It offers the programming she wants for Brayden and it’s affordable thanks to a City of Toronto subsidy. But finding it came with some hurdles. The High Park-area resident first enrolled her son in another daycare when he turned one. It took six weeks to find. She didn’t like the program so she decided to move her son elsewhere. "Go in a couple of times just to understand the feel of it and the routine," she tells fellow parents looking for child care. She hoped to find a replacement close to home, but staff at the nearest centre said it would take about six months for a spot to become available so she had to look further afield. She found the Donald C. Macdonald Child Care Centre, located a 10-minute drive away, but much more difficult to get to by transit from her neighbourhood. l See ONTARIO’S page 3

"The convenience of the other one would be much better if I needed my sister or dad or mom to pick him up. At this one, if I need to get him, I need to get him. Everyone else is too far," she said. Finding the perfect fit when it comes to cost, location and programming is challenging for today’s parents. Experts attribute that to a system that fails to deliver. Ontario’s child care model is so far behind, according to Professor Yvonne Bohr of La Marsh Centre for Child and Youth Research at York University. With the mountains of research data showing the importance of providing quality care for children from 0 to 4 years of age, it leaves her wondering why the government waited until this year to take steps toward a universal child care model. "What we have is not in line with what we know," she added. "Those early years are just as important as Kindergarten so daycare should be an extension of the school system, absolutely." The current child-care model isn’t working because it’s not affordable for all families, low wages make it difficult to attract and retain professional child care employees and the sector lacks regulation. Cognitive and emotional learning go hand-in-hand in the early years, meaning stable social interactions with a trusted adult encourage learning and professionally trained staff can help guide and prepare children for the school years. But some children miss out on the nurturing of that early development because there isn’t available, affordable space at licensed daycares. If quality of care isn’t defined or regulated, or professional development isn’t offered to staff to keep up with current best practices,

"There is actual evidence and economic research that shows child care is worth the investment," Bohr said. "Children who are professionally cared for in the early years have better mental health, lower incarceration rates, require less poverty support and contribute more to the

economy." In June, Child Care Minister Indira Naidoo-Harris unveiled a seven pillar plan including 100,000 more licensed child-care spaces, subsidy funds and no parent paying more than 20 per cent of their income on care. The plan would also offer 20,000 more early childhood educators, plus wage increases and profes-

sional development opportunities, defining of quality child care, inclusion plan, annual tracking of system performance and public education on available child-care options. But experts say it’s not enough and that the five-year plan could potentially be abolished should the Liberal government not be re-elected next year.

The daycare sector is currently facing a recruitment and retention crisis, according to Association of Early Childhood Educators Ontario’s Lyndsay Macdonald. The child-care sector has become one that is difficult to afford to remain working in. "Many of these early childhood educators go to work and can’t afford child care for their own children," she added, pointing out that the AECEO’s current campaign is advocating for fair wages. The median pay for Ontario ECEs is $17.20 per hour but 24 per cent are below that at $15 per hour. Those who have managed to obtain employment with a school board are making $26 per hour, get full benefits and a pension, work fewer hours in a day and get summers off. "This disparity makes it difficult to recruit and retain educated child-care workers and when turnover is high, the quality of care decreases," she said. "Learning happens through care and consistent relationships. If there is turnover, there is no consistency." While she applauds the government for releasing a fiveyear action plan for child care, she said it falls short. More funding is needed to fill the gaps that have grown so large because 100,000 new licensed child-care spaces are moot without trained staff and parents who can afford those spaces. "You know the system is broken when parents are forced to choose between work and staying home to care for their children," she added. "The funding announcements are a step in the right direction but much, much more is needed. Parents, children and the child-care sector deserve better."

New children and youth centre coming to Jane and Dundas AARON D’ANDREA adandrea@metroland.com A new children and youth centre will be coming to Toronto’s Runnymede neighbourhood in the fall. CultureLink, a nonprofit social services agency, is behind the new centre which will be located near Jane and Dundas streets. It plans on using the roughly 3,500 sq. ft. centre to house programs and services for children, teens and young adults, including newcomers, from six to 29 years old. Amina Yassin-Omar, manager of community services at CultureLink, told Metroland Media Toronto they wanted to create a barrier-free, inclusive space. "It will have office space for our staff; we’ll have

workshop space for our youth, we will have shared computers for our young people accessing the space ... a bigger program room in the back," she said. "We wanted a place that was accessible by bike because a lot of our young people bike. We wanted to be close to a library so it has all those kind of features available for us." In its August newsletter, CultureLink said the centre will house programs that enhance learning potential, healthy lifestyles, encourage responsible civic engagement and enhance employability skills. CultureLink added it will showcase the implementation of its specialty initiatives such as its "Artegration" program, which facilitates the integration of newcomers through arts, and its "Wintegra-

tion" program, which provides clients an opportunity to participate in outdoor winter activities in order to start developing a healthy habit of staying active year-round. Furthermore, its "Youth in Arts" and "Youth in Action" programs will be located at the site. "These are the programs young people need," said Ibrahim Absiye, executive director at CultureLink. "The best way to integrate newcomers, or to grow children, is through sports, action, maybe arts, community volunteering, mentorship . we are focusing on building the capacity of young people." Absiye added they believe it’s a worthy investment that will help develop newcomers and children in the community and across the Greater Toronto Area.

According to YassinOmar, CultureLink has been trying to open a satellite location for more than three years as part of its strategic plan. "We’ve gotten an opportunity to grow and our programs have been expanding," she said. "As our clients grow and move around the city, we need to be closer to where they are." Founded in 1988, CultureLink began as a settlement service organization in Toronto. The organization assists newcomers looking for employment, help families navigate the school system and provides newcomer youth with the skills necessary for successful futures, according to its website. Be a tourist in your own backyard At 150, it’s safe to say that Canada has aged pretty well. It’s also safe to assume that most Canadians have a fairly decent grasp of their country; its diverse regions and cultures, and the landmarks and destinations that have become synonymous with travelling across our land. The majestic Rockies. The vast prairies. Thundering Niagara Falls. Historic Quebec City. Peggy’s Cove. You know them, but have you visited? Canadians like to travel, flocking to New York City, or Florida, or heading overseas to explore Paris or Rome. All worthy destinations. But is 2017 the year to explore a little closer to home? Many in the tourism industry certainly think so. Last fall, Lonely Planet chose Canada as its ’destination of the year’ for 2017. Earlier this year, the New York Times ranked Canada as its top travel destination. The reasons are many: a favourable exchange rate; safety concerns in major destinations in Europe; an endless variety of attractions that coincide with our year-long sesquicentennial celebration. Fun and cultural awareness aside, tourism is big business. Nearly 20 million international visitors came in 2016, with the majority, 13.9 million, coming from the U.S. To keep those intrepid travellers happy, fed and informed requires hundreds of thousands of jobs in the tourism sector, accounting for roughly 11 per cent of the total labour force. Generating $90 billion in total economic activity, tourism is good business as well as nation-building. So by all means hop on a plane or train and see the sights. But remember, some of the best-kept secrets are right around the corner. It’s often true that citizens of a particular city or area, having lived there for years, have never taken the time to actually be a tourist in their town. The CN Tower, Fort York, Kensington Market, all draw foreign visitors but may remain a mystery to folks literally around the corner. Don’t know what’s out there to see? Start with a visit to your local tourism office. There are a myriad of treasures in and around Toronto. Or check out one of the dozens of festivals or attractions in the city. From the CNE to Buskerfest to TIFF, thousands attend these events each year, but you wouldn’t have to look very hard to find a friend or neighbour who has never attended any of them. On a tight budget? Hop on a bike and see things you typically miss in a car. Find a free movie night at a local park. Head to your local library for free programs and events. Be a tourist in your own backyard. You’ll be happy you did.

A vibrant culture may be victim of city’s success One of the advantages of being a few steps behind the curve is that you get a warning before the precipitous drop. So it is, and often has been, with Toronto when held against other major world cities. For example, as our underfunded transit system teeters, New York City’s bigger and older one is in collapse. Watching that sort of thing go on elsewhere gives us urgency here. With that in mind, it might be wise to peer over the horizon and across the pond at another city on a different kind of brink: London. The U.K. capital is way ahead of Toronto on a different trajectory than public transit: raw wealth. Toronto’s until-just-now booming real estate market is nothing

As reported in The Guardian earlier this month, people are leaving the city to the tune of 80,000 annually: both homeowners and renters. And, it’s not just people. with that - because, as old common areas are redeveloped, so go the activities that might have taken place there. Culturally, the city is becoming sterile. It seems as though Toronto is on the same trajectory. Live music venues have been shuttering like a row of dominoes this year, as redevelopment pushed out some and untenable rent hikes pushed out others. And it’s not just concert venues. Dramatic shifts in property values are forcing softer cultural spots, like the venerable Eliot’s Bookstore on Yonge Street, to close down. It’s a side-effect of prosperity: a rising real estate tide raises all boats, and property taxes too. The House of Lords hair

salon, just a few doors down, is closing under similar pressures. Those places join Sam the Record Man, A & A Records and Tapes, HMV, and The World’s Biggest Bookstore among the chorus of destinations that at one point drew if not the world, then much of the country, to Toronto. It begs the question: how long can Toronto stay a cultural centre, with the culture gone from its centre? Notice of Completion Barrie Rail Corridor Expansion Transit Project Assessment Process The Project Metrolinx, an agency of the Province of Ontario, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Barrie Rail Corridor Expansion. Metrolinx intends to proceed with the project in accordance with the EPR. Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. To support this service increase, Metrolinx is undertaking the Barrie Rail Corridor Expansion (BRCE) Project which includes the following: • Provision of a second track between Lansdowne Avenue in the City of Toronto to Allandale Waterfront GO Station in the City of Barrie; • Upgrades to existing GO Stations along the corridor: Rutherford, Maple, King City, Aurora, Newmarket, East Gwillimbury, Bradford, Barrie South and Allandale Waterfront; and • A new train layover facility within the Town of Bradford West Gwillimbury for overnight storage of trains. 30-day Public Review Period Begins August 9 The environmental effects of this transit project were assessed and an EPR prepared according to the Transit Project Assessment Process as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings. The Black Artists’ Network Dialogue (BAND) is ready to expand beyond showcasing the work of talented, black visual artists. BAND is an arts organization that focuses on supporting, documenting and showcasing the artistic and cultural contributions of black artists and cultural workers in Canada as well as internationally. Up until now that focus was on visual arts, but this month it’s ready to expand and showcase black talent beyond the realm of visual arts and explore the world of the performing arts in their new home at 19 Brock Ave. "To date most of what people know us for is the work we do with our gallery space. In having ownership at this property on Brock we wanted to expand our footprint into the arts more broadly, not

just the visual arts," said Karen Carter, the cofounder of BAND. "So now that we have a permanent home, we can look at the opportunity to animate the space through music, poetry readings, theatre and any other way one might choose to use the space within an artistic context." It hopes to fundraise between $10,000 and $25,000 for its performing arts program at its inaugural fundraising event Cocoa and Cocktails on Aug. 10, which will launch the campaign. The event will have dishes and drinks infused with cocoa created by top black chefs in the city. The money raised will cover honorariums for volunteer staff as well as payment for the future performing arts artists. BAND’s choice to expand into multidisciplinary arts is a move that’s been on the books for a while, said Carter. But it wasn’t until they moved into their new space on Brock Avenue from its previous location in the upper floors of a building at the corner of Queen Street West and Lansdowne Avenue that the organization felt comfortable to bring

Close to 300 Torontonians gathered at Dufferin Grove Park on Aug. 14 to mark the 14th anniversary of the 2003 Blackout. Party-goers reflected on the large-scale outage and how it brought the community together by sharing stories of where they were and what they did during the blackout. Guests enjoyed picnics in the park, live music and entertainment, bikes rides and a street parade around the neighbourhood. The blackout occurred throughout much of eastern North America, including Ontario and Toronto just after 4:10 p.m. on Aug. 14, 2003. The outage caused emergency declarations, disrupted transit service for days and left more than 50 million people with little or no power in what would become the largest blackout in North American history. Friends, local artist Thelia Sanders Shelton and graphic designer Julie Ryan, made the sign out of six-foot tall driftwood letters after an incredible public response to the "150" driftwood sign they built with Thelia’s husband, Peter, for Canada Day.

A recent Toronto and Region Conservation project to creatively use beached driftwood from recent torrential rainfalls in Bluffer’s Park Beach in Scarborough inspired the women to create their own driftwood public art installation closer to home. It began with a "150" driftwood sign to mark Canada’s sesquicentennial. Helped by Sanders Shelton’s husband, Peter, the trio finished the "150" sign on Canada Day to queues of people waiting for a photo, celebrated on the beach, and watched the fireworks.
