people as well as you would like," McLeod said. "I would see people
struggling with daily tasks like moving or bringing in their groceries, and I thought ’I’m sure a lot of people would be happy to help them, but how would they know that?’ We need a way to talk to each other more in the city." The Adam app allows the two parties to negotiate their own terms. Thanks to investors, the app is not only free to download and use, but for each transaction completed through the app, $20 will be donated to one of four local charities, including Toronto Pflag, the Parkdale Community Food Bank, Newcomer Women’s Services of Toronto and Girls’ E-Mentorship. "I’m not focused on monetization for the app right now," McLeod said. "Ultimately, I believe people like helping each other and this gives everyone a chance to help." Eventually, he noted, he may add premium features or insurance, but his goal is

contact information, and in-app reviews allow users to rate each other. "If there’s a negative review, we get an automatic alert and can follow up to
see what went wrong," McLeod said. Launched in mid-October, the app quickly drew more than 800 users and saw 82 tasks completed in its first week. The goal is to have 10,000 downloads across the GTA by early next year. "Right now, we want to hear how people like the app, how they use it and how it affects their daily life," McLeod said. He added that the app will help to build community by allowing people to connect one-on-one and forge relationships with the people living around them instead of simply farming jobs out to impersonal companies. "Sometimes you just need a real human to do real human things," he said. The Adam app is currently available on iOS devices, with an Android version expected in early 2018. Term limits are a temptation best avoided Sometimes it seems that nobody overstays their welcome so well and easily as does a long-serving city councillor. With inertia on their side in the form of long-held incumbency, they have an easy time of it come re-election time, or at least some of them do. Voters in some parts of the city don’t seem to know when to get rid of a bad, or even just mediocre councillor. Last month, Beaches-East York Coun. Mary-Margaret McMahon made it clear she’s not going to be one of those councillors. She was first elected in 2010, and in 2017, she confirmed she will follow through on what she promised then: she would serve two terms and then step aside. City politicians, she said, should not stick around more than two terms. As refreshing as it is to see a politician follow through on her promises and stick to her principles, it is hard to follow McMahon’s reasoning too far - particularly to the point that she has continually advocated: term limits for city politicians. McMahon has twice put forward motions asking council to set a two-term limit. Doing so, she argues, might promote a more diverse and representative council, and would certainly clear out the old and allow the new to gain a foothold. If that were all we cared about in a city council, then term limits would make a lot of sense. But in the context of governing a city the size and complexity of Toronto’s, there is more to consider. Which is to say that experience and deep institutional knowledge and understanding is crucial - as is a professional understanding of public service. That sort of depth can be gained after just a few years in office, perhaps. But it is squandered, if developed in a politician whose political lifespan wouldn’t even run to the end of an elementary school education. More commonly, city councillors only find their feet after their rookie term in office, and hit their stride in the third and fourth term. Why squander that? There is the matter of accountability. A two-term councillor is really only accountable to the electorate in the second election, after that rookie term. Disappointed voters in the second term have no recourse but to wait it out. And that leads us to a final point to consider. Incumbency may offer an advantage, but only insofar as voters are apathetic. If a city councillor has overstayed his or her welcome, it is up to their disappointed constituents to do something about it. Term limits do nothing but let lazy voters off the hook.

Basing car insurance on postal codes isn’t fair The Kanetix.ca map showing car insurance rates by neighbourhood is something every Torontonian should see. It looks strikingly like maps showing Toronto’s highest concentrations of poverty. Angry red the company uses to show highest rates covers North Etobicoke, the Jane Street corridor in North York, the former City of York, Scarborough along Eglinton Avenue and north of Hwy. 401. It’s white, signifying lowest rates, in places like Rosedale, Lawrence Park, and Bloor West Village. As my colleague Justin Skinner reported recently, drivers in North Scarborough pay $2,300 on average $950 more than people in the wealthy core.

The Financial Services Commission of Ontario is supposed to make sure the rates are "just and reasonable." They’re based on the vehicles, where drivers live, driving experience, and their accident and conviction history. But postal codes - just the first half of postal codes carry enormous weight, which is unfair. I benefited a while, while I lived in downtown North York. Then I moved not far very west, into a postal code for Downsview. My rate took a huge jump. Yes, there’s a plaza at Bathurst and Sheppard where you can watch people maneuver around the park-
ing lot like they were steering shopping carts at Costco. But are they so much worse than drivers south of the 401, a short walk from where I live, where rates are much lower? I had a Civic, Canada’s most popular car, so insurance companies punished me for that. They taught me buying a larger, more expensive, car will pay off if you keep it long enough. Kathleen Wynne’s Liberal government pledged years ago to cut rates by 15 per cent, and hasn’t. They’re supposedly dedicated to reducing income equality. The map tells a different story. Rather than simply adhering to the notion that the youth of today are the leaders of tomorrow, the Ontario government has taken a step toward ensuring young people can help shape policy decisions now. At the new WE Global Learning Centre at 339 Queen St. E. on Monday, Oct. 30, the province unveiled YouthVoiceON, a new online tool that allows youth aged 14 to 29 a chance to connect directly with government through social media. Young people will be encouraged to share their opinions on a variety of topics that affect them, with the provincial gov-

"My very first show was done with 150 candles, 56 oil lamps and two torches and that was the lighting for the show. Now, we’re working with multiple projectors and moving lights and we’ve sort of grown a lot ... from those very humble beginnings." Her husband, Michael Spence, who’s the associate artistic director and got involved with the company in 1994, said it’s been a rewarding experience. "To keep a theatre alive for this long takes a tremendous amount of work," he said. "It’s work that you have to love in order to make it happen and to make it survive." On Nov. 3, the High Park residents will kick off the milestone season at Theatre Passe Muraille with its new show, Reflector, which has been in development for two years. It explores the power of the photograph, and is loosely based on the impact of the viral picture of Syrian refugee Alan Kurdi, 3, whose body was found washed ashore in Turkey in September 2015. "We were heading for a completely different show when this photograph appeared and it struck me so profoundly as it did many people in Canada and around the globe," she said. "That photograph seemed to focus the globe in a way that nothing had done before." The upcoming season means a lot for the couple, and it’s not only because of its

Theatre Gargantua directors Michael Spence and Jacquie Thomas are celebrating the company’s 25th anniversary in the arts this year. 25 years of operation. Thomas’ 77-year-old father, George, died on July 27 this year and the season has been dedicated to him. He helped found the company and was the company’s first board president. "He was one of my biggest supporters," she said. "He was an amazing man." After 25 years, they’ve seen the city’s theatre community change as spaces to perform and rehearse in Toronto have shrunk, Spence said. "We’re not going away," he said of the theatre community. "We’re a resilient bunch." Spence added they hope to build a cultural space for the community somewhere along the Bloor-Danforth subway line. "There is so much going on," he said. Toronto’s bike culture goes off road T
hat Toronto’s bike culture is changing and growing rapidly is made apparent by increased numbers of bike commuters and leisure/ sport riders on the city’s roads and paths, and the financial resources devoted to them. But two less well-known cycling disciplines, street riding and cyclocross, are gaining a foothold among Toronto’s twowheeled enthusiasts. Street riders go freestyle and use ramps, man-made and natural obstacles, as well as their own bikes to perform stunts
and jumps of outrageous athleticism. Cyclocross riders follow a set cross-country course over rolling terrain and varied surfaces, at some points even hoisting their bikes up and running with them. These two off-the-main-road sports recently found outlets in the city. Montreal-based The Rise Bikes brought its Party Master Tour to Toronto cyclists in partnership with Dufferin Street bike shop ZM Cycle & Fitness. The boutique frame manufacturing company’s pro
demonstration team took to area venues with local fans and riders to test their skills. The Midweek Cycling Club, in cooperation with Bateman’s Bike Company, holds weekly cyclocross clinics and races at Etobicoke’s Centennial Park in the late summer and fall. Riders of all ages and experience ride high and low perfecting their off-road abilities, with a competitive edge. Toronto’s cyclists have served themselves well by embracing these two specialty rides.
