DAVID NICKLE dnickle@insidetoronto.com When Paula Morrison moved in to her East York house a decade ago, she never thought it would turn her into a scofflaw. But that’s what happened, when the consequences of upgrading her Doncaster Boulevard semi was that hardware like the water meter and heating vent rendered the shared driveway unusable. When she was unable to get enough support to put a parking pad on her front lawn, she thought she might be able to get an onstreet parking permit. As it turned out, she couldn’t - not for her street. While on-street parking permits were available two streets over, Doncaster near her home, was a noparking zone. So Morrison did the only thing she could, along with her neighbours. "We just park illegally get up every morning and say hello to a parking ticket," she said. "We’re resigned that we’ll just pay the money." Just lately, Morrison’s got a break: thanks to an injury, she’s obtained a temporary accessible parking permit allowing her to park on the street. But over time, Morrison figures she’s paid thousands of dollars in parking tickets. It is a problem that’s not hers alone. Janet Davis, who represents Morrison on Toronto Council, says the patchwork of available on-street parking and nogo roads extends across her Ward 31 (Beaches-East York). "About 40 per cent of my ward has permit parking," Davis said. That permit

Paula Morrison shows a few parking tickets she has received recently for parking her car on the street in front of her home. parking is clustered mostly to the south end of the ward - the parts that encompass the old City of Toronto, and the more closely packed East York neighbourhoods immediately to the north of those. But it’s not everywhere, and to Davis’ eye that’s unfair. "What happens in practice is that in those areas that have permit parking there is very vigilant enforcement - so if you’re supposed to switch sides on your street halfway through the month and you don’t, you get a ticket. If you park to close to inter-
sections, you could get a ticket. And we collect a fair amount of money from people who are permit parking." Meanwhile, parking enforcement on streets where no permit parking is allowed, but cars can only remain for three hours at a time, is on a complaintsonly basis. "You can park overnight on the street there and nine times out of 10 never see a ticket and not pay," Davis said. Davis is supporting a potential policy change, that would extend permit
parking across the Toronto and East York Community Council boundaries. Under the plan, which will come for debate at the October meeting of the community council, all streets that are strictly residential would, over a five year period, become permit parking areas. Doing so would mean that 235 kilometres of streets would eventually have permit parking . So, homeowners and residents across the entire city core could apply to purchase an annual permit letting them park on the street.

Right now, of course, it is possible for anyone to apply for permit parking. But it’s work. According to Vince Loffredi, Toronto’s Supervisor of Right of Way Management, residents who want to allow permit parking on their streets must first collect names on a petition, from no less than a quarter of the addresses on the street. With that submitted, the city must conduct a poll - and if a quarter of all residents on the street don’t return their ballots, and at least half plus one of those don’t agree to it, then there’s no
permit parking applications allowed for another two years. On the one hand, Loffredi says that’s a fairly low bar. But the polling process is complicated by the fact that the mailing list the city receives from the Municipal Property Assessment Corporation (MPAC) is often out of date. Parkdale-High Park Councillor Gord Perks faced that several years ago as residents along Parkside Drive - right next to High Park - tried to obtain permit parking. It was only with the assistance of Perks’ office that they were able to get the numbers. "It makes a mockery of the democratic process - it puts a huge onus on the neighbourhood to canvas people, get the names and addresses and get it down," he said. "It’s not a workable system." The proposed system, after its five-year phase-in, would make things simpler. But it would also create momentum to extend permit parking even further. Davis said it makes sense to allow permit parking on every street across the city. "People think the streets are theirs," Davis said. "If we’re going to allow people to park on the streets, we should make everyone pay." Politically, it’s another matter. Etobicoke Centre Councillor Stephen Holyday, speaking at September’s Public Works and Infrastructure Committee, made that clear. "There should be parking on the street? In our neighbourhoods, our identity is in those unencumbered streets. Our neighbourhood would de-amalgamate first."

The community’s heart - for the artists and for their now third art installation on the shoreline - is what compelled the women to challenge themselves to create a 3D sculpture, their latest gift to the community. At the ceremony, Ryan drilled El Corazon’s large, red wooden heart into place, the final piece. "What makes this community so fabulous is its people; so many of you took us into your hearts," Ryan told the crowd of supporters. "It’s heartwarming, touching, life-

It has brought a lot of people together." For Canada Day, Ryan and Sanders Shelton unveiled a 150 sign made of driftwood to mark 150 years since Confederation. People loved it. Encouraged, the women then created a "Toronto" sign with a heart out of six-foot-tall driftwood letters. It still stands, just to the east of El Corazon, and attracts people in droves daily eager to snap a selfie with it. Ryan and Sanders Shelton’s "Toronto" sign has become an Instagram and Facebook phenomenon. Two months after its installation, a few hundred people a day still
take photos with the "Toronto" sign, residents said. "The Toronto sign created a lot, a lot of excitement down here," Etobicoke-Lakeshore Coun. Mark Grimes said as he congratulated the artists. "I used to call this the ’million-dollar view.’ With the artwork of Julie and Thelia, I’ll now need to call it the ’billion-dollar view,’" Grimes said. While the artists’ "Toronto" sign, and now El Corazon, continue to attract admirers in the thousands, the installations have also attracted unwanted litter. So much so, the women created a makeshift garbage can out of driftwood they urge phototakers to use. Don Henderson, president of the Humber Bay Shores Condominium Association, called their work, which the artists created out-of-pocket, "a
magnet" for the community and the waterfront. "It contributes to the well-being and cleanliness of the community," Henderson said in an interview. "It instills a sense of pride." Ryan and Sanders Shelton toiled daily for three weeks from morning till dusk to make El Corazon take shape. They deliberately animated the sculpture to lay back, its legs out in front, its arms supporting its torso because they suspected people would sit on it to take photos. "Whatever we built, we knew it had to be strong," Ryan said, explaining they used sheet metal to shore up the strength of the sculpture’s neck, head and torso. Atop a wood frame, they then drilled deck screws into the lengths of driftwood to secure it. Already, people have flocked to it.
Danielle Bellissimo, who lives in the condo immediately behind El Corazon, took in the action Tuesday. "The community has really supported their work," she said. "I’m a photographer so I’m always down here on my bike. People always stop to ask me if I know where the installations are because of all the press and media. It’s wonderful." Jalileh Helalat, a resident who is a former artist, also came out to support the artists. "I live here and I love art," she said. "I’m very excited. It’s creative. I’m so grateful." To create more art for Toronto, Ryan and Sanders Shelton created a GoFundMe page called Shoreland Arts at www.gofundme.com/shorelandarts-public-toronto-art In its first week, it had raised nearly $2,000 of its $15,000 goal.

Amazon bid shows the value of inter-city teamwork Toronto and the regions surrounding it have had a long and not entirely salutary history of going it alone, when a united front would have been better. Under former Mayor David Miller, Toronto withdrew from the Association of Municipalities in Ontario because he thought the city was better off talking to the provincial government on its own. Miller’s successor Rob Ford, largely skipped meetings of the Greater Toronto Area mayors and again, took us off on our own. It’s memories like that, that make all the more impressive, the efforts of Mayor John Tory and a coalition of Greater Toronto Area municipalities to work together on a bid to lure U.S. e-commerce behemoth Amazon to Canada. Toronto is teamed up with Durham, Mississauga, York, Brampton and Halton - and also Waterloo - under the umbrella of a new regional economic development coalition, Toronto Global, with an express purpose of bringing business to the region. The bid for Amazon’s business is a very bold early move. And there are many reasons to suspect that it might be doomed. There is enormous economic uncertainty in a U.S. company choosing to locate a headquarters outside of the U.S. at the best of times, and in these times it is moreso. It’s unclear what will be in the North American Free Trade Agreement - or even if there will be one once negotiations between Canada, the U.S., and Mexico are concluded. And there is risk in engaging the ire of America’s unpredictable President. And there are other viable options within the U.S. for the Seattle-based giant before they consider crossing a border. But Toronto and the region has much going for it: notably, political and social stability, and also more welcoming policies in bringing in overseas tech workers. And Toronto - or the region at least - would have much to gain. The request for proposal that Amazon has put out for hosts for its "HQ2," has indicated that it will spend more than $5 billion U.S. on construction, and will offer up 50,000 high-paying jobs. Toronto has some choice spots for such a development - notably, in the east-end Portlands. But even if those jobs and that construction migrate to other parts of the Greater Toronto Area, it would still be a colossal win for Torontonians. If nothing else, we all would have learned a valuable lesson in regional cooperation - that we could apply to the next big opportunity for growth. In the end, everybody wins.

The road to public office is... along a road It is a truth long held that in Toronto for the last decade or so at least, the road to political office is most often found. along a road. Rob Ford, back in 2010, paved his way to the mayoralty with automotive promises and commuter grievances: he promised to get rid of those car-blocking streetcars, erase bike lanes and build new transit underground, to keep the roads clear. When David Miller’s council put a tax on vehicle registration, Rob Ford promised to take it off. John Tory, meanwhile, made it his mission to get traffic moving faster on downtown roads. He directed the city to spend a premium to have roadwork completed more quickly,

Just last week, he announced a plan to bring traffic wardens pending provincial legislation - to city streets, to smooth traffic along. Now, Mayor Tory has not taken the hard-line pro-car position that Rob Ford and his brother Doug did back in the day: he’s

seen fit to support a bike lane pilot project on Bloor Street and a streetcarfriendly pilot project on congested King Street. But Tory knows well, that a politician that doesn’t cool the tempers of drivers stuck in traffic is a politician on the way out. It will be interesting to see, given that long-held truth, what Tory does with the newly-installed bike lanes on Woodbine Avenue. They were approved by Toronto Council earlier this year, and installed in late summer. and at least some of the east-end residents of the Beach are not taking kindly to them. Local councillor Mary Margaret McMahon, who has announced that she will not be seeking re-elec-
tion, is defending the laneswhich do provide a necessary linkage in the bike lane network between East York and the waterfront trail. Mayor Tory, who’s announced he will be running for a second term, has, as of this writing, supported keeping the lanes too. They may slow down traffic, but they make Woodbine safer by keeping car and bike traffic separate. That may all be true in real life. In politics? We’ll see. Baby Point Wastewater Pumping Station Forcemain Municipal Class Environmental Assessment Study Notice of Study Comencement and Public Drop-in Event Study Overview The City ofToronto has initiated a Municipal Class Environmental Assessment (EA) Study to explore opportunities to improve reliability of an aging forcemain that serves the Baby Point Wastewater Pumping Station. The existing forcemain is located within Étienne Brûlé Park along the route indicated on the map within the Baby Point area, City ofToronto (see map).

Advocates for a pedestrian bridge linking Earlscourt Park are declaring victory after Metrolinx agreed to study the plan further. In a letter, Metrolinx confirmed it will incorporate constructing the bridge as part of its upcoming Environmental Assessment for a potential GO station at Bloor-Lansdowne, as well as research how to extend the Davenport Diamond multi-use trail to the West Toronto Railpath. While proponents say the bridge will act as a vital piece in a continuous walking and cycling network connecting west-end neighbourhoods, until recently Metrolinx, at least publicly, maintained ambivalence about the project. "The community convinced Metrolinx," said
improvements, and the Earlscourt bridge proved popular among residents, garnering thousands of petition signatures plus the support of local officials, including Bailao, council colleague Cesar Palacio and MPP Cristina Martins. The bridge was also part of a list of community improvements sought by the city, put forward by Bailao and endorsed by Toronto council in 2016. Despite internal support for the bridge among Metrolinx planners, the agency at least publicly refused to adopt a stance for the bridge, with a spokesperson telling The Villager in late July no decision had been made on whether the project would proceed. Bailao said more work remains to ensure the bridge becomes a reality. "(Metrolinx) can’t just do the EA and pass the buck," she said. "We have to get it approved and funded."
